"contents": "<span style=\"font-weight: 400;\">The difficult situation that Gwede Mantashe appears to find himself in is due to a combination of factors, including the changing ANC and the sheer unpopularity of the role he plays as minister of mineral resources and energy, and coal’s chief cheerleader. At the same time, it seems obvious that the ANC also misses his abilities and experience in the position of secretary-general.</span>\r\n\r\n<span style=\"font-weight: 400;\">When the results of the ANC’s branch nominations process were released last week, the biggest surprise was that Mantashe faces an uphill battle to retain his position as ANC chair. He won the support of 979 branches, compared to Stanley Mathabatha’s 1,492.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, it is foolish to count Mantashe out, ever. </span>\r\n\r\n<span style=\"font-weight: 400;\">For starters, there are three contenders in the race for the position, as David Masondo is also contesting, after winning support from 501 branches. Such a picture provides more space for political deals, and a transfer of votes from one candidate to another should not surprise anyone. Everyone knows Mantashe can be a ferocious political operator/competitor.</span>\r\n\r\n<span style=\"font-weight: 400;\">That said, for Mantashe to find himself in this position after all these years is surprising, especially considering the senior authority he once held in the movement.</span>\r\n\r\n<span style=\"font-weight: 400;\">Five years ago, this journalist described Mantashe’s decade as ANC secretary-general as being </span><a href=\"https://www.dailymaverick.co.za/article/2017-12-13-analysis-in-the-centre-of-the-ancs-gravity-field-gwede-mantashe/\"><span style=\"font-weight: 400;\">“in the centre of the ANC’s gravity field”</span></a><span style=\"font-weight: 400;\">. It was clear then, as it is now, that he had played a key role, probably </span><i><span style=\"font-weight: 400;\">the</span></i><span style=\"font-weight: 400;\"> key role, in keeping the ANC together from the end of the Polokwane conference to the beginning of the 2017 Nasrec conference.</span>\r\n\r\n<span style=\"font-weight: 400;\">When he was elected chair (after refusing to run for the position of secretary-general again), he appeared to be a crucial figure in terms of his support for President Cyril Ramaphosa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Certainly, there must have been times when his support for Ramaphosa and his agenda was crucial.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is difficult to imagine what would have happened if he had not backed Ramaphosa on the “step-aside” resolution, for example.</span>\r\n<h4><b>Three major issues</b></h4>\r\n<span style=\"font-weight: 400;\">Despite that, there have been perhaps three major issues which have led to controversy, and perhaps, a decline in his popularity among ordinary voters, and, by the look of it, ANC members too.</span>\r\n\r\n<span style=\"font-weight: 400;\">The first was a strange incident, which came as a complete shock to many who had reported on Mantashe over the years.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2019, the </span><i><span style=\"font-weight: 400;\">Sunday World</span></i><span style=\"font-weight: 400;\"> newspaper alleged that Mantashe had claimed to have paid money to two of its journalists to not publish a story. The paper had found evidence that he had been having extramarital relations with a young woman (who had also been linked to the then finance minister, Tito Mboweni). He then claimed to have paid the paper’s journalists to not run the story.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the end, after discussions with the SA National Editors’ Forum, </span><a href=\"https://sanef.org.za/sanef-calls-on-minister-mantashe-to-apologise/\"><span style=\"font-weight: 400;\">he confirmed</span></a><span style=\"font-weight: 400;\"> both that he had told the </span><i><span style=\"font-weight: 400;\">Sunday World</span></i><span style=\"font-weight: 400;\"> he had paid their journalists, and that he had not, in fact, paid them.</span>\r\n\r\n<span style=\"font-weight: 400;\">This appeared to be a case of a politician behaving badly and then lying about it. And while there may be virtually no political significance to his actions, for some, it would have revealed that he was prepared to lie and damage a publication in the process, to avoid the consequences of his own actions.</span>\r\n\r\n<span style=\"font-weight: 400;\">The second issue was the evidence at the Zondo Commission that he had benefited from payments from Bosasa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Again, considering that Mantashe had never been accused of taking money directly through corruption, this came as a surprise to many.</span>\r\n\r\n<span style=\"font-weight: 400;\">A further consequence of this finding was that Mantashe announced that </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-03-gwede-mantashes-challenge-to-zondo-will-further-damage-the-anc-and-its-standing/\"><span style=\"font-weight: 400;\">he would challenge</span></a><span style=\"font-weight: 400;\"> the findings of the commission.</span>\r\n\r\n<span style=\"font-weight: 400;\">This meant that as the chair of the ANC he was both defending the Zondo Commission and challenging its findings.</span>\r\n\r\n<span style=\"font-weight: 400;\">But perhaps the biggest overall factor in what may be his decline in political potency has been his work as the minister of mineral resources and energy.</span>\r\n\r\n<span style=\"font-weight: 400;\">This would be a contentious position for anyone at this particular period in history. Such are the demands of our energy crisis, the situation at Eskom, the problems of the climate crisis and the difficulties of managing all of the constituencies involved, it would seem almost impossible for anyone to emerge unscathed.</span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<h4><b>Backing the coal lobby</b></h4>\r\n<span style=\"font-weight: 400;\">Interestingly, Mantashe’s apparent ability to manage competing constituencies which he displayed while he was ANC secretary-general has not been much in evidence during this crisis.</span>\r\n\r\n<span style=\"font-weight: 400;\">Rather, he has given the impression of backing the coal lobby.</span>\r\n\r\n<span style=\"font-weight: 400;\">While the rest of the world is shifting towards renewable energy, our minister of energy appears to want South Africa to move in another direction.</span>\r\n\r\n<span style=\"font-weight: 400;\">But, as </span><a href=\"https://www.businesslive.co.za/bd/opinion/columnists/2021-11-11-anthony-butler-there-is-method-in-gwede-mantashes-mineral-madness/\"><span style=\"font-weight: 400;\">Professor Anthony Butler</span></a><span style=\"font-weight: 400;\"> has pointed out, there may well be political rationality to this. The coal mining industry represents a massive constituency for the ANC that is ignored at the ruling party’s peril.</span>\r\n\r\n<span style=\"font-weight: 400;\">Still, it appears that Mantashe is in a minority in his views.</span>\r\n\r\n<span style=\"font-weight: 400;\">Eskom CEO André de Ruyter put it plainly while speaking at the Daily Maverick Gathering last week. He pointed out that it was </span><a href=\"https://www.dailymaverick.co.za/article/2022-11-24-just-transition-the-only-way-to-solve-sas-energy-crisis-de-ruyter/\"><span style=\"font-weight: 400;\">virtually impossible</span></a><span style=\"font-weight: 400;\"> for us to rely on coal for electricity in the future. As he put it, the “Stone Age didn’t end because of a lack of stones”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, </span><a href=\"https://omny.fm/shows/safm-sunrise-1/there-is-a-huge-amount-going-on-around-eskom-and-o\"><span style=\"font-weight: 400;\">speaking on SAfm</span></a><span style=\"font-weight: 400;\"> on Monday morning, De Ruyter confirmed that he does not discuss energy policy with Mantashe directly, but does engage in “spirited debate” with top officials.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the same time, while our energy crisis deepens, it is becoming clear to many people that Mantashe is the only person in the country with the legal authority to allow more generation capacity to be added to the grid.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite that, he has not played a major part in public debate on the issue. For someone who had such a marked public profile in his previous role, he has been much quieter in this debate.</span>\r\n\r\n<span style=\"font-weight: 400;\">This means that it is, perhaps, easier for his opponents to cast blame on him, and to claim that he is responsible for the lack of new generation capacity.</span>\r\n\r\n<span style=\"font-weight: 400;\">At times, this has also appeared to be in stark contrast to the ANC’s publicly stated policy on energy, which appears to be heading in the direction of a Just Transition.</span>\r\n\r\n<span style=\"font-weight: 400;\">This means that for some in the energy policy space, perhaps the most important question that will be raised by the December conference is whether, if Mantashe loses political power, that will lead to a change in our energy policy.</span>\r\n\r\n<span style=\"font-weight: 400;\">Of course, it does not necessarily follow that if Mantashe loses his re-election bid he would then be removed as energy minister. And as long as he is in that position, he is the only person with legal authority over policy.</span>\r\n\r\n<span style=\"font-weight: 400;\">One of the main reasons Mantashe has had significant political power, and perhaps the ability to act as a handbrake on energy reform, is because he was so important to Ramaphosa. For a period, it seemed that without Mantashe Ramaphosa would be dangerously vulnerable.</span>\r\n\r\n<span style=\"font-weight: 400;\">But, if the December conference goes as is currently predicted, and Ramaphosa does win by a large margin, this will no longer be the case. And this, more than the election for chair of the ANC, could be the important issue here.</span>\r\n\r\n<span style=\"font-weight: 400;\">As a result, Ramaphosa may feel able to move further and faster on energy reform than he already has. (Whoever is in the post may well still face the same problems Mantashe does now, however.)</span>\r\n\r\n<span style=\"font-weight: 400;\">It should be remembered that Mantashe is a person of prodigious political talent, who has shown impressive acumen. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
