"contents": "<span style=\"font-weight: 400;\">In a bid to make South Africa (SA) a more attractive business destination, government will implement a global minimum corporate tax, with multinational corporations subject to an effective tax rate of at least 15%, regardless of where the company’s profits are located.</span>\r\n\r\n<span style=\"font-weight: 400;\">As per the Budget Review 2024, implementation of the global minimum tax is gathering pace. SA joins around 54</span><span style=\"font-weight: 400;\"> countries taking steps to implement it, including Japan, South Korea, the UK and EU member countries. </span>\r\n\r\n<span style=\"font-weight: 400;\">The thinking is to limit harmful tax competition or the race to the bottom of effective corporate tax rates for large multinationals, with countries competing to attract income by offering low tax rates and tax incentives.</span>\r\n<blockquote><span style=\"font-weight: 400;\">Finance Minister Enoch Godongwana says these proposed reforms are expected to yield an additional R8-billion in corporate tax revenue in the 2026/27 financial year</span></blockquote>\r\n<span style=\"font-weight: 400;\">In 1980, statutory corporate tax rates around the world averaged 40.11% and by 2022, the average was 23.37%, according to estimates from the Organisation for Economic Development (OECD), based on rates in 180 jurisdictions.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hopes are riding high that implementing the minimum tax of 15% in SA will bolster the corporate tax base. The global minimum tax ensures that any multinational with annual revenue exceeding €750-million will be subject to an effective tax rate of at least 15%, regardless of where its profits are located.</span>\r\n<h4><b>Tax for multinationals</b></h4>\r\n<span style=\"font-weight: 400;\">Government proposes to introduce two measures to effect these changes — an income inclusion rule, and a domestic minimum top-up tax — for qualifying multinationals, from 1 January 2024. </span>\r\n\r\n<span style=\"font-weight: 400;\">The income inclusion rule will enable South Africa to apply a top-up tax on profits reported by qualifying South African multinationals operating in other countries, with effective tax rates below 15%. Revenue from both corporate income tax and value-added tax (VAT) is expected to remain subdued due to low profitability in many sectors, and the adjustment costs of new investments in energy generation and storage.</span>\r\n<h4><b>Windfall tax gains ended</b></h4>\r\n<span style=\"font-weight: 400;\">Windfall tax gains from high commodity prices over the last two years have come to an end, leading to a sharp fall in mining tax revenue. For the first 10 months of 2023/24, mining provisional corporate tax collections fell by R39.2-billion or 50% relative to the same period in the previous year. </span>\r\n\r\n<span style=\"font-weight: 400;\">Lower commodity prices, weaker global growth, increased power cuts and operational problems at SA’s ports have weighed heavily on the sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">Although commodity prices are expected to stabilise, corporate profitability is projected to remain weak in 2024/25. Collections from the manufacturing sector also contracted over the period, while the finance sector registered marginal growth.</span>\r\n\r\n<span style=\"font-weight: 400;\"> Following robust growth over the two years prior, import VAT and customs duties collections have slowed considerably. "description": "Enoch Godongwana, born on June 9, 1957, is a South African politician and former trade union leader. He currently serves as South Africa's Finance Minister since August 2021 and is a member of the African National Congress (ANC) National Executive Committee.\r\n\r\nHe was born in Cala in the former Cape Province, now part of the Eastern Cape. He matriculated at St John's College in Mthatha, holds an MSc degree in Financial Economics from the University of London.\r\n\r\nGodongwana's political career took off when he served as the general secretary of the National Union of Metalworkers from 1993 to 1997. Following this, he held the position of Member of the Executive Council for Finance in the Eastern Cape's Executive Council from 1997 to 2004. He was elected to the ANC National Executive Committee in December 1997 and also served as the Deputy Provincial Chairperson of the ANC's Eastern Cape branch from 2003 to 2006 under Chairperson Makhenkesi Stofile. However, his tenure on the Executive Council ended in September 2004 when Premier Nosimo Balindlela dismissed him amid controversy.\r\n\r\nGodongwana held deputy ministerial positions in President Jacob Zuma's first cabinet, initially as Deputy Minister of Public Enterprises from 2009 to 2010 and then as Deputy Minister of Economic Development from 2010 to 2012. In January 2012, he resigned due to a scandal involving his investment company, Canyon Springs. Despite this, he maintained prominence as the long-serving chairperson of the ANC National Executive Committee's economic transformation subcommittee and as the chairperson of the Development Bank of Southern Africa from 2019 to 2021.\r\n\r\nOn August 5, 2021, President Cyril Ramaphosa announced a cabinet reshuffle, appointing Godongwana as the new Minister of Finance, succeeding Tito Mboweni, who had requested to step down. This announcement initially caused the rand to lose value, but it quickly recovered, reflecting Godongwana's positive reputation with investors. Observers also noted that Godongwana's strong political relationships within the Tripartite Alliance likely gave him more political influence than Mboweni. He initially served in the cabinet from outside Parliament until February 28, 2023, when he was officially sworn in as a member of the National Assembly, replacing Mike Basopu.",
