A suicide bomber detonated two truck bombs killing 200 people. A simultaneous attack happened in Dar es Salaam, Tanzania.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Terrorist attacks in Kenya </span></span></span><a href=\"https://www.the-star.co.ke/news/2014/08/07/political-and-terror-attacks-in-kenya-since-1975_c983683\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>date back to 1975</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. Prior to the country’s </span></span></span><a href=\"http://globalpublicsquare.blogs.cnn.com/2011/11/05/why-did-kenya-invade-somalia/\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>military intervention in Somalia</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> in 2011 they had claimed </span></span></span><a href=\"https://www.start.umd.edu/gtd/search/Results.aspx?expanded=no&casualties_type=&casualties_max=&success=yes&country=104&ob=GTDID&od=desc&page=7&count=100#results-table\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>about 300 lives</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. In the post-Somalia intervention period – 2011 to 2016 – attacks led to over </span></span></span><a href=\"https://www.start.umd.edu/gtd/search/Results.aspx?expanded=no&casualties_type=&casualties_max=&success=yes&country=104&ob=GTDID&od=desc&page=7&count=100#results-table\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>800 deaths, and more than 1200 injured</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. Approximately 75% of the attacks were conducted by the Somalia-based al-Shabaab terrorist group.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">My research shows that </span></span></span><a href=\"https://www.tandfonline.com/doi/full/10.1080/02589001.2017.1408953?src=recsys\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>several factors</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> have contributed to al-Shabaab’s attacks in Kenya. These include the country’s proximity to Somalia, the visibility of US and Israeli interests, and Kenya’s role in the US-led global war on terrorism.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But most notable is Kenya’s military intervention in Somalia aimed at reducing the threat posed by al-Shabaab.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The frequency and intensity of al-Shabaab’s attacks prompted Kenya to prioritise the development of </span></span></span><a href=\"https://link.springer.com/chapter/10.1057/978-1-137-55769-8_50\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>counter-terrorism policies and strategies</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. These hinged on several elements including legislation, law enforcement and border security. Efforts were also stepped up to counter the financing of terrorism and extremism. And there was added focus on international and regional cooperation.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But are all these efforts working?</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Kenya still has a long way to go before it fully manages the threat of terrorism. Despite the strategies it’s put in place, the country’s counter-terrorism efforts have been hampered by three key interrelated factors. These are a lack of cooperation between agencies, corruption and the radicalisation of Somalis.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Before 2010, Kenya’s efforts were hampered by the absence of a legal framework to prosecute acts of terrorism. Since then it’s passed several new laws. These include the Prevention of Terrorism Act, Proceeds of Crime and Anti-Money Laundering Act and Prevention of Organised Crime Act.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In 2014, the </span></span></span><a href=\"http://kenyalaw.org/kl/fileadmin/pdfdownloads/AmendmentActs/2014/SecurityLaws_Amendment_Act_2014.pdf\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>Security Laws (Amendment) Act</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> changed 20 existing laws to strengthen Kenya’s anti-terror legislative framework. The new law </span></span></span><a href=\"https://www.state.gov/j/ct/rls/crt/2016/272229.htm\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>created agencies to deal specifically with the terror threat</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. These included the anti-terrorism police unit, a bomb disposal unit and a cyber forensics investigative unit. The Kenya Defence Forces – army, air force, and navy - are now also legislated to be involved. Previously weren’t actively involved in transnational counter-terrorism efforts.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The act also strengthened the mandates of the Kenya Defence Forces and the National Intelligence Service. These security agencies now have the constitutional and legislative mandate to take counter-terrorism measures to safeguard national security. Some are repressive and punitive. For example, the Anti-Terrrorism Police Unit has been </span></span></span><a href=\"https://www.state.gov/j/ct/rls/crt/2016/\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>accused of using excessive force</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Terrorist screening watch lists, biographic and biometric screening, and other measures, are also in place at Kenya’s main ports of entry. But screening procedures are sometimes </span></span></span><a href=\"https://www.state.gov/j/ct/rls/crt/2016/\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>inconsistently or minimally applied</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. This is particularly true at smaller border posts and airports.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">To counter the financing of terrorism, Kenya joined the Eastern and Southern Africa Anti-Money Laundering Group. This is a </span></span></span><a href=\"http://www.fatf-gafi.org/about/whoweare/#d.en.11232\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>financial action task force</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> whose objectives are to set standards and promote the implementation of suitable measures to combat money laundering, terrorist financing and other threats to the international financial system. The government also implements the relevant UN Security Council resolutions on money laundering and terror financing.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Kenya’s financial intelligence unit – the Financial Reporting Centre – continues to build its capacity to monitor the formal financial system. All non-governmental organisations are required to report suspicious transactions to the centre.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Two years ago the government launched the National Strategy to Counter Violent Extremism. The aim was to step up efforts to counter violent extremism by dealing with the radicalisation of young people. It was also designed to encourage efforts to rehabilitate, repatriate, and reintegrate foreign terrorist returnees. A number of civil society organisations, such as </span></span></span><a href=\"http://hakiafrica.or.ke/what-we-do/\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>Haki Africa</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, are now addressing radicalisation and violent extremism in the country.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Kenya is also involved in international and regional co-operation. It’s an active member of the AU (African Union) and a member of its Peace and Security Committee. The country also contributes troops to the AU’s mission in Somalia.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Kenya also remains engaged with the Intergovernmental Authority on Development and is a member of the Partnership for Regional East African Counter-terrorism.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Most of Kenya’s international </span></span></span><a href=\"https://link.springer.com/chapter/10.1057/978-1-137-55769-8_50\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>counter-terrorism assistance and co-operation</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> comes from the US, UK and Denmark.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">To make serious progress, Kenya must urgently address the three big issues: a lack of co-operation between agencies, corruption and the radicalisation of Somalis.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The lack of collaboration was evident in the Westgate Mall attack in 2013. The counter-terrorism offensive was lacking thanks to </span></span></span><a href=\"https://www.tandfonline.com/doi/abs/10.1080/10246029.2016.1264436\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>inter-agency conflict</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. This blurred the lines between command and control. There was a breakdown in intelligence sharing, and patchy communication between the security forces and the public during particular stages of the siege.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Corruption is also a serious threat. Bribery </span></span></span><a href=\"https://link.springer.com/chapter/10.1057/978-1-137-55769-8_50\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>is rife</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> in the security sector, particularly the police service.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Counter-terrorism efforts have also been hampered by the branding of all Somali refugees in Kenya as a security risk. Somali refugees, and refugee camps predominantly occupied by Somalis, are misleadingly described as abetting terrorism. This has allowed the state to normalise counter-terrorism measures among refugee populations.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">As a result, the rights of Somali refugees have been </span></span></span><a href=\"https://doi.org/10.1080/13642987.2018.1482045\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>repeatedly violated</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. The effect of this, combined with the impact of corruption and the </span></span></span><a href=\"https://dspace.library.uu.nl/handle/1874/353555\"><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>securitisation of refugees</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, has led to an increase in the numbers of young people being radicalised.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">This is particularly true in the Muslim community.
