"contents": "<span style=\"font-weight: 400;\">The focus on conflict in the Middle East has again returned to the Gaza Strip, with Israel’s defence minister </span><a href=\"https://www.cnn.com/2023/10/09/middleeast/israel-gaza-hamas-fighting-monday-intl-hnk/index.html\"><span style=\"font-weight: 400;\">ordering a “complete siege</span></a><span style=\"font-weight: 400;\">” of the Palestinian enclave.</span>\r\n\r\n<span style=\"font-weight: 400;\">The military operation, which involves </span><a href=\"https://www.aljazeera.com/news/liveblog/2023/10/8/israel-palestine-escalation-live-israeli-forces-bombard-gaza\"><span style=\"font-weight: 400;\">extensive bombing of residences</span></a><span style=\"font-weight: 400;\">, follows a </span><a href=\"https://theconversation.com/hamas-assault-echoes-1973-arab-israeli-war-a-shock-attack-and-questions-of-political-intelligence-culpability-215228\"><span style=\"font-weight: 400;\">surprise attack on 7 October 2023</span></a><span style=\"font-weight: 400;\">, by Hamas militants who infiltrated Israel from Gaza and </span><a href=\"https://www.cnn.com/middleeast/live-news/israel-hamas-war-gaza-10-10-23/h_acc9121c3e878d221f6e5ee32e74be80#:%7E:text=More%20than%20900%20people%20have,the%20conflict%20erupted%20on%20Saturday.\"><span style=\"font-weight: 400;\">killed more than 900 Israelis</span></a><span style=\"font-weight: 400;\">. In reprisal airstrikes, the Israeli military has </span><a href=\"https://www.cnn.com/middleeast/live-news/israel-hamas-war-gaza-10-10-23/h_acc9121c3e878d221f6e5ee32e74be80#:%7E:text=More%20than%20900%20people%20have,the%20conflict%20erupted%20on%20Saturday.\"><span style=\"font-weight: 400;\">killed over 800 Gazans</span></a><span style=\"font-weight: 400;\">. And that figure could escalate in the coming days. Meanwhile, an order to </span><a href=\"https://www.bbc.com/news/world-middle-east-67051292\"><span style=\"font-weight: 400;\">cut off all food, electricity and water</span></a><span style=\"font-weight: 400;\"> to Gaza will only worsen the plight of residents in what has been </span><a href=\"https://www.nrc.no/news/2018/april/gaza-the-worlds-largest-open-air-prison/\"><span style=\"font-weight: 400;\">called the “world’s largest open-air prison</span></a><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">But how did Gaza become one of the most densely populated parts of the planet? And why is it the home to militant Palestinian action now? (Photo: EPA-EFE/Abir Sultan)</em></p>\r\n<h4><b>A brief history of Gaza</b></h4>\r\n<span style=\"font-weight: 400;\">The Gaza Strip is a narrow piece of land on the southeastern shore of the Mediterranean Sea. Roughly </span><a href=\"https://www.loc.gov/today/placesinthenews/archive/2014arch/20140708_gazastrip.html\"><span style=\"font-weight: 400;\">twice the size of Washington, DC</span></a><span style=\"font-weight: 400;\">, it is wedged between Israel to its north and east and Egypt to its south.</span>\r\n\r\n<span style=\"font-weight: 400;\">An ancient trade and seaport, Gaza has long been part of the </span><a href=\"http://www.midafternoonmap.com/2013/07/ottoman-and-arab-maps-of-palestine.html\"><span style=\"font-weight: 400;\">geographic region known as Palestine</span></a><span style=\"font-weight: 400;\">. By the early 20th century, it was mainly inhabited by Muslim and Christian Arabs who lived under Ottoman rule. When </span><a href=\"https://www.un.org/unispal/history2/origins-and-evolution-of-the-palestine-problem/part-i-1917-1947/\"><span style=\"font-weight: 400;\">Britain took control of Palestine</span></a><span style=\"font-weight: 400;\"> following World War 1, intellectuals in Gaza joined the emergent Palestinian national movement.</span>\r\n\r\n<span style=\"font-weight: 400;\">During the 1948 war that established the state of Israel, the Israeli military </span><a href=\"https://www.palquest.org/en/militaryoperations/25299/operation-yoav\"><span style=\"font-weight: 400;\">bombed 29 villages in southern Palestine</span></a><span style=\"font-weight: 400;\">, leading tens of thousands of villagers to flee to the Gaza Strip, under the control of the Egyptian army that was deployed after Israel declared independence. Most of them and their descendants remain there today.</span>\r\n\r\n<span style=\"font-weight: 400;\">Following the </span><a href=\"https://www.wilsoncenter.org/publication/the-1967-six-day-war\"><span style=\"font-weight: 400;\">1967 Six-Day War</span></a><span style=\"font-weight: 400;\"> between Israel and its Arab neighbours, the Gaza Strip came under Israeli military occupation. The occupation has resulted in “</span><a href=\"https://www.amnesty.org/en/latest/campaigns/2017/06/israel-occupation-50-years-of-dispossession/\"><span style=\"font-weight: 400;\">systematic human rights violations</span></a><span style=\"font-weight: 400;\">”, according to rights group Amnesty International, including forcing people off their land, destroying homes and crushing even nonviolent forms of political dissent.</span>\r\n\r\n<span style=\"font-weight: 400;\">Palestinians staged two major uprisings, in </span><a href=\"https://www.pbs.org/wnet/women-war-and-peace/uncategorized/what-you-need-to-know-about-the-1987-intifada/\"><span style=\"font-weight: 400;\">1987-1991</span></a><span style=\"font-weight: 400;\"> and in </span><a href=\"https://www.middleeastmonitor.com/20170928-remembering-the-second-intifada/\"><span style=\"font-weight: 400;\">2000-2005</span></a><span style=\"font-weight: 400;\">, hoping to end the occupation and establish an independent Palestinian state.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hamas, a Palestinian Islamist militant group centred in Gaza, was founded in 1988 to fight against the Israeli occupation. Hamas and other militant groups launched repeated attacks on Israeli targets in Gaza, leading to </span><a href=\"https://embassies.gov.il/MFA/AboutIsrael/Maps/Pages/Israels%20Disengagement%20Plan-%202005.aspx#:%7E:text=Israel's%20plan%20of%20unilateral%20disengagement,peace%20negotiations%20with%20the%20Palestinians.\"><span style=\"font-weight: 400;\">Israel’s unilateral withdrawal</span></a><span style=\"font-weight: 400;\"> from Gaza in 2005. In 2006, Palestinian legislative elections were held. </span><a href=\"https://ecfr.eu/special/mapping_palestinian_politics/legislative-elections-2006/\"><span style=\"font-weight: 400;\">Hamas beat</span></a><span style=\"font-weight: 400;\"> its secular rival, Fatah, which had been </span><a href=\"https://www.aljazeera.com/news/2006/1/26/hamas-wins-huge-majority\"><span style=\"font-weight: 400;\">widely accused of corruption</span></a><span style=\"font-weight: 400;\">. Elections haven’t been held in Gaza since 2006, but polling from March 2023 found that </span><a href=\"https://pcpsr.org/en/node/938\"><span style=\"font-weight: 400;\">45% of Gazans would back Hamas</span></a><span style=\"font-weight: 400;\"> should there be a vote, ahead of Fatah at 32%.</span>\r\n\r\n<span style=\"font-weight: 400;\">After a </span><a href=\"https://www.brookings.edu/articles/battle-for-gaza-hamas-jumped-provoked-and-pushed/\"><span style=\"font-weight: 400;\">brief conflict</span></a><span style=\"font-weight: 400;\"> between Hamas and Fatah militants in May 2007, Hamas took complete control of the Gaza Strip. Since then, Gaza has been under the administrative control of Hamas, even though it is still considered to be </span><a href=\"https://www.state.gov/reports/2016-report-on-international-religious-freedom/israel-and-the-occupied-territories/israel-and-the-occupied-territories-the-occupied-territories/\"><span style=\"font-weight: 400;\">under Israeli occupation</span></a><span style=\"font-weight: 400;\"> by the United Nations, the US State Department and other international bodies.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1891211\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11766097.jpg\" alt=\"Israeli soldiers near Gaza\" width=\"720\" height=\"480\" /> <em>Israeli soldiers patrol on the roads near the border with Gaza, on 8 October 2023. (Photo: EPA-EFE/Atef Safadi)</em></p>\r\n<h4><b>Who are the Palestinians of Gaza?</b></h4>\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.cia.gov/the-world-factbook/countries/gaza-strip/\"><span style=\"font-weight: 400;\">more than two million inhabitants</span></a><span style=\"font-weight: 400;\"> of the Gaza Strip are part of the </span><a href=\"https://english.wafa.ps/Pages/Details/129983\"><span style=\"font-weight: 400;\">14 million-strong global Palestinian community</span></a><span style=\"font-weight: 400;\">. About one third of Gaza’s inhabitants trace their family’s roots to land inside the Gaza Strip. The </span><a href=\"https://www.unrwa.org/palestine-refugees\"><span style=\"font-weight: 400;\">remaining two-thirds</span></a><span style=\"font-weight: 400;\"> are refugees from the 1948 war and their descendants, many of whom hail from towns and villages surrounding Gaza.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Palestinians of Gaza trend young: </span><a href=\"https://english.wafa.ps/Pages/Details/128691\"><span style=\"font-weight: 400;\">nearly half the population is under 18</span></a><span style=\"font-weight: 400;\">. The enclave is also very poor, with a </span><a href=\"https://databankfiles.worldbank.org/public/ddpext_download/poverty/33EF03BB-9722-4AE2-ABC7-AA2972D68AFE/Global_POVEQ_PSE.pdf\"><span style=\"font-weight: 400;\">poverty rate that stands at 53%</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite this grim economic picture, education levels are quite high. </span><a href=\"https://www.unicef.org/sop/what-we-do/education-and-adolescents\"><span style=\"font-weight: 400;\">Over 95%</span></a><span style=\"font-weight: 400;\"> of Gazan children ages 6-12 are in school. The majority of Palestinian students in Gaza graduate from high school, and </span><a href=\"https://www.timeshighereducation.com/world-university-rankings/islamic-university-gaza-0\"><span style=\"font-weight: 400;\">57% of students</span></a><span style=\"font-weight: 400;\"> at the prestigious Islamic University of Gaza are female.</span>\r\n\r\n<span style=\"font-weight: 400;\">But because of the circumstances of their surroundings, young Palestinians in Gaza find it difficult to live fulfilling lives. For graduates between the ages of 19 and 29, the </span><a href=\"https://www.aljazeera.com/news/2023/9/27/gaza-graduates-demand-unrwa-solutions-for-high-unemployment-rate\"><span style=\"font-weight: 400;\">unemployment rate stands at 70%</span></a><span style=\"font-weight: 400;\">. And a World Bank survey earlier this year found </span><a href=\"https://blogs.worldbank.org/arabvoices/intersection-economic-conditions-trauma-and-mental-health-west-bank-and-gaza%20https:/www.haaretz.com/israel-news/2023-07-16/ty-article/.premium/58-of-palestinians-show-depression-symptoms-new-world-bank-survey-reveals/00000189-5fa3-de4e-adeb-ffa73afd0000\"><span style=\"font-weight: 400;\">71% of Gazans</span></a><span style=\"font-weight: 400;\"> show signs of depression and high levels of PTSD.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are several factors that contribute to these conditions. A major factor is the crippling, </span><a href=\"https://www.unicef.org/mena/documents/gaza-strip-humanitarian-impact-15-years-blockade-june-2022\"><span style=\"font-weight: 400;\">16-year blockade</span></a><span style=\"font-weight: 400;\"> that Israel and Egypt — with US support — have imposed on Gaza.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1891199\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11763084.jpg\" alt=\"Palestinians ride an Israeli military jeep\" width=\"720\" height=\"480\" /> <em>Palestinians ride an Israeli military jeep in the streets of Gaza during the storming of Israeli settlements by militants of the Ezz Al-Din Al Qassam militia, the military wing of Hamas movement, Gaza city, on 7 October 2023. (Photo: EPA-EFE/Haitham Imad)</em></p>\r\n<h4><b>Years of blockade</b></h4>\r\n<span style=\"font-weight: 400;\">Shortly after the 2006 elections, the Bush administration </span><a href=\"https://www.vanityfair.com/news/2008/04/gaza200804\"><span style=\"font-weight: 400;\">tried to force Hamas from power</span></a><span style=\"font-weight: 400;\"> and bring in a rival leader from the Fatah party who was considered friendlier to Israel and the US. Hamas pre-empted the coup and took full control of Gaza in May 2007. In response, Israel and Egypt — with US and European support — </span><a href=\"https://slate.com/news-and-politics/2008/01/some-history-and-background-on-the-gaza-strip.html\"><span style=\"font-weight: 400;\">closed the border crossings</span></a><span style=\"font-weight: 400;\"> into and out of the Gaza Strip and </span><a href=\"https://www.pbs.org/newshour/world/israel-strikes-and-seals-off-gaza-after-hamas-incursion#:%7E:text=Israel%20and%20Egypt%20have%20imposed,restricting%20travel%20in%20and%20out.\"><span style=\"font-weight: 400;\">imposed a land, air and sea blockade</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.unicef.org/mena/documents/gaza-strip-humanitarian-impact-15-years-blockade-june-2022\"><span style=\"font-weight: 400;\">blockade</span></a><span style=\"font-weight: 400;\">, which is still in effect, limits the import of food, fuel and construction material; limits how far Gaza’s fishermen can go out to sea; bans almost all exports; and imposes strict limitations on the movement of people into and out of Gaza. In 2023, Israel has </span><a href=\"https://www.ochaopt.org/content/movement-and-out-gaza-update-covering-august-2023\"><span style=\"font-weight: 400;\">allowed only around 50,000 people a month</span></a><span style=\"font-weight: 400;\"> to exit Gaza, according to UN figures.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1894287\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11771603-1.jpg\" alt=\"middle east crisis update\" width=\"720\" height=\"360\" /> <em>An Israeli artillery unit fires towards Gaza along the border in southern Israel on 11 October 2023. (Photo: EPA / STR)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">The years of closure have devastated the lives of Palestinians in Gaza. Inhabitants there </span><a href=\"https://www.oxfam.org/en/failing-gaza-undrinkable-water-no-access-toilets-and-little-hope-horizon\"><span style=\"font-weight: 400;\">don’t have enough water</span></a><span style=\"font-weight: 400;\"> for drinking and sanitation. They face </span><a href=\"https://www.oxfam.org/en/timeline-humanitarian-impact-gaza-blockade\"><span style=\"font-weight: 400;\">electricity cuts</span></a><span style=\"font-weight: 400;\"> that run 12 to 18 hours each day. Without adequate water and electricity, Gaza’s fragile healthcare system is “</span><a href=\"https://www.map.org.uk/news/archive/post/1382-gazaas-health-system-on-the-brink-of-collapse-yet-again\"><span style=\"font-weight: 400;\">on the brink of collapse</span></a><span style=\"font-weight: 400;\">”, according to the medical rights group </span><a href=\"https://www.map.org.uk/\"><span style=\"font-weight: 400;\">Medical Aid for Palestine</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">These restrictions hit the young and the weak of Gaza particularly hard. Israel </span><a href=\"https://www.btselem.org/gaza_strip/20230404_in_2022_too_israel_prevented_thousands_of_palestinians_in_need_of_medical_care_from_leaving_gaza_for_treatment\"><span style=\"font-weight: 400;\">routinely denies sick patients</span></a><span style=\"font-weight: 400;\"> the permits they need to receive medical care outside of Gaza. Bright students with scholarships to study abroad often find that they are </span><a href=\"https://www.aljazeera.com/news/2018/9/4/gaza-scholarship-students-plead-for-rafah-exit-permit\"><span style=\"font-weight: 400;\">unable to leave</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">UN experts say this blockade </span><a href=\"https://www.reuters.com/article/us-un-gaza-rights/u-n-experts-say-israels-blockade-of-gaza-illegal-idUSTRE78C59R20110913\"><span style=\"font-weight: 400;\">is illegal under international law</span></a><span style=\"font-weight: 400;\">. They argue that the blockade </span><a href=\"https://imeu.org/article/israel-international-law-the-siege-blockade-of-gaza\"><span style=\"font-weight: 400;\">amounts to a collective punishment</span></a><span style=\"font-weight: 400;\"> of the Palestinians of Gaza, a violation of the Hague Convention and the Geneva Conventions that form the backbone of international law.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1891234\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/GettyImages-1725842101.jpg\" alt=\"Gaza destruction\" width=\"720\" height=\"480\" /> <em>Palestinian citizens inspect the damage to the Al-Sussi Mosque and their homes following Israeli air strikes in the Al-Shati Palestinian refugee camp on 9 October, 2023 in Gaza City, Gaza. (Photo: Ahmad Hasaballah/Getty Images)</em></p>\r\n<h4><b>No end to the suffering</b></h4>\r\n<span style=\"font-weight: 400;\">Israel says that the blockade on Gaza is necessary </span><a href=\"https://www.washingtonpost.com/world/2023/10/09/gaza-strip-israel-hamas-explained/\"><span style=\"font-weight: 400;\">to secure the safety</span></a><span style=\"font-weight: 400;\"> of its population and will be lifted when Hamas renounces violence, recognises Israel and abides by previous agreements.</span>\r\n\r\n<span style=\"font-weight: 400;\">But Hamas has consistently rejected this ultimatum. Instead, militant fighters stepped up the firing of homemade rockets and mortars into populated areas surrounding the Gaza Strip </span><a href=\"https://www.jadaliyya.com/Details/27428\"><span style=\"font-weight: 400;\">in 2008</span></a><span style=\"font-weight: 400;\">, seeking to pressure Israel to lift the blockade. They have sporadically attacked Israel in this way in the years since.</span>\r\n\r\n<span style=\"font-weight: 400;\">Israel has launched four major military assaults on Gaza — in 2008-09, 2012, 2014 and 2021 — in efforts to destroy Hamas’ military capabilities. Those wars </span><a href=\"https://apnews.com/article/middle-east-united-nations-israel-palestinian-gaza-hamas-186d89b5fa8ae171c166f6162d6ea3da\"><span style=\"font-weight: 400;\">killed 4,000 Palestinians</span></a><span style=\"font-weight: 400;\">, more than half of whom were civilians, along with 106 people in Israel.</span>\r\n\r\n<span style=\"font-weight: 400;\">During that time, the UN estimates that there has been more than </span><a href=\"https://apnews.com/article/middle-east-united-nations-israel-palestinian-gaza-hamas-186d89b5fa8ae171c166f6162d6ea3da\"><span style=\"font-weight: 400;\">$5-billion worth of damage</span></a><span style=\"font-weight: 400;\"> to Gaza’s homes, agriculture, industry, electricity and water infrastructure.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1891226\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11767414.jpg\" alt=\"Palestinian child in Gaza\" width=\"720\" height=\"480\" /> <em>A Palestinian child walks past damaged cars amid the rubble of a destroyed area after Israeli air strikes in Gaza City, on 9 October 2023. Israel seeks to </span><a href=\"https://blog.oup.com/2021/05/why-has-gaza-frequently-become-a-battlefield-between-hamas-and-israel/\"><span style=\"font-weight: 400;\">deter Hamas</span></a><span style=\"font-weight: 400;\"> from launching rockets. Hamas and other militant groups say that even when they have upheld previous ceasefires, </span><a href=\"https://www.aljazeera.com/opinions/2013/2/22/what-a-period-of-calm-looks-like-in-the-occupied-territories\"><span style=\"font-weight: 400;\">Israel has continued to attack Palestinians</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"http://america.aljazeera.com/articles/2014/7/16/gaza-ceasefire-accountability.html\"><span style=\"font-weight: 400;\">has refused to lift the blockade</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hamas has offered a long-term truce in exchange for Israel </span><a href=\"https://www.timesofisrael.com/hamas-offers-long-term-ceasefire-in-exchange-for-end-of-blockade/\"><span style=\"font-weight: 400;\">ending the blockade on Gaza</span></a><span style=\"font-weight: 400;\">. Israel has refused to accept the offer, sticking to its position that Hamas must first end violence and recognise Israel.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the months leading up to the latest escalation, conditions in Gaza have deteriorated even further. The International Monetary Fund reported in September that Gaza’s economic outlook “</span><a href=\"https://www.imf.org/en/Publications/CR/Issues/2023/09/12/West-Bank-and-Gaza-Report-to-the-Ad-Hoc-Liaison-Committee-539149\"><span style=\"font-weight: 400;\">remains dire</span></a><span style=\"font-weight: 400;\">”. Conditions became more dire when Israel announced on 5 September 2023 that it was </span><a href=\"https://www.aljazeera.com/news/2023/9/5/israel-halts-exports-from-gaza-at-key-crossing-says-explosives-found#:%7E:text=Israeli%20forces%20have%20ordered%20the,ministry%20said%20in%20a%20statement.\"><span style=\"font-weight: 400;\">halting all exports</span></a><span style=\"font-weight: 400;\"> from a key Gaza border crossing.</span>\r\n\r\n<span style=\"font-weight: 400;\">Without an end in sight to the suffering caused by the blockade, it appears that Hamas has decided to upend the status quo in a surprise attack on Israelis, including civilians. The attack killed and injured hundreds of soldiers and civilians and took dozens of hostages.</p>\r\n<p data-sourcepos=\"9:1-9:227\">The attack took Israel by surprise, though the state quickly mounted a deadly retaliatory operation. The Israeli Defense Forces (IDF) launched airstrikes against Hamas targets in Gaza. The IDF also sent ground troops into Gaza.</p>\r\n<p data-sourcepos=\"11:1-11:218\">The conflict has been devastating for both sides. Thousands have died or have been injured.</p>\r\n<p data-sourcepos=\"13:1-13:238\">The conflict has also had a devastating impact on the infrastructure in Gaza. The IDF has destroyed hospitals, schools, and power plants. The United Nations estimates that more than 72,000 Palestinians have been displaced by the fighting.</p>\r\n<p data-sourcepos=\"15:1-15:261\">The international community has called for a cease-fire between Israel and Palestine to end the latest crisis in the Middle East. Roughly </span><a href=\"https://www.loc.gov/today/placesinthenews/archive/2014arch/20140708_gazastrip.html\"><span style=\"font-weight: 400;\">twice the size of Washington, DC</span></a><span style=\"font-weight: 400;\">, it is wedged between Israel to its north and east and Egypt to its south.</span>\r\n\r\n<span style=\"font-weight: 400;\">An ancient trade and seaport, Gaza has long been part of the </span><a href=\"http://www.midafternoonmap.com/2013/07/ottoman-and-arab-maps-of-palestine.html\"><span style=\"font-weight: 400;\">geographic region known as Palestine</span></a><span style=\"font-weight: 400;\">. By the early 20th century, it was mainly inhabited by Muslim and Christian Arabs who lived under Ottoman rule. When </span><a href=\"https://www.un.org/unispal/history2/origins-and-evolution-of-the-palestine-problem/part-i-1917-1947/\"><span style=\"font-weight: 400;\">Britain took control of Palestine</span></a><span style=\"font-weight: 400;\"> following World War 1, intellectuals in Gaza joined the emergent Palestinian national movement.</span>\r\n\r\n<span style=\"font-weight: 400;\">During the 1948 war that established the state of Israel, the Israeli military </span><a href=\"https://www.palquest.org/en/militaryoperations/25299/operation-yoav\"><span style=\"font-weight: 400;\">bombed 29 villages in southern Palestine</span></a><span style=\"font-weight: 400;\">, leading tens of thousands of villagers to flee to the Gaza Strip, under the control of the Egyptian army that was deployed after Israel declared independence. Most of them and their descendants remain there today.</span>\r\n\r\n<span style=\"font-weight: 400;\">Following the </span><a href=\"https://www.wilsoncenter.org/publication/the-1967-six-day-war\"><span style=\"font-weight: 400;\">1967 Six-Day War</span></a><span style=\"font-weight: 400;\"> between Israel and its Arab neighbours, the Gaza Strip came under Israeli military occupation. The occupation has resulted in “</span><a href=\"https://www.amnesty.org/en/latest/campaigns/2017/06/israel-occupation-50-years-of-dispossession/\"><span style=\"font-weight: 400;\">systematic human rights violations</span></a><span style=\"font-weight: 400;\">”, according to rights group Amnesty International, including forcing people off their land, destroying homes and crushing even nonviolent forms of political dissent.</span>\r\n\r\n<span style=\"font-weight: 400;\">Palestinians staged two major uprisings, in </span><a href=\"https://www.pbs.org/wnet/women-war-and-peace/uncategorized/what-you-need-to-know-about-the-1987-intifada/\"><span style=\"font-weight: 400;\">1987-1991</span></a><span style=\"font-weight: 400;\"> and in </span><a href=\"https://www.middleeastmonitor.com/20170928-remembering-the-second-intifada/\"><span style=\"font-weight: 400;\">2000-2005</span></a><span style=\"font-weight: 400;\">, hoping to end the occupation and establish an independent Palestinian state.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hamas, a Palestinian Islamist militant group centred in Gaza, was founded in 1988 to fight against the Israeli occupation. Hamas and other militant groups launched repeated attacks on Israeli targets in Gaza, leading to </span><a href=\"https://embassies.gov.il/MFA/AboutIsrael/Maps/Pages/Israels%20Disengagement%20Plan-%202005.aspx#:%7E:text=Israel's%20plan%20of%20unilateral%20disengagement,peace%20negotiations%20with%20the%20Palestinians.\"><span style=\"font-weight: 400;\">Israel’s unilateral withdrawal</span></a><span style=\"font-weight: 400;\"> from Gaza in 2005. In 2006, Palestinian legislative elections were held. </span><a href=\"https://ecfr.eu/special/mapping_palestinian_politics/legislative-elections-2006/\"><span style=\"font-weight: 400;\">Hamas beat</span></a><span style=\"font-weight: 400;\"> its secular rival, Fatah, which had been </span><a href=\"https://www.aljazeera.com/news/2006/1/26/hamas-wins-huge-majority\"><span style=\"font-weight: 400;\">widely accused of corruption</span></a><span style=\"font-weight: 400;\">. Elections haven’t been held in Gaza since 2006, but polling from March 2023 found that </span><a href=\"https://pcpsr.org/en/node/938\"><span style=\"font-weight: 400;\">45% of Gazans would back Hamas</span></a><span style=\"font-weight: 400;\"> should there be a vote, ahead of Fatah at 32%.</span>\r\n\r\n<span style=\"font-weight: 400;\">After a </span><a href=\"https://www.brookings.edu/articles/battle-for-gaza-hamas-jumped-provoked-and-pushed/\"><span style=\"font-weight: 400;\">brief conflict</span></a><span style=\"font-weight: 400;\"> between Hamas and Fatah militants in May 2007, Hamas took complete control of the Gaza Strip. Since then, Gaza has been under the administrative control of Hamas, even though it is still considered to be </span><a href=\"https://www.state.gov/reports/2016-report-on-international-religious-freedom/israel-and-the-occupied-territories/israel-and-the-occupied-territories-the-occupied-territories/\"><span style=\"font-weight: 400;\">under Israeli occupation</span></a><span style=\"font-weight: 400;\"> by the United Nations, the US State Department and other international bodies.</span>\r\n\r\n[caption id=\"attachment_1891211\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1891211\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11766097.jpg\" alt=\"Israeli soldiers near Gaza\" width=\"720\" height=\"480\" /> <em>Israeli soldiers patrol on the roads near the border with Gaza, on 8 October 2023. (Photo: EPA-EFE/Atef Safadi)</em>[/caption]\r\n<h4><b>Who are the Palestinians of Gaza?</b></h4>\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.cia.gov/the-world-factbook/countries/gaza-strip/\"><span style=\"font-weight: 400;\">more than two million inhabitants</span></a><span style=\"font-weight: 400;\"> of the Gaza Strip are part of the </span><a href=\"https://english.wafa.ps/Pages/Details/129983\"><span style=\"font-weight: 400;\">14 million-strong global Palestinian community</span></a><span style=\"font-weight: 400;\">. About one third of Gaza’s inhabitants trace their family’s roots to land inside the Gaza Strip. The </span><a href=\"https://www.unrwa.org/palestine-refugees\"><span style=\"font-weight: 400;\">remaining two-thirds</span></a><span style=\"font-weight: 400;\"> are refugees from the 1948 war and their descendants, many of whom hail from towns and villages surrounding Gaza.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Palestinians of Gaza trend young: </span><a href=\"https://english.wafa.ps/Pages/Details/128691\"><span style=\"font-weight: 400;\">nearly half the population is under 18</span></a><span style=\"font-weight: 400;\">. The enclave is also very poor, with a </span><a href=\"https://databankfiles.worldbank.org/public/ddpext_download/poverty/33EF03BB-9722-4AE2-ABC7-AA2972D68AFE/Global_POVEQ_PSE.pdf\"><span style=\"font-weight: 400;\">poverty rate that stands at 53%</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite this grim economic picture, education levels are quite high. </span><a href=\"https://www.unicef.org/sop/what-we-do/education-and-adolescents\"><span style=\"font-weight: 400;\">Over 95%</span></a><span style=\"font-weight: 400;\"> of Gazan children ages 6-12 are in school. The majority of Palestinian students in Gaza graduate from high school, and </span><a href=\"https://www.timeshighereducation.com/world-university-rankings/islamic-university-gaza-0\"><span style=\"font-weight: 400;\">57% of students</span></a><span style=\"font-weight: 400;\"> at the prestigious Islamic University of Gaza are female.</span>\r\n\r\n<span style=\"font-weight: 400;\">But because of the circumstances of their surroundings, young Palestinians in Gaza find it difficult to live fulfilling lives. For graduates between the ages of 19 and 29, the </span><a href=\"https://www.aljazeera.com/news/2023/9/27/gaza-graduates-demand-unrwa-solutions-for-high-unemployment-rate\"><span style=\"font-weight: 400;\">unemployment rate stands at 70%</span></a><span style=\"font-weight: 400;\">. And a World Bank survey earlier this year found </span><a href=\"https://blogs.worldbank.org/arabvoices/intersection-economic-conditions-trauma-and-mental-health-west-bank-and-gaza%20https:/www.haaretz.com/israel-news/2023-07-16/ty-article/.premium/58-of-palestinians-show-depression-symptoms-new-world-bank-survey-reveals/00000189-5fa3-de4e-adeb-ffa73afd0000\"><span style=\"font-weight: 400;\">71% of Gazans</span></a><span style=\"font-weight: 400;\"> show signs of depression and high levels of PTSD.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are several factors that contribute to these conditions. A major factor is the crippling, </span><a href=\"https://www.unicef.org/mena/documents/gaza-strip-humanitarian-impact-15-years-blockade-june-2022\"><span style=\"font-weight: 400;\">16-year blockade</span></a><span style=\"font-weight: 400;\"> that Israel and Egypt — with US support — have imposed on Gaza.</span>\r\n\r\n[caption id=\"attachment_1891199\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1891199\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11763084.jpg\" alt=\"Palestinians ride an Israeli military jeep\" width=\"720\" height=\"480\" /> <em>Palestinians ride an Israeli military jeep in the streets of Gaza during the storming of Israeli settlements by militants of the Ezz Al-Din Al Qassam militia, the military wing of Hamas movement, Gaza city, on 7 October 2023. (Photo: EPA-EFE/Haitham Imad)</em>[/caption]\r\n<h4><b>Years of blockade</b></h4>\r\n<span style=\"font-weight: 400;\">Shortly after the 2006 elections, the Bush administration </span><a href=\"https://www.vanityfair.com/news/2008/04/gaza200804\"><span style=\"font-weight: 400;\">tried to force Hamas from power</span></a><span style=\"font-weight: 400;\"> and bring in a rival leader from the Fatah party who was considered friendlier to Israel and the US. Hamas pre-empted the coup and took full control of Gaza in May 2007. In response, Israel and Egypt — with US and European support — </span><a href=\"https://slate.com/news-and-politics/2008/01/some-history-and-background-on-the-gaza-strip.html\"><span style=\"font-weight: 400;\">closed the border crossings</span></a><span style=\"font-weight: 400;\"> into and out of the Gaza Strip and </span><a href=\"https://www.pbs.org/newshour/world/israel-strikes-and-seals-off-gaza-after-hamas-incursion#:%7E:text=Israel%20and%20Egypt%20have%20imposed,restricting%20travel%20in%20and%20out.\"><span style=\"font-weight: 400;\">imposed a land, air and sea blockade</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.unicef.org/mena/documents/gaza-strip-humanitarian-impact-15-years-blockade-june-2022\"><span style=\"font-weight: 400;\">blockade</span></a><span style=\"font-weight: 400;\">, which is still in effect, limits the import of food, fuel and construction material; limits how far Gaza’s fishermen can go out to sea; bans almost all exports; and imposes strict limitations on the movement of people into and out of Gaza. In 2023, Israel has </span><a href=\"https://www.ochaopt.org/content/movement-and-out-gaza-update-covering-august-2023\"><span style=\"font-weight: 400;\">allowed only around 50,000 people a month</span></a><span style=\"font-weight: 400;\"> to exit Gaza, according to UN figures.</span>\r\n\r\n[caption id=\"attachment_1894287\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1894287\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11771603-1.jpg\" alt=\"middle east crisis update\" width=\"720\" height=\"360\" /> <em>An Israeli artillery unit fires towards Gaza along the border in southern Israel on 11 October 2023. (Photo: EPA / STR)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">The years of closure have devastated the lives of Palestinians in Gaza. Inhabitants there </span><a href=\"https://www.oxfam.org/en/failing-gaza-undrinkable-water-no-access-toilets-and-little-hope-horizon\"><span style=\"font-weight: 400;\">don’t have enough water</span></a><span style=\"font-weight: 400;\"> for drinking and sanitation. They face </span><a href=\"https://www.oxfam.org/en/timeline-humanitarian-impact-gaza-blockade\"><span style=\"font-weight: 400;\">electricity cuts</span></a><span style=\"font-weight: 400;\"> that run 12 to 18 hours each day. Without adequate water and electricity, Gaza’s fragile healthcare system is “</span><a href=\"https://www.map.org.uk/news/archive/post/1382-gazaas-health-system-on-the-brink-of-collapse-yet-again\"><span style=\"font-weight: 400;\">on the brink of collapse</span></a><span style=\"font-weight: 400;\">”, according to the medical rights group </span><a href=\"https://www.map.org.uk/\"><span style=\"font-weight: 400;\">Medical Aid for Palestine</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">These restrictions hit the young and the weak of Gaza particularly hard. Israel </span><a href=\"https://www.btselem.org/gaza_strip/20230404_in_2022_too_israel_prevented_thousands_of_palestinians_in_need_of_medical_care_from_leaving_gaza_for_treatment\"><span style=\"font-weight: 400;\">routinely denies sick patients</span></a><span style=\"font-weight: 400;\"> the permits they need to receive medical care outside of Gaza. Bright students with scholarships to study abroad often find that they are </span><a href=\"https://www.aljazeera.com/news/2018/9/4/gaza-scholarship-students-plead-for-rafah-exit-permit\"><span style=\"font-weight: 400;\">unable to leave</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">UN experts say this blockade </span><a href=\"https://www.reuters.com/article/us-un-gaza-rights/u-n-experts-say-israels-blockade-of-gaza-illegal-idUSTRE78C59R20110913\"><span style=\"font-weight: 400;\">is illegal under international law</span></a><span style=\"font-weight: 400;\">. They argue that the blockade </span><a href=\"https://imeu.org/article/israel-international-law-the-siege-blockade-of-gaza\"><span style=\"font-weight: 400;\">amounts to a collective punishment</span></a><span style=\"font-weight: 400;\"> of the Palestinians of Gaza, a violation of the Hague Convention and the Geneva Conventions that form the backbone of international law.</span>\r\n\r\n[caption id=\"attachment_1891234\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1891234\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/GettyImages-1725842101.jpg\" alt=\"Gaza destruction\" width=\"720\" height=\"480\" /> <em>Palestinian citizens inspect the damage to the Al-Sussi Mosque and their homes following Israeli air strikes in the Al-Shati Palestinian refugee camp on 9 October, 2023 in Gaza City, Gaza. (Photo: Ahmad Hasaballah/Getty Images)</em>[/caption]\r\n<h4><b>No end to the suffering</b></h4>\r\n<span style=\"font-weight: 400;\">Israel says that the blockade on Gaza is necessary </span><a href=\"https://www.washingtonpost.com/world/2023/10/09/gaza-strip-israel-hamas-explained/\"><span style=\"font-weight: 400;\">to secure the safety</span></a><span style=\"font-weight: 400;\"> of its population and will be lifted when Hamas renounces violence, recognises Israel and abides by previous agreements.</span>\r\n\r\n<span style=\"font-weight: 400;\">But Hamas has consistently rejected this ultimatum. Instead, militant fighters stepped up the firing of homemade rockets and mortars into populated areas surrounding the Gaza Strip </span><a href=\"https://www.jadaliyya.com/Details/27428\"><span style=\"font-weight: 400;\">in 2008</span></a><span style=\"font-weight: 400;\">, seeking to pressure Israel to lift the blockade. They have sporadically attacked Israel in this way in the years since.</span>\r\n\r\n<span style=\"font-weight: 400;\">Israel has launched four major military assaults on Gaza — in 2008-09, 2012, 2014 and 2021 — in efforts to destroy Hamas’ military capabilities. Those wars </span><a href=\"https://apnews.com/article/middle-east-united-nations-israel-palestinian-gaza-hamas-186d89b5fa8ae171c166f6162d6ea3da\"><span style=\"font-weight: 400;\">killed 4,000 Palestinians</span></a><span style=\"font-weight: 400;\">, more than half of whom were civilians, along with 106 people in Israel.</span>\r\n\r\n<span style=\"font-weight: 400;\">During that time, the UN estimates that there has been more than </span><a href=\"https://apnews.com/article/middle-east-united-nations-israel-palestinian-gaza-hamas-186d89b5fa8ae171c166f6162d6ea3da\"><span style=\"font-weight: 400;\">$5-billion worth of damage</span></a><span style=\"font-weight: 400;\"> to Gaza’s homes, agriculture, industry, electricity and water infrastructure.</span>\r\n\r\n[caption id=\"attachment_1891226\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1891226\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/11767414.jpg\" alt=\"Palestinian child in Gaza\" width=\"720\" height=\"480\" /> <em>A Palestinian child walks past damaged cars amid the rubble of a destroyed area after Israeli air strikes in Gaza City, on 9 October 2023. Israel seeks to </span><a href=\"https://blog.oup.com/2021/05/why-has-gaza-frequently-become-a-battlefield-between-hamas-and-israel/\"><span style=\"font-weight: 400;\">deter Hamas</span></a><span style=\"font-weight: 400;\"> from launching rockets. Hamas and other militant groups say that even when they have upheld previous ceasefires, </span><a href=\"https://www.aljazeera.com/opinions/2013/2/22/what-a-period-of-calm-looks-like-in-the-occupied-territories\"><span style=\"font-weight: 400;\">Israel has continued to attack Palestinians</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"http://america.aljazeera.com/articles/2014/7/16/gaza-ceasefire-accountability.html\"><span style=\"font-weight: 400;\">has refused to lift the blockade</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hamas has offered a long-term truce in exchange for Israel </span><a href=\"https://www.timesofisrael.com/hamas-offers-long-term-ceasefire-in-exchange-for-end-of-blockade/\"><span style=\"font-weight: 400;\">ending the blockade on Gaza</span></a><span style=\"font-weight: 400;\">. Israel has refused to accept the offer, sticking to its position that Hamas must first end violence and recognise Israel.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the months leading up to the latest escalation, conditions in Gaza have deteriorated even further. The International Monetary Fund reported in September that Gaza’s economic outlook “</span><a href=\"https://www.imf.org/en/Publications/CR/Issues/2023/09/12/West-Bank-and-Gaza-Report-to-the-Ad-Hoc-Liaison-Committee-539149\"><span style=\"font-weight: 400;\">remains dire</span></a><span style=\"font-weight: 400;\">”. Conditions became more dire when Israel announced on 5 September 2023 that it was </span><a href=\"https://www.aljazeera.com/news/2023/9/5/israel-halts-exports-from-gaza-at-key-crossing-says-explosives-found#:%7E:text=Israeli%20forces%20have%20ordered%20the,ministry%20said%20in%20a%20statement.\"><span style=\"font-weight: 400;\">halting all exports</span></a><span style=\"font-weight: 400;\"> from a key Gaza border crossing.</span>\r\n\r\n<span style=\"font-weight: 400;\">Without an end in sight to the suffering caused by the blockade, it appears that Hamas has decided to upend the status quo in a surprise attack on Israelis, including civilians.
