"contents": "<span style=\"font-weight: 400;\">The assassination of wanted Bulgarian suspect Krasimir Kamenov in Cape Town has magnified State Capture allegations in the Balkan nation that roughly mirror what has been happening in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are some obvious parallels.</span>\r\n\r\n<span style=\"font-weight: 400;\">Government corruption has been flagged in both countries and the manipulation of law enforcement agencies has caused concern.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2020 in Bulgaria, President </span><a href=\"https://www.dw.com/en/bulgaria-radev-raids-protests/a-54120080\"><span style=\"font-weight: 400;\">Rumen Radev’s offices were raided</span></a><span style=\"font-weight: 400;\"> in a move that exposed political rifts – Radev spoke out about </span><a href=\"https://www.rferl.org/a/bulgarian-president-calls-for-government-to-resign-amid-protests-against-corruption/30721117.html\"><span style=\"font-weight: 400;\">prosecutors choosing which cases to pursue</span></a><span style=\"font-weight: 400;\"> – and there were protests.</span>\r\n\r\n<span style=\"font-weight: 400;\">A chapter in this journalist’s book, </span><i><span style=\"font-weight: 400;\">Clash of the Cartels: Unmasking the global drug kingpins stalking South Africa</span></i><span style=\"font-weight: 400;\">, focuses on Bulgaria and references a </span><i><span style=\"font-weight: 400;\">Politico.eu</span></i><span style=\"font-weight: 400;\"> report explaining that the protests were about “</span><a href=\"https://www.politico.eu/article/bulgaria-how-it-became-mafia-state-of-eu/\"><span style=\"font-weight: 400;\">an oligarchic mafia [that] has captured the state</span></a><span style=\"font-weight: 400;\"> and extended its reach deep into institutions such as the judiciary, media and security services”.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a “This was similar to accusations levelled at South Africa’s former president Jacob Zuma and his lackeys, who face mounting allegations that prosecuting powers, policing structures, intelligence, the finance arena, and even elements of the media, were totally skewed to promote and sustain a faction of the ANC at the expense of the country…</span>\r\n\r\n<span style=\"font-weight: 400;\">“It seems inevitable, given these parallels between the two countries, that crooks in Bulgaria and South Africa were destined to bristle up against each other or be partners in crime.”</span>\r\n<h4><b>Smear campaigns</b></h4>\r\n<span style=\"font-weight: 400;\">When rogue state elements sabotage other parts of government, they create intentional confusion and discredit those who pose a threat to their plans.</span>\r\n\r\n<span style=\"font-weight: 400;\">They may make use of some journalists to expand their smear campaigns while targeting those who see through their strategy.</span>\r\n\r\n<span style=\"font-weight: 400;\">Honest government officials who crack down on corrupt colleagues are often accused of criminality.</span>\r\n\r\n<span style=\"font-weight: 400;\">Simply yet broadly put, those carrying out State Capture crimes go out of their way to make good individuals look bad.</span>\r\n\r\n<span style=\"font-weight: 400;\">In Bulgaria, the state prosecutor’s office has emerged as central to State Capture claims.</span>\r\n\r\n<iframe title=\"YouTube video player\" src=\"https://www.youtube.com/embed/riVeAPwXhRo\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">On one side, it was alleged criminals were trying to oust some individuals linked to the office, while on the other, some in the office were pointed to as attacking those exposing corruption.</span>\r\n<h4><b>Murders and politics</b></h4>\r\n<span style=\"font-weight: 400;\">It is in this arena that Kamenov’s name cropped up.</span>\r\n\r\n<span style=\"font-weight: 400;\">He and his wife Gergana, and two others believed to be their employees, </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-30-constantia-killings-bulgarias-forewarning-to-sa-and-a-global-billion-dollar-crypto-scam/\"><span style=\"font-weight: 400;\">were assassinated</span></a><span style=\"font-weight: 400;\"> in the upmarket Cape Town suburb of Constantia on 25 May.</span>\r\n\r\n<span style=\"font-weight: 400;\">All four were shot.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that about six weeks before the murders, the prosecutor’s office in Bulgaria publicised </span><a href=\"https://www.dailymaverick.co.za/article/2023-07-03-from-sa-to-romania-evidence-of-global-crooks-crafting-a-us-based-plot-to-topple-bulgarias-law-enforcers/\"><span style=\"font-weight: 400;\">a bundle of evidence</span></a><span style=\"font-weight: 400;\"> suggesting that Kamenov was among a group of Bulgarian men with key contacts, ranging from journalists to those close to government, who were monitoring those moving in high-level Bulgarian political circles.</span>\r\n\r\n<span style=\"font-weight: 400;\">It was alleged the group was planning a US and European Union-based plot to oust some of Bulgaria’s top law enforcers, presumably to derail investigations they were busy with.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similar accusations have previously surfaced in South Africa, with some now-former police officers alleging they were the target of a campaign to get rid of them because they were exposing corruption among fellow cops.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a Jeremy Vearey in hiding: ‘This is a life and death struggle against organised crime’</span></a>\r\n\r\n<span style=\"font-weight: 400;\">In Bulgaria, Ivan Geshev, who was the country’s chief prosecutor until recently, made allegations about State Capture. Geshev, who was often at the centre of controversy, </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-25-a-missing-spy-a-death-and-a-fired-official-the-plot-thickens-in-constantia-killings/\"><span style=\"font-weight: 400;\">was dismissed as Bulgaria’s prosecutor-general on 15 June</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ahead of that, he had claimed to be the target of a State Capture-style plot and that criminals, including Kamenov, were trying to oust him.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, some do not view Geshev as being a target, but rather as the one doing the targeting.</span>\r\n<h4><b>Media in firing line</b></h4>\r\n<span style=\"font-weight: 400;\">In April this year, while Geshev was still chief prosecutor in Bulgaria, the Organized Crime and Corruption Reporting Project (OCCRP) </span><a href=\"https://www.occrp.org/en/daily/17515-journalists-in-bulgaria-attacked-by-criminals-and-prosecutors\"><span style=\"font-weight: 400;\">published an article</span></a><span style=\"font-weight: 400;\"> stating: “Both a suspected member of a criminal group as well as Bulgaria State Prosecutor’s Office have launched attacks against investigative journalists who exposed how a suspected drug dealer had bribed police officials and how he was controlling the import of food at a border crossing.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The article said that Geshev himself had “started a defamatory campaign against” a journalist, Dimitar Stoyanov, who was with the Bureau for Investigative Reporting and Data.</span>\r\n\r\n<span style=\"font-weight: 400;\">Along with two other journalists, Stoyanov had published two investigations.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The first claimed that [a suspected organised crime boss, Christophoros Amanatidis, also known as] Taki had monopolised control over the import of food and truck parking at the EU’s biggest border crossing… thereby depriving the state budget of millions in tax revenue,” the OCCRP article said.</span>\r\n<h4><b>Crypto queen and a ‘cover-up’</b></h4>\r\n<span style=\"font-weight: 400;\">“The second report was about Taki having bribed police to </span><a href=\"https://bird.bg/en/moi-documents-ruja-ignatova-was-killed-on-takis-orders-the-head-of-the-police-killings-department-worked-for-him/\"><span style=\"font-weight: 400;\">cover up the murder of a wanted crypto queen</span></a><span style=\"font-weight: 400;\">.”</span>\r\n\r\n<span style=\"font-weight: 400;\">This “crypto queen” was likely a reference to Bulgarian </span><span style=\"font-weight: 400;\">Ruja Ignatova, who is among the US </span><a href=\"https://www.fbi.gov/wanted/topten/ruja-ignatova\"><span style=\"font-weight: 400;\">Federal Bureau of Investigation’s top 10 most wanted suspects</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Read more in Daily Maverick:</b> <a Ignatova’s intriguing SA links</span></a>\r\n\r\n<span style=\"font-weight: 400;\">She allegedly headed a $4-billion global crypto scam known as OneCoin.</span>\r\n\r\n<img loading=\"lazy\" class=\"alignnone wp-image-1752624 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/07/From-Constantia-to-Bulgaria.jpg\" alt=\"SA bulgaria state capture\" width=\"720\" height=\"1243\" />\r\n\r\n<span style=\"font-weight: 400;\">Some news reports suggested Ignatova was killed in 2018, but this was never officially confirmed and she remains wanted by the US.</span>\r\n\r\n<span style=\"font-weight: 400;\">Kamenov may have been providing, or preparing to provide, information about her to the US when he was murdered.</span>\r\n<h4><b>‘Vexatious defamation’</b></h4>\r\n<span style=\"font-weight: 400;\">Meanwhile, the OCCRP article said Geshev also claimed that Stoyanov, the journalist, “was plotting against him and other high-ranking police officers who were exposed in the story”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In May this year, the European Centre for Press and Media Freedom </span><a href=\"https://www.ecpmf.eu/bulgaria-investigative-journalists-hit-by-smears-and-lawsuits/\"><span style=\"font-weight: 400;\">issued a statement</span></a><span style=\"font-weight: 400;\"> saying journalists at two of Bulgaria’s leading investigative media platforms, </span><a href=\"https://bird.bg/en/moi-documents-ruja-ignatova-was-killed-on-takis-orders-the-head-of-the-police-killings-department-worked-for-him/\"><span style=\"font-weight: 400;\">BIRD.bg</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://bivol.bg/\"><span style=\"font-weight: 400;\">Bivol.bg</span></a><span style=\"font-weight: 400;\">, had faced multiple attacks.</span>\r\n\r\n<span style=\"font-weight: 400;\">The statement said this included “a barrage of vexatious defamation lawsuits filed by the associate of a suspected organised crime boss, the deliberate revelation of journalistic sources by the Sofia prosecutor’s office, and a discreditation campaign by Bulgaria’s Attorney General Ivan Geshev”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Suspected criminals and dodgy figures in, or closely linked to, the state, who target journalists, are nothing new in South Africa.</span>\r\n<h4><b>Targeted and attempted gagging</b></h4>\r\n<span style=\"font-weight: 400;\">During Zuma’s presidency, between 2009 and 2018, evidence of State Capture became obvious and there were attempts, via Twitter, to </span><a href=\"https://www.dailymaverick.co.za/article/2019-08-06-twitter-and-the-rest-of-social-media-are-a-rising-threat-to-media-freedom-and-i-am-part-of-their-roadkill/\"><span style=\"font-weight: 400;\">discredit investigative journalists exposing it</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The attacks turned out to be a PR campaign linked to the Guptas, the nucleus of capture accusations in this country.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last month, Zuma </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-07-slapp-down-jacob-zuma-fails-in-attempted-private-prosecution-of-billy-downer-and-karyn-maughan/\"><span style=\"font-weight: 400;\">failed in his attempt to privately prosecute </span><span style=\"font-weight: 400;\">journalist Karyn Maughan and</span> <span style=\"font-weight: 400;\">prosecutor Billy Downer</span></a> <span style=\"font-weight: 400;\">in a case in which he claimed his medical records were leaked to her.</span>\r\n\r\n<span style=\"font-weight: 400;\">On Monday, 3 July, the amaBhungane Centre for Investigative Journalism managed to get a </span><a href=\"https://www.dailymaverick.co.za/article/2023-07-03-moti-interdict-a-most-egregious-abuse-judge-rules-in-massive-vindication-for-amabhungane-and-journalism/?token=MEdjczVNYUpZeFBuZmN2SkdvQUJXSlpEN3VoSmUxSWszeFdrQU1uMEw5alhLOXYrQ1JjUmJXV3FjL1dJelhlRzYrQUhOMExKQlkwMnV0RFBHVnk2Qk1OVzFXK0d0ZGg2NTVObkoyc0M3ZlZNZlFPUnNYVTRDSWNEaTVaNU9kUmxBWWIydXFydnIzUThoTkVVWUwwb09nPT0=&utm_medium=email&utm_campaign=First%20Thing%204%20July%202023&utm_content=First%20Thing%204%20July%202023+CID_45dc71c1e9e61ef319f70c61baefe565&utm_source=TouchBasePro&utm_term=Moti%20interdict%20a%20most%20egregious%20abuse%20judge%20rules%20in%20massive%20vindication%20for%20amaBhungane%20and%20journalism\"><span style=\"font-weight: 400;\">gag order against it set aside</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">It detailed last week how, via court processes, businessman Zunaid Moti and the Moti Group were “</span><a href=\"https://www.dailymaverick.co.za/article/2023-06-26-zunaid-motis-war-on-amabhungane-and-on-journalism/\"><span style=\"font-weight: 400;\">attempting to silence amaBhungane</span></a><span style=\"font-weight: 400;\"> and prevent us from continuing our exposés of their suspicious business dealings”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The South African National Editors’ Forum last month issued a statement condemning the legal action against amaBhungane.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We believe the Moti Group sought to unreasonably gag further publication of any stories about their business, regardless of the public interest in their matters,” it said.</span>\r\n\r\n<b>Continuing capture concerns</b>\r\n\r\n<span style=\"font-weight: 400;\">Last month, </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> reported that one year after submitting a final report on the State Capture Commission, </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-22-parliament-is-incapable-of-preventing-another-state-capture-bid-says-chief-justice-zondo/\"><span style=\"font-weight: 400;\">Chief Justice Raymond Zondo said nothing had changed</span></a><span style=\"font-weight: 400;\"> and that he feared Parliament was incapable of preventing another attempt to capture the state.</span>\r\n\r\n<span style=\"font-weight: 400;\">He spoke while South Africa was still trying to bolster key institutions, including the National Prosecuting Authority, the State Security Agency and the police service, which were hollowed out during the previous State Capture surge.</span>\r\n\r\n<span style=\"font-weight: 400;\">A combination of ineffective law enforcement, the threat of crooks subverting state entities for their own gain, and figures in government getting distracted by corrupt colleagues, provide ample cover for the likes of Krasimir Kamenov to operate in South Africa.</span>\r\n\r\n<span
