"contents": "<span style=\"font-weight: 400;\">South Africa’s 2022 state of the nation address (Sona) was different, with President Cyril Ramaphosa forced to </span><a href=\"https://www.youtube.com/watch?v=sjgHs3DJMLE\"><span style=\"font-weight: 400;\">deliver</span></a><span style=\"font-weight: 400;\"> it from the Cape Town city hall after </span><a href=\"https://mg.co.za/news/2022-01-03-parliament-fire-contained-crews-airing-gutted-national-assembly/\"><span style=\"font-weight: 400;\">a fire</span></a><span style=\"font-weight: 400;\"> gutted the national assembly.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa </span><a href=\"https://www.youtube.com/watch?v=sjgHs3DJMLE\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> the fire was symbolic of the devastation caused by Covid-19, rising unemployment, deepening poverty and riots in the country in July 2021.</span>\r\n\r\n<span style=\"font-weight: 400;\">But a fire can also lead to renewal, as Ramaphosa spoke of rebuilding the country’s democracy, reforming the economy and targeting corruption.</span>\r\n\r\n<span style=\"font-weight: 400;\">In his speech, the president made a number of claims about unemployment, vaccination, electricity, cannabis and social grants.</span>\r\n\r\n<span style=\"font-weight: 400;\">We checked if he was right. (</span><i><span style=\"font-weight: 400;\">Note: We will be adding more claims to this report as we complete assessing them.</span></i><span style=\"font-weight: 400;\">)</span>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Over the past two years [the Covid-19 pandemic] has … put two million people out of work.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Correct</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa made a similar claim on 8 January 2022, when he gave a </span><a href=\"https://africacheck.org/fact-checks/reports/highest-ever-unemployment-rate-fact-checking-two-claims-ancs-110th-birthday\"><span style=\"font-weight: 400;\">speech to commemorate</span></a><span style=\"font-weight: 400;\"> the 110th anniversary of the founding of the ruling African National Congress. In the speech, he put the number of job losses at “around 1.5 million”, which we rated </span><a href=\"https://africacheck.org/fact-checks/reports/highest-ever-unemployment-rate-fact-checking-two-claims-ancs-110th-birthday\"><span style=\"font-weight: 400;\">incorrect</span></a><span style=\"font-weight: 400;\"> because it was based on unemployment data that wasn’t the most recent.</span>\r\n\r\n<a href=\"http://www.statssa.gov.za/\"><span style=\"font-weight: 400;\">Statistics South Africa</span></a><span style=\"font-weight: 400;\"> (Stats SA), the country’s national data agency, collects data on unemployment which it publishes in its </span><a href=\"http://www.statssa.gov.za/?page_id=1866&PPN=P0211&SCH=72943\"><span style=\"font-weight: 400;\">quarterly labour force survey</span></a><span style=\"font-weight: 400;\"> (QLFS).</span>\r\n\r\n<span style=\"font-weight: 400;\">The agency’s latest release estimated that there were 14,282,000 people employed from </span><a href=\"http://www.statssa.gov.za/?page_id=1854&PPN=P0211&SCH=72945\"><span style=\"font-weight: 400;\">July to September 2021</span></a><span style=\"font-weight: 400;\">. From </span><a href=\"http://www.statssa.gov.za/publications/P0211/P02111stQuarter2020.pdf\"><span style=\"font-weight: 400;\">January to March 2020</span></a><span style=\"font-weight: 400;\">, when the pandemic began, there were an estimated 16,383,000 people employed. </span>\r\n\r\n<span style=\"font-weight: 400;\">This is 2,101,000 fewer people employed. Ramaphosa is (now) correct. </span><i><span style=\"font-weight: 400;\">— Keegan Leech</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“So far we have as a nation administered some 30 million doses of Covid-19 vaccines …”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Correct</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s Covid-19 vaccination programme </span><a href=\"https://www.gov.za/covid-19/vaccine/vaccine\"><span style=\"font-weight: 400;\">includes</span></a><span style=\"font-weight: 400;\"> the </span><a href=\"https://www.cdc.gov/coronavirus/2019-ncov/vaccines/different-vaccines/janssen.html\"><span style=\"font-weight: 400;\">Johnson & Johnson</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.cdc.gov/coronavirus/2019-ncov/vaccines/different-vaccines/Pfizer-BioNTech.html\"><span style=\"font-weight: 400;\">Pfizer-BioNtech</span></a><span style=\"font-weight: 400;\"> vaccines as of February 2022. </span>\r\n\r\n<span style=\"font-weight: 400;\">Statistics on the vaccination rollout include data recorded on the </span><a href=\"https://vaccine.enroll.health.gov.za/#/\"><span style=\"font-weight: 400;\">Electronic Vaccination Data System</span></a><span style=\"font-weight: 400;\"> (EVDS) but exclude vaccination data captured on paper. The EVDS is </span><a href=\"https://vaccine.enroll.health.gov.za/#/\"><span style=\"font-weight: 400;\">an online portal</span></a><span style=\"font-weight: 400;\"> where people can register for vaccines. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to the government’s </span><a href=\"https://sacoronavirus.co.za/latest-vaccine-statistics/\"><span style=\"font-weight: 400;\">Covid-19 news portal</span></a><span style=\"font-weight: 400;\">, totals will be adjusted as paper-based records are captured. </span>\r\n\r\n<span style=\"font-weight: 400;\">At time of publication, approximately </span><a href=\"https://sacoronavirus.co.za/latest-vaccine-statistics/\"><span style=\"font-weight: 400;\">30.7 million</span></a><span style=\"font-weight: 400;\"> doses had been administered in total. Of these doses, </span><a href=\"https://sacoronavirus.co.za/latest-vaccine-statistics/\"><span style=\"font-weight: 400;\">7.54 million</span></a><span style=\"font-weight: 400;\"> were Johnson & Johnson and </span><a href=\"https://sacoronavirus.co.za/latest-vaccine-statistics/\"><span style=\"font-weight: 400;\">23.16 million</span></a><span style=\"font-weight: 400;\"> were Pfizer. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa’s claim is correct.</span><i><span style=\"font-weight: 400;\"> — Naledi Mashishi</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Nearly 42% of all adults and 60% of everyone over 50 years of age is fully vaccinated. And this is a real achievement that many countries on our continent have not been able to reach.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Understated</span>\r\n\r\n<span style=\"font-weight: 400;\">According to EVDS records on 10 February, 47.08% of the adult population has been vaccinated. The age group with the highest vaccination rate is those above 60 in which 69.33% of men and 66.26% of women are vaccinated. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the 50-59 years cohort, 63.54% of men and 63.42% of women are vaccinated. Ramaphosa, therefore, understated the country’s current vaccination numbers. </span>\r\n\r\n<span style=\"font-weight: 400;\">The president is correct, however, when it comes to South Africa’s vaccination coverage compared to the rest of the continent. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to the Africa Centre for Disease Control and Prevention, 28.36% of South Africa’s total population is fully vaccinated. </span>\r\n\r\n<span style=\"font-weight: 400;\">This places South Africa behind other countries on the continent such as Seychelles (78.60%), Morocco (62.65%), Rwanda (55.72%), Botswana (46.76%) and Cape Verde (44.67%). </span>\r\n\r\n<span style=\"font-weight: 400;\">But South Africa is still ahead of most African countries. In total, only 11.69% of Africans on the continent have been vaccinated. And countries such as Uganda, Nigeria, Ethiopia, Ivory Coast, Tanzania, and Somalia have yet to vaccinate more than 10% of their total population. </span>\r\n\r\n<span style=\"font-weight: 400;\">Eritrea is the only country on the continent that has not yet started a Covid-19 vaccination programme. </span><i><span style=\"font-weight: 400;\">— Naledi Mashishi</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Last year our unemployment rate reached its highest recorded level.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Correct</span>\r\n\r\n<span style=\"font-weight: 400;\">Statistics South Africa’s </span><a href=\"http://www.statssa.gov.za/?page_id=1866&PPN=P0211&SCH=72943\"><span style=\"font-weight: 400;\">quarterly labour force survey</span></a><span style=\"font-weight: 400;\"> (QLFS) only began in 2008. Dr Thabi Leoka, an economist and</span><a href=\"https://www.iwfsa.co.za/dr-thabi-leoka/\"><span style=\"font-weight: 400;\"> chief executive of Naha Investments</span></a><span style=\"font-weight: 400;\">, previously explained to <em>Africa Check</em> that recent unemployment data cannot be accurately compared to data gathered prior to 2008. </span>\r\n\r\n<span style=\"font-weight: 400;\">“When we say the highest recorded, we mean since 2008,” Leoka </span><a href=\"https://africacheck.org/fact-checks/reports/highest-ever-unemployment-rate-fact-checking-two-claims-ancs-110th-birthday\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"http://www.statssa.gov.za/?page_id=1854&PPN=P0211&SCH=72945\"><span style=\"font-weight: 400;\">most recent QLFS</span></a><span style=\"font-weight: 400;\"> indicates that the unemployment rate of 34.9% was — </span><a href=\"https://africacheck.org/fact-checks/reports/highest-ever-unemployment-rate-fact-checking-two-claims-ancs-110th-birthday\"><span style=\"font-weight: 400;\">by any measure</span></a><span style=\"font-weight: 400;\"> — higher in the period July to September 2021 than it has been since the survey began. </span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa is correct. </span><i><span style=\"font-weight: 400;\">— Keegan Leech</span></i>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-1182966\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/02/AC-graph.jpg\" alt=\"\" width=\"720\" height=\"553\" /> Note: The narrow or strict definition of unemployment includes those who are unemployed and have taken active steps to look for work. (Graph: AfricaCheck | africacheck.org Source: Statistics South Africa)</p>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“[A]round 80% of all the people who are employed in South Africa are employed in the private sector.”</span>\r\n\r\n<b>Verdict:</b><span style=\"font-weight: 400;\"> Correct</span>\r\n\r\n<span style=\"font-weight: 400;\">The UN’s</span><a href=\"https://www.ilo.org/global/lang--en/index.htm\"><span style=\"font-weight: 400;\"> International Labour Organization</span></a><span style=\"font-weight: 400;\"> sets international standards for work. It defines the</span><a href=\"https://www.ilo.org/wcmsp5/groups/public/---ed_norm/---relconf/documents/meetingdocument/wcms_236203.pdf#page=3\"><span style=\"font-weight: 400;\"> private sector</span></a><span style=\"font-weight: 400;\"> as “all non-public entities including enterprises, foundations, non-governmental organisations and households”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Stats SA’s quarterly employment statistics break down the number of jobs in each sector of the economy. The government sector employs people in national, provincial and local government, extra-budgetary institutions, as well as universities and technikons. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to Stats SA,</span><a href=\"http://www.statssa.gov.za/?p=5293\"><span style=\"font-weight: 400;\"> extra-budgetary institutions</span></a><span style=\"font-weight: 400;\"> do not operate through normal parliamentary budgetary processes but play an important role in delivering national government services. Examples include the</span><a href=\"https://www.sars.gov.za/Pages/default.aspx\"><span style=\"font-weight: 400;\"> South African Revenue Service</span></a><span style=\"font-weight: 400;\">, the</span><a href=\"https://www.raf.co.za/\"><span style=\"font-weight: 400;\"> Road Accident Fund</span></a><span style=\"font-weight: 400;\"> and the</span><a href=\"https://www.ufiling.co.za/\"><span style=\"font-weight: 400;\"> Unemployment Insurance Fund</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Stats SA’s</span><a href=\"http://www.statssa.gov.za/publications/P0277/P0277September2021.pdf\"><span style=\"font-weight: 400;\"> latest data</span></a><span style=\"font-weight: 400;\"> indicates that, in September 2021,</span><a href=\"http://www.statssa.gov.za/publications/P0277/P0277September2021.pdf#page=5\"><span style=\"font-weight: 400;\"> 9.62 million</span></a><span style=\"font-weight: 400;\"> people in South Africa were employed. And 2,197,684 of them had jobs in the public sector.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1182971\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/02/total-government-sector-employment-in-south-africa-september-2021-.png\" alt=\"\" width=\"720\" height=\"419\" /> (Source: Statistics South Africa)</p>\r\n\r\n<span style=\"font-weight: 400;\">This means the remaining 77.2% of workers were employed in the private sector. Ramaphosa’s claim is correct.</span>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Our country has a shortfall of around 4,000 megawatts of electricity.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Understated</span>\r\n\r\n<span style=\"font-weight: 400;\">“Due to our ageing power stations, poor maintenance, policy missteps and the ruinous effects of state capture, our country has a shortfall of around 4,000 megawatts of electricity,” </span><a href=\"https://www.gov.za/speeches/president-cyril-ramaphosa-2022-state-nation-address-10-feb-2022-0000\"><span style=\"font-weight: 400;\">Ramaphosa said</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">In his 2021 state of the nation speech, </span><a href=\"https://www.stateofthenation.gov.za/assets/2021/SONA%202021.pdf\"><span style=\"font-weight: 400;\">Ramaphosa said</span></a><span style=\"font-weight: 400;\"> electricity public utility </span><a href=\"https://www.moneyweb.co.za/news/south-africa/electricity-amendment-bill-gives-nersa-more-powers/\"><span style=\"font-weight: 400;\">Eskom had estimated</span></a><span style=\"font-weight: 400;\"> an electricity supply shortfall of “</span><a href=\"https://www.timeslive.co.za/politics/2021-02-11-load-shedding-far-from-over-as-cyril-ramaphosa-says-eskom-predicts-power-shortfall-for-next-five-years/\"><span style=\"font-weight: 400;\">between 4,000 and 6,000</span></a><span style=\"font-weight: 400;\"> megawatts over the next five years”.</span>\r\n\r\n<span style=\"font-weight: 400;\"><em>Africa Check</em> spoke to </span><a href=\"https://www.gsb.uct.ac.za/profile/8/anton-eberhard\"><span style=\"font-weight: 400;\">Anton Eberhard</span></a><span style=\"font-weight: 400;\">, director of the </span><a href=\"https://www.gsb.uct.ac.za/powerfutureslab\"><span style=\"font-weight: 400;\">Power Futures Lab</span></a><span style=\"font-weight: 400;\"> at the University of Cape Town’s business school, who said it was difficult to put a precise number to the shortfall in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">“It depends in part on the availability of Eskom power stations and what reserve margin is considered prudent,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Eberhard said that Eskom had “very little spare available generation capacity” and that its plant performance was unpredictable. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Most assessments are that we need an additional 4,000 to 6,000 megawatts of available capacity for a secure system.”</span>\r\n\r\n<a href=\"https://www.eebi.co.za/chris-yelland\"><span style=\"font-weight: 400;\">Chris Yelland</span></a><span style=\"font-weight: 400;\">, an energy analyst at consultancy firm </span><a href=\"https://www.eebi.co.za/\"><span style=\"font-weight: 400;\">EE Business Intelligence</span></a><span style=\"font-weight: 400;\">, said the president’s claim was understated. He thought the shortfall was closer to 6,000 megawatts. </span>\r\n\r\n<span style=\"font-weight: 400;\">Eberhard said “the shortfall will increase as old coal power stations, which have reached their end of lives, are decommissioned”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Experts advised that the shortfall amount, although difficult to pinpoint, was higher than Ramaphosa said. We rate this claim as understated. </span><i><span style=\"font-weight: 400;\">— Taryn Khourie</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Our immediate neighbour Lesotho has gone ahead in the industrialisation of cannabis in leaps and bounds.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Correct</span>\r\n\r\n<a href=\"https://www.drugscience.org.uk/drug-information/cannabis/\"><span style=\"font-weight: 400;\">Cannabis</span></a><span style=\"font-weight: 400;\"> is a plant containing a host of chemicals that have various physical and psychological effects when consumed. The use of the plant, and many of its derivatives, has historically been widely prohibited, though in the 21st century its legal status has </span><a href=\"https://prohibitionpartners.com/reports/the-global-cannabis-report-second-edition/\"><span style=\"font-weight: 400;\">begun to change</span></a><span style=\"font-weight: 400;\"> in many countries. </span>\r\n\r\n<span style=\"font-weight: 400;\">The plant has been used ceremonially and medicinally in Lesotho, South Africa’s landlocked neighbour, for </span><a href=\"https://journals.openedition.org/echogeo/17612?lang=en\"><span style=\"font-weight: 400;\">centuries</span></a><span style=\"font-weight: 400;\">. A number of social, environmental, economic and political forces have made cannabis cultivation a popular income source in the country. `</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2008, Lesotho introduced a </span><a href=\"https://medbox.org/pdf/5e148832db60a2044c2d44a2\"><span style=\"font-weight: 400;\">drugs of abuse act</span></a><span style=\"font-weight: 400;\"> that was largely consistent with previous prohibitionist policies, except for permitting the cultivation of medical cannabis. But the regulations to go along with this </span><a href=\"https://qz.com/africa/1744366/lesotho-is-perfect-growing-cannabis-but-not-regulation/\"><span style=\"font-weight: 400;\">reportedly</span></a><span style=\"font-weight: 400;\"> did not come into place until interest from international companies in the late 2010s. </span>\r\n\r\n<span style=\"font-weight: 400;\">As of 2019, various licences had been </span><a href=\"https://journals.openedition.org/echogeo/17612?lang=en\"><span style=\"font-weight: 400;\">granted to international companies</span></a><span style=\"font-weight: 400;\"> for a starting period of 10 years. Even so, mystery still surrounds cannabis licensing in Lesotho. It has been </span><a href=\"https://qz.com/africa/1744366/lesotho-is-perfect-growing-cannabis-but-not-regulation/\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> that there was even </span><a href=\"https://cannavigia.com/cannabis-country-report-lesotho-how-to-get-a-license-how-to-export-products-abroad\"><span style=\"font-weight: 400;\">uncertainty in the government</span></a><span style=\"font-weight: 400;\"> about how many licences had been granted. </span>\r\n\r\n<span style=\"font-weight: 400;\">In early 2021, a Lesotho-based firm became the first in Africa licensed to </span><a href=\"https://www.theguardian.com/global-development/2021/apr/21/lesotho-firm-first-in-africa-granted-eu-licence-for-medical-cannabis\"><span style=\"font-weight: 400;\">export</span></a><span style=\"font-weight: 400;\"> medical cannabis to the European Union. Later that year, Highland Investments, an international licensed cannabis cultivator, announced a </span><a href=\"https://www.businesslive.co.za/bd/companies/land-and-agriculture/2021-08-17-lesotho-based-highlands-scores-record-cannabis-product-sale-in-europe/\"><span style=\"font-weight: 400;\">shipment</span></a><span style=\"font-weight: 400;\"> of some 8.5 tonnes of cannabis to Europe. It was touted as one of the largest legal shipments of medical cannabis to date. </span>\r\n\r\n<span style=\"font-weight: 400;\">Though cultivation licences were initially given out without a fee, growers now have to pay large sums to gain entry into the medical market. They also bear the high cost of specialised equipment needed to adhere to international growing standards. </span>\r\n\r\n<span style=\"font-weight: 400;\">This is generally </span><a href=\"https://journals.openedition.org/echogeo/17612\"><span style=\"font-weight: 400;\">unaffordable</span></a><span style=\"font-weight: 400;\"> to small-scale growers and often has the effect of keeping them in the </span><a href=\"https://www.bbc.com/news/av/world-africa-46346888\"><span style=\"font-weight: 400;\">black market</span></a><span style=\"font-weight: 400;\"> while larger international companies operate formally. </span><i><span style=\"font-weight: 400;\">— Kirsten Cosser</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“The presidential employment stimulus programme includes over half a million young people appointed as education assistants.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Exaggerated</span>\r\n\r\n<span style=\"font-weight: 400;\">According to the presidency, the </span><a href=\"https://pres-employment.openup.org.za/?initialWidth=1310&childId=openupstuff&parentTitle=Employment%20Stimulus%20Dashboard%20%7C%20SONA%202022&parentUrl=https%3A%2F%2Fwww.stateofthenation.gov.za%2Femployment-stimulus-dashboard#\"><span style=\"font-weight: 400;\">aim</span></a><span style=\"font-weight: 400;\"> of the presidential employment stimulus (PES) programme is to “create jobs and strengthen livelihoods, supporting meaningful work while the labour market recovers” from the coronavirus pandemic. </span>\r\n\r\n<span style=\"font-weight: 400;\">A key component of the programme is the </span><a href=\"https://pres-employment.openup.org.za/img/Presidential%20Employment%20Stimulus%20Review%20and%20Introduction%20to%20Phase%202.pdf\"><span style=\"font-weight: 400;\">basic education employment intervention</span></a><span style=\"font-weight: 400;\"> (BEEI), run by the department of basic education. </span>\r\n\r\n<span style=\"font-weight: 400;\">The BEEI aims to make people aged 18 to 35 years more employable by providing temporary employment as education and general assistants in schools.</span>\r\n\r\n<b>380,482 education assistants employed</b>\r\n\r\n<span style=\"font-weight: 400;\">According to the </span><a href=\"https://www.stateofthenation.gov.za/employment-stimulus-dashboard\"><span style=\"font-weight: 400;\">employment stimulus dashboard</span></a><span style=\"font-weight: 400;\">, there is a difference between education and general assistants. The education assistants, which requires a matric and prioritises graduates, provide support to teachers in the classroom. General assistants help with tasks such as “school maintenance, security, food gardens and after-school care”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><a href=\"https://pres-employment.openup.org.za/?initialWidth=1310&childId=openupstuff&parentTitle=Employment%20Stimulus%20Dashboard%20%7C%20SONA%202022&parentUrl=https%3A%2F%2Fwww.stateofthenation.gov.za%2Femployment-stimulus-dashboard#\"><span style=\"font-weight: 400;\">phase 1</span></a><span style=\"font-weight: 400;\"> of the programme, 196,949 education assistants and 122,533 general assistants were hired. In </span><a href=\"https://pres-employment.openup.org.za/?initialWidth=1310&childId=openupstuff&parentTitle=Employment%20Stimulus%20Dashboard%20%7C%20SONA%202022&parentUrl=https%3A%2F%2Fwww.stateofthenation.gov.za%2Femployment-stimulus-dashboard#\"><span style=\"font-weight: 400;\">phase 2</span></a><span style=\"font-weight: 400;\">, 183,533 education assistants and 93,094 general assistants were hired. </span>\r\n\r\n<span style=\"font-weight: 400;\">This means 380,482 education assistants and 215,627 general assistants have been hired so far. Combined this adds up to 596,109 assistants. They are paid </span><a href=\"https://pres-employment.openup.org.za/img/Presidential%20Employment%20Stimulus%20Review%20and%20Introduction%20to%20Phase%202.pdf#page=8\"><span style=\"font-weight: 400;\">at the national minimum wage</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">The dashboard notes that the “data is subject to ongoing verification and audit. The numbers reported may change based on final verification and audit outcomes”. </span><i><span style=\"font-weight: 400;\">— Kirsten Cosser</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Invariably, the majority of [young people] always find permanent employment once they are brought in through this programme.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Unproven</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa was reported to have made a </span><a href=\"https://www.news24.com/fin24/economy/nearly-a-million-youth-apply-to-be-school-assistants-in-ramaphosas-stimulus-programme-20211018\"><span style=\"font-weight: 400;\">similar claim</span></a><span style=\"font-weight: 400;\"> in October 2021. </span>\r\n\r\n<span style=\"font-weight: 400;\">“[Ramaphosa] noted that many of the school assistants in Phase 1 ‘found their way into employment’ given the experience, training and references gained in the programme,” </span><a href=\"https://www.news24.com/fin24/economy/nearly-a-million-youth-apply-to-be-school-assistants-in-ramaphosas-stimulus-programme-20211018\"><i><span style=\"font-weight: 400;\">News24</span></i><span style=\"font-weight: 400;\"> reported at the time</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, we could not find any studies on the impact of the programme in terms of subsequent permanent employment. Neither the presidency nor the department of basic education responded to our request for information on this claim. It is not clear whether the permanent employment status of previously appointed assistants is being systematically tracked. </span>\r\n\r\n<span style=\"font-weight: 400;\">Plans to track the programme’s impact more generally seem to be underway. A </span><a href=\"https://www.samea.org.za/publications/filedump?publication_id=564&publication_field=ATTACHMENT\"><span style=\"font-weight: 400;\">request for proposals</span></a><span style=\"font-weight: 400;\"> to conduct an impact assessment was made by the department of basic education in 2021. </span>\r\n\r\n<span style=\"font-weight: 400;\">The assessment would evaluate the impact of the BEEI programme on reading, classroom management and learner attendance. </span><i><span style=\"font-weight: 400;\">— Kirsten Cosser</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“The social relief of distress grant has provided support to more than 10 million unemployed people…”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Correct</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.dsd.gov.za/index.php/latest-news/21-latest-news/410-the-rapid-assessment-of-the-implementation-and-utilisation-of-the-special-covid-19-social-relief-of-distress-grant\"><span style=\"font-weight: 400;\">social relief of distress</span></a><span style=\"font-weight: 400;\"> (SRD) grant was introduced in May 2020 as temporary relief for low and no income households who experienced financial hardship </span><a href=\"https://www.dsd.gov.za/index.php/latest-news/21-latest-news/410-the-rapid-assessment-of-the-implementation-and-utilisation-of-the-special-covid-19-social-relief-of-distress-grant\"><span style=\"font-weight: 400;\">because of the lockdown measures to curb the spread of Covid-19</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">It has now been </span><a href=\"https://www.gov.za/services/social-benefits/social-relief-distress\"><span style=\"font-weight: 400;\">expanded</span></a><span style=\"font-weight: 400;\"> to include South Africans who are in such “dire material need that they are unable to meet their families’ most basic needs”. This </span><a href=\"https://www.gov.za/services/social-benefits/social-relief-distress\"><span style=\"font-weight: 400;\">can include</span></a><span style=\"font-weight: 400;\"> being a victim of a crisis or disaster, being unable to work and the death or imprisonment of the family breadwinner. </span>\r\n\r\n<span style=\"font-weight: 400;\">Applicants must be older than 18, unemployed, not receiving any income and not receiving any social grant. </span>\r\n\r\n<span style=\"font-weight: 400;\">It pays </span><a href=\"https://www.dsd.gov.za/index.php/latest-news/21-latest-news/410-the-rapid-assessment-of-the-implementation-and-utilisation-of-the-special-covid-19-social-relief-of-distress-grant\"><span style=\"font-weight: 400;\">R350</span></a><span style=\"font-weight: 400;\"> a month and has been </span><a href=\"https://www.dsd.gov.za/index.php/latest-news/21-latest-news/410-the-rapid-assessment-of-the-implementation-and-utilisation-of-the-special-covid-19-social-relief-of-distress-grant\"><span style=\"font-weight: 400;\">extended</span></a><span style=\"font-weight: 400;\"> until March 2022. </span>\r\n\r\n<span style=\"font-weight: 400;\">Paseka Letsatsi is the spokesperson for the </span><a href=\"https://www.sassa.gov.za/\"><span style=\"font-weight: 400;\">South African Social Security Agency</span></a><span style=\"font-weight: 400;\">. He told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> that as of 8 February, the agency had received, “a total of 15,187,899 applications for the Covid relief grant, of which 10,451,360 have been approved for payment”.</span><i><span style=\"font-weight: 400;\"> — Naledi Mashishi</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“We have made significant progress in reducing the DNA backlog processing from 210,000 exhibits to some 58,000 at present.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Mostly Correct</span>\r\n\r\n<span style=\"font-weight: 400;\">DNA is </span><a href=\"https://dnaproject.co.za/dna-and-crime-resolution\"><span style=\"font-weight: 400;\">important evidence</span></a><span style=\"font-weight: 400;\"> that links a person to a crime or crime scene with great accuracy. But the DNA gathered at crime scenes has to be </span><a href=\"https://dnaproject.co.za/the-science-behind-dna\"><span style=\"font-weight: 400;\">processed by experts</span></a><span style=\"font-weight: 400;\"> in labs to produce a DNA profile that can be matched to a suspect.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> asked Lirandzu Themba, the police ministry’s communications director, about Ramaphosa’s claim. She referred us to police minister Bheki Cele’s </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=38119\"><span style=\"font-weight: 400;\">speaking notes</span></a><span style=\"font-weight: 400;\"> for the State of the Nation debate. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The backlog has decreased from over 200,000 in June last year to under 60,000 in January this year,”</span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=38119\"><span style=\"font-weight: 400;\"> the notes read</span></a><span style=\"font-weight: 400;\">. And on 16 February, Themba told <em>Africa Check</em> that the backlog was “currently reduced to 54,348” cases.</span>\r\n\r\n<span style=\"font-weight: 400;\">But</span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=38119\"><span style=\"font-weight: 400;\"> Cele’s notes</span></a><span style=\"font-weight: 400;\"> also refer to 159,996 “new cases”. This is where things get complicated.</span>\r\n\r\n<b>Currently 214,344 unprocessed cases</b>\r\n\r\n<span style=\"font-weight: 400;\">In August 2021, South Africa’s</span><a href=\"https://www.da.org.za/\"><span style=\"font-weight: 400;\"> Democratic Alliance</span></a><span style=\"font-weight: 400;\"> opposition party issued a</span><a href=\"https://www.da.org.za/2021/08/dna-crisis-backlog-now-exceeds-300-000-cases-totalling-1-2-million-samples\"><span style=\"font-weight: 400;\"> press release</span></a><span style=\"font-weight: 400;\"> claiming that the police’s DNA backlog had in fact grown to more than 300,000 cases. </span>\r\n\r\n<span style=\"font-weight: 400;\">Andrew Whitfield, the party’s shadow minister of police, told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> there were — in a sense — two sets of case backlogs. By 11 May 2021, the South African Police Services had tracked both a “ring-fenced” backlog of unprocessed cases and several “new cases”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Whitfield sent us</span><a href=\"https://africacheck.org/sites/default/files/media/documents/2022-02/PCoP%20-%20SAPS%20Presentation%20%28DNA%20Analysis%20Backlog%20in%20SAPS%20and%20Progress%20-%20Corrections%29%2024%20August%202021.pdf\"><span style=\"font-weight: 400;\"> a presentation</span></a><span style=\"font-weight: 400;\"> delivered to the parliamentary portfolio committee on police in August 2021. It indicates that there were 210,864 backlogged cases on 11 May 2021. This was reduced to 166,327 cases by 19 August 2021. The police “ring-fence” these cases, which means that they are tracked separately to monitor progress in reducing the backlog. </span>\r\n\r\n<span style=\"font-weight: 400;\">Whitfield described Ramaphosa’s statement as “partially correct”. The backlog of 210,864 cases ring-fenced in May 2021 was reportedly reduced to “under 60,000” by January 2022. </span>\r\n\r\n<span style=\"font-weight: 400;\">But this doesn’t mean there were under 60,000 unprocessed cases. Adding the 54,348 “ring-fenced” and 159,996 “new” cases together makes 214,344 unprocessed cases. </span>\r\n\r\n<span style=\"font-weight: 400;\">Themba confirmed that this was the current total. After the first democratic elections in 1994, Ramaphosa was appointed as the country's first trade and industry minister.\r\n\r\nIn 1996, Ramaphosa left government to pursue a career in business. And this is a real achievement that many countries on our continent have not been able to reach.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Understated</span>\r\n\r\n<span style=\"font-weight: 400;\">According to EVDS records on 10 February, 47.08% of the adult population has been vaccinated. The age group with the highest vaccination rate is those above 60 in which 69.33% of men and 66.26% of women are vaccinated. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the 50-59 years cohort, 63.54% of men and 63.42% of women are vaccinated. Ramaphosa, therefore, understated the country’s current vaccination numbers. </span>\r\n\r\n<span style=\"font-weight: 400;\">The president is correct, however, when it comes to South Africa’s vaccination coverage compared to the rest of the continent. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to the Africa Centre for Disease Control and Prevention, 28.36% of South Africa’s total population is fully vaccinated. </span>\r\n\r\n<span style=\"font-weight: 400;\">This places South Africa behind other countries on the continent such as Seychelles (78.60%), Morocco (62.65%), Rwanda (55.72%), Botswana (46.76%) and Cape Verde (44.67%). </span>\r\n\r\n<span style=\"font-weight: 400;\">But South Africa is still ahead of most African countries. In total, only 11.69% of Africans on the continent have been vaccinated. It defines the</span><a href=\"https://www.ilo.org/wcmsp5/groups/public/---ed_norm/---relconf/documents/meetingdocument/wcms_236203.pdf#page=3\"><span style=\"font-weight: 400;\"> private sector</span></a><span style=\"font-weight: 400;\"> as “all non-public entities including enterprises, foundations, non-governmental organisations and households”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Stats SA’s quarterly employment statistics break down the number of jobs in each sector of the economy. The government sector employs people in national, provincial and local government, extra-budgetary institutions, as well as universities and technikons. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to Stats SA,</span><a href=\"http://www.statssa.gov.za/?p=5293\"><span style=\"font-weight: 400;\"> extra-budgetary institutions</span></a><span style=\"font-weight: 400;\"> do not operate through normal parliamentary budgetary processes but play an important role in delivering national government services. Examples include the</span><a href=\"https://www.sars.gov.za/Pages/default.aspx\"><span style=\"font-weight: 400;\"> South African Revenue Service</span></a><span style=\"font-weight: 400;\">, the</span><a href=\"https://www.raf.co.za/\"><span style=\"font-weight: 400;\"> Road Accident Fund</span></a><span style=\"font-weight: 400;\"> and the</span><a href=\"https://www.ufiling.co.za/\"><span style=\"font-weight: 400;\"> Unemployment Insurance Fund</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Stats SA’s</span><a href=\"http://www.statssa.gov.za/publications/P0277/P0277September2021.pdf\"><span style=\"font-weight: 400;\"> latest data</span></a><span style=\"font-weight: 400;\"> indicates that, in September 2021,</span><a href=\"http://www.statssa.gov.za/publications/P0277/P0277September2021.pdf#page=5\"><span style=\"font-weight: 400;\"> 9.62 million</span></a><span style=\"font-weight: 400;\"> people in South Africa were employed. Ramaphosa’s claim is correct.</span>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Our country has a shortfall of around 4,000 megawatts of electricity.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Understated</span>\r\n\r\n<span style=\"font-weight: 400;\">“Due to our ageing power stations, poor maintenance, policy missteps and the ruinous effects of state capture, our country has a shortfall of around 4,000 megawatts of electricity,” </span><a href=\"https://www.gov.za/speeches/president-cyril-ramaphosa-2022-state-nation-address-10-feb-2022-0000\"><span style=\"font-weight: 400;\">Ramaphosa said</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">In his 2021 state of the nation speech, </span><a href=\"https://www.stateofthenation.gov.za/assets/2021/SONA%202021.pdf\"><span style=\"font-weight: 400;\">Ramaphosa said</span></a><span style=\"font-weight: 400;\"> electricity public utility </span><a href=\"https://www.moneyweb.co.za/news/south-africa/electricity-amendment-bill-gives-nersa-more-powers/\"><span style=\"font-weight: 400;\">Eskom had estimated</span></a><span style=\"font-weight: 400;\"> an electricity supply shortfall of “</span><a href=\"https://www.timeslive.co.za/politics/2021-02-11-load-shedding-far-from-over-as-cyril-ramaphosa-says-eskom-predicts-power-shortfall-for-next-five-years/\"><span style=\"font-weight: 400;\">between 4,000 and 6,000</span></a><span style=\"font-weight: 400;\"> megawatts over the next five years”.</span>\r\n\r\n<span style=\"font-weight: 400;\"><em>Africa Check</em> spoke to </span><a href=\"https://www.gsb.uct.ac.za/profile/8/anton-eberhard\"><span style=\"font-weight: 400;\">Anton Eberhard</span></a><span style=\"font-weight: 400;\">, director of the </span><a href=\"https://www.gsb.uct.ac.za/powerfutureslab\"><span style=\"font-weight: 400;\">Power Futures Lab</span></a><span style=\"font-weight: 400;\"> at the University of Cape Town’s business school, who said it was difficult to put a precise number to the shortfall in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">“It depends in part on the availability of Eskom power stations and what reserve margin is considered prudent,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Eberhard said that Eskom had “very little spare available generation capacity” and that its plant performance was unpredictable. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Most assessments are that we need an additional 4,000 to 6,000 megawatts of available capacity for a secure system.”</span>\r\n\r\n<a href=\"https://www.eebi.co.za/chris-yelland\"><span style=\"font-weight: 400;\">Chris Yelland</span></a><span style=\"font-weight: 400;\">, an energy analyst at consultancy firm </span><a href=\"https://www.eebi.co.za/\"><span style=\"font-weight: 400;\">EE Business Intelligence</span></a><span style=\"font-weight: 400;\">, said the president’s claim was understated. He thought the shortfall was closer to 6,000 megawatts. </span>\r\n\r\n<span style=\"font-weight: 400;\">Eberhard said “the shortfall will increase as old coal power stations, which have reached their end of lives, are decommissioned”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Experts advised that the shortfall amount, although difficult to pinpoint, was higher than Ramaphosa said. We rate this claim as understated. </span><i><span style=\"font-weight: 400;\">— Taryn Khourie</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Our immediate neighbour Lesotho has gone ahead in the industrialisation of cannabis in leaps and bounds.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Correct</span>\r\n\r\n<a href=\"https://www.drugscience.org.uk/drug-information/cannabis/\"><span style=\"font-weight: 400;\">Cannabis</span></a><span style=\"font-weight: 400;\"> is a plant containing a host of chemicals that have various physical and psychological effects when consumed. The use of the plant, and many of its derivatives, has historically been widely prohibited, though in the 21st century its legal status has </span><a href=\"https://prohibitionpartners.com/reports/the-global-cannabis-report-second-edition/\"><span style=\"font-weight: 400;\">begun to change</span></a><span style=\"font-weight: 400;\"> in many countries. </span>\r\n\r\n<span style=\"font-weight: 400;\">The plant has been used ceremonially and medicinally in Lesotho, South Africa’s landlocked neighbour, for </span><a href=\"https://journals.openedition.org/echogeo/17612?lang=en\"><span style=\"font-weight: 400;\">centuries</span></a><span style=\"font-weight: 400;\">. A number of social, environmental, economic and political forces have made cannabis cultivation a popular income source in the country. `</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2008, Lesotho introduced a </span><a href=\"https://medbox.org/pdf/5e148832db60a2044c2d44a2\"><span style=\"font-weight: 400;\">drugs of abuse act</span></a><span style=\"font-weight: 400;\"> that was largely consistent with previous prohibitionist policies, except for permitting the cultivation of medical cannabis. But the regulations to go along with this </span><a href=\"https://qz.com/africa/1744366/lesotho-is-perfect-growing-cannabis-but-not-regulation/\"><span style=\"font-weight: 400;\">reportedly</span></a><span style=\"font-weight: 400;\"> did not come into place until interest from international companies in the late 2010s. </span>\r\n\r\n<span style=\"font-weight: 400;\">As of 2019, various licences had been </span><a href=\"https://journals.openedition.org/echogeo/17612?lang=en\"><span style=\"font-weight: 400;\">granted to international companies</span></a><span style=\"font-weight: 400;\"> for a starting period of 10 years. Even so, mystery still surrounds cannabis licensing in Lesotho. It has been </span><a href=\"https://qz.com/africa/1744366/lesotho-is-perfect-growing-cannabis-but-not-regulation/\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> that there was even </span><a href=\"https://cannavigia.com/cannabis-country-report-lesotho-how-to-get-a-license-how-to-export-products-abroad\"><span style=\"font-weight: 400;\">uncertainty in the government</span></a><span style=\"font-weight: 400;\"> about how many licences had been granted. </span>\r\n\r\n<span style=\"font-weight: 400;\">In early 2021, a Lesotho-based firm became the first in Africa licensed to </span><a href=\"https://www.theguardian.com/global-development/2021/apr/21/lesotho-firm-first-in-africa-granted-eu-licence-for-medical-cannabis\"><span style=\"font-weight: 400;\">export</span></a><span style=\"font-weight: 400;\"> medical cannabis to the European Union. Later that year, Highland Investments, an international licensed cannabis cultivator, announced a </span><a href=\"https://www.businesslive.co.za/bd/companies/land-and-agriculture/2021-08-17-lesotho-based-highlands-scores-record-cannabis-product-sale-in-europe/\"><span style=\"font-weight: 400;\">shipment</span></a><span style=\"font-weight: 400;\"> of some 8.5 tonnes of cannabis to Europe. It was touted as one of the largest legal shipments of medical cannabis to date. </span>\r\n\r\n<span style=\"font-weight: 400;\">Though cultivation licences were initially given out without a fee, growers now have to pay large sums to gain entry into the medical market. They also bear the high cost of specialised equipment needed to adhere to international growing standards. </span>\r\n\r\n<span style=\"font-weight: 400;\">This is generally </span><a href=\"https://journals.openedition.org/echogeo/17612\"><span style=\"font-weight: 400;\">unaffordable</span></a><span style=\"font-weight: 400;\"> to small-scale growers and often has the effect of keeping them in the </span><a href=\"https://www.bbc.com/news/av/world-africa-46346888\"><span style=\"font-weight: 400;\">black market</span></a><span style=\"font-weight: 400;\"> while larger international companies operate formally. </span><i><span style=\"font-weight: 400;\">— Kirsten Cosser</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“The presidential employment stimulus programme includes over half a million young people appointed as education assistants.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Exaggerated</span>\r\n\r\n<span style=\"font-weight: 400;\">According to the presidency, the </span><a href=\"https://pres-employment.openup.org.za/?initialWidth=1310&childId=openupstuff&parentTitle=Employment%20Stimulus%20Dashboard%20%7C%20SONA%202022&parentUrl=https%3A%2F%2Fwww.stateofthenation.gov.za%2Femployment-stimulus-dashboard#\"><span style=\"font-weight: 400;\">aim</span></a><span style=\"font-weight: 400;\"> of the presidential employment stimulus (PES) programme is to “create jobs and strengthen livelihoods, supporting meaningful work while the labour market recovers” from the coronavirus pandemic. </span>\r\n\r\n<span style=\"font-weight: 400;\">A key component of the programme is the </span><a href=\"https://pres-employment.openup.org.za/img/Presidential%20Employment%20Stimulus%20Review%20and%20Introduction%20to%20Phase%202.pdf\"><span style=\"font-weight: 400;\">basic education employment intervention</span></a><span style=\"font-weight: 400;\"> (BEEI), run by the department of basic education. </span>\r\n\r\n<span style=\"font-weight: 400;\">The BEEI aims to make people aged 18 to 35 years more employable by providing temporary employment as education and general assistants in schools.</span>\r\n\r\n<b>380,482 education assistants employed</b>\r\n\r\n<span style=\"font-weight: 400;\">According to the </span><a href=\"https://www.stateofthenation.gov.za/employment-stimulus-dashboard\"><span style=\"font-weight: 400;\">employment stimulus dashboard</span></a><span style=\"font-weight: 400;\">, there is a difference between education and general assistants. The education assistants, which requires a matric and prioritises graduates, provide support to teachers in the classroom. General assistants help with tasks such as “school maintenance, security, food gardens and after-school care”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><a href=\"https://pres-employment.openup.org.za/?initialWidth=1310&childId=openupstuff&parentTitle=Employment%20Stimulus%20Dashboard%20%7C%20SONA%202022&parentUrl=https%3A%2F%2Fwww.stateofthenation.gov.za%2Femployment-stimulus-dashboard#\"><span style=\"font-weight: 400;\">phase 1</span></a><span style=\"font-weight: 400;\"> of the programme, 196,949 education assistants and 122,533 general assistants were hired. In </span><a href=\"https://pres-employment.openup.org.za/?initialWidth=1310&childId=openupstuff&parentTitle=Employment%20Stimulus%20Dashboard%20%7C%20SONA%202022&parentUrl=https%3A%2F%2Fwww.stateofthenation.gov.za%2Femployment-stimulus-dashboard#\"><span style=\"font-weight: 400;\">phase 2</span></a><span style=\"font-weight: 400;\">, 183,533 education assistants and 93,094 general assistants were hired. </span>\r\n\r\n<span style=\"font-weight: 400;\">This means 380,482 education assistants and 215,627 general assistants have been hired so far. Combined this adds up to 596,109 assistants. They are paid </span><a href=\"https://pres-employment.openup.org.za/img/Presidential%20Employment%20Stimulus%20Review%20and%20Introduction%20to%20Phase%202.pdf#page=8\"><span style=\"font-weight: 400;\">at the national minimum wage</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">The dashboard notes that the “data is subject to ongoing verification and audit. The numbers reported may change based on final verification and audit outcomes”. </span><i><span style=\"font-weight: 400;\">— Kirsten Cosser</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Invariably, the majority of [young people] always find permanent employment once they are brought in through this programme.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Unproven</span>\r\n\r\n<span style=\"font-weight: 400;\">Ramaphosa was reported to have made a </span><a href=\"https://www.news24.com/fin24/economy/nearly-a-million-youth-apply-to-be-school-assistants-in-ramaphosas-stimulus-programme-20211018\"><span style=\"font-weight: 400;\">similar claim</span></a><span style=\"font-weight: 400;\"> in October 2021. </span>\r\n\r\n<span style=\"font-weight: 400;\">“[Ramaphosa] noted that many of the school assistants in Phase 1 ‘found their way into employment’ given the experience, training and references gained in the programme,” </span><a href=\"https://www.news24.com/fin24/economy/nearly-a-million-youth-apply-to-be-school-assistants-in-ramaphosas-stimulus-programme-20211018\"><i><span style=\"font-weight: 400;\">News24</span></i><span style=\"font-weight: 400;\"> reported at the time</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, we could not find any studies on the impact of the programme in terms of subsequent permanent employment. Neither the presidency nor the department of basic education responded to our request for information on this claim. It is not clear whether the permanent employment status of previously appointed assistants is being systematically tracked. </span>\r\n\r\n<span style=\"font-weight: 400;\">Plans to track the programme’s impact more generally seem to be underway. A </span><a href=\"https://www.samea.org.za/publications/filedump?publication_id=564&publication_field=ATTACHMENT\"><span style=\"font-weight: 400;\">request for proposals</span></a><span style=\"font-weight: 400;\"> to conduct an impact assessment was made by the department of basic education in 2021. </span>\r\n\r\n<span style=\"font-weight: 400;\">The assessment would evaluate the impact of the BEEI programme on reading, classroom management and learner attendance. </span><i><span style=\"font-weight: 400;\">— Kirsten Cosser</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“The social relief of distress grant has provided support to more than 10 million unemployed people…”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Correct</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.dsd.gov.za/index.php/latest-news/21-latest-news/410-the-rapid-assessment-of-the-implementation-and-utilisation-of-the-special-covid-19-social-relief-of-distress-grant\"><span style=\"font-weight: 400;\">social relief of distress</span></a><span style=\"font-weight: 400;\"> (SRD) grant was introduced in May 2020 as temporary relief for low and no income households who experienced financial hardship </span><a href=\"https://www.dsd.gov.za/index.php/latest-news/21-latest-news/410-the-rapid-assessment-of-the-implementation-and-utilisation-of-the-special-covid-19-social-relief-of-distress-grant\"><span style=\"font-weight: 400;\">because of the lockdown measures to curb the spread of Covid-19</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">It has now been </span><a href=\"https://www.gov.za/services/social-benefits/social-relief-distress\"><span style=\"font-weight: 400;\">expanded</span></a><span style=\"font-weight: 400;\"> to include South Africans who are in such “dire material need that they are unable to meet their families’ most basic needs”. This </span><a href=\"https://www.gov.za/services/social-benefits/social-relief-distress\"><span style=\"font-weight: 400;\">can include</span></a><span style=\"font-weight: 400;\"> being a victim of a crisis or disaster, being unable to work and the death or imprisonment of the family breadwinner. </span>\r\n\r\n<span style=\"font-weight: 400;\">Applicants must be older than 18, unemployed, not receiving any income and not receiving any social grant. </span>\r\n\r\n<span style=\"font-weight: 400;\">It pays </span><a href=\"https://www.dsd.gov.za/index.php/latest-news/21-latest-news/410-the-rapid-assessment-of-the-implementation-and-utilisation-of-the-special-covid-19-social-relief-of-distress-grant\"><span style=\"font-weight: 400;\">R350</span></a><span style=\"font-weight: 400;\"> a month and has been </span><a href=\"https://www.dsd.gov.za/index.php/latest-news/21-latest-news/410-the-rapid-assessment-of-the-implementation-and-utilisation-of-the-special-covid-19-social-relief-of-distress-grant\"><span style=\"font-weight: 400;\">extended</span></a><span style=\"font-weight: 400;\"> until March 2022. </span>\r\n\r\n<span style=\"font-weight: 400;\">Paseka Letsatsi is the spokesperson for the </span><a href=\"https://www.sassa.gov.za/\"><span style=\"font-weight: 400;\">South African Social Security Agency</span></a><span style=\"font-weight: 400;\">. He told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> that as of 8 February, the agency had received, “a total of 15,187,899 applications for the Covid relief grant, of which 10,451,360 have been approved for payment”.</span><i><span style=\"font-weight: 400;\"> — Naledi Mashishi</span></i>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“We have made significant progress in reducing the DNA backlog processing from 210,000 exhibits to some 58,000 at present.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Mostly Correct</span>\r\n\r\n<span style=\"font-weight: 400;\">DNA is </span><a href=\"https://dnaproject.co.za/dna-and-crime-resolution\"><span style=\"font-weight: 400;\">important evidence</span></a><span style=\"font-weight: 400;\"> that links a person to a crime or crime scene with great accuracy. But the DNA gathered at crime scenes has to be </span><a href=\"https://dnaproject.co.za/the-science-behind-dna\"><span style=\"font-weight: 400;\">processed by experts</span></a><span style=\"font-weight: 400;\"> in labs to produce a DNA profile that can be matched to a suspect.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> asked Lirandzu Themba, the police ministry’s communications director, about Ramaphosa’s claim. She referred us to police minister Bheki Cele’s </span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=38119\"><span style=\"font-weight: 400;\">speaking notes</span></a><span style=\"font-weight: 400;\"> for the State of the Nation debate. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The backlog has decreased from over 200,000 in June last year to under 60,000 in January this year,”</span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=38119\"><span style=\"font-weight: 400;\"> the notes read</span></a><span style=\"font-weight: 400;\">. And on 16 February, Themba told <em>Africa Check</em> that the backlog was “currently reduced to 54,348” cases.</span>\r\n\r\n<span style=\"font-weight: 400;\">But</span><a href=\"https://www.saps.gov.za/newsroom/msspeechdetail.php?nid=38119\"><span style=\"font-weight: 400;\"> Cele’s notes</span></a><span style=\"font-weight: 400;\"> also refer to 159,996 “new cases”. This is where things get complicated.</span>\r\n\r\n<b>Currently 214,344 unprocessed cases</b>\r\n\r\n<span style=\"font-weight: 400;\">In August 2021, South Africa’s</span><a href=\"https://www.da.org.za/\"><span style=\"font-weight: 400;\"> Democratic Alliance</span></a><span style=\"font-weight: 400;\"> opposition party issued a</span><a href=\"https://www.da.org.za/2021/08/dna-crisis-backlog-now-exceeds-300-000-cases-totalling-1-2-million-samples\"><span style=\"font-weight: 400;\"> press release</span></a><span style=\"font-weight: 400;\"> claiming that the police’s DNA backlog had in fact grown to more than 300,000 cases. </span>\r\n\r\n<span style=\"font-weight: 400;\">Andrew Whitfield, the party’s shadow minister of police, told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> there were — in a sense — two sets of case backlogs. By 11 May 2021, the South African Police Services had tracked both a “ring-fenced” backlog of unprocessed cases and several “new cases”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Whitfield sent us</span><a href=\"https://africacheck.org/sites/default/files/media/documents/2022-02/PCoP%20-%20SAPS%20Presentation%20%28DNA%20Analysis%20Backlog%20in%20SAPS%20and%20Progress%20-%20Corrections%29%2024%20August%202021.pdf\"><span style=\"font-weight: 400;\"> a presentation</span></a><span style=\"font-weight: 400;\"> delivered to the parliamentary portfolio committee on police in August 2021. It indicates that there were 210,864 backlogged cases on 11 May 2021. This was reduced to 166,327 cases by 19 August 2021. The police “ring-fence” these cases, which means that they are tracked separately to monitor progress in reducing the backlog. </span>\r\n\r\n<span style=\"font-weight: 400;\">Whitfield described Ramaphosa’s statement as “partially correct”. The backlog of 210,864 cases ring-fenced in May 2021 was reportedly reduced to “under 60,000” by January 2022. </span>\r\n\r\n<span style=\"font-weight: 400;\">But this doesn’t mean there were under 60,000 unprocessed cases. Adding the 54,348 “ring-fenced” and 159,996 “new” cases together makes 214,344 unprocessed cases. </span>\r\n\r\n<span style=\"font-weight: 400;\">Themba confirmed that this was the current total.
