"contents": "<span style=\"font-weight: 400;\">Over the past 15 years, Gwede Mantashe has been one of SA’s most influential figures. However, last week he appeared to suffer the embarrassment of having his arm “twisted” in public to increase private companies’ cap for embedded generation to 100MW, 10 times his preferred figure.</span>\r\n\r\n<span style=\"font-weight: 400;\">But Mantashe has shown over the years that he is an astute, cunning and strategic politician. The mineral resources and energy minister (and the ANC chair) may well be able to shrug off any apparent embarrassment that President Cyril Ramaphosa’s decision caused, and continue to exert his strong influence on our politics for some time to come.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are also many factors that may mean it’s too soon to claim that there will now be a wholesale change in the energy sector.</span>\r\n\r\n<span style=\"font-weight: 400;\">Before last week’s announcement, Mantashe had been vociferous in his opposition to raising the limit of “embedded generation” to above 10MW. (Embedded generation is where a company, for example a mine, has to apply for a licence from the regulator, Nersa, to produce electricity for its own use, and to sell on some of the power that it does not use, through the grid.) </span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe had </span><a href=\"https://www.timeslive.co.za/sunday-times/news/2021-05-23-mantashe-says-business-power-needs-limit-to-avoid-chaos/\"><span style=\"font-weight: 400;\">told the </span><i><span style=\"font-weight: 400;\">Sunday Times</span></i></a><span style=\"font-weight: 400;\"> that, “They [business] want an unlimited amount to trade with energy, and that is going to cause chaos. We will not be able to quantify the impact accurately. You can’t have that; it’s not happening in any society.”</span>\r\n\r\n<span style=\"font-weight: 400;\">He claimed that a public survey had consulted 10,000 people, most of whom had agreed with his view. This was </span><a href=\"https://www.dailymaverick.co.za/opinionista/2021-05-23-the-mystery-of-minister-mantashes-generation-licence-survey-explained/\"><span style=\"font-weight: 400;\">later shown to be false</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, organised business and Cosatu had asked for the limit to be lifted to 50MW, while Eskom agreed with their proposals.</span>\r\n\r\n<span style=\"font-weight: 400;\">Now, Mantashe has been overruled by Ramaphosa and the limit will be twice what Cosatu and business had asked for.</span>\r\n\r\n<a href=\"https://www.news24.com/news24/southafrica/news/twisting-mantashes-arm-operation-vulindlela-drove-raising-embedded-energy-threshold-to-100mw-20210611\"><i><span style=\"font-weight: 400;\">News24</span></i><span style=\"font-weight: 400;\"> reported</span></a><span style=\"font-weight: 400;\"> that Mantashe said during last week’s announcement, “Let me say this, running the risk of being fired, when the president was twisting my arm to move in this direction, I ultimately agreed…”.</span>\r\n\r\n<span style=\"font-weight: 400;\">This quote suggests that there was much pushing and pulling during the debate, that Mantashe required considerable convincing to allow this to happen.</span>\r\n\r\n<span style=\"font-weight: 400;\">This leads to the questions, why did he lose here, and will he now try a passive-aggressive move of delaying the actual implementation of this measure?</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe has </span><a href=\"https://www.dailymaverick.co.za/article/2021-05-23-its-the-green-train-now-and-youre-on-the-wrong-platform-gwede-mantashe/\"><span style=\"font-weight: 400;\">often been accused</span></a><span style=\"font-weight: 400;\"> of opposing renewable energy and of defending the coal lobby.</span>\r\n\r\n<span style=\"font-weight: 400;\">And he may soon become embroiled in the </span><a href=\"https://www.dailymaverick.co.za/article/2021-04-29-karpowership-consortium-in-affidavit-losing-bidder-claims-blatant-corruption-fingers-mantashe-associate/\"><span style=\"font-weight: 400;\">legal fight over the Karpowership contract</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">A losing bidder in the project to supply energy via liquified natural gas powerships has taken the department to court, alleging tender corruption. While there is no proven direct link to Mantashe, it is claimed his wife is involved. They both deny the allegations.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the same time, the Environmental Affairs Ministry </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-13-minister-creecy-suspends-environmental-assessment-process-for-karpowership-project-in-saldanha-bay/\"><span style=\"font-weight: 400;\">has paused</span></a><span style=\"font-weight: 400;\"> the Environmental Impact Assessment process which would allow the ships to anchor in our harbours and produce power there, while </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-02-business-urges-speedy-plan-b-for-sa-electricity-crisis-as-mbalula-drawn-into-turkish-power-ship-controversy/\"><span style=\"font-weight: 400;\">there are also doubts</span></a><span style=\"font-weight: 400;\"> as to the legality of generating electricity in our harbours in the first place.</span>\r\n\r\n<span style=\"font-weight: 400;\">And it appears that Mantashe has failed to adequately explain why an “emergency” contract should run for 20 years.</span>\r\n\r\n<span style=\"font-weight: 400;\">What does this mean for Mantashe, and what happens next?</span>\r\n\r\n<span style=\"font-weight: 400;\">Electricity regulation is a complex area, with many technical requirements. There are numerous ways in which to delay or obfuscate this process, and thus much scope for Mantashe, or those around him, to delay the implementation of this move.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, any such attempt by Mantashe may put him on the wrong side of the law. People who apply for a licence have a right to a fair process; they will demand a fair outcome for their applications and will go to court if they feel they have been badly treated.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are possibly other significant roadblocks to wholesale change in South Africa’s electricity industry.</span>\r\n\r\n<span style=\"font-weight: 400;\">Moving an entire country from being dependent on coal to being dependent on renewables is not an easy process, even in a far stronger economy than South Africa’s is right now.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is not just that there are difficult technical problems, but that the energy industry has massive vested interests. Putting Greenpeace in charge of energy policy would not immediately result in a solar panel on every roof. The coal industry is huge and has an important political pull.</span>\r\n\r\n<span style=\"font-weight: 400;\">The fact that Mantashe lost this battle does not necessarily weaken his standing with this constituency. And there are very few others in the government able to work as closely as he could with this industry.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe has shown that he should never be written off, and there can be no doubt of the close political relationship between himself and Ramaphosa up until this point.</span>\r\n\r\n<span style=\"font-weight: 400;\">He played a key role in creating the machinery that allowed Ramaphosa to win the leadership of the ANC at the party’s Nasrec conference, and has shown his full support since then.</span>\r\n\r\n<span style=\"font-weight: 400;\">As ANC chair he also chaired the meetings of the National Executive Committee (NEC) that first resolved that those charged with criminality must step aside, and then the process which ultimately saw suspended secretary-general Ace Magashule being denied access to a NEC meeting.</span>\r\n\r\n<span style=\"font-weight: 400;\">Then there is the complicated politics of next year’s scheduled ANC conference to consider. For the moment there appears no obvious challenger to Ramaphosa, and his slate does not appear certain either.</span>\r\n\r\n<span style=\"font-weight: 400;\">The constituency that Deputy President David Mabuza brought to Nasrec may have disappeared, as the Mpumalanga province of the ANC is no longer easily controlled (recent branch and regional meetings have ended in chaos). Ramaphosa may be looking for someone with political experience, ability and strategic thinking to occupy that role.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe is a possibility for that position. Or he could remain as the chair of the party, and continue to play a strategic role there.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is dangerous to make hard and fast predictions in our politics. Mantashe has shown himself to have immense staying power over the years – even </span><a href=\"https://www.dailymaverick.co.za/article/2019-11-05-gwede-mantashes-unforced-errors-dangerous-moves/\"><span style=\"font-weight: 400;\">with the odd personal scandal</span></a><span style=\"font-weight: 400;\"> in his recent past.</span>\r\n\r\n<span style=\"font-weight: 400;\">His backing down in public over embedded generation may turn out to be just another speed bump in his career. </span><b>DM</b>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
