"contents": "<span style=\"font-weight: 400;\">We have a youthful population, often referred to by economists as the “youth bulge”; this could be our ticket to</span><a href=\"https://growthlab.hks.harvard.edu/policy-research/south-africa\"><span style=\"font-weight: 400;\"> inclusive economic growth</span></a><span style=\"font-weight: 400;\">. But we first need to deal with the</span><a href=\"https://youthcapital.co.za/action-plan/\"> <span style=\"font-weight: 400;\">barriers</span></a><span style=\"font-weight: 400;\"> young people face.</span>\r\n\r\n<span style=\"font-weight: 400;\">Almost</span><a href=\"https://www.statssa.gov.za/publications/P0211/Presentation%20QLFS%20Q3%202023.pdf\"> <span style=\"font-weight: 400;\">nine million</span></a><span style=\"font-weight: 400;\"> young South Africans are not in employment, education or training. This doesn’t mean they haven’t been searching for work opportunities; many are simply shut out because of</span><a href=\"https://youthcapital.co.za/beyond-the-cost-research-report/\"> <span style=\"font-weight: 400;\">barriers</span></a><span style=\"font-weight: 400;\"> such as high data, transport and other costs associated with searching for work in this country.</span>\r\n\r\n<span style=\"font-weight: 400;\">Pelontle Maila experienced this first-hand. She has a degree from Ekurhuleni East College, but transport costs to her nearest large town, Kimberley, coupled with poor network connection and lack of funds to buy data, made things difficult. A year went by with no opportunities to gain valuable work experience. Understandably, she was starting to lose hope.</span>\r\n\r\n<span style=\"font-weight: 400;\">Maila’s story is not unique. Nearly</span><a href=\"https://www.statssa.gov.za/publications/P0211/P02113rdQuarter2022.pdf\"><span style=\"font-weight: 400;\"> eight in 10 unemployed people</span></a><span style=\"font-weight: 400;\"> have been out of work for longer than a year; we know that </span><a href=\"http://www.opensaldru.uct.ac.za/bitstream/%20handle/11090/963/2019_249_Saldruwp.pdf?sequence=1\"><span style=\"font-weight: 400;\">the longer people are unemployed, the more unemployable they become</span></a><span style=\"font-weight: 400;\">. Unemployment rates among young people tend to be 20% higher than older age groups;</span><a href=\"https://youthcapital.co.za/one-million-and-counting-the-presidential-employment-stimulus/\"> <span style=\"font-weight: 400;\">data also show</span></a><span style=\"font-weight: 400;\"> that when jobs are created, young people are not first in line for them.</span>\r\n<h4><b>Public employment as a way forward</b></h4>\r\n<span style=\"font-weight: 400;\">Short-term opportunities offered by public employment programmes can unlock young people’s ability to make and spend money, which is good for them and our economy.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2020, Maila secured a teacher’s assistant position through the</span><a href=\"https://www.education.gov.za/Programmes/BEEI.aspx\"><span style=\"font-weight: 400;\"> Basic Education Employment Initiative</span></a><span style=\"font-weight: 400;\"> (BEEI), a flagship programme of the Presidential Employment Stimulus. Since its inception, the BEEI has been a lifeline for nearly a million young people,</span><a href=\"https://youthcapital.co.za/one-million-and-counting-the-presidential-employment-stimulus/\"> <span style=\"font-weight: 400;\">offering short-term work in 22,000 public schools across the country</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">For Maila and most of the participants, this was their first work experience. These roles have not only given young people a chance to earn a stipend and gain work experience, school assistants also fill a critical gap in the education sector.</span>\r\n<h4><b>First work experience</b></h4>\r\n<span style=\"font-weight: 400;\">Lack of work experience is a major hurdle for young people looking for jobs. When we crunched the data, we found that eight in 10 unemployed young people have never worked before. Maila’s time as a teacher’s assistant gave her the experience she needs to demonstrate to future employers that she’s got what it takes. She was also able to use her information communication technology diploma in a real-world setting and discovered her passion for teaching computer skills to young children.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1970428\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/12/Oped-DuncanWilliams-YouthTW-Inset.jpg\" alt=\"jobless young people\" width=\"720\" height=\"921\" /> <em>Pelontle Maila was beginning to lose hope before she secured a teacher’s assistant position through the Basic Education Employment Initiative (Photo: Supplied)</em></p>\r\n<h4><b>Social networks</b></h4>\r\n<a href=\"https://youthcapital.co.za/linked-in-werise-socialconnections-brief/\"><span style=\"font-weight: 400;\">The people you know can promote social mobility</span></a><span style=\"font-weight: 400;\">. In recognition of this, mentorship was built into the design of BEEI – young participants are paired with mentors who help them make the most of their experience. Classroom teachers provide guidance and support during the programme, and remain important contact points even after the programme is over.</span>\r\n\r\n<span style=\"font-weight: 400;\">Maila’s transformation is a testament to this as she moved from having no career guidance to having two mentors who would give her advice and alert her whenever a job advert was posted.</span>\r\n<h4><b>Stimulating local demand</b></h4>\r\n<span style=\"font-weight: 400;\">Both </span><a href=\"https://www.jstor.org/stable/43774124\"><span style=\"font-weight: 400;\">national</span></a> <span style=\"font-weight: 400;\">and</span><a href=\"http://www.repec.eae.fea.usp.br/documentos/Cardoso_Carvalho_Lima_Pires_Rugitsky_Sanches_11WP.pdf\"> <span style=\"font-weight: 400;\">international</span></a><span style=\"font-weight: 400;\"> evidence shows us that social protection has a positive multiplier effect on economies. This means that economies benefit when more people have buying power.</span>\r\n\r\n<span style=\"font-weight: 400;\">In addition, we have seen many young people accumulate savings, which were subsequently invested into their side-hustles. In other cases, young people have used their stipends to subsidise job-seeking (</span><a href=\"https://youthcapital.co.za/beyond-the-cost-research-report/\"><span style=\"font-weight: 400;\">which costs about R1,000 per month</span></a><span style=\"font-weight: 400;\">) and actively look for more opportunities.
