"contents": "<span style=\"font-weight: 400;\">The</span> <a href=\"https://www.cfr.org/in-brief/what-russias-wagner-group-doing-africa\"><span style=\"font-weight: 400;\">Wagner Group</span></a><span style=\"font-weight: 400;\"> first emerged after Russia annexed Crimea in 2014. Since then, the group has fought in Syria, Ukraine and several African countries.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Wagner Group is a</span> <a href=\"https://www.cfr.org/in-brief/what-russias-wagner-group-doing-africa\"><span style=\"font-weight: 400;\">complex network</span></a><span style=\"font-weight: 400;\"> of mercenaries and businesses, rather than a single entity, with close ties to the Russian intelligence and military community. Many</span> <a href=\"https://www.worldatlas.com/articles/what-are-private-military-contractors.html\"><span style=\"font-weight: 400;\">private military contractors</span></a><span style=\"font-weight: 400;\"> (PMCs), especially those operating in Africa, such as Wagner, have been accused of mass</span> <a href=\"https://www.britannica.com/topic/private-military-firm\"><span style=\"font-weight: 400;\">human rights</span></a><a href=\"https://www.foxnews.com/world/russia-linked-wagner-group-accused-atrocities-central-africa\"> <span style=\"font-weight: 400;\">abuses</span></a><span style=\"font-weight: 400;\"> according to Human Rights Watch. Most notably in Mali, where Wagner fighters were caught by French forces digging a</span> <a href=\"https://foreignpolicy.com/2022/04/26/russian-mercenaries-staged-atrocities-mali-france-says/\"><span style=\"font-weight: 400;\">mass grave</span></a><span style=\"font-weight: 400;\">.</span>\r\n<h4><b>‘Transnational criminal organisation’ classification</b></h4>\r\n<span style=\"font-weight: 400;\">Due to the organisation’s illegal activities, the US Department of Treasury’s </span><a href=\"http://ofac\"><span style=\"font-weight: 400;\">Office of Foreign Assets Control</span></a><span style=\"font-weight: 400;\">, on 26 January 2023, in an effort to degrade Russia’s capacity to wage war in Ukraine, classified Wagner as a transnational criminal organisation.</span>\r\n<blockquote><span style=\"font-weight: 400;\">Minerally rich and institutionally poor African states are where Wagner enjoys supremacy.</span></blockquote>\r\n<span style=\"font-weight: 400;\">PMCs, often called “soldiers of fortune” or mercenaries, consist of individuals who participate in military conflicts and related activities on behalf of third parties, who then reimburse them for their services.</span>\r\n\r\n<span style=\"font-weight: 400;\">Their work ranges from providing hundreds of highly trained combat units equipped with powerful weapons, which include attack helicopters and tanks, to conducting small-scale training missions. </span>\r\n<h4><b>Sudan’s smuggling mechanisms</b></h4>\r\n<span style=\"font-weight: 400;\">Today, PMCs have developed into</span> <a href=\"https://www.csis.org/analysis/putins-proxies-examining-russias-use-private-military-companies\"><span style=\"font-weight: 400;\">worldwide high-stakes businesses</span></a><span style=\"font-weight: 400;\">, with Wagner smuggling gold out of Sudan to the tune of $130-billion annually.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2023-07-25-wagner-group-mercenaries-preparing-to-take-new-road-to-africa-after-aborted-mutiny-in-russia/\"><span style=\"font-weight: 400;\">Wagner Group mercenaries ‘preparing to take new road to Africa’ after aborted mutiny in Russia</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The prospect of economic gain drives the interest of PMCs in many African wars. For example, the majority of Wagner’s operations in Africa relate to</span> <a href=\"https://www.cfr.org/in-brief/what-russias-wagner-group-doing-africa\"><span style=\"font-weight: 400;\">security issues</span></a><span style=\"font-weight: 400;\">, typically operating in</span> <span style=\"font-weight: 400;\">countries extraordinarily rich in mineral resources. Minerally rich and institutionally poor African states are where Wagner enjoys supremacy.</span>\r\n\r\n<span style=\"font-weight: 400;\">The group has often provided paramilitary assistance, security services and conducted disinformation campaigns for troubled regimes in exchange for diplomatic support and</span> <a href=\"https://www.cfr.org/in-brief/what-russias-wagner-group-doing-africa\"><span style=\"font-weight: 400;\">resource concessions</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Russian mercenaries have been accused of</span> <a href=\"https://www.reuters.com/world/us-accuses-russia-exploiting-africa-resources-fund-ukraine-war-2022-10-06/\"><span style=\"font-weight: 400;\">exploiting Africa’s mineral resources</span></a><span style=\"font-weight: 400;\"> in Mali, the Central African Republic (CAR), Sudan and elsewhere, in many instances acting on behalf of the Kremlin (as Vladimir Putin admitted to providing Wagner with</span><a href=\"https://www.theguardian.com/world/2023/jul/01/putin-claim-that-russia-funds-wagner-group-may-make-it-easier-to-try-him-for-war-crimes\"> <span style=\"font-weight: 400;\">86-billion rubles</span></a><span style=\"font-weight: 400;\"> to carry out specialist operations in locations where Wagner enjoys a presence; namely CAR, Ukraine and Mali).</span>\r\n\r\n<span style=\"font-weight: 400;\">According to a report by </span><i><span style=\"font-weight: 400;\">The Sentry</span></i><span style=\"font-weight: 400;\"> released in June 2023, Russia delivered the first shipment of weapons to the CAR using a Russian military aircraft, alongside five military and 170 Russian instructors, revealed to be Wagner personnel in 2018.</span>\r\n<h4><b>Funding a Kremlin war machine</b></h4>\r\n<span style=\"font-weight: 400;\">According to the US Ambassador to the United Nations (UN), Linda Thomas-Greenfield, the Wagner Group of mercenaries has exploited these resources to fund the Kremlin’s war machine in the Middle East, Africa and Ukraine.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, says </span><i><span style=\"font-weight: 400;\">The Sentry</span></i><span style=\"font-weight: 400;\">, the group has potentially been able to use its transactional networks in Russia, Madagascar, CAR, Cameroon and Sudan to build and operate an industrial-scale gold exploitation unit. </span>\r\n\r\n<span style=\"font-weight: 400;\">A special report by The Soufan Center, released in June 2023, shows that approximately 90% of Sudan’s gold is smuggled out of the country, primarily through the United Arab Emirates.</span>\r\n\r\n<span style=\"font-weight: 400;\">In essence, PMCs are</span> <a href=\"https://www.britannica.com/topic/private-military-firm\"><span style=\"font-weight: 400;\">highly controversial</span></a><span style=\"font-weight: 400;\"> and operate like multinational corporations do, with branches in major capital cities across the world, and are not easily distinguished from state or national military forces.</span>\r\n<h4><b>Criminal warfare HQ?</b></h4>\r\n<span style=\"font-weight: 400;\">Furthermore,</span> <a href=\"https://www.securitydegreehub.com/most-powerful-private-security-companies-in-the-world/\"><span style=\"font-weight: 400;\">30 of the most</span></a><span style=\"font-weight: 400;\"> powerful PMCs have headquarters in cities such as London and Pretoria. Therefore, the use of PMCs has enabled states to carry out otherwise</span> <a href=\"https://www.britannica.com/topic/private-military-firm\"><span style=\"font-weight: 400;\">criminal warfare</span></a><span style=\"font-weight: 400;\"> and blame it on PMCs, a concept known as “</span><a href=\"https://www.voanews.com/a/private-military-contractors-bolster-russian-influence-in-africa-/6430924.html\"><span style=\"font-weight: 400;\">plausible deniability</span></a><span style=\"font-weight: 400;\">”. Russia is guilty of this, initially denying any relation to Wagner, with the emergence of news that Wagner has inflicted war crimes in African states such as Mali and CAR.</span>\r\n\r\n<span style=\"font-weight: 400;\">This has incentivised foreign powers that desire influence in the political and economic affairs of African states to use PMCs to accomplish their goals and gain access to mineral resources, as it is always easier to acquire resources in states plagued by violence and instability.</span>\r\n\r\n<span style=\"font-weight: 400;\">PMCs such as Dyck Advisory Group and Executive Outcomes have also gained access to minerals in African states such as Mali and Mozambique.</span>\r\n\r\n<span style=\"font-weight: 400;\">Wagner has targeted and discredited democratic NGOs and run disinformation campaigns. The</span> <a href=\"https://www.cfr.org/in-brief/what-russias-wagner-group-doing-africa\"><span style=\"font-weight: 400;\">Internet Resource Agency</span></a><span style=\"font-weight: 400;\">, also owned by Wagner boss Yevgeny Prigozhin, outsourced work to individuals in Ghana and Nigeria to inflame political divisions online ahead of the 2016 presidential elections in the US.</span>\r\n\r\n<span style=\"font-weight: 400;\">Similarly, the</span> <a href=\"https://www.cfr.org/in-brief/what-russias-wagner-group-doing-africa\"><span style=\"font-weight: 400;\">Association for Free Research and International Cooperation (Afric)</span></a><span style=\"font-weight: 400;\">, has also sponsored phoney “election monitoring” in Mozambique and Zimbabwe. Both the IRA and Afric have worked alongside Wagner.</span>\r\n<h4><b>Hampering a democratic culture</b></h4>\r\n<span style=\"font-weight: 400;\">This hampers a robust democratic culture from taking shape, one that could put an end to violence and restore stability. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to The Soufan Center, Wagner’s disinformation operations have increasingly sought to undermine western actors in the region, including the UN and its Multidimensional Integrated Stabilization Mission in Mali, as well as former colonial power, France.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2023-08-04-a-dangerous-moment-for-west-africa-as-niger-coup-fuels-escalation-of-regional-jihadist-wars/\"><span style=\"font-weight: 400;\">A dangerous moment for West Africa as Niger coup fuels escalation of regional jihadist wars</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Wagner’s human rights abuses intersected with its disinformation campaign when it tried to blame French forces for a massacre in Moura.</span>\r\n\r\n<span style=\"font-weight: 400;\">The increased flow of arms between PMCs, authoritarian governments and various non-state actors has had a detrimental impact on establishing peace. The outbreak of violence between Sudanese forces and Rapid Support Forces saw Wagner arming Sudanese forces with missiles, fuelling the proliferation of the conflict.</span>\r\n<blockquote><span style=\"font-weight: 400;\">A special report by The Soufan Center, released in June 2023, shows that approximately 90% of Sudan’s gold is smuggled out of the country, primarily through the United Arab Emirates.</span></blockquote>\r\n<span style=\"font-weight: 400;\">In particular, the Wagner Group shoulders much of the responsibility for the spread of small arms in the</span> <a href=\"https://edition.cnn.com/2023/04/20/africa/wagner-sudan-russia-libya-intl/index.html\"><span style=\"font-weight: 400;\">CAR, Mali and Sudan</span></a><span style=\"font-weight: 400;\">. As more citizens and non-state actors feel emboldened by the acquisition of weapons to engage in armed conflict against the state, air grievances and gain access to mineral wealth, this raises the risk of armed violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is evident that the presence of PMCs in Africa has not been beneficial, especially to the civilians who live in regions where these groups operate.</span>\r\n<h4><b>Deafening silence</b></h4>\r\n<span style=\"font-weight: 400;\">However, there has been a deafening silence from the African Union (AU) and influential states such as South Africa on the activities of</span> <a href=\"https://www.biznews.com/thought-leaders/2023/07/05/katzenellenbogen-south-africas-silence-wagner-activities-africa\"><span style=\"font-weight: 400;\">Wagner</span></a><span style=\"font-weight: 400;\"> on the continent. These activities undoubtedly pose a significant challenge to the AU’s efforts in “</span><a href=\"https://au.int/en/flagships/silencing-guns-2020\"><span style=\"font-weight: 400;\">silencing the guns 2020</span></a><span style=\"font-weight: 400;\">”, and broader peace and security efforts as espoused in the AU’s</span> <a href=\"http://www.scielo.org.za/scielo.php?script=sci_arttext&pid=S2077-49072023000100003#:~:text=The%20African%20Union%20%28AU%29%20has%20affirmed%20its%20seven,fully%20functional%20peace%20and%20security%20architecture%22%20%28goal%2015%29.\"><span style=\"font-weight: 400;\">Agenda 2063</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Several frameworks exist to eliminate mercenarism in Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">One such framework is the 1977 </span><a href=\"https://au.int/sites/default/files/treaties/37287-treaty-0009_-_oau_convention_for_the_elimination_of_mercenarism_in_africa_e.pdf\"><span style=\"font-weight: 400;\">Convention for the Elimination of Mercenarism in Africa</span></a><span style=\"font-weight: 400;\"> signed in </span><a href=\"https://www.securitycouncilreport.org/monthly-forecast/2019-02/impact-of-mercenary-groups-on-regional-peace-and-stability.php#:~:text=The%20international%20legal%20and%20normative%20foundation%20against%20mercenary,Convention%20for%20the%20Elimination%20of%20Mercenarism%20in%20Africa.\"><span style=\"font-weight: 400;\">Libreville, Gabon</span></a><span style=\"font-weight: 400;\">. Another is the UN’s 1989 </span><a href=\"https://treaties.un.org/Pages/ViewDetails.aspx?src=IND&mtdsg_no=XVIII-6&chapter=18&clang=_en\"><span style=\"font-weight: 400;\">International Convention Against the Recruitment, Use, Financing and Training of Mercenaries</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">A recent report by </span><i><span style=\"font-weight: 400;\">The Sentry</span></i><span style=\"font-weight: 400;\"> recommends that the AU should continue to call for the withdrawal of private mercenaries in Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">The report also recommends that the AU Commission accelerate the revision of the OAU Convention for the Elimination of Mercenarism in Africa, adopted in 1977 and entered into force in 1985.</span>\r\n\r\n<span style=\"font-weight: 400;\">Africa is never short of frameworks; it is in implementation where the work needs to be done. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Shaun Kinnes and Keanen Isaacs are 2023 Konrad Adenauer Stiftung Scholars at the South African Institute of International Affairs.</span></i>",
