"contents": "<span style=\"font-weight: 400;\">South Africa is immersed in a “</span><a href=\"https://www.climatecommission.org.za/just-energy-transition%22%22\"><span style=\"font-weight: 400;\">just energy transition</span></a><span style=\"font-weight: 400;\">” from a fossil fuel-based energy system to a cleaner, low-carbon energy system. This new system will be based primarily on renewable energy, such as solar, wind and green hydrogen.</span>\r\n\r\n<span style=\"font-weight: 400;\">Such a transition is</span><a href=\"https://www.sciencedirect.com/science/article/pii/S0973082622000928\"><span style=\"font-weight: 400;\"> deeply contested</span></a><span style=\"font-weight: 400;\">. Those with direct and indirect commercial interests in the coal industry will defend their stake. On the other hand,</span><a href=\"https://www.dailymaverick.co.za/article/2024-09-18-farmers-push-back-against-highveld-gas-drilling-exploration-plan/%22%22\"><span style=\"font-weight: 400;\"> those who could gain</span></a><span style=\"font-weight: 400;\"> from a transition will aim to entrench their new interests in the renewable energy sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">Then there are those who argue that gas is a reasonable compromise between the need to decarbonise and the need to maintain energy security.</span>\r\n\r\n<span style=\"font-weight: 400;\">Lobbyists for gas include the</span><a href=\"https://www.igua-sa.org/\"><span style=\"font-weight: 400;\"> Industrial Gas Users Association</span></a><span style=\"font-weight: 400;\">, the</span><a href=\"https://www.saoga.org.za/web/homepage\"><span style=\"font-weight: 400;\"> South African Oil and Gas Alliance</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://www.eskom.co.za/\"><span style=\"font-weight: 400;\"> state-owned energy company Eskom</span></a><span style=\"font-weight: 400;\">. Sasol is a South African energy and chemicals company that has been heavily involved in lobbying for gas. It already operates gas-to-liquids plants. It also has a vested interest in expanding the gas market to support its industrial processes.</span>\r\n\r\n<span style=\"font-weight: 400;\">The case for gas hinges on it being ostensibly “cleaner” and more cost effective. Gas is also said to support grid reliability when there is peak demand for energy. (This is at times when inclement weather conditions means solar power cannot be generated.)</span>\r\n\r\n<span style=\"font-weight: 400;\">A recent Cambridge University</span><a href=\"https://www.corporateleadersgroup.com/reports-evidence-and-insights/collections/reports/africas-gas-road-nowhere-south-africas-policy\"><span style=\"font-weight: 400;\"> foresight paper</span></a><span style=\"font-weight: 400;\"> authored by</span><a href=\"https://www.linkedin.com/in/sikho-luthango-4a9769a0/?originalSubdomain=za\"><span style=\"font-weight: 400;\"> Sikho Luthango</span></a><span style=\"font-weight: 400;\"> concludes that gas carbon emissions are lower than coal. But gas is not as clean as alternative renewable energy sources.</span>\r\n\r\n<span style=\"font-weight: 400;\">I head the Africa Programme at the</span><a href=\"https://www.cisl.cam.ac.uk/directory/richard-calland\"><span style=\"font-weight: 400;\"> Cambridge Institute for Sustainability Leadership</span></a><span style=\"font-weight: 400;\">. I’ve researched law, politics and sustainability – and the links between the three disciplines – for 30 years.</span>\r\n\r\n<span style=\"font-weight: 400;\">I argue that pursuing large-scale gas development could result in stranded assets (where investors are unable to recoup the money they’ve spent developing the gas industry). This could happen because of a global shift towards renewables and green hydrogen.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa has a competitive advantage in green hydrogen and renewable energy technologies due to its location and natural resources. (Green hydrogen is made by using renewable energy to split water into hydrogen and oxygen.)</span>\r\n\r\n<span style=\"font-weight: 400;\">If green hydrogen was prioritised, it could attract significant global investment. South Africa could become a market leader. Green hydrogen, combined with lithium production </span><a href=\"https://www.cisl.cam.ac.uk/news-and-resources/publications/africas-gas-road-nowhere-south-africas-policy-debate-using-gas#:%7E:text=Governance%20risks%20pose%20a%20real,employment%20in%20the%20gas%20sector.\"><span style=\"font-weight: 400;\">could create up to 94,000 jobs</span></a><span style=\"font-weight: 400;\">, far surpassing potential employment in the gas sector.</span>\r\n<h4><b>South Africa’s gas supply</b></h4>\r\n<span style=\"font-weight: 400;\">On 20 September 2024, </span><a href=\"https://www.sasol.com/media-centre/media-releases/eskom-and-sasol-sign-agreement-on-exploring-lng-to-unlock-gas-to-power-and-mitigate-imminent-gas-shortage-for-south-africa\"><span style=\"font-weight: 400;\">Eskom and Sasol</span></a><span style=\"font-weight: 400;\"> signed a memorandum of understanding to explore and research potential future liquefied natural gas requirements.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, South Africa’s gas supply is under question. In July 2024, French multinational energy giant TotalEnergies </span><a href=\"https://totalenergies.com/news/press-releases/south-africa-totalenergies-exits-offshore-blocks-11b12b-and-567\"><span style=\"font-weight: 400;\">pulled out of drilling for gas in the Brulpadda-Luiperd gas condensate fields</span></a><span style=\"font-weight: 400;\"> on the south coast of South Africa. Complex conditions, including deep water and fast ocean currents, made the project financially unviable for the South African market. And Mineral Resources and Energy Minister Gwede Mantashe is eager to investigate whether the inland Karoo Basin has commercially viable</span><a href=\"https://www.dailymaverick.co.za/article/2024-09-14-minister-mantashes-seismic-quest-to-explore-the-karoo-basin-for-oil-and-gas-reserves/\"><span style=\"font-weight: 400;\"> oil and gas reserves</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Regardless, South Africa would likely need to import gas from Mozambique. Yet, with</span><a href=\"https://africacenter.org/spotlight/the-many-drivers-enabling-violent-extremism-in-northern-mozambique/\"><span style=\"font-weight: 400;\"> violent extremism</span></a><span style=\"font-weight: 400;\"> near the</span><a href=\"https://www.acismoz.com/wp-content/uploads/2017/06/Pande%20Temana%20Gas%20exports%20to%20South%20Africa%20by%20Sasol.pdf\"><span style=\"font-weight: 400;\"> Pande-Temane gas field</span></a><span style=\"font-weight: 400;\"> in southern Mozambique, gas could be used as a geopolitical weapon. South Africa would be unwise to depend on another country for supply.</span>\r\n<h4><b>Gas is a fossil fuel</b></h4>\r\n<span style=\"font-weight: 400;\">Gas is</span><a href=\"https://www.iisd.org/publications/report/south-africa-no-need-for-gas\"><span style=\"font-weight: 400;\"> neither a clean energy nor a smarter</span></a><span style=\"font-weight: 400;\"> alternative to coal. Methane leaks along the full supply chain of the gas industry are underplayed.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa has also committed to meet the </span><a href=\"https://climatepromise.undp.org/what-we-do/where-we-work/south-africa\"><span style=\"font-weight: 400;\">Paris Agreement</span></a><span style=\"font-weight: 400;\"> goals and phase out all greenhouse gas emissions by 2050. Gas projects already in operation (or those in construction or exploration) will still be pumping out greenhouse gases by 2050. This is inconsistent with the </span><a href=\"https://www.cisl.cam.ac.uk/phasing-out-fossil-fuels\"><span style=\"font-weight: 400;\">Paris Agreement</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Besides, the European Union’s</span><a href=\"https://theconversation.com/eus-carbon-border-tax-a-new-report-shows-africa-stands-to-lose-us-25-billion-every-year-208331\"><span style=\"font-weight: 400;\"> carbon border adjustments</span></a><span style=\"font-weight: 400;\"> and climate neutrality targets will</span><a href=\"https://www.tips.org.za/component/k2/itemlist/tag/CBAM#:%7E:text=In%20its%20current%20form%2C%20cement,of%20the%20South%20African%20economy.&text=in%20Climate%20Change-,Topic:,Green%20Economy\"><span style=\"font-weight: 400;\"> punish carbon emissions</span></a><span style=\"font-weight: 400;\">. This will be</span><a href=\"https://influencemap.org/pressrelease/Industry-Lobbying-Imbalance-Putting-South-Africa-s-Climate-Goals-At-Risk-21162\"><span style=\"font-weight: 400;\"> felt across the whole supply chain</span></a><span style=\"font-weight: 400;\"> of South Africa’s export industries. It will affect sectors from agriculture to car manufacturing to minerals and metals production.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa also</span><a href=\"https://www.moneyweb.co.za/news/south-africa/the-looming-gas-cliff-in-sa-and-the-solutions/\"><span style=\"font-weight: 400;\"> lacks demand</span></a><span style=\"font-weight: 400;\"> for </span><a href=\"https://www.eia.gov/international/analysis/country/ZAF\"><span style=\"font-weight: 400;\">gas</span></a><span style=\"font-weight: 400;\">. A new market would have to be created, requiring large infrastructure investment.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are other risks. Without strong governance and institutional capacity, oil and gas projects do not always benefit the people of a gas-rich country. Despite its </span><a href=\"https://mg.co.za/africa/2021-09-03-why-the-discovery-of-natural-gas-in-mozambique-has-produced-tragedy/\"><span style=\"font-weight: 400;\">potential gas revenues</span></a><span style=\"font-weight: 400;\">, worth $100-million to $120-million up to</span><a href=\"https://www.deloitte.com/za/en/Industries/energy/perspectives/africa-energy-outlook-2023.html\"><span style=\"font-weight: 400;\"> 2040</span></a><span style=\"font-weight: 400;\">, Mozambican poverty rates have remained the same. Extreme poverty rates in Mozambique stood at </span><a href=\"https://www.statista.com/statistics/1243825/extreme-poverty-rate-in-mozambique/\"><span style=\"font-weight: 400;\">62% in 2023</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>What needs to happen next</b></h4>\r\n<span style=\"font-weight: 400;\">South Africa’s</span><a href=\"https://www.brookings.edu/articles/south-africas-just-transition-a-whole-economy-transformation/\"><span style=\"font-weight: 400;\"> Presidential Climate Commission</span></a><span style=\"font-weight: 400;\"> was set up in 2020 to facilitate a “just” transition away from fossil fuels. It has</span><a href=\"https://www.busa.org.za/wp-content/uploads/2024/04/2.-PCC-Response-to-Draft-IRP2023.pdf\"><span style=\"font-weight: 400;\"> suggested that</span></a><span style=\"font-weight: 400;\"> rapidly building renewable energy with large storage systems is the best way forward.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Presidential Climate Commission says gas may play a role in the short to medium term to support renewable energy at times of peak demand. But it has also warned that using gas for peaking power (electricity generation to meet peak demands) will have significant cost implications.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite this, the government’s national energy plan, the</span><a href=\"https://www.dmre.gov.za/mining-minerals-energy-policy-development/integrated-resource-plan/irp-2023\"><span style=\"font-weight: 400;\"> 2023 Integrated Resource Plan</span></a><span style=\"font-weight: 400;\">, envisages a far bigger role for gas in South Africa’s future energy mix.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, renewable energy technologies paired with storage solutions, like batteries, could serve as a</span><a href=\"https://meridianeconomics.co.za/our-publications/review-of-the-irp-2023\"><span style=\"font-weight: 400;\"> more cost-effective and sustainable alternative</span></a><span style=\"font-weight: 400;\"> to gas for peaking power. The same research found that the Integrated Resource Plan</span><a href=\"https://meridianeconomics.co.za/our-publications/review-of-the-irp-2023\"><span style=\"font-weight: 400;\"> may have underestimated</span></a><span style=\"font-weight: 400;\"> the future costs of gas (including infrastructure and volatile fuel prices) and advocates for renewable energy over gas due to these uncertainties.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa needs to heed the Presidential Climate Commission’s advice and focus on setting up large-scale renewable energy projects.</span>\r\n\r\n<span style=\"font-weight: 400;\">If South Africa’s government insists on “going gas”, it should join more than 100 countries that have signed the </span><a href=\"https://www.globalmethanepledge.org/\"><span style=\"font-weight: 400;\">Global Methane Pledge</span></a><span style=\"font-weight: 400;\">. Under the pledge, countries promise to reduce their methane gas emissions by 30% by 2030.</span>\r\n\r\n<span style=\"font-weight: 400;\">If the government does proceed to invest in gas infrastructure, it should ensure that phase-in targets are used for green hydrogen so that the infrastructure is built in such a way that it can also be used for green hydrogen. That way, stranded assets and wasted investment can be avoided.</span>\r\n\r\n<span style=\"font-weight: 400;\">Last, South Africa should join the </span><a href=\"https://eiti.org/\"><span style=\"font-weight: 400;\">Extractive Industries Transparency Initiative</span></a><span style=\"font-weight: 400;\">, which promotes open and accountable management of oil, gas and minerals, as well as the infrastructure transparency initiative </span><a href=\"https://infrastructuretransparency.org/\"><span style=\"font-weight: 400;\">CoST</span></a><span style=\"font-weight: 400;\">, which promotes transparency around huge infrastructure that </span><a href=\"https://knowledgehub.transparency.org/helpdesk/overview-of-corruption-and-anti-corruption-in-infrastructure-development\"><span style=\"font-weight: 400;\">often leads to corruption</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">This will be important in setting up a smart mix of voluntary and binding mechanisms for transparency and accountability. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">(Insights for this article were gathered from key industry and government stakeholders through deliberations hosted by the</span></i><a href=\"https://www.cisl.cam.ac.uk/convening/corporate-leaders-groups\"><i><span style=\"font-weight: 400;\"> Corporate Affairs Leadership Forum</span></i></a><i><span style=\"font-weight: 400;\">).</span></i>\r\n\r\n<a href=\"https://theconversation.com/profiles/richard-calland-182127\"><i><span style=\"font-weight: 400;\">Richard Calland</span></i></a><i><span style=\"font-weight: 400;\">, Emeritus Associate Professor in Public Law, UCT. "description": "Eskom is the primary electricity supplier and generator of power in South Africa. However, the company has faced several challenges in recent years, including financial difficulties, aging infrastructure, and operational inefficiencies, which have led to power outages and load shedding in the country.\r\n\r\nDaily Maverick has reported on this extensively, including its recently published investigations from the Eskom Intelligence Files which demonstrated extensive sabotage at the power utility. Intelligence reports obtained by Daily Maverick linked two unnamed senior members of President Cyril Ramaphosa’s Cabinet to four criminal cartels operating inside Eskom. The intelligence links the cartels to the sabotage of Eskom’s power stations and to a programme of political destabilisation which has contributed to the current power crisis.",
