Celebrating Human Rights day at Constitution Hill

On Friday March 21, South Africans celebrate Human Rights Day, six decades after the Sharpeville massacre on the same day in 1960 ensured that this date would forever be part of democratic South Africa's heritage.

I am patiently waiting for Human Obligations Day. I want to know who gets to pick up the OBLIGATION tab. If you have a right to free housing, someone has an obligation to provide it. Likewise for rights to water, free electricity, education, food, clothing and shelter. Who has the obligation to provide all of this?
