"contents": "<span style=\"font-weight: 400;\">Bianca Shabalala* (16) was sitting on her bed, reading a book for English class when her stepfather suddenly barged into the room.</span>\r\n\r\n<span style=\"font-weight: 400;\">He pushed her down onto the bed, pressing a brown switchblade against her side.</span>\r\n\r\n<span style=\"font-weight: 400;\">It wasn’t the first time.</span>\r\n\r\n<span style=\"font-weight: 400;\">“You think I’d feed you with my hard-earned money for nothing?” he snarled and began to kiss her while tearing off her white T-shirt.</span>\r\n\r\n<span style=\"font-weight: 400;\">As he began removing his trousers, Bianca managed to pull the knife out of his hand. </span>\r\n\r\n<span style=\"font-weight: 400;\">Two years later, from the edge of a metal-wire chair in a shelter for women and children, she recalls: “Without thinking, I then plunged the blade into his chest.”</span>\r\n<h4>Speaking up</h4>\r\n<span style=\"font-weight: 400;\">Now 18, Bianca is settling into her new temporary home, the Grace Help Centre in Mooinooi, a mining town in North West.</span>\r\n\r\n<span style=\"font-weight: 400;\">“I thought that day was going to be my last day, I was going to die.” </span>\r\n\r\n<span style=\"font-weight: 400;\">In 2020, North West had the </span><a href=\"https://www.parliament.gov.za/storage/app/media/1_Stock/Events_Institutional/2020/womens_charter_2020/docs/30-07-2020/A_Statistical_Overview_R_Maluleke.pdf\"><span style=\"font-weight: 400;\">highest rates of sexual violence</span></a><span style=\"font-weight: 400;\"> in South Africa. In Rustenburg, a 30-minute drive from the Grace Help Centre, almost a quarter of women had experienced sexual violence, </span><a href=\"https://journals.plos.org/plosone/article?id=10.1371/journal.pone.0216449\"><span style=\"font-weight: 400;\">a 2019 study found</span></a><span style=\"font-weight: 400;\"> – close to one in 10 girls had encountered this type of violence by the age of 15. </span>\r\n\r\n<a href=\"https://www.saps.gov.za/services/april_to_march_2019_20_presentation.pdf\"><span style=\"font-weight: 400;\">More than 22,000 sexual offences against children</span></a><span style=\"font-weight: 400;\"> were reported to the South African Police Service in 2019.</span>\r\n\r\n<span style=\"font-weight: 400;\">But the numbers are likely to be an </span><a href=\"http://www.ci.uct.ac.za/sites/default/files/image_tool/images/367/Child_Gauge/South_African_Child_Gauge_2019/ChildGauge_2019_final_print%20%28sm%29.pdf\"><span style=\"font-weight: 400;\">underrepresentation</span></a><span style=\"font-weight: 400;\">, because many youngsters are unable to report abuse by someone close to them – either out of fear or because they don’t realise they’re being abused.</span>\r\n\r\n<span style=\"font-weight: 400;\">Bianca lived with her grandmother before moving in with her mother and stepfather in Marikana, about 10km north of Mooinooi, when she was 11 years old.</span>\r\n\r\n<span style=\"font-weight: 400;\">“When I first moved in, it was fine. But things changed when I started growing up,” she says. “His way towards me changed; the way he’d look at me when my mom wasn’t there. I didn’t make sense of it; I thought maybe it was just what fathers do.”</span>\r\n<h4>Knowing right from wrong</h4>\r\n<span style=\"font-weight: 400;\">Comprehensive sexuality education has been </span><a href=\"https://www.education.gov.za/Home/ComprehensiveSexualityEducation.aspx\"><span style=\"font-weight: 400;\">part of the life orientation (LO) curriculum</span></a><span style=\"font-weight: 400;\"> in South African public schools since 2000. But </span><a href=\"https://repository.uwc.ac.za/xmlui/bitstream/handle/10566/2791/Shefer_Life%20orientation_2015.pdf?sequence=1&isAllowed=y\"><span style=\"font-weight: 400;\">several</span></a> <a href=\"https://link.springer.com/book/10.1057/978-1-137-53027-1?noAccess=true\"><span style=\"font-weight: 400;\">studies</span></a><span style=\"font-weight: 400;\"> have pointed out that taking a moral approach like the ABC (abstinence, be faithful and condomise) route doesn’t work – and schools are </span><a href=\"https://www.tandfonline.com/doi/full/10.1080/14681811.2019.1602033?scroll=top&needAccess=true\"><span style=\"font-weight: 400;\">failing to implement</span></a><span style=\"font-weight: 400;\"> the lessons as they should.</span>\r\n\r\n<span style=\"font-weight: 400;\">Instead, </span><a href=\"https://unesdoc.unesco.org/in/documentViewer.xhtml?v=2.1.196&id=p::usmarcdef_0000260770&file=/in/rest/annotationSVC/DownloadWatermarkedAttachment/attach_import_d8d4de18-19d0-4a35-8eb2-ab5eaa5ca5d3%3F_%3D260770eng.pdf&updateUrl=updateUrl4466&ark=/ark:/48223/pf0000260770/PDF/260770eng.pdf.multi&fullScreen=true&locale=fr#%5B%7B%22num%22%3A74%2C%22gen%22%3A0%7D%2C%7B%22name%22%3A%22XYZ%22%7D%2C0%2C842%2C0%5D\"><span style=\"font-weight: 400;\">the comprehensive approach</span></a><span style=\"font-weight: 400;\"> not only teaches pupils about safe sex to prevent pregnancy and sexually transmitted infections, but also deals with relationships, gender identity, sexual orientation and how personality is formed.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.gov.za/speeches/scripted-lesson-plans-13-nov-2019-0000\"><span style=\"font-weight: 400;\">most recent revision</span></a><span style=\"font-weight: 400;\"> of South Africa’s LO curriculum – introduced in 2019 – includes lessons on sexual abuse. </span><a href=\"https://www.jahonline.org/article/S1054-139X(20)30456-0/fulltext#secsectitle0190\"><span style=\"font-weight: 400;\">Research shows</span></a><span style=\"font-weight: 400;\"> such sessions can help pupils identify inappropriate advances from adults and so </span><a href=\"https://www.thelancet.com/journals/lancet/article/PIIS0140-6736(20)31477-X/fulltext\"><span style=\"font-weight: 400;\">help prevent abuse</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">“He always used to want me by his side,” remembers Bianca. “Even if my mother was there.”</span>\r\n\r\n<span style=\"font-weight: 400;\">It would be simple things, she says, like having to help him up off the floor if he fell down when drunk, or asking her to sit on his lap so he could massage her hair.</span>\r\n\r\n<span style=\"font-weight: 400;\">She told her mother of her discomfort, but her stepdad’s actions were dismissed as “fatherly love”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Bianca felt trapped: “I didn’t have anyone who could help me.”</span>\r\n<h4>A pattern of abuse</h4>\r\n<span style=\"font-weight: 400;\">Bianca’s stepfather tried to rape her for the first time on her 16th birthday. Her mother was out looking for work, which left her home alone with him. </span>\r\n\r\n<span style=\"font-weight: 400;\">He entered the kitchen and presented her with a birthday cake. Then he told her to get naked.</span>\r\n\r\n<span style=\"font-weight: 400;\">He leaned in to whisper quietly: “We can do this nicely, it won’t have to be hard. Just let me do my job and then everything will be fine. Your mom won’t have to know about it, it’s going to be between me and you.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Just then came a neighbour’s fortuitous knock at the door, which summoned her stepfather away.</span>\r\n\r\n<span style=\"font-weight: 400;\">When he returned, he growled at her in Zulu: “It’s your lucky day. It’s going to be me and you sometime, someone won’t always be here.”</span>\r\n\r\n<span style=\"font-weight: 400;\">As he walked away, Bianca remained on the bed crying.</span>\r\n\r\n<span style=\"font-weight: 400;\">She was still lying there when she tried to tell her mother what happened later that evening.</span>\r\n\r\n<span style=\"font-weight: 400;\">But the response wasn’t what she’d hoped for.</span>\r\n\r\n<span style=\"font-weight: 400;\">Bianca recalls: “My mom said, ‘Don’t report him. He’s the breadwinner. If you report him, then where will we stay?’” </span>\r\n\r\n<span style=\"font-weight: 400;\">Her mother promised she’d make sure he wouldn’t do it again, so Bianca agreed to let it go.</span>\r\n\r\n<span style=\"font-weight: 400;\">But a few months later, it happened again.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to the </span><a href=\"https://www.gov.za/sites/default/files/gcis_document/201409/a32-070.pdf\"><span style=\"font-weight: 400;\">Children’s Act</span></a><span style=\"font-weight: 400;\">, the age of consent in South Africa is 16. But it’s an abstract issue that children often struggle to understand.</span>\r\n\r\n<span style=\"font-weight: 400;\">Although it is not a crime for children between the ages of 12 and 15 to have sex with someone their age, if an adult has sex with a child younger than 16, it is considered statutory rape.</span>\r\n\r\n<span style=\"font-weight: 400;\">If it’s not explained properly and kids don’t know their rights, it leaves them open to exploitation. </span>\r\n\r\n<span style=\"font-weight: 400;\">Looking back, Bianca realises that her abuse started even before it turned sexual.</span>\r\n\r\n<span style=\"font-weight: 400;\">When she was 15, her stepfather tried to keep her from going out and even wanted her to stop going to school.</span>\r\n\r\n<span style=\"font-weight: 400;\">She remembers: “He beat me physically, hard and badly. It’s like he was obsessed with me.</span>\r\n\r\n<span style=\"font-weight: 400;\">“He wouldn’t want me to go to the shops with my mom because he was worried that people would see that something is wrong with me because I had scars all over.”</span>\r\n<h4>Getting the lesson right</h4>\r\n<span style=\"font-weight: 400;\">The high rate of abuse against women and children – which President Cyril Ramaphosa has called </span><a href=\"http://www.northern-cape.gov.za/index.php/news-room/news-and-speeches/152-media-room/office-of-the-premier/news-and-speeches/1581-address-by-president-ramaphosa-on-south-africa-s-response-to-the-coronavirus-pandemic\"><span style=\"font-weight: 400;\">“a devastating epidemic”</span></a><span style=\"font-weight: 400;\"> – spurred the government to publish a </span><a href=\"https://www.justice.gov.za/vg/gbv/NSP-GBVF-FINAL-DOC-04-05.pdf\"><span style=\"font-weight: 400;\">national strategic plan on gender-based violence and femicide</span></a><span style=\"font-weight: 400;\"> in March 2020.</span>\r\n\r\n<span style=\"font-weight: 400;\">Part of this plan is to integrate more programmes in schools – for girls and boys – to address gender-based violence.</span>\r\n\r\n<span style=\"font-weight: 400;\">Unfortunately, there </span><a href=\"https://www.whatworks.co.za/documents/publications/374-evidence-reviewfweb/file\"><span style=\"font-weight: 400;\">isn’t much to go on</span></a><span style=\"font-weight: 400;\"> when it comes to how well South Africa’s national syllabus is faring at achieving the same results – but there is </span><a href=\"https://unesdoc.unesco.org/in/documentViewer.xhtml?v=2.1.196&id=p::usmarcdef_0000260770&file=/in/rest/annotationSVC/DownloadWatermarkedAttachment/attach_import_d8d4de18-19d0-4a35-8eb2-ab5eaa5ca5d3%3F_%3D260770eng.pdf&updateUrl=updateUrl4466&ark=/ark:/48223/pf0000260770/PDF/260770eng.pdf.multi&fullScreen=true&locale=fr#%5B%7B%22num%22%3A115%2C%22gen%22%3A0%7D%2C%7B%22name%22%3A%22XYZ%22%7D%2C0%2C842%2C0%5D\"><span style=\"font-weight: 400;\">international evidence</span></a><span style=\"font-weight: 400;\"> to support rolling out this more holistic approach to sex education.</span>\r\n\r\n<span style=\"font-weight: 400;\">It doesn’t have to all fall on teachers and external groups can help out – but it can’t be simply dropping in and running a few lessons on topics such as relationship dynamics and what abuse looks like.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2020, </span><a href=\"https://www.whatworks.co.za/\"><span style=\"font-weight: 400;\">What Works to Prevent Violence Against Women and Girls</span></a><span style=\"font-weight: 400;\">, a research group that evaluated how well sex ed programmes work, found </span><a href=\"https://www.whatworks.co.za/documents/publications/374-evidence-reviewfweb/file\"><span style=\"font-weight: 400;\">long-term programmes</span></a><span style=\"font-weight: 400;\"> have much more success.</span>\r\n\r\n<span style=\"font-weight: 400;\">For example, part of the </span><a href=\"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4370228/\"><span style=\"font-weight: 400;\">four-year SHARE study in Uganda</span></a><span style=\"font-weight: 400;\"> helped young people understand safe sex and navigate power imbalances in relationships. After three years in the programme, women who were part of the group that received the intervention were 20% less likely to experience physical or sexual violence from a partner.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the moment, though, LO class is the only school-based sex ed kids get. But if teachers don’t take it seriously, pupils don’t either, a </span><a href=\"https://files.eric.ed.gov/fulltext/EJ1136733.pdf\"><span style=\"font-weight: 400;\">2011 study</span></a><span style=\"font-weight: 400;\"> from eight high schools in North West showed, meaning a valuable opportunity to address abuse is lost.</span>\r\n\r\n<span style=\"font-weight: 400;\">To Bianca, LO class was a lifesaver. Hearing her teacher describe examples of abuse in a lesson, the pieces fell into place.</span>\r\n\r\n<span style=\"font-weight: 400;\">She says: “It’s because of the information that I got from school in LO that I realised what he was doing was not right.”</span>\r\n<h4>Training teachers</h4>\r\n<span style=\"font-weight: 400;\">Given how much time they spend with pupils, </span><a href=\"https://www.sciencedirect.com/science/article/pii/B9780128194348000192\"><span style=\"font-weight: 400;\">teachers can help</span></a><span style=\"font-weight: 400;\"> to change the course of child sexual abuse. In South Africa, educators also have a </span><a href=\"http://www.scielo.org.za/scielo.php?script=sci_arttext&pid=S0256-95742014000800018\"><span style=\"font-weight: 400;\">legal obligation to do so</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">But they often don’t know what to look for, how to start a conversation about abuse or how to go about reporting it, a </span><a href=\"https://open.uct.ac.za/bitstream/handle/11427/24926/thesis_hum_2017_rule_deirdre_margo.pdf?sequence=1&isAllowed=y\"><span style=\"font-weight: 400;\">2017 survey</span></a><span style=\"font-weight: 400;\"> of primary school teachers in the Western Cape showed. </span>\r\n\r\n<span style=\"font-weight: 400;\">The fix? </span><a href=\"https://www.whatworks.co.za/documents/publications/374-evidence-reviewfweb/file\"><span style=\"font-weight: 400;\">Help teachers</span></a><span style=\"font-weight: 400;\"> to deal with situations like these.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Department of Basic Education runs workshops to train LO teachers on how to present the new sex ed lesson plans, and is currently piloting the approach at a few schools. The new syllabus was supposed to go live nationally in 2020, but was postponed due to the Covid-19 pandemic. It is not clear exactly when the new launch date will be for the remaining schools.</span>\r\n\r\n<span style=\"font-weight: 400;\">One such school is Matsukubyane Secondary in Kanana Village, an hour’s drive from the shelter where Bianca stays. Selina Mautle is the Grade 8 LO teacher and attended her first training session towards the end of 2021. </span>\r\n\r\n<span style=\"font-weight: 400;\">She believes LO lessons should create a caring space where pupils feel safe to talk to their teacher. To get to that point, she says, teachers at school need to step up.</span>\r\n\r\n<span style=\"font-weight: 400;\">“An external person will come here and address the learners for an hour or two and then maybe leave their contact details. But then what’s going to happen?” she asks.</span>\r\n\r\n<span style=\"font-weight: 400;\">The training she’s receiving as part of the department’s pilot programme teaches her how to talk to children about sex. Although creating trust between pupils and teachers to discuss sex can be complex, she says “at least I’m having that conversation and building that relationship with them”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Aside from her mother, Bianca’s teacher was the first one she felt comfortable enough to confide in.</span>\r\n\r\n<span style=\"font-weight: 400;\">“I used to be a top learner in my class, but my grades began dropping and my teacher noticed,” she says. “She asked me what was going on, but I didn’t want to tell her because my mom said if I told anyone then she would disown me.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Bianca’s teacher wasn’t simply checking in; she’d been building a relationship with her for years.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We would eat together at break time and she would share advice about life. She was more like a mother to me. It was really easy to talk to her.”</span>\r\n<h4>Learning to be a survivor</h4>\r\n<span style=\"font-weight: 400;\">After school, Bianca gathers with four other girls in the garden at the Grace Help Centre. They are completing high school, like her. They sit around a mosaic-tiled table, with the sun sparkling off the silver studs in Bianca’s shirt.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sitting quietly, she thinks back to the day of her assault.</span>\r\n\r\n<span style=\"font-weight: 400;\">She remembers how, after hitting back, she ran past the platinum mine dumps surrounding her home. She ignored the whirring sounds of the machinery nearby and avoided any bystanders as she made her way through Marikana’s dusty streets.</span>\r\n\r\n<span style=\"font-weight: 400;\">It took her almost an hour to get to the police station.</span>\r\n\r\n<span style=\"font-weight: 400;\">Eventually, after two hours of waiting and replaying what had happened in her room, she made a statement and two officers escorted her home to the scene of the crime. But when they got there, the room was empty and her stepfather was gone.</span>\r\n\r\n<span style=\"font-weight: 400;\">Had it not been for the trail of blood, the police may not have believed her.</span>\r\n\r\n<span style=\"font-weight: 400;\">“He’d packed his clothes, everything that was his was gone,” she explains.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the end, Bianca’s pushback did not seriously injure her perpetrator, but it was enough to buy her time. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I didn’t stab him deeper because I was nervous and scared. I just stabbed him so he could stop.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The police searched for Bianca’s perpetrator afterwards, but couldn’t find him. Her mom shut her out, angry that her daughter had spoken out.</span>\r\n\r\n<span style=\"font-weight: 400;\">Bianca eventually broke down and confided in her teacher, who took her to a nearby clinic to be examined and also connected her with a social worker. </span>\r\n\r\n<span style=\"font-weight: 400;\">She spent the entire trip crying, until she heard the social worker say: “Don’t worry, you’re not going back home.”</span>\r\n\r\n<span style=\"font-weight: 400;\">“Why?” Bianca asked. “It’s not like he raped me.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In her mind, the incident with her stepfather hadn’t seemed that serious – until her teacher told her otherwise.</span>\r\n\r\n<span style=\"font-weight: 400;\">“They sat me down and said: ‘Do you realise that [after] what he did, he could do even worse?
