What’s actually happening is that everything is linked to money,” said Pooven Moodley, human rights lawyer and social justice activist during an </span><i><span style=\"font-weight: 400;\">Our Burning Planet</span></i><span style=\"font-weight: 400;\"> webinar on Tuesday. </span>\r\n\r\n<span style=\"font-weight: 400;\">“And we do know that money [changes] hands … even in the Shell case, in terms of the oil and gas exploration, parties were getting funded.”</span>\r\n\r\nhttps://www.youtube.com/watch?v=h3lxS2SUGH4\r\n\r\n<span style=\"font-weight: 400;\">Moodley was talking about how a decision by the Department of Mineral Resources and Energy to appeal a high court ruling that the government’s authorisation of oil and gas exploration on the Wild Coast was unlawful, was motivated by money. </span>\r\n\r\n<span style=\"font-weight: 400;\">September 1 2022 marked a historic day when the Makhanda High Court in the Eastern Cape sided with rural communities, fishermen and traditional healers, ruling that the government’s decision to allow Shell plc to explore for oil and gas off the ecologically sensitive Wild Coast was unlawful.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, weeks later, both Shell and Energy Minister Gwede Mantashe </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-22-shell-impact-africa-and-mantashe-fight-order-to-halt-wild-coast-oil-and-gas-exploration/\"><span style=\"font-weight: 400;\">lodged an appeal</span></a><span style=\"font-weight: 400;\"> against the ruling.</span>\r\n\r\n<span style=\"font-weight: 400;\">With a date for the next round in this all-important legal battle looming, Kevin Bloom, </span><i><span style=\"font-weight: 400;\">Our Burning Planet</span></i><span style=\"font-weight: 400;\"> investigative reporter, sat down with environmental lawyer Cormac Cullinan and frontline activist Pooven Moodley, both of whom were instrumental in securing the initial victory.</span>\r\n\r\n<span style=\"font-weight: 400;\">Agreeing with Moodley’s sentiments on the issue of money changing hands, Cullinan pointed out that Mantashe had sided strongly with the Australian mining company applying for exploration rights, and that during the litigation, Shell had donated money to the ANC.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Minister Mantashe has been more responsive to the needs of multinational corporations,” said Cullinan. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The [local] communities have said unequivocally many times – we don’t want mining here … and he keeps trying to bus in more people and have new meetings to try to turn a firm no into yes.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Bloom agreed, saying, “In South Africa, we know that local communities never benefit from a mining project,” citing past investigations which have shown that while tribal chiefs may be bought, their communities end up worse off and the real wealth goes to offshore accounts.</span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<h4><b>Gateway case</b></h4>\r\n<span style=\"font-weight: 400;\">When the high court ruling was initially made in September, it set an international precedent and made headlines globally.</span>\r\n\r\n<span style=\"font-weight: 400;\">Cullinan said the case was significant because </span><span style=\"font-weight: 400;\">it represented a turning of the tide in terms of public opinion around the exploration of oil and gas.</span>\r\n\r\n<span style=\"font-weight: 400;\">“I think this is the moment in which the public is moving against them and saying, ‘we may have supported these things in the past, but there’s now unacceptable harm to marine species’,” said Cullinan. </span>\r\n\r\n<span style=\"font-weight: 400;\">“It’s unacceptable harm to the rights of local communities. I think that that’s incredibly significant.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Cullinan said research has shown that if we have any hope of achieving the climate goals set out in the Paris Agreement, no further exploration should take place, quoting the expression, “When you’re in a hole, the first thing to do is stop digging.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In terms of the upcoming appeal, Moodley said, </span><span style=\"font-weight: 400;\">“If we don’t win this case, it really opens up the gateway.” </span>\r\n\r\n<span style=\"font-weight: 400;\">He explained that if Mantashe and Shell failed to win their appeal, it would make it much harder for future exploration projects to succeed, because they would have to consult with communities and follow proper procedures on environmental impact assessments and climate impacts. </span>\r\n<h4><b>Planet over profit</b></h4>\r\n<span style=\"font-weight: 400;\">Moodley said it’s clear from what climate science and indigenous knowledge is telling us, that climate change will have disastrous effects on many systems, including the economy and ecosystems in the future, as it is already starting to do.</span>\r\n\r\n<span style=\"font-weight: 400;\">“No matter what ministers or others argue, we know that reality and what the truth is, and it’s important for us to be very clear on that,” said Moodley.</span>\r\n\r\n<span style=\"font-weight: 400;\">Said Cullinan: “I think for ordinary South Africans, it’s also a question of holding our government [accountable] and saying, we want you to represent the interests of ordinary people and prioritise those over the interests of corporations.</span>\r\n\r\n<span style=\"font-weight: 400;\">“And, of course, in these instances, stopping climate change is very much in all of our interests and not continuing digging ourselves deeper into this hole.” </span><b>DM</b>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
