"contents": "<span style=\"font-weight: 400;\">South Africa is a country that is sorely lacking</span><a href=\"https://static1.squarespace.com/static/52246331e4b0a46e5f1b8ce5/t/60fa87815880fd6366808c2b/1627031430672/IDTT4_PB_South_Africas_economic_recovery_plans_202107.pdf\"> <span style=\"font-weight: 400;\">dynamism, competitiveness, and sustainability</span></a><span style=\"font-weight: 400;\"> and facing worsening levels of inequality, unemployment, and poverty that are slowly exposing tears in the social fabric.</span>\r\n\r\n<span style=\"font-weight: 400;\">Moreover, much of the economy’s production continues to</span><a href=\"https://static1.squarespace.com/static/52246331e4b0a46e5f1b8ce5/t/5ad9e4baf950b767531fe8a9/1524229357942/IDTT+Structural+Transformation+in+South+Africa+Moving+towards+a+smart%2C+open+economy+for+all.pdf\"> <span style=\"font-weight: 400;\">originate from low-productivity and low-value-adding industries</span></a><span style=\"font-weight: 400;\"> inherited from the apartheid era. Contributing to these ills is that too many of the economy’s essential sectors are concentrated and subject to the</span><a href=\"https://www.dailymaverick.co.za/article/2022-04-24-africas-just-transition-food-supply-obstacles-must-be-addressed-now/\"> <span style=\"font-weight: 400;\">decisions of a small number of lead firms</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">This powerful group of firms can utilise their market power to shape their industries, lobby for regulations, and maintain the status quo by investing in current production methods to</span><a href=\"https://www.dailymaverick.co.za/article/2022-04-24-africas-just-transition-food-supply-obstacles-must-be-addressed-now/\"> <span style=\"font-weight: 400;\">protect themselves and their profits</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Research by the</span><a href=\"https://www.competition.org.za/\"> <span style=\"font-weight: 400;\">Centre for Competition, Regulation and Economic Development (Ccred)</span></a><span style=\"font-weight: 400;\"> has shown that these actions on the part of large and lead firms result in pervasive</span><a href=\"https://www.competition.org.za/competition-and-barriers-to-entry\"> <span style=\"font-weight: 400;\">barriers to entry</span></a><span style=\"font-weight: 400;\">. These barriers limit opportunities for new entrants to participate in these markets and industries effectively.</span>\r\n\r\n<span style=\"font-weight: 400;\">The South African food system is no stranger to barriers to entry and the adverse outcomes of attempts to maintain and deepen them. Historically,</span><a href=\"https://static1.squarespace.com/static/52246331e4b0a46e5f1b8ce5/t/59847eb7e6f2e181003dbdf9/1501855424616/CCRED+Working+Paper+10_2017_IDRP+Food+Sector-NNAPMTTV.pdf\"> <span style=\"font-weight: 400;\">large and lead firms in the South African food industry</span></a><span style=\"font-weight: 400;\"> have favoured the accumulation of unproductive assets and the acquisition of competitors rather than investing in expanding their existing operations and capacity and exercising their power to</span><a href=\"https://www.businesslive.co.za/bd/national/2022-04-11-calls-for-suspension-of-poultry-tariffs-to-cushion-consumers/\"> <span style=\"font-weight: 400;\">lobby for tariff protection against imports</span></a><span style=\"font-weight: 400;\">. The impacts of these actions and decisions always eventually harm consumers.</span>\r\n\r\n<a href=\"https://www.hsrcpress.ac.za/books/opening-the-economy\"><span style=\"font-weight: 400;\">Opening the South African economy</span></a><span style=\"font-weight: 400;\"> through regulations to reduce barriers to entry and participation will yield several benefits. Most notably, an open, inclusive, and competitive economy will enable critical diversification of our export basket and improve our resilience to future external and internal shocks.</span>\r\n\r\n<span style=\"font-weight: 400;\">These changes will also move the economy toward one that is structurally transformed and serves the interests of its population and not those of economically powerful large firms and industries.</span>\r\n\r\n<span style=\"font-weight: 400;\">If we are to achieve a genuinely open economy that favours growth and development in South Africa, we need to properly understand the</span><a href=\"https://static1.squarespace.com/static/52246331e4b0a46e5f1b8ce5/t/5937dbea725e25a794ce1494/1496833022139/%28Re%29shaping+markets+for+inclusive+economic+activity_competition+and+industrial+policies+relating+to+food+production+in+southern+Africa+12_2017.pdf\"> <span style=\"font-weight: 400;\">nature of competitive rivalry</span></a><span style=\"font-weight: 400;\"> and the crucial role that disruptors play in igniting rapid and necessary changes in undynamic industries for the good of the environment and consumers.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, Tesla is widely accepted as igniting the mainstream acceptance and increased demand for electric vehicles. However, Tesla’s rise was not spontaneous. Instead, the US state embraced an</span><a href=\"https://marianamazzucato.com/books/the-entrepreneurial-state\"> <span style=\"font-weight: 400;\">entrepreneurial and regulatory state role</span></a><span style=\"font-weight: 400;\"> through the provision of loans and other regulation assistance that paved the way for Tesla’s disruption in the global automotive industry. </span>\r\n\r\n<span style=\"font-weight: 400;\">In South Africa,</span><a href=\"https://www.compcom.co.za/wp-content/uploads/2021/12/Concentration-Tracker-Summary-Report-1.pdf\"> <span style=\"font-weight: 400;\">meat</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://www.competition.org.za/ccred-blog-structural-transformation/2020/4/20/structural-transformation-in-agro-processing-addressing-concentration-levels-and-greater-market-access-in-dairy-and-sugar-value-chains-1\"> <span style=\"font-weight: 400;\">dairy</span></a><span style=\"font-weight: 400;\"> are two noted industries that exhibit high degrees of concentration and are dominated by multinational corporations that control who can access these markets and what they can produce.</span>\r\n\r\n<span style=\"font-weight: 400;\">The chicken industry, for example, is dominated by two large producers (RCL Foods and Astral Foods), who produced</span><a href=\"https://www.compcom.co.za/wp-content/uploads/2021/12/Concentration-Tracker-Summary-Report-1.pdf\"> <span style=\"font-weight: 400;\">46% of the total output in 2020</span></a><span style=\"font-weight: 400;\"> combined. Owing to this concentration, the firms in these industries have been found to exercise their market power to ensure their market shares are not affected by alternative products and new entrants.</span>\r\n\r\n<span style=\"font-weight: 400;\">This market power that these industries possess was facilitated and has continued to be supported by government subsidies, protection, and support to ensure that these industries survive competition and shocks, given that South Africa is considered</span><a href=\"https://www.nda.agric.za/docs/media/national%20policyon%20food%20and%20nutrirition%20security.pdf\"> <span style=\"font-weight: 400;\">food insecure</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://theconversation.com/south-african-riots-and-food-security-why-theres-an-urgent-need-to-restore-stability-164493\"> <span style=\"font-weight: 400;\">faces food price inflation regularly</span></a><span style=\"font-weight: 400;\"> as a result of social, economic, and political instability.</span>\r\n\r\n<span style=\"font-weight: 400;\">A recent example of this exercise of market power has resulted in a</span><a href=\"https://www.dailymaverick.co.za/article/2022-06-26-department-of-agriculture-has-a-beef-with-plant-based-sector-over-product-names/\"> <span style=\"font-weight: 400;\">communication</span></a><span style=\"font-weight: 400;\"> by the Department of Agriculture, Land Reform and Rural Development (DALRRD) declaring the use of product names (such as burger, steak, sausage, biltong, nuggets, ribs, and boerewors) reserved for meat products as illicit by processors, importers, and retailers of meat analogues.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similar cases are being seen in countries like</span><a href=\"https://theconversation.com/why-france-banned-meat-names-for-vegetarian-alternatives-95549\"> <span style=\"font-weight: 400;\">France</span></a><span style=\"font-weight: 400;\">,</span><a href=\"https://www.livekindly.co/dairy-bans-vegan/\"> <span style=\"font-weight: 400;\">Germany</span></a><span style=\"font-weight: 400;\">, and the</span><a href=\"https://organic-market.info/news/usa-usda-to-ban-meat-and-dairy-names-for-plant-based-products.html\"> <span style=\"font-weight: 400;\">US</span></a><span style=\"font-weight: 400;\">. The reasons for banning meat and animal product names on analogue products are often hidden in emotive headlines such as</span><a href=\"https://www.foodformzansi.co.za/war-on-veggie-meat-names-to-protect-consumers/\"> <span style=\"font-weight: 400;\">“consumer protection” and “fair trade”</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">South African plant-based food companies such as Fry’s Family Foods and ProVeg have</span><a href=\"https://www.iol.co.za/lifestyle/food-drink/sas-biggest-plant-based-companies-hit-back-at-regulations-to-ban-meat-terms-on-plant-based-alternatives-36de25bb-254b-4fa1-9bed-3355923cc0cb\"> <span style=\"font-weight: 400;\">condemned</span></a><span style=\"font-weight: 400;\"> the move to remove the use of naming standards associated with meat products, which will be accompanied by seizures of products, causing significant losses for the sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">These regulations are in response to the massive growth that plant-based meats and other alternative products such as milk have enjoyed a monumental rise to prominence during the last decade. This prominence of plant-based is expected to grow by</span><a href=\"https://www.grandviewresearch.com/industry-analysis/plant-based-meat-market\"> <span style=\"font-weight: 400;\">19.3% between 2022 and 2030</span></a><span style=\"font-weight: 400;\"> despite</span><a href=\"https://www.fooddive.com/news/as-plant-based-meat-growth-stalls-what-does-it-mean-for-the-category/619437/\"> <span style=\"font-weight: 400;\">recent stagnation</span></a><span style=\"font-weight: 400;\"> as more companies look to enter the market.</span>\r\n\r\n<span style=\"font-weight: 400;\">The growth in popularity is primarily driven by consumers increasingly viewing plant-based products as viable alternatives to eating traditional animal-based products. This entails switching from “Western” dietary practices where meat and other animal products feature predominantly and have become a</span><a href=\"https://www.alimentarium.org/en/magazine/society/social-and-cultural-value-meat\"> <span style=\"font-weight: 400;\">marker of many societies’ identities</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">These reasons are often based on either health or climate considerations — or a combination of these — and perhaps, to a lesser extent, objecting to the consumption of animals and animal by-products on ethical and moral grounds. </span>\r\n\r\n<span style=\"font-weight: 400;\">There is clear evidence that the proliferation of plant-based alternatives and analogues benefits our health, the climate, and the economy by creating potentially high-value adding jobs.</span>\r\n\r\n<span style=\"font-weight: 400;\">From a health perspective, an ever-growing number of studies into the effects of animal-predominant diets highlight the negative consequences of consuming meat and other animal products.</span>\r\n\r\n<span style=\"font-weight: 400;\">For instance,</span><a href=\"https://pubmed.ncbi.nlm.nih.gov/35194768/\"> <span style=\"font-weight: 400;\">one study</span></a><span style=\"font-weight: 400;\"> found that high meat consumption is correlated with obesity, heart disease, metabolic syndrome, and gastrointestinal cancers. This is backed up by other research touting the</span><a href=\"https://www.cambridge.org/core/journals/british-journal-of-nutrition/article/plant-and-animalbased-diet-quality-and-mortality-among-us-adults-a-cohort-study/107CDCF21A89DBE9ADE0CCB2ADA08A04\"> <span style=\"font-weight: 400;\">lower mortality risks</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://www.sciencedirect.com/science/article/pii/S1050173818300240\"> <span style=\"font-weight: 400;\">improved overall health outcomes</span></a><span style=\"font-weight: 400;\"> from consuming plant-based diets.</span>\r\n\r\n<span style=\"font-weight: 400;\">Increasingly, nutritional scientists such as</span><a href=\"https://theproof.com/book/\"> <span style=\"font-weight: 400;\">Simon Hill</span></a><span style=\"font-weight: 400;\"> and doctors like</span><a href=\"https://www.pcrm.org/yourbodyinbalance\"> <span style=\"font-weight: 400;\">Dr Neal Barnard</span></a><span style=\"font-weight: 400;\"> and</span><a href=\"https://nutritionfacts.org/book/how-not-to-die/\"> <span style=\"font-weight: 400;\">Dr Michael Greger</span></a><span style=\"font-weight: 400;\"> are collating and producing research demonstrating the positive case for a plant-based diet. </span>\r\n\r\n<span style=\"font-weight: 400;\">In terms of the impact on the climate, a growing body of research points out that the production of animal products and meats is a major contributor to climate change. Around 40% of greenhouse gases (GHGs) are due to</span><a href=\"https://www.scientificamerican.com/article/eating-less-red-meat-is-something-individuals-can-do-to-help-the-climate-crisis/\"> <span style=\"font-weight: 400;\">agriculture, deforestation, and other land-use changes</span></a><span style=\"font-weight: 400;\">. Most deforested land is used for farming animals such as cattle, which contributes significantly.</span>\r\n\r\n<span style=\"font-weight: 400;\">Another study found that meat production GHG emissions is nearly</span><a href=\"https://www.theguardian.com/environment/2021/sep/13/meat-greenhouses-gases-food-production-study\"> <span style=\"font-weight: 400;\">double</span></a><span style=\"font-weight: 400;\"> that of plant-based alternatives. Moreover, most agriculture cultivated worldwide is used as nutrient- and calorie-dense feed for animal farming, favouring the profits of firms that</span><a href=\"http://www.jordantimes.com/opinion/jose-luis-chicoma/food-insecurity-amid-abundance\"> <span style=\"font-weight: 400;\">dominate entire food systems and value chains</span></a><span style=\"font-weight: 400;\"> rather than</span><a href=\"https://www.un.org/sustainabledevelopment/hunger/\"> <span style=\"font-weight: 400;\">eliminating world hunger and food insecurity</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Eating less meat by</span><a href=\"https://www.theguardian.com/environment/2022/jul/07/plant-based-meat-by-far-the-best-climate-investment-report-finds\"> <span style=\"font-weight: 400;\">substituting for plant-based alternatives</span></a><span style=\"font-weight: 400;\"> is thus becoming viewed as one of the most crucial steps we can take to reduce our individual and collective impact on the environment.</span>\r\n\r\n<span style=\"font-weight: 400;\">Leveraging these reasons, many consumers globally and locally view voting with their wallets as a way to lessen their impacts on the environment and themselves. Achieving these goals has never been easier today with the introduction and proliferation of plant-based meat and animal-product alternatives lining the shelves and freezers of supermarkets across South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, eliminating the negative impacts of animal farming and the production of animal-based products may be a struggle unless deeper systemic issues relating to the market power and influence of the meat and dairy industries over the entire food system are addressed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Russia’s ongoing invasion of Ukraine has</span><a href=\"https://reliefweb.int/report/world/russias-invasion-ukraine-jeopardizes-food-security-africa-shocks-global-food-supply-chains-could-lead-social-and-political-unrest\"> <span style=\"font-weight: 400;\">exposed severe weaknesses in the global food system</span></a><span style=\"font-weight: 400;\">, throwing many African countries into worsened food insecurity and hunger. To mitigate these effects, South Africa should look for alternative food sources that can be produced locally and exported regionally.</span>\r\n\r\n<span style=\"font-weight: 400;\">Therefore, instead of looking to limit the reach and disruption that plant-based product companies offer, the South African government should embrace the plant-based food industry as a necessary pillar for achieving a structurally transformed, economically inclusive, empowered, and food-secure society that is at the same time healthy, environmentally-conscious, and ethical.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hindering the spread of plant-based products is a step in the wrong direction.</span>\r\n\r\n<span style=\"font-weight: 400;\">Like in the case of Tesla, the South African government should embrace a more proactive entrepreneurial and regulatory state agenda that seeks to nurture burgeoning disruptors in many industries — food included.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, what these current and potential future regulations by DALRRD and other government entities amount to are state-erected barriers to entry and participation.
