"contents": "<span style=\"font-weight: 400;\">For the second year in a row, the winner of the South African Polluter of the Year title is Minister of Mineral Resources and Energy Gwede Mantashe, according to votes by </span><em>DM168</em><span style=\"font-weight: 400;\"> readers.</span>\r\n\r\n<span style=\"font-weight: 400;\">As was pointed out in 2021, Mantashe is responsible for a portfolio that oversees some of the most environmentally destructive and harmful practices, from seismic blasting to open-cast coal mining. The minister has, however, in the eyes of readers, further cemented his position as polluter-in-chief over the course of 2022.</span>\r\n\r\n<span style=\"font-weight: 400;\">Asked to comment on the award, Mantashe’s spokesperson Natie Shibangu instead sent a video of the minister announcing that he had been awarded the ‘African Petroleum Minister of the Year Award’ by the African Leadership Organisation.</span>\r\n\r\n<span style=\"font-weight: 400;\">That award was given to Mantashe at the African Energy and Infrastructure Forum in Ghana in “recognition of his excellent leadership and contribution to the sector”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The minister’s spokesperson followed up on his response by sending a text saying: “AFRICAN PETROLEUM MINISTER OF THE YEAR 2022”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the video, Mantashe says, “It’s not because of an individual, it’s because of the efforts we are making as a sector and the message that is coherent that comes from South Africa that provides clarity and leadership in the continent.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Indeed, Mantashe has been forceful in his defence of and advocacy for a sector recognised as being a leading contributor to human-induced climate change.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-1405066 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/09/ED_382554.jpg\" alt=\"wild coast oil and gas\" width=\"2000\" height=\"1000\" /> People in Gqeberha protest against the Wild Coast seismic survey on 30 May 2022. (Photo: Gallo Images/Die Burger/ Lulama Zenzile)</p>\r\n\r\n<span style=\"font-weight: 400;\">Take the case of Shell and the Wild Coast.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: “</span></i><a href=\"https://www.dailymaverick.co.za/article/2022-12-23-shell-determined-to-pursue-seismic-exploration-ambitions-off-south-africas-wild-coast/\"><i><span style=\"font-weight: 400;\">Shell determined to pursue seismic exploration ambitions off South Africa’s Wild Coast</span></i></a><i><span style=\"font-weight: 400;\">”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">In November, the Eastern Cape High Court in Gqeberha reserved judgment in an application for leave to appeal by the minister, Impact Africa and Shell against a judgment by the Makhanda High Court, which found an exploration right granted to Shell to conduct seismic surveys off the ecologically sensitive Wild Coast was unlawful.</span>\r\n\r\n<span style=\"font-weight: 400;\">Green Connection’s Liziwe McDaid said the government did not need more fossil fuels, “so why are we still looking?”</span>\r\n\r\n<span style=\"font-weight: 400;\">“This is starting to feel like a stuck record. Dear decision-makers, we are in a climate crisis, a massive threat to food security. We must stop exploring for more offshore oil and gas, and rather invest in renewable energy.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe’s avowed pro-fossil fuel stance may be related to the R15-million donation the governing ANC – of which he is national chairperson – received from the Batho Batho Trust, which has investments in Shell’s exploration.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe defended the donation from Batho Batho, claiming the party had the “foresight” to invest in the trust years ago.</span>\r\n\r\n<span style=\"font-weight: 400;\">“They [Batho Batho] didn’t give a gift to the ANC, it pays dividends – because the ANC is an investor at Thebe [Investment Corporation],” said Mantashe.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Batho Batho Trust owns the lion’s share of Thebe Investment Corporation, which among many other investments has a 28% stake in Shell’s downstream business in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The ANC must have access to finances so that it survives,” the minister said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Advocating drilling for oil and gas in a sensitive area was not all Mantashe did to win.</span>\r\n\r\n<span style=\"font-weight: 400;\">He doubled down on his “coal fundamentalist” reputation.</span>\r\n\r\n______________________________<wbr />______________________________<wbr />_\r\n\r\n<b>Visit </b><a href=\"https://www.dailymaverick.co.za/?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https://www.google.com/url?q=https://www.dailymaverick.co.za/?utm_source%3Ddirect%26utm_medium%3Din_article_link%26utm_campaign%3Dhomepage&source=gmail&ust=1672474849174000&usg=AOvVaw19yeK6JGiGaU51wNxhx5Nn\"><b><i>Daily Maverick’s</i></b><b> home page</b></a><b> for more news, analysis and investigations</b>\r\n\r\n<b>______________________________<wbr />__________________________</b>\r\n\r\n<span style=\"font-weight: 400;\">Despite the health and environmental implications of continued coal use, Mantashe’s department – as custodian of the 2019 Integrated Resource Plan (IRP 2019) – aims to add more coal to the energy mix.</span>\r\n\r\n<span style=\"font-weight: 400;\">“You don’t destroy what you have on the basis of hope that something better is coming. You build for the future on what you know and what you have. So that approach ... protects the ability of the state to supply energy,” said Mantashe about coal power.</span>\r\n\r\n<span style=\"font-weight: 400;\">The IRP 2019 provides for 1,500MW of additional coal power by the year 2030. Coal currently supplies 75% of the country’s electricity and the government has made a commitment to reduce that to 60% by 2030.</span>\r\n\r\n<span style=\"font-weight: 400;\">A University of Cape Town study shows that the 1,500MW of new coal-powered electricity will cost at least R23-billion more than a least-cost optimal electricity plan, and will result in 25,000 job losses by 2030.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe and his department have tried to offer “clean coal” technologies as a palliative.</span>\r\n\r\n<span style=\"font-weight: 400;\">A report by the International Energy Agency shows that, though coal demand remains high, adding more coal capacity is folly.</span>\r\n\r\n<span style=\"font-weight: 400;\">Without urgent action, emissions from existing coal assets would, by themselves, tip the world over the 1.5°C “limit” of the Paris Agreement on Climate Change, which seeks to restrict global warming to values below 2°C above pre-industrial era levels.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are about 9,000 coal-fired power plants in the world, with 2,185GW of capacity. Every day their emissions raise the global average temperature. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",

"description": "<span style=\"font-weight: 400;\">For the second year in a row, the winner of the South African Polluter of the Year title is Minister of Mineral Resources and Energy Gwede Mantashe, according to votes by </span><em>DM168</em><span style=\"font-weight: 400;\"> readers.</span>\r\n\r\n<span style=\"font-weight: 400;\">As was pointed out in 2021, Mantashe is responsible for a portfolio that oversees some of the most environmentally destructive and harmful practices, from seismic blasting to open-cast coal mining. The minister has, however, in the eyes of readers, further cemented his position as polluter-in-chief over the course of 2022.</span>\r\n\r\n<span style=\"font-weight: 400;\">Asked to comment on the award, Mantashe’s spokesperson Natie Shibangu instead sent a video of the minister announcing that he had been awarded the ‘African Petroleum Minister of the Year Award’ by the African Leadership Organisation.</span>\r\n\r\n<span style=\"font-weight: 400;\">That award was given to Mantashe at the African Energy and Infrastructure Forum in Ghana in “recognition of his excellent leadership and contribution to the sector”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The minister’s spokesperson followed up on his response by sending a text saying: “AFRICAN PETROLEUM MINISTER OF THE YEAR 2022”.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the video, Mantashe says, “It’s not because of an individual, it’s because of the efforts we are making as a sector and the message that is coherent that comes from South Africa that provides clarity and leadership in the continent.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Indeed, Mantashe has been forceful in his defence of and advocacy for a sector recognised as being a leading contributor to human-induced climate change.</span>\r\n\r\n[caption id=\"attachment_1405066\" align=\"alignnone\" width=\"2000\"]<img class=\"wp-image-1405066 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/09/ED_382554.jpg\" alt=\"wild coast oil and gas\" width=\"2000\" height=\"1000\" /> People in Gqeberha protest against the Wild Coast seismic survey on 30 May 2022. Dear decision-makers, we are in a climate crisis, a massive threat to food security. We must stop exploring for more offshore oil and gas, and rather invest in renewable energy.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe’s avowed pro-fossil fuel stance may be related to the R15-million donation the governing ANC – of which he is national chairperson – received from the Batho Batho Trust, which has investments in Shell’s exploration.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe defended the donation from Batho Batho, claiming the party had the “foresight” to invest in the trust years ago.</span>\r\n\r\n<span style=\"font-weight: 400;\">“They [Batho Batho] didn’t give a gift to the ANC, it pays dividends – because the ANC is an investor at Thebe [Investment Corporation],” said Mantashe.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Batho Batho Trust owns the lion’s share of Thebe Investment Corporation, which among many other investments has a 28% stake in Shell’s downstream business in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The ANC must have access to finances so that it survives,” the minister said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Advocating drilling for oil and gas in a sensitive area was not all Mantashe did to win.</span>\r\n\r\n<span style=\"font-weight: 400;\">He doubled down on his “coal fundamentalist” reputation.</span>\r\n\r\n______________________________<wbr />______________________________<wbr />_\r\n\r\n<b>Visit </b><a href=\"https://www.dailymaverick.co.za/?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https://www.google.com/url?q=https://www.dailymaverick.co.za/?utm_source%3Ddirect%26utm_medium%3Din_article_link%26utm_campaign%3Dhomepage&source=gmail&ust=1672474849174000&usg=AOvVaw19yeK6JGiGaU51wNxhx5Nn\"><b><i>Daily Maverick’s</i></b><b> home page</b></a><b> for more news, analysis and investigations</b>\r\n\r\n<b>______________________________<wbr />__________________________</b>\r\n\r\n<span style=\"font-weight: 400;\">Despite the health and environmental implications of continued coal use, Mantashe’s department – as custodian of the 2019 Integrated Resource Plan (IRP 2019) – aims to add more coal to the energy mix.</span>\r\n\r\n<span style=\"font-weight: 400;\">“You don’t destroy what you have on the basis of hope that something better is coming. You build for the future on what you know and what you have. So that approach ... protects the ability of the state to supply energy,” said Mantashe about coal power.</span>\r\n\r\n<span style=\"font-weight: 400;\">The IRP 2019 provides for 1,500MW of additional coal power by the year 2030. Coal currently supplies 75% of the country’s electricity and the government has made a commitment to reduce that to 60% by 2030.</span>\r\n\r\n<span style=\"font-weight: 400;\">A University of Cape Town study shows that the 1,500MW of new coal-powered electricity will cost at least R23-billion more than a least-cost optimal electricity plan, and will result in 25,000 job losses by 2030.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe and his department have tried to offer “clean coal” technologies as a palliative.</span>\r\n\r\n<span style=\"font-weight: 400;\">A report by the International Energy Agency shows that, though coal demand remains high, adding more coal capacity is folly.</span>\r\n\r\n<span style=\"font-weight: 400;\">Without urgent action, emissions from existing coal assets would, by themselves, tip the world over the 1.5°C “limit” of the Paris Agreement on Climate Change, which seeks to restrict global warming to values below 2°C above pre-industrial era levels.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are about 9,000 coal-fired power plants in the world, with 2,185GW of capacity. Every day their emissions raise the global average temperature.
