"contents": "<span style=\"font-weight: 400;\">Muhammadu</span> <span style=\"font-weight: 400;\">Buhari of Nigeria was the first president from Sub-Saharan Africa to visit Donald Trump after his election as US president. After the meeting Trump advised his aides that he “never wants to meet someone </span><a href=\"https://www.news24.com/news24/africa/news/trump-says-nigerian-president-buhari-is-lifeless-report-20180827\"><span style=\"font-weight: 400;\">as lifeless</span></a><span style=\"font-weight: 400;\">” as Buhari again. On immigration by Africans to the US, Trump asked why it would accept more immigrants from Haiti and </span><a href=\"https://www.news24.com/news24/World/News/trump-why-allow-immigrants-from-shithole-countries-20180112\"><span style=\"font-weight: 400;\">“shithole countries”</span></a><span style=\"font-weight: 400;\"> in Africa instead of accepting immigrants from Norway. On Africa’s health system, he once </span><a href=\"https://edition.cnn.com/2017/09/21/africa/trump-nambia-un-africa-trnd/index.html\"><span style=\"font-weight: 400;\">told</span></a><span style=\"font-weight: 400;\"> African leaders that “</span><b><i>Nambia’s</i></b><span style=\"font-weight: 400;\"> health system is increasingly self-sufficient”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In a sign of the lack of concern for Africa by his administration, Trump never set his foot on African soil during his term as president. It may sound funny, but this summarises the arrogance and condescending and often haphazard nature of US foreign policy on Africa during the Trump administration.</span>\r\n\r\n<span style=\"font-weight: 400;\">Thus the election of the Biden-Harris administration comes as a huge relief to many in Africa. There is anticipation of better relations, deeper engagement and predictable civil diplomacy. </span>\r\n\r\n<span style=\"font-weight: 400;\">Such is the anticipation for a change in policy that the “lifeless” Buhari </span><a href=\"https://twitter.com/MBuhari/status/1325174546496811009?s=20\"><span style=\"font-weight: 400;\">tweeted</span></a><span style=\"font-weight: 400;\"> a warm welcome: “Congratulations to US President-Elect Joe Biden on his election at a time of uncertainty and fear in world affairs. His election is a reminder that democracy is the best form of government because it offers the people the opportunity to change their government by peaceful means.”</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-838988\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/MC-Roundup_3.jpg\" alt=\"\" width=\"2357\" height=\"1291\" /> Zimbabwean President Emmerson Mnangagwa argues that the attack on the Capitol shows that the US has no moral right to punish another nation under the guise of upholding democracy. (Photo: Waldo Swiegers/Bloomberg via Getty Images)</p>\r\n\r\n<span style=\"font-weight: 400;\">Concerned about the impact of growing nationalism on undermining multilateral frameworks, Buhari immediately posted </span><a href=\"https://twitter.com/MBuhari/status/1325176668160290816?s=20\"><span style=\"font-weight: 400;\">another tweet</span></a><span style=\"font-weight: 400;\"> raising the expectation that Biden needed “to deploy his vast experience in tackling the negative consequences of nationalist politics on world affairs – which have created divisions and uncertainties – and to introduce greater engagement with Africa on the basis of reciprocal respect and shared interests”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, Zimbabwean President Emmerson Mnangagwa’s congratulatory message to Biden demanded an end to sanctions, arguing that the attack on the Capitol showed that the </span><a href=\"https://www.rfi.fr/en/africa/20210119-united-states-has-no-moral-right-to-levy-sanctions-on-zimbabwe-emmerson-mnangagwa-africa-capitol-attack-democracy\"><span style=\"font-weight: 400;\">US has no moral right</span></a><span style=\"font-weight: 400;\"> to punish another nation under the guise of upholding democracy.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mnangagwa gained an unlikely ally when Marc Holtzman, chairperson of CBZ Holdings, Zimbabwe’s largest financial institution, </span><a href=\"https://syndicationbureau.com/en/us-reset-relations-zimbabwe/\"><span style=\"font-weight: 400;\">warned</span></a><span style=\"font-weight: 400;\"> that not removing sanctions will make Zimbabwe more susceptible to illiberal influences arguing that: “Missing the opportunity to re-engage with Zimbabwe would be a mistake at both the diplomatic and economic level. The country’s leaders are frustrated that there are no clear targets for it to meet to gain acceptance by the West. Lack of dialogue risks pushing Zimbabwe further into China and Russia’s sphere of influence.”</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the vice-president of the opposition MDC Alliance and former finance minister, Tendai Biti, </span><a href=\"https://www.zimeye.net/2021/01/29/hon-biti-slams-mnangagwa-for-protecting-archbishops-of-corruption/\"><span style=\"font-weight: 400;\">argued</span></a><span style=\"font-weight: 400;\"> that before he can expect removal of foreign sanctions, Mnangagwa should implement key reforms and not protect the “archbishops of corruption and looting” that are akin to “domestic sanctions” holding the country back. </span>\r\n\r\n<span style=\"font-weight: 400;\">Of course, Mnangagwa and Buhari’s paeans to democracy are somewhat rich given the track records of the regimes they head. But that’s another story.</span>\r\n\r\n<b>Issues that may shape US Africa policy</b>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>southern Africa</b><span style=\"font-weight: 400;\"> particularly, the expectation is that the US will return to multilateralism in global politics, and that the </span><a href=\"https://www.businessinsider.co.za/us-joins-covax-experts-say-wont-help-poorer-nations-much-2021-1?r=US&IR=T\"><span style=\"font-weight: 400;\">US involvement in the World Health Organisation (WHO) and COVAX</span></a><span style=\"font-weight: 400;\"> will benefit Africa by insulating it from the negative impact of “</span><a href=\"https://www.globalcitizen.org/en/content/what-is-vaccine-nationalism/\"><span style=\"font-weight: 400;\">vaccine nationalism</span></a><span style=\"font-weight: 400;\">”. The futility of vaccine nationalism will be evident when more complex strains of Covid-19 emerge and spread indiscriminately across the globe from unvaccinated geographical zones to vaccinated ones. As Obiora C Okafor, United Nations independent expert on human rights and international solidarity, </span><a href=\"https://observatoryihr.org/news/un-calls-for-global-coordination-and-more-equitable-sharing-of-the-covid-19-vaccine/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “This pandemic will not end for anyone until it ends for everyone.” International vaccine solidarity should be much preferred over international vaccine competition.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-838989\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/MC-Roundup_4.jpg\" alt=\"\" width=\"1868\" height=\"1040\" /> US President Joe Biden is expected to show <span style=\"font-weight: 400;\">leadership on democracy and human rights in Africa</span>. (Photo by Alex Wong/Getty Images)</p>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://theconversation.com/why-the-us-rejoining-the-paris-climate-accord-matters-at-home-and-abroad-5-scholars-explain-153783\"><span style=\"font-weight: 400;\">US promise of renewed leadership on climate change</span></a><span style=\"font-weight: 400;\"> is also welcome for a continent that is already facing the ravages of climate change. Investment in climate-proofing Africa and in renewable energy could be a mutually beneficial enterprise.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>East </b><span style=\"font-weight: 400;\">and </span><b>West Africa </b><span style=\"font-weight: 400;\">there is an expectation, particularly from civil society, of US leadership on democracy and human rights in the face of democratic decline, rising authoritarianism, unfair elections, weaponisation of the law, attacks on human rights defenders and closure of (online and offline) civic space. </span>\r\n\r\n<span style=\"font-weight: 400;\">To the African political elite in countries like Uganda and Tanzania, Trump was God-sent. They didn’t care less how he was affecting the US democratic project. What was important was that he stayed away from criticising them and left that to a handful of ambassadors who then found themselves isolated and exposed. In Zimbabwe, former minister of finance </span><a href=\"https://en.wikipedia.org/wiki/Patrick_Chinamasa\"><span style=\"font-weight: 400;\">Patrick Chinamasa</span></a><span style=\"font-weight: 400;\">, a Zanu-PF hawk, even had the audacity to call the </span><a href=\"https://www.voanews.com/africa/zimbabwes-ruling-party-calls-us-ambassador-thug-tensions-rise\"><span style=\"font-weight: 400;\">US ambassador there a “thug</span></a><span style=\"font-weight: 400;\">”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the </span><b>Horn of Africa</b><span style=\"font-weight: 400;\"> there are hopes that the US will engage more robustly in mediating conflicts, particularly </span><a href=\"https://news.un.org/en/story/2021/02/1083662\"><span style=\"font-weight: 400;\">in Ethiopia</span></a><span style=\"font-weight: 400;\">, and not abandon support for counterterrorism efforts in East Africa and other parts of Africa, including the emerging </span><a href=\"https://institute.global/policy/mozambique-conflict-and-deteriorating-security-situation\"><span style=\"font-weight: 400;\">threats in Mozambique</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Trade will be important, particularly at a time when Africa is trying to operationalise a </span><a href=\"https://au.int/en/cfta\"><span style=\"font-weight: 400;\">Continental Free Trade Area</span></a><span style=\"font-weight: 400;\">. The Trump administration did not support the African World Trade Organisation (WTO) candidate, </span><a href=\"https://www.theafricareport.com/48021/ngozi-okonjo-iweala-is-new-wto-director-general-first-african-first-woman-in-post/\"><span style=\"font-weight: 400;\">Dr Ngozi Okonjo-Iweala</span></a><span style=\"font-weight: 400;\">. It was a very strong signal of goodwill towards Africa when, in one of his early decisions, </span><a href=\"https://www.bbc.com/news/business-55958682\"><span style=\"font-weight: 400;\">Biden ended the deadlock</span></a><span style=\"font-weight: 400;\"> that Trump had created over the appointment of Okonjo-Iweala. She has now ascended to that throne as the first woman and first African to lead the WTO.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Renewal of African Growth and Opportunity Act </span><a href=\"https://ustr.gov/issue-areas/trade-development/preference-programs/african-growth-and-opportunity-act-agoa\"><span style=\"font-weight: 400;\">(AGOA)</span></a><span style=\"font-weight: 400;\"> is also desired. </span>\r\n\r\n<span style=\"font-weight: 400;\">In his congratulatory message, President Yoweri Museveni of Uganda </span><a href=\"https://allafrica.com/stories/202011080109.html\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “Previous American presidents have already positively used these linkages by putting in place the African Growth and Opportunity Act that has given 6,500 types of African goods, quota- and tax-free access to the USA. We salute this policy and hope that President Biden maintains it.”</span>\r\n\r\n<span style=\"font-weight: 400;\">We </span><a href=\"https://www.dailymaverick.co.za/article/2021-01-31-six-lessons-from-the-us-elections-for-electoral-democracy-in-africa/\"><span style=\"font-weight: 400;\">previously</span></a><span style=\"font-weight: 400;\"> highlighted that Trump presented his foreign policy as a direct check on Chinese efforts to invest in Africa, in a manner akin to the scramble for Africa – such as the </span><a href=\"https://qz.com/africa/1423506/china-africa-debt-us-will-invest-60-billion-overseas-to-beat-chin-at-development/\"><span style=\"font-weight: 400;\">pledge of $60-billion</span></a><span style=\"font-weight: 400;\"> in October 2018 in response to China’s pledge to support Africa with </span><a href=\"https://www.euractiv.com/section/development-policy/news/china-pledges-60-billion-to-africa-fends-off-accusations-of-setting-a-debt-trap/\"><span style=\"font-weight: 400;\">$60-billion</span></a><span style=\"font-weight: 400;\"> in projects in September that year.</span>\r\n\r\n<span style=\"font-weight: 400;\">Finally, there is the matter of geopolitics and the new scramble for Africa’s resources. </span>\r\n\r\n<span style=\"font-weight: 400;\">In this regard the US has a challenge of working effectively and transparently with civil society. Expectations have been raised of firmer support on democracy and governance with the appointment of </span><a href=\"https://www.devex.com/news/usaid-officials-prepare-for-higher-profile-role-under-samantha-power-98909\"><span style=\"font-weight: 400;\">Samantha Power to head USAID</span></a><span style=\"font-weight: 400;\"> and Linda Thomas as </span><a href=\"https://abcnews.go.com/Politics/veteran-diplomat-linda-thomas-greenfield-returns-bidens-pick/story?id=74408696\"><span style=\"font-weight: 400;\">US ambassador</span></a><span style=\"font-weight: 400;\"> to the United Nations. It is also significant that the USAID administrator has now been formally given</span> <span style=\"font-weight: 400;\">a</span> <a href=\"https://www.brookings.edu/blog/future-development/2021/02/10/usaids-policy-voice-should-be-heard/\"><span style=\"font-weight: 400;\">seat at the National Security Council</span></a><span style=\"font-weight: 400;\">. As J Brian Atwood argues: “USAID’s policy voice can be vital, especially in a world where the source of many transnational threats is underdevelopment.”</span>\r\n\r\n<span style=\"font-weight: 400;\">While Trump did not visit Africa, </span><a href=\"https://atalayar.com/en/content/russia-and-china-two-increasingly-influential-giants-africa\"><span style=\"font-weight: 400;\">China and Russia have expanded their political and economic influence</span></a><span style=\"font-weight: 400;\">. The US needs to engage more robustly to prioritise trade and support in global economic issues and challenges, otherwise the ever more authoritarian government of </span><a href=\"https://www.britannica.com/biography/Xi-Jinping\"><span style=\"font-weight: 400;\">Xi Jinping</span></a><span style=\"font-weight: 400;\"> in China will offer a more attractive model of political and economic governance, using development aid, loans, vaccines and general debt diplomacy. </span>\r\n\r\n<span style=\"font-weight: 400;\">The US policy on Africa should not present as direct competition with China for economic and political influence. Instead, we hope it is democracy and the espousal of human rights values that should be giving direction to US relationships with African states if “engagement with Africa on the basis of reciprocal respect and shared interests” is to be achieved. </span><b>DM/MC</b>",

(Photo: Waldo Swiegers/Bloomberg via Getty Images)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Concerned about the impact of growing nationalism on undermining multilateral frameworks, Buhari immediately posted </span><a href=\"https://twitter.com/MBuhari/status/1325176668160290816?s=20\"><span style=\"font-weight: 400;\">another tweet</span></a><span style=\"font-weight: 400;\"> raising the expectation that Biden needed “to deploy his vast experience in tackling the negative consequences of nationalist politics on world affairs – which have created divisions and uncertainties – and to introduce greater engagement with Africa on the basis of reciprocal respect and shared interests”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, Zimbabwean President Emmerson Mnangagwa’s congratulatory message to Biden demanded an end to sanctions, arguing that the attack on the Capitol showed that the </span><a href=\"https://www.rfi.fr/en/africa/20210119-united-states-has-no-moral-right-to-levy-sanctions-on-zimbabwe-emmerson-mnangagwa-africa-capitol-attack-democracy\"><span style=\"font-weight: 400;\">US has no moral right</span></a><span style=\"font-weight: 400;\"> to punish another nation under the guise of upholding democracy.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mnangagwa gained an unlikely ally when Marc Holtzman, chairperson of CBZ Holdings, Zimbabwe’s largest financial institution, </span><a href=\"https://syndicationbureau.com/en/us-reset-relations-zimbabwe/\"><span style=\"font-weight: 400;\">warned</span></a><span style=\"font-weight: 400;\"> that not removing sanctions will make Zimbabwe more susceptible to illiberal influences arguing that: “Missing the opportunity to re-engage with Zimbabwe would be a mistake at both the diplomatic and economic level. The country’s leaders are frustrated that there are no clear targets for it to meet to gain acceptance by the West. Lack of dialogue risks pushing Zimbabwe further into China and Russia’s sphere of influence.”</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the vice-president of the opposition MDC Alliance and former finance minister, Tendai Biti, </span><a href=\"https://www.zimeye.net/2021/01/29/hon-biti-slams-mnangagwa-for-protecting-archbishops-of-corruption/\"><span style=\"font-weight: 400;\">argued</span></a><span style=\"font-weight: 400;\"> that before he can expect removal of foreign sanctions, Mnangagwa should implement key reforms and not protect the “archbishops of corruption and looting” that are akin to “domestic sanctions” holding the country back. </span>\r\n\r\n<span style=\"font-weight: 400;\">Of course, Mnangagwa and Buhari’s paeans to democracy are somewhat rich given the track records of the regimes they head. But that’s another story.</span>\r\n\r\n<b>Issues that may shape US Africa policy</b>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>southern Africa</b><span style=\"font-weight: 400;\"> particularly, the expectation is that the US will return to multilateralism in global politics, and that the </span><a href=\"https://www.businessinsider.co.za/us-joins-covax-experts-say-wont-help-poorer-nations-much-2021-1?r=US&IR=T\"><span style=\"font-weight: 400;\">US involvement in the World Health Organisation (WHO) and COVAX</span></a><span style=\"font-weight: 400;\"> will benefit Africa by insulating it from the negative impact of “</span><a href=\"https://www.globalcitizen.org/en/content/what-is-vaccine-nationalism/\"><span style=\"font-weight: 400;\">vaccine nationalism</span></a><span style=\"font-weight: 400;\">”. The futility of vaccine nationalism will be evident when more complex strains of Covid-19 emerge and spread indiscriminately across the globe from unvaccinated geographical zones to vaccinated ones. As Obiora C Okafor, United Nations independent expert on human rights and international solidarity, </span><a href=\"https://observatoryihr.org/news/un-calls-for-global-coordination-and-more-equitable-sharing-of-the-covid-19-vaccine/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “This pandemic will not end for anyone until it ends for everyone.” International vaccine solidarity should be much preferred over international vaccine competition.</span>\r\n\r\n[caption id=\"attachment_838989\" align=\"alignnone\" width=\"1868\"]<img class=\"size-full wp-image-838989\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/MC-Roundup_4.jpg\" alt=\"\" width=\"1868\" height=\"1040\" /> US President Joe Biden is expected to show <span style=\"font-weight: 400;\">leadership on democracy and human rights in Africa</span>. (Photo by Alex Wong/Getty Images)[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://theconversation.com/why-the-us-rejoining-the-paris-climate-accord-matters-at-home-and-abroad-5-scholars-explain-153783\"><span style=\"font-weight: 400;\">US promise of renewed leadership on climate change</span></a><span style=\"font-weight: 400;\"> is also welcome for a continent that is already facing the ravages of climate change. Investment in climate-proofing Africa and in renewable energy could be a mutually beneficial enterprise.</span>\r\n\r\n<span style=\"font-weight: 400;\">In </span><b>East </b><span style=\"font-weight: 400;\">and </span><b>West Africa </b><span style=\"font-weight: 400;\">there is an expectation, particularly from civil society, of US leadership on democracy and human rights in the face of democratic decline, rising authoritarianism, unfair elections, weaponisation of the law, attacks on human rights defenders and closure of (online and offline) civic space. </span>\r\n\r\n<span style=\"font-weight: 400;\">To the African political elite in countries like Uganda and Tanzania, Trump was God-sent. They didn’t care less how he was affecting the US democratic project. What was important was that he stayed away from criticising them and left that to a handful of ambassadors who then found themselves isolated and exposed. In Zimbabwe, former minister of finance </span><a href=\"https://en.wikipedia.org/wiki/Patrick_Chinamasa\"><span style=\"font-weight: 400;\">Patrick Chinamasa</span></a><span style=\"font-weight: 400;\">, a Zanu-PF hawk, even had the audacity to call the </span><a href=\"https://www.voanews.com/africa/zimbabwes-ruling-party-calls-us-ambassador-thug-tensions-rise\"><span style=\"font-weight: 400;\">US ambassador there a “thug</span></a><span style=\"font-weight: 400;\">”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the </span><b>Horn of Africa</b><span style=\"font-weight: 400;\"> there are hopes that the US will engage more robustly in mediating conflicts, particularly </span><a href=\"https://news.un.org/en/story/2021/02/1083662\"><span style=\"font-weight: 400;\">in Ethiopia</span></a><span style=\"font-weight: 400;\">, and not abandon support for counterterrorism efforts in East Africa and other parts of Africa, including the emerging </span><a href=\"https://institute.global/policy/mozambique-conflict-and-deteriorating-security-situation\"><span style=\"font-weight: 400;\">threats in Mozambique</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Trade will be important, particularly at a time when Africa is trying to operationalise a </span><a href=\"https://au.int/en/cfta\"><span style=\"font-weight: 400;\">Continental Free Trade Area</span></a><span style=\"font-weight: 400;\">. The Trump administration did not support the African World Trade Organisation (WTO) candidate, </span><a href=\"https://www.theafricareport.com/48021/ngozi-okonjo-iweala-is-new-wto-director-general-first-african-first-woman-in-post/\"><span style=\"font-weight: 400;\">Dr Ngozi Okonjo-Iweala</span></a><span style=\"font-weight: 400;\">. It was a very strong signal of goodwill towards Africa when, in one of his early decisions, </span><a href=\"https://www.bbc.com/news/business-55958682\"><span style=\"font-weight: 400;\">Biden ended the deadlock</span></a><span style=\"font-weight: 400;\"> that Trump had created over the appointment of Okonjo-Iweala. She has now ascended to that throne as the first woman and first African to lead the WTO.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Renewal of African Growth and Opportunity Act </span><a href=\"https://ustr.gov/issue-areas/trade-development/preference-programs/african-growth-and-opportunity-act-agoa\"><span style=\"font-weight: 400;\">(AGOA)</span></a><span style=\"font-weight: 400;\"> is also desired. </span>\r\n\r\n<span style=\"font-weight: 400;\">In his congratulatory message, President Yoweri Museveni of Uganda </span><a href=\"https://allafrica.com/stories/202011080109.html\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\">: “Previous American presidents have already positively used these linkages by putting in place the African Growth and Opportunity Act that has given 6,500 types of African goods, quota- and tax-free access to the USA. We salute this policy and hope that President Biden maintains it.”</span>\r\n\r\n<span style=\"font-weight: 400;\">We </span><a href=\"https://www.dailymaverick.co.za/article/2021-01-31-six-lessons-from-the-us-elections-for-electoral-democracy-in-africa/\"><span style=\"font-weight: 400;\">previously</span></a><span style=\"font-weight: 400;\"> highlighted that Trump presented his foreign policy as a direct check on Chinese efforts to invest in Africa, in a manner akin to the scramble for Africa – such as the </span><a href=\"https://qz.com/africa/1423506/china-africa-debt-us-will-invest-60-billion-overseas-to-beat-chin-at-development/\"><span style=\"font-weight: 400;\">pledge of $60-billion</span></a><span style=\"font-weight: 400;\"> in October 2018 in response to China’s pledge to support Africa with </span><a href=\"https://www.euractiv.com/section/development-policy/news/china-pledges-60-billion-to-africa-fends-off-accusations-of-setting-a-debt-trap/\"><span style=\"font-weight: 400;\">$60-billion</span></a><span style=\"font-weight: 400;\"> in projects in September that year.</span>\r\n\r\n<span style=\"font-weight: 400;\">Finally, there is the matter of geopolitics and the new scramble for Africa’s resources. </span>\r\n\r\n<span style=\"font-weight: 400;\">In this regard the US has a challenge of working effectively and transparently with civil society. Expectations have been raised of firmer support on democracy and governance with the appointment of </span><a href=\"https://www.devex.com/news/usaid-officials-prepare-for-higher-profile-role-under-samantha-power-98909\"><span style=\"font-weight: 400;\">Samantha Power to head USAID</span></a><span style=\"font-weight: 400;\"> and Linda Thomas as </span><a href=\"https://abcnews.go.com/Politics/veteran-diplomat-linda-thomas-greenfield-returns-bidens-pick/story?id=74408696\"><span style=\"font-weight: 400;\">US ambassador</span></a><span style=\"font-weight: 400;\"> to the United Nations. It is also significant that the USAID administrator has now been formally given</span> <span style=\"font-weight: 400;\">a</span> <a href=\"https://www.brookings.edu/blog/future-development/2021/02/10/usaids-policy-voice-should-be-heard/\"><span style=\"font-weight: 400;\">seat at the National Security Council</span></a><span style=\"font-weight: 400;\">. As J Brian Atwood argues: “USAID’s policy voice can be vital, especially in a world where the source of many transnational threats is underdevelopment.”</span>\r\n\r\n<span style=\"font-weight: 400;\">While Trump did not visit Africa, </span><a href=\"https://atalayar.com/en/content/russia-and-china-two-increasingly-influential-giants-africa\"><span style=\"font-weight: 400;\">China and Russia have expanded their political and economic influence</span></a><span style=\"font-weight: 400;\">. The US needs to engage more robustly to prioritise trade and support in global economic issues and challenges, otherwise the ever more authoritarian government of </span><a href=\"https://www.britannica.com/biography/Xi-Jinping\"><span style=\"font-weight: 400;\">Xi Jinping</span></a><span style=\"font-weight: 400;\"> in China will offer a more attractive model of political and economic governance, using development aid, loans, vaccines and general debt diplomacy. </span>\r\n\r\n<span style=\"font-weight: 400;\">The US policy on Africa should not present as direct competition with China for economic and political influence. Instead, we hope it is democracy and the espousal of human rights values that should be giving direction to US relationships with African states if “engagement with Africa on the basis of reciprocal respect and shared interests” is to be achieved. </span><b>DM/MC</b>",
