This investment in ECD would see a significant increase in the number of children in early learning programmes supported by the government’s ECD subsidy. </span>\r\n\r\n<span style=\"font-weight: 400;\">Laura Brooks, an economist at </span><a href=\"https://ilifalabantwana.co.za/\"><span style=\"font-weight: 400;\">Ilifa Labantwana</span></a><span style=\"font-weight: 400;\">, presented these and other findings from Ilifa’s latest research brief at a webinar about public funding for early childhood development on Monday. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ilifa Labantwana is an ECD programme working to secure an equal start for all children living in South Africa through universal access to quality early childhood development services.</span>\r\n\r\n<iframe class=\"scribd_iframe_embed\" tabindex=\"0\" title=\"ECD Acceleration Funding 2022 Digital\" src=\"https://www.scribd.com/embeds/602624165/content?start_page=1&view_mode=scroll&access_key=key-6hc0GGAsFKaIV00mpjzt\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"true\" data-aspect-ratio=\"0.7729220222793488\"></iframe>\r\n\r\n \r\n\r\n<span style=\"font-weight: 400;\">“There’s mounting evidence that suggests that [in] achieving universal access to quality ECD services for all children, there’s a massive opportunity to address structural and gender inequality in South Africa,” said Brooks.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The reason we’ve done this research, and the reason we’re having this conversation … ahead of the Medium-Term Budget Policy Statement, is we’re really hoping to see some commitments towards an acknowledgement of the importance of investing in early childhood development.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Finance Minister Enoch Godongwana will table the </span><a href=\"https://pmg.org.za/blog/2022MediumTermBudgetPolicyStatement(MTBPS)Explainer#:~:text=What%20is%20the%20MTBPS%3F,for%20unforeseeable%20and%20unavoidable%20expenditures.\"><span style=\"font-weight: 400;\">Medium-Term Budget Policy Statement</span></a><span style=\"font-weight: 400;\">, or “mini budget”, in Parliament on Wednesday. The midterm budget indicates how the government intends to allocate the upcoming national Budget.</span>\r\n\r\n<span style=\"font-weight: 400;\">While Brooks acknowledged that there were unlikely to be massive investments in ECD in the next medium-term expenditure framework, she emphasised the importance of building momentum in public budgets now to reach an objective of universal access to quality ECD services in the next 20 years.</span>\r\n\r\n<span style=\"font-weight: 400;\">Of Ilifa’s proposed 2025/26 budget of R7.4-billion, 70% of the funds would go to delivering and supporting early learning programmes, and the remainder would be used for home-visiting programmes for pregnant women and the youngest children, according to the research brief.</span>\r\n\r\n<span style=\"font-weight: 400;\">An increased budget of R4.9-billion for early learning subsidies would not only allow an additional 322,000 children in early learning programmes to be supported, but would also ensure an increase in the subsidy amount from R17 to R19.68 per child per day.</span>\r\n\r\n<span style=\"font-weight: 400;\">Currently, about 25% of children in SA under five years of age attend early learning programmes, less than 40% of whom are subsidised by the government. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Fewer than 627,000 children aged 0 to five benefit from this [early learning] subsidy, which amounts to R2.8-billion,” according to the research brief.</span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<h4><b>Improving subsidy value and access</b></h4>\r\n<span style=\"font-weight: 400;\">Brooks pointed out that while the early learning subsidy per child per year is R4,488, the real value or purchasing power of this money has degraded over time due to inflation, meaning the value in real terms is about R3,500.</span>\r\n\r\n<span style=\"font-weight: 400;\">The issue of linking state social grants such as the ECD subsidy to inflation is a crucial one, said Michael Sachs, an adjunct professor at the Southern Centre for Inequality Studies at the University of the Witwatersrand.</span>\r\n\r\n<span style=\"font-weight: 400;\">“From government’s point of view, if you explicitly link an expenditure item to an inflation target, you lose … the flexibility to erode the value of things when you judge that that is necessary; but in a sense, that’s exactly why you have to fight for inflation linkage — so that that flexibility diminishes,” he explained.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/mc-ilifa-ecd_2/\"><img loading=\"lazy\" class=\"size-full wp-image-1439759\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/10/MC-Ilifa-ECD_2.jpg\" alt=\"\" width=\"720\" height=\"1033\" /></a> <span style=\"font-weight: 400;\">Michael Sachs, an adjunct professor at the Southern Centre for Inequality Studies at the University of the Witwatersrand. </span>(Photo: Oscar-Gutierrez)</p>\r\n\r\n<span style=\"font-weight: 400;\">Many ECD centres are deterred from applying for the ECD subsidy because of the stringent requirements for registration, says Elizabeth Ninan, a senior education specialist at the World Bank. "description": "Enoch Godongwana, born on June 9, 1957, is a South African politician and former trade union leader. He currently serves as South Africa's Finance Minister since August 2021 and is a member of the African National Congress (ANC) National Executive Committee.\r\n\r\nHe was born in Cala in the former Cape Province, now part of the Eastern Cape. He matriculated at St John's College in Mthatha, holds an MSc degree in Financial Economics from the University of London.\r\n\r\nGodongwana's political career took off when he served as the general secretary of the National Union of Metalworkers from 1993 to 1997. Following this, he held the position of Member of the Executive Council for Finance in the Eastern Cape's Executive Council from 1997 to 2004. He was elected to the ANC National Executive Committee in December 1997 and also served as the Deputy Provincial Chairperson of the ANC's Eastern Cape branch from 2003 to 2006 under Chairperson Makhenkesi Stofile. However, his tenure on the Executive Council ended in September 2004 when Premier Nosimo Balindlela dismissed him amid controversy.\r\n\r\nGodongwana held deputy ministerial positions in President Jacob Zuma's first cabinet, initially as Deputy Minister of Public Enterprises from 2009 to 2010 and then as Deputy Minister of Economic Development from 2010 to 2012. In January 2012, he resigned due to a scandal involving his investment company, Canyon Springs. Despite this, he maintained prominence as the long-serving chairperson of the ANC National Executive Committee's economic transformation subcommittee and as the chairperson of the Development Bank of Southern Africa from 2019 to 2021.\r\n\r\nOn August 5, 2021, President Cyril Ramaphosa announced a cabinet reshuffle, appointing Godongwana as the new Minister of Finance, succeeding Tito Mboweni, who had requested to step down. This announcement initially caused the rand to lose value, but it quickly recovered, reflecting Godongwana's positive reputation with investors. Observers also noted that Godongwana's strong political relationships within the Tripartite Alliance likely gave him more political influence than Mboweni. He initially served in the cabinet from outside Parliament until February 28, 2023, when he was officially sworn in as a member of the National Assembly, replacing Mike Basopu.",
