"contents": "<span style=\"font-weight: 400;\">Seismic surveys have become a flashpoint in the country, and just as environmental activists were celebrating the interdict against Shell, two more surveys are set to start along the South African West Coast.</span>\r\n\r\n<span style=\"font-weight: 400;\">The courts have been the battleground, with activists relying on them to stop the surveys, while Mineral Resources and Energy Minister Gwede Mantashe has made it clear that he is keenly in favour of developing South Africa’s hydrocarbon industry. </span>\r\n\r\n<span style=\"font-weight: 400;\">After an interdict against oil major Shell, which caused it to halt its seismic survey to explore for hydrocarbons off the Wild Coast, it has emerged that activists are girding themselves for battle over another seismic survey in Western Cape waters.</span>\r\n\r\n<span style=\"font-weight: 400;\">Patrick Dowling, Wildlife and Environment Society of South Africa (Wessa) Environmental Governance Committee chairperson, told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> that while the current slew of seismic operations was not the sole focus of environmental activists, he was aware that there were several new applications and permissions at various points around the coast, east, south and west. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The [Department of Mineral Resources and Energy] is in favour of gas/oil explorations and sees these as an integral part of the blue economy, Operation Phakisa strategic initiative to unlock the economic potential of the marine and coastal environment, a policy direction that Wessa has serious reservations about given the current controversial activities and court cases against the backdrop of increasingly compromised ocean ecosystems globally.” </span>\r\n\r\n<span style=\"font-weight: 400;\">He said the fact that much of the development thrust at the moment is in complete contradiction of the recommendations of climate science and the international undertakings to limit greenhouse gas emissions, makes the situation even more problematic.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Wessa has joined the Oceans Not Oil movement and concurs with the many participating organisations that the government’s gung-ho approach to this matter deserves strong and sustained resistance. We commend the groups that have taken the issue to court and won important ground,” said Dowling.</span>\r\n\r\n<span style=\"font-weight: 400;\">He said they were well aware of the investigations off the Namibian Kudu gas field as well as Brulpadda and Luiperd off the Southern Cape coast and three proposed oil and gas projects off the West Coast.</span>\r\n\r\n<span style=\"font-weight: 400;\">“A common theme that we have picked up in all these projects is minimal public participation leading to strident local community dissatisfaction and an attitude of fait accompli from the government,” he said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Dowling said Wessa is encouraged by the firm voice of civil society and the diversity of groups in response to the latest suite of investigations. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Ideally, well-publicised Environmental Impact Assessment (EIA) processes run with complete objectivity, and enjoying broad public participation would result in a clear picture of what activities meet sustainability criteria related to climate change, marine biodiversity impacts, chemical pollution, livelihood impacts and the precautionary principle, and which do not.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Dowling said the result would be a report, formal decision and appeal or even legal review opportunity, before any environmental management plan is drafted.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Even better would be a Strategic Environmental Assessment (SEA) of the whole gas/oil exploration and exploitation process in terms of its local and global impacts as well as its fit with climate science/agreements and global biodiversity loss.</span>\r\n\r\n<span style=\"font-weight: 400;\">“In the absence of such fair and rational processes we fully endorse further legal actions including court challenges as contemplated by rightfully concerned groups,” he said. </span><b>DM/OBP</b>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
