"contents": "<span style=\"font-weight: 400;\">There is no GNU dawn in the mining sector with Gwede Mantashe still in charge of government policy and administration of the industry. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Department of Mineral Resources and Energy, now reconfigured as the the Department of Mineral and Petroleum Resources, under Mantashe’s watch crumbled into a shambles of maladministration and incompetence, with huge costs inflicted on the mining industry and the South African economy more widely. </span>\r\n\r\n<span style=\"font-weight: 400;\">Markets may be cautiously welcoming the Government of National Unity (GNU), but President Cyril Ramaphosa has sent a worrying signal to investors in a critical part of the economy by keeping Mantashe in place as minister of the now Department of Mineral and Petroleum Resources (previously the Department of Mineral Resources and Energy).</span>\r\n\r\n<span style=\"font-weight: 400;\">The ANC has said that it is committed under the GNU to rooting out cadre deployment and creating a professional public service committed to delivery. The Department of Mineral and Petroleum Resources would benefit from such an initiative, but not under Mantashe who has clearly been redeployed as a cadre. </span>\r\n\r\n<span style=\"font-weight: 400;\">The “professionalism” of Mantashe’s staff was thrown into sharp relief in April 2019 when the minister punted the fake mineral “hazenile” to investors at a mining conference in Australia. </span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://businesstech.co.za/news/government/338985/mantashe-promotes-fake-april-fools-mineral-to-investors-at-global-mining-conference/\"><span style=\"font-weight: 400;\">Mantashe promotes fake ‘April Fools’ mineral to investors at global mining conference – BusinessTech</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Hazenile made its debut on the Smart Energy International website on 1 April 2019 as an April Fools’ joke. </span>\r\n\r\n<span style=\"font-weight: 400;\">After the “story” was published about this startling discovery by the Cape Town-based “Institute of Energy Research” – a game-changer that would allow batteries to be produced at a 10th of the current price, nogal – Smart Energy pointedly added this remark in red near the top of the story:</span>\r\n\r\n<span style=\"font-weight: 400;\">“This was an APRIL FOOL’s joke. I mean, if you allow your boss to make a complete ass of himself in public, chances are you’re a cadre who wouldn’t last two hours in the private sector. </span>\r\n\r\n<span style=\"font-weight: 400;\">It was all downhill from there, with the one notable exception being Mantashe’s efforts to reboot mining operations during the Covid lockdowns of 2020. </span>\r\n\r\n<span style=\"font-weight: 400;\">The joke has been on the mining sector – but with consequences that are no laughing matter. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe also stated in 2019 that South Africa would account for at least 5% of the mining sector’s global exploration budget “within the next three to five years” – a position it last held in 2004. </span>\r\n\r\n<span style=\"font-weight: 400;\">That target was missed by a country mile. </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2022, the last year for which I could find data, South Africa only accounted for 0.8% of such expenditure globally, according to S&P Global. </span>\r\n\r\n<span style=\"font-weight: 400;\">This is largely because of the bottlenecks for mining and prospecting rights and related applications that have been snagged by the useless Samrad system for processing such matters; a situation worsened by rank incompetence in provincial offices amid suspicions of corruption. </span>\r\n\r\n<span style=\"font-weight: 400;\">The mounting dysfunction at the department became shockingly evident in February 2021, when it revealed that the backlog for mining permits, mining rights and permit rights had reached an eye-watering 5,326.</span>\r\n\r\n<span style=\"font-weight: 400;\">Daily Maverick reported in January that of the over 2,500 mining applications submitted for the 2023/24 financial year, none had been finalised as of December, by Mantashe’s own admission in response to parliamentary questions. </span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2024-01-14-exclusive-over-2500-sa-mining-applications-not-one-finalised/\"><span style=\"font-weight: 400;\">EXCLUSIVE — Mantashe reigns as the minister of no new mining as DMRE lacks admin capacity</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">For several subsequent days, officials changed their story – nothing suspicious about that! – culminating in Mantashe flatly contradicting what he told Parliament. </span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2024-01-18-dmre-muddle-mantashe-says-cadastre-announcement-imminent-changes-tune-on-applications-mess/\"><span style=\"font-weight: 400;\">DMRE muddle: Mantashe says cadastre announcement imminent, changes tune on applications mess</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">All of this gave rise to the perception that no one at the department really knew what the hell was going on. </span>\r\n\r\n<span style=\"font-weight: 400;\">The Minerals Council South Africa estimated a couple of years ago that the mess surrounding applications had cost the mining industry around R30-billion in lost investment. Without exploration, the mining sector simply has no long-term future. </span>\r\n\r\n<span style=\"font-weight: 400;\">The bulk of the bottleneck lies with the Mpumalanga office, where there has been a deluge of applications for coal mining permits, which are far less onerous to obtain than mining rights and only cover up to 5ha. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
