"contents": "<span style=\"font-weight: 400;\">Finance Minister Enoch Godongwana and Mineral Resources and Energy Minister Gwede Mantashe are expected to meet with their officials on Sunday to discuss the expected sharp rise in petrol prices on Wednesday, 1 June. </span>\r\n\r\n<span style=\"font-weight: 400;\">Godongwana told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> on the sidelines of the African Development Bank’s annual meetings in Accra, </span><span style=\"font-weight: 400;\">Ghana,</span><span style=\"font-weight: 400;\"> on Friday morning that there “are a lot of proposals that are being looked into” in this regard. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Everyone understands that this increase is a blunt instrument that will cut across food prices and that will raise the cost in the economy, and therefore something must be done.”</span>\r\n\r\n<span style=\"font-weight: 400;\"> </span><span style=\"font-weight: 400;\">He said the “content and format” of the relief will be announced next week, and hinted that it could involve more comprehensive measures than just focusing on the fuel levy. </span>\r\n\r\n<b>Levy extension</b>\r\n\r\n<span style=\"font-weight: 400;\">Opposition parties and lobby groups </span><a href=\"https://www.dailymaverick.co.za/opinionista/2022-05-25-will-godongwana-extend-the-fuel-levy-reprieve-or-brace-for-inflationary-pressures/\"><span style=\"font-weight: 400;\">have been pressuring government</span></a><span style=\"font-weight: 400;\"> to consider extending the R1.50 per litre reduction in the fuel levy. It was dropped for the first time in March, to mitigate the rise in fuel costs as a result of the conflict in Ukraine. </span>\r\n\r\n<span style=\"font-weight: 400;\">The fuel levy is scheduled to return next week, and together with expected fuel price increases of between R2.27 and R2.36 per litre for petrol from 1 June, the petrol price could reach unprecedented highs of almost R25 a litre. </span>\r\n\r\n<span style=\"font-weight: 400;\">Commentators have warned that this kind of economic shock could lead to increased social instability. </span>\r\n\r\n<span style=\"font-weight: 400;\">Godongwana, who has been attending meetings in Accra all week, and who will be back in South Africa on Sunday morning, hinted that a number of suggestions had been tabled. But as finance minister, he said he has to keep in mind various considerations.</span>\r\n\r\n<span style=\"font-weight: 400;\">“People are going to say ‘put money into saving the cost of fuel’, they're going to say ‘extend the grant’, they're going to say ‘extend the expanded public works programme’, they're going to say ‘take the Eskom debt’, they're going to say ‘take the e-toll debt’,” said Godongwana. </span>\r\n\r\n<b>Focal point</b>\r\n\r\n<span style=\"font-weight: 400;\">“What is the problem with that, is I happen to be the only person who has got the focal point in all these exposures. People such as NGOs, look at the grant in isolation from all these exposures, and people who look at the fuel cost, look at the fuel cost in isolation from all these exposures.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Godongwana said as Minister of Finance he's in a “difficult environment” – people criticise him as not caring about the poor if he doesn't deal with the fuel price or if he doesn’t extend the R350 special Covid grant. </span>\r\n\r\n<span style=\"font-weight: 400;\">Still, Godongwana appeared relaxed enough to crack a joke about Minister in the Presidency Mondli Gungubele telling him in a Thursday night phone call that he – Gungubele – almost forgot he was supposed to be Acting Finance Minister in Godongwana's absence. </span>\r\n\r\n<span style=\"font-weight: 400;\">Gungubele on Thursday addressed a post-Cabinet press conference, in which he confirmed that the government was considering how best to ease the shock of the expected fuel price hike. </span>\r\n\r\n<span style=\"font-weight: 400;\">He told journalists the government is giving “special consideration” to intervening to “ensure that fuel prices remain reasonable” as a sharp rise would affect the economy “very strongly”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Government introduced the temporary 40% reduction in duty imposed on fuel for April and May, with the hopes that global energy prices would have stabilised by now.</span>\r\n\r\n<span style=\"font-weight: 400;\">A slight strengthening of the rand in recent times means that the increase wouldn't be as high as R3.90, as previously anticipated by the Central Energy Fund. </span><b>DM</b>\r\n\r\n \r\n\r\n[hearken id=\"daily-maverick/9588\"]",

"description": "Enoch Godongwana, born on June 9, 1957, is a South African politician and former trade union leader. He currently serves as South Africa's Finance Minister since August 2021 and is a member of the African National Congress (ANC) National Executive Committee.\r\n\r\nHe was born in Cala in the former Cape Province, now part of the Eastern Cape. He matriculated at St John's College in Mthatha, holds an MSc degree in Financial Economics from the University of London.\r\n\r\nGodongwana's political career took off when he served as the general secretary of the National Union of Metalworkers from 1993 to 1997. Following this, he held the position of Member of the Executive Council for Finance in the Eastern Cape's Executive Council from 1997 to 2004. He was elected to the ANC National Executive Committee in December 1997 and also served as the Deputy Provincial Chairperson of the ANC's Eastern Cape branch from 2003 to 2006 under Chairperson Makhenkesi Stofile. However, his tenure on the Executive Council ended in September 2004 when Premier Nosimo Balindlela dismissed him amid controversy.\r\n\r\nGodongwana held deputy ministerial positions in President Jacob Zuma's first cabinet, initially as Deputy Minister of Public Enterprises from 2009 to 2010 and then as Deputy Minister of Economic Development from 2010 to 2012. In January 2012, he resigned due to a scandal involving his investment company, Canyon Springs. Despite this, he maintained prominence as the long-serving chairperson of the ANC National Executive Committee's economic transformation subcommittee and as the chairperson of the Development Bank of Southern Africa from 2019 to 2021.\r\n\r\nOn August 5, 2021, President Cyril Ramaphosa announced a cabinet reshuffle, appointing Godongwana as the new Minister of Finance, succeeding Tito Mboweni, who had requested to step down. This announcement initially caused the rand to lose value, but it quickly recovered, reflecting Godongwana's positive reputation with investors. Observers also noted that Godongwana's strong political relationships within the Tripartite Alliance likely gave him more political influence than Mboweni.
