"contents": "<span style=\"font-weight: 400;\">South Africa’s agriculture has had </span><a href=\"https://www.statssa.gov.za/publications/P0441/P04414thQuarter2022.pdf\"><span style=\"font-weight: 400;\">great consecutive seasons</span></a><span style=\"font-weight: 400;\"> since 2019/20. The sector’s gross value added grew by </span><a href=\"https://www.statssa.gov.za/publications/P0441/P04414thQuarter2022.pdf#page=11\"><span style=\"font-weight: 400;\">14.9% in 2020, 8.8% in 2021 and modestly by 0.3% in 2022</span></a><span style=\"font-weight: 400;\">. This was primarily supported by favourable weather conditions.</span>\r\n\r\n<span style=\"font-weight: 400;\">The current season is also likely to deliver </span><a href=\"https://wandilesihlobo.com/2023/05/16/farm-jobs/\"><span style=\"font-weight: 400;\">solid growth for the sector</span></a><span style=\"font-weight: 400;\">, with variation across sub-sectors. We already see </span><a href=\"https://wandilesihlobo.com/2023/05/25/a-solid-maize-harvest-in-south-africa/\"><span style=\"font-weight: 400;\">prospects of large crops across the country</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Export performance is likely to be robust, especially with a </span><a href=\"https://businesstech.co.za/news/finance/687925/heres-why-the-rand-is-so-weak-right-now/\"><span style=\"font-weight: 400;\">weaker rand exchange rate</span></a><span style=\"font-weight: 400;\">, which makes South African products more competitively priced in the global market.</span>\r\n\r\n<span style=\"font-weight: 400;\">Still, the sector is not reaching its full potential. Several factors stand in the way of even greater success and greater participation of black farmers in commercial value chains.</span>\r\n\r\n<span style=\"font-weight: 400;\">The first factor is worsening power cuts. The agricultural sector is heavily reliant on energy. For example, recent work by the agriculture and food policy research group, the Bureau for Food and Agricultural Policy, shows that </span><a href=\"https://theconversation.com/farmers-in-south-africa-face-power-cuts-and-a-weak-rand-but-a-number-of-factors-are-working-in-their-favour-too-204243\"><span style=\"font-weight: 400;\">roughly a third of South Africa’s farming income depends directly on irrigation</span></a><span style=\"font-weight: 400;\">, which requires power.</span>\r\n\r\n<span style=\"font-weight: 400;\">But that’s not the only challenge. Deteriorating roads, collapsing water infrastructure and rising crime are barriers to functioning effectively and efficiently.</span>\r\n\r\n<span style=\"font-weight: 400;\">These are not new issues. They have been flagged before, but they have worsened. They are a challenge for large commercial farmers as well as smaller farming enterprises. The emerging or new entrant black farmers, with limited financial resources, face it more acutely.</span>\r\n\r\n<span style=\"font-weight: 400;\">These challenges highlight the effects of weak governance across all spheres of government in South Africa. It is serious for all sectors, but particularly so for agriculture, which depends on the proper functioning of essentials such as roads, water and power.</span>\r\n\r\n<span style=\"font-weight: 400;\">Provincial governments and municipalities still need to maintain or upgrade infrastructure that would support agriculture.</span>\r\n\r\n<span style=\"font-weight: 400;\">The results of this neglect, over time, are likely to lead to declining economic conditions and employment opportunities in small towns. </span>\r\n\r\n<span style=\"font-weight: 400;\">Farming and agribusiness play a crucial role in </span><a href=\"https://theconversation.com/small-towns-are-collapsing-across-south-africa-how-its-starting-to-affect-farming-162697\"><span style=\"font-weight: 400;\">sustaining the economies of small towns and rural areas</span></a><span style=\"font-weight: 400;\">. Paying attention to infrastructure could catalyse a virtual cycle in which the private sector increases investment, in turn leading to increased economic opportunities.</span>\r\n<h4><b>Roadblocks facing farmers</b></h4>\r\n<span style=\"font-weight: 400;\">The impact that poor roads have on farmers is well illustrated by a recent case in the Eastern Cape province. </span><a href=\"https://www.businesslive.co.za/bd/opinion/letters/2023-05-16-letter-agriculture-in-a-pothole/\"><span style=\"font-weight: 400;\">Dairy farmers</span></a><span style=\"font-weight: 400;\"> in the Ncorha area struggled to receive farm supplements, feeds and diesel because of the poor state of the roads. And they couldn’t deliver their produce to the market.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ncorha is a small region in the Chris Hani District Municipality in the Eastern Cape. One of its vital economic activities is farming, primarily the dairy industry. The Eastern Cape accounts for </span><a href=\"https://www.dailymaverick.co.za/article/2019-09-30-a-sleeping-giant-agriculture-in-eastern-cape/\"><span style=\"font-weight: 400;\">nearly a third of South Africa’s dairy production</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Poor infrastructure is not isolated to the Eastern Cape. </span><a href=\"https://theconversation.com/small-towns-are-collapsing-across-south-africa-how-its-starting-to-affect-farming-162697\"><span style=\"font-weight: 400;\">Roads across the rural towns</span></a><span style=\"font-weight: 400;\"> of the Free State, North West, Limpopo and KwaZulu-Natal, all of which are major agricultural provinces, are also poorly maintained and are in bad condition.</span>\r\n\r\n<span style=\"font-weight: 400;\">More than </span><a href=\"https://www.sagis.org.za/monthly-grain-transport.html\"><span style=\"font-weight: 400;\">two-thirds</span></a><span style=\"font-weight: 400;\"> of South Africa’s agricultural produce is now transported by roads, as rail transport has faced challenges over the years. This is a major change from two decades ago when </span><a href=\"https://www.sagis.org.za/monthly-grain-transport.html\"><span style=\"font-weight: 400;\">rail played an important role in transporting agricultural produce, specifically grains</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The poor road network has forced some farmers to pay for road maintenance. They have not been able to reap the full benefit of higher agricultural output because they’re incurring additional operating costs. </span>\r\n\r\n<span style=\"font-weight: 400;\">Farmers have to step in when municipalities </span><a href=\"https://theconversation.com/small-towns-are-collapsing-across-south-africa-how-its-starting-to-affect-farming-162697\"><span style=\"font-weight: 400;\">misuse funds</span></a><span style=\"font-weight: 400;\"> allocated for infrastructure. Details of this have appeared in numerous </span><a href=\"https://mfma-2022.agsareports.co.za/pages/media#media-release\"><span style=\"font-weight: 400;\">Auditor-General reports</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Water has often been flagged by various agribusinesses and farmers as another major problem. Key is the maintenance of </span><a href=\"https://theconversation.com/basic-water-services-in-south-africa-are-in-decay-after-years-of-progress-185616\"><span style=\"font-weight: 400;\">water infrastructure</span></a><span style=\"font-weight: 400;\"> such as dams and purification systems. Agribusinesses in some towns have had to step in and maintain water infrastructure. This again takes financial and human capital away from businesses to public service that municipalities should be covering.</span>\r\n\r\n<span style=\"font-weight: 400;\">Agribusinesses and farmers are also seeing a rise in corruption and crime. </span>\r\n\r\n<span style=\"font-weight: 400;\">Commercial farming businesses have had to tighten security over the years at their own cost because of lawlessness in rural South Africa. </span>\r\n\r\n<a href=\"https://mg.co.za/news/2022-11-19-syndicates-are-behind-stock-theft-in-south-africa/\"><span style=\"font-weight: 400;\">Harvest and livestock theft</span></a><span style=\"font-weight: 400;\"> affects all farmers, making it much harder for new entrants in the sector who lack a strong financial position to invest in security and technology solutions. Again, having to tighten security shifts resources from more productive uses to cover for the government’s shortcomings.</span>\r\n<h4><b>Why a strong agricultural sector matters</b></h4>\r\n<span style=\"font-weight: 400;\">South Africa faces a high unemployment rate of just </span><a href=\"https://www.statssa.gov.za/publications/P0211/P02111stQuarter2023.pdf#page=6\"><span style=\"font-weight: 400;\">under 33% in the first quarter of 2023</span></a><span style=\"font-weight: 400;\">. Rural areas tend to bear the brunt of poor economic conditions.</span>\r\n\r\n<span style=\"font-weight: 400;\">Resolving the unemployment crisis requires that all economic sectors perform optimally, especially the primary sectors with an ability to absorb even the least skilled labour. Agriculture is one such sector, while agribusiness and agro-processing also present a range of employment opportunities.</span>\r\n\r\n<span style=\"font-weight: 400;\">But this hinges on effective provision of public services such as roads, water and electricity. In turn, these depend on strong provincial governments and municipalities.</span>\r\n\r\n<span style=\"font-weight: 400;\">The recently launched </span><a href=\"https://static.pmg.org.za/220607Agriculture_and_Agro-processing_Master_Plan_Signed.pdf\"><span style=\"font-weight: 400;\">Agriculture and Agro-processing Master Plan</span></a><span style=\"font-weight: 400;\"> presents practical steps for implementing </span><a href=\"https://www.gov.za/sites/default/files/gcis_document/201409/devplan2.pdf\"><span style=\"font-weight: 400;\">Chapter 6 of the National Development Plan</span></a><span style=\"font-weight: 400;\">, which outlined a vision for developing the agricultural sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">Weaknesses of the provincial government and municipalities are undermining the </span><a href=\"https://static.pmg.org.za/220607Agriculture_and_Agro-processing_Master_Plan_Signed.pdf\"><span style=\"font-weight: 400;\">government’s plans</span></a><span style=\"font-weight: 400;\"> to expand agricultural output and resolve inefficiencies within the Department of Agriculture, Land Reform and Rural Development.</span>\r\n\r\n<span style=\"font-weight: 400;\">These weaknesses are also hindering the economic vision for South Africa </span><a href=\"https://www.iol.co.za/news/politics/ramaphosa-laments-poor-governance-at-municipal-level-7b89bf3d-db67-4a35-b3d3-21540c6b8e58\"><span style=\"font-weight: 400;\">as set out by President Cyril Ramaphosa</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Addressing local government failures should be a top priority for the presidency. Rural towns and communities support millions of people and are currently in despair.</span>\r\n\r\n<span style=\"font-weight: 400;\">Public-private sector partnerships can also help tackle some of these challenges.
