"contents": "South African food inflation has been cooling, but things could heat up again soon. Domestic futures prices for the staple white maize in the week of 18 November scaled record highs above R6,300 a tonne, a scorching rise in the year to date of about 60%.\r\n\r\n“The market is jittery because there is not much maize in the silos, and speculators are jumping in. But there are still deliveries to the silos of between 20,000 tonnes and 35,000 tonnes a week of both white and yellow maize,” Tom van Rooyen, a commercial maize farmer in North West, told Daily Maverick.\r\n\r\nThere have been several accelerants for the maize price. First and foremost was last summer’s poor crop, which withered under the onslaught of a mid- to late-summer drought triggered by the El Niño weather phenomenon.\r\n\r\nWhite maize production for this past summer season could be more than 23% lower at just over 6 million tonnes, according to the latest estimate from the government’s crop estimates committee.\r\n\r\nAdding fuel to the futures price fire has been the fading prospect of La Niña – which typically brings good rains to the southern African region – forming this summer. If the weather pattern does emerge, it is expected to be weak and short-lived.\r\n\r\nAnother spark has been the renewed weakness in the rand since the election of former and now future US president Donald Trump. On the global stage, maize is called corn and it is priced in dollars, and so the rand’s exchange rate with the greenback has a huge influence on domestic prices in South Africa.\r\n\r\nThere is usually a time lag of several months between futures prices and what consumers pay at the shops, so the impact will not be felt immediately. But a retail price surge is certainly a possibility on the horizon and it will hit lower-income households, who depend on maize meal as a caloric staple, the hardest. \r\n\r\nSouth African food inflation in October was 2.8% on an annual basis, its lowest level since May 2019. This has mirrored the overall slowing of consumer inflation, which braked to 2.8% in October – its lowest level since June 2020 – from 3.8% in September.\r\n\r\nNotably on this front, Statistics South Africa said the price of maize meal declined 2.0% in October from September, its third straight monthly decline.\r\n\r\nThis welcome trend now looks like it could be set for a painful reversal next year, but a lot will hinge on the rand’s performance and how this season’s maize crop shapes up.\r\n\r\nRead more: White September — a red alert for rural farmers planting maize\r\n
Silver lining
\r\nIt is not all doom and gloom. Even if La Niña fails to materialise, South Africa’s grain belt could still get good rains.\r\n\r\n“The outlook for the new 2024–25 production season is positive and may offer relief,” said Wandile Sihlobo, chief economist at the Agricultural Business Chamber. “We have started receiving nice showers in some regions of the country. The planting of maize has also started in the eastern regions of South Africa. We hope for more rain to improve soil moisture in the coming weeks and months.”\r\n\r\nVan Rooyen told Daily Maverick that he had started planting on his lands in North West in the wake of recent drenching rains.\r\n\r\nSouth African grain growers have signalled their intention to plant 1.58 million hectares of white maize this summer, 1% more than last season. If yields – as expected – are better this season, then the harvest should be significantly better than the previous one.\r\n
A critical few months
\r\nRecord prices are a boon to farmers, so they could conceivably devote more hectares yet to the crop. \r\n\r\nTemperatures, though, are a concern. The long-range forecast from the South African Weather Service predicts above-normal temperatures across most of the country this summer, and too much of a good thing, including heat, is not good for crops.\r\n\r\nAnd the fact of the matter is that, although South Africa has enough white maize to meet its domestic needs and is expected to export 1.2 million tonnes, supplies remain tight.\r\n\r\nRegional demand has surged as the drought wreaked far greater damage on Zimbabwe, Zambia, Malawi and Mozambique. About 30 million people in southern Africa will need food aid this summer to get them through the “lean season” until the next maize harvest between March and May 2025.\r\n\r\nRead more: Effects of drought and crop failures starting to bite across southern Africa\r\n\r\nFor now at least, South African food prices are moderating in time for Christmas feasts. But record maize prices are a warning sign of a storm that may yet come. DM\r\n\r\nThis story first appeared in our weekly Daily Maverick 168 newspaper, which is available countrywide for R35.\r\n\r\n",
