"contents": "<span style=\"font-weight: 400;\">In a recent BBC Africa Eye documentary, </span><a href=\"https://www.youtube.com/watch?v=rogZ8BYg-kM\"><i><span style=\"font-weight: 400;\">Fear and Loathing in South Africa</span></i></a><span style=\"font-weight: 400;\">, Operation Dudula member Dimakatso Mokoena is recorded saying that she “hates foreigners” and “wishes they could just pack and go and leave our country”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Operation Dudula has registered with the Electoral Commission (IEC) to contest the 2024 elections and plans to field candidates in all nine provinces. </span>\r\n\r\n<span style=\"font-weight: 400;\">Despite the group’s history of xenophobia and vigilantism, acting secretary-general Isaack Lesole claimed that Operation Dudala is about patriotism and making sure that South Africans are prioritised. </span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking to </span><i><span style=\"font-weight: 400;\">Daily Maverick, </span></i><span style=\"font-weight: 400;\">he dismissed claims that the organisation is involved in vigilantism and instead said it has become a voice for South Africans who have lost hope in the government.</span>\r\n\r\n<span style=\"font-weight: 400;\">The organisation, which is now being led by Zandile Dabula, has since its inception led raids on private properties and in public spaces like taxi ranks to intimidate and harass foreigners who they believe are in the country illegally, calling for their forced removal.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1880418\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/Queenin-dudula.jpg\" alt=\"Operation Dudula\" width=\"720\" height=\"360\" /> <em>Operation Dudula's acting secretary-general, Isaack Lesole. (Photo: Facebook)</em></p>\r\n<h4><b>Targeting foreigners ‘by force’</b></h4>\r\n<span style=\"font-weight: 400;\">Operation Dudula was launched in June 2021 in Soweto and in one of its earliest protests members </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-21-__trashed-9/\"><span style=\"font-weight: 400;\">evicted residents</span></a><span style=\"font-weight: 400;\"> from an allegedly illegally occupied building in Diepkloof. Ahead of a demonstration on 16 June 2021, it said: </span><span style=\"font-weight: 400;\">“We will be removing all illegal foreign nationals by force.”</span>\r\n\r\n<span style=\"font-weight: 400;\">One of the group’s founders, </span><a href=\"https://www.dailymaverick.co.za/article/2022-04-16-nhlanhla-lux-exposed-the-disturbing-picture-behind-the-masks-of-the-man-heading-operation-dudula/\"><span style=\"font-weight: 400;\">Nhlanhla “Lux” Dlamini</span></a><span style=\"font-weight: 400;\">, gained a following when he and other armed Soweto residents protected Maponya Mall from looters during the July 2021 unrest, giving it a national platform.</span>\r\n\r\n<span style=\"font-weight: 400;\">Operation Dudula has </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-10-operation-dudula-threat-to-remove-migrant-children-from-schools/\"><span style=\"font-weight: 400;\">threatened</span></a><span style=\"font-weight: 400;\"> to remove foreigners from schools in Diepsloot; </span><a href=\"https://www.dailymaverick.co.za/article/2022-12-20-group-allegedly-fronting-as-operation-dudula-evicts-vulnerable-dwellers-of-joburgs-building-of-darkness/\"><span style=\"font-weight: 400;\">unlawfully evicted residents</span></a><span style=\"font-weight: 400;\"> from an allegedly illegally occupied building in Jeppe, Johannesburg; </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-01-operation-dudula-harasses-immigrants-outside-kalafong-hospital/\"><span style=\"font-weight: 400;\">harassed workers and patients</span></a><span style=\"font-weight: 400;\"> believed to be foreigners at a hospital in Tshwane; and </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-20-fed-up-sa-citizens-take-to-the-streets-blaming-foreigners-for-crime-and-the-unemployment-crisis/\"><span style=\"font-weight: 400;\">clashed with police</span></a><span style=\"font-weight: 400;\"> while targeting foreign traders in Johannesburg’s Hillbrow and Orange Grove.</span>\r\n\r\n<span style=\"font-weight: 400;\">Dlamini received </span><a href=\"https://www.news24.com/news24/southafrica/news/nhlanhla-lux-dlamini-gets-suspended-jail-sentences-for-2022-operation-dudula-raid-in-soweto-20230825\"><span style=\"font-weight: 400;\">two suspended sentences</span></a><span style=\"font-weight: 400;\"> after Operation Dudula members raided a house in Soweto looking for drugs. </span><span style=\"font-weight: 400;\">Philani Gumede, a senior figure from </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-10-operation-dudula-threat-to-remove-migrant-children-from-schools/\"><span style=\"font-weight: 400;\">Operation Dudula</span></a><span style=\"font-weight: 400;\">, was arrested in Durban and fined for incitement of violence during the 2021 July unrest.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2022-04-16-nhlanhla-lux-exposed-the-disturbing-picture-behind-the-masks-of-the-man-heading-operation-dudula/\"><span style=\"font-weight: 400;\">Nhlanhla Lux exposed – The disturbing picture behind the masks of the man heading Operation Dudula</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The group has blamed foreigners for strangling the township economy with their small businesses and has attributed a host of challenges, such as drug addiction and crime, to foreigners. </span>\r\n\r\n<span style=\"font-weight: 400;\">Operation Dudula’s</span><span style=\"font-weight: 400;\"> modus operandi is to demand that people produce documents to prove their identity and legal status in the country. Those who cannot comply are detained by the mob, supposedly to hand over to police for deportation.</span>\r\n<blockquote>There are gatvol community members who will make sure they select leaders who will deal with their problems.</blockquote>\r\n<span style=\"font-weight: 400;\">Dlamini left the group, supposedly over discord between the stance of Operation Dudula and that of its partner organisation, Put South Africa First, </span><span style=\"font-weight: 400;\">which includes the Alexandra Dudula Movement, </span><span style=\"font-weight: 400;\">regarding illegal immigrants.</span>\r\n\r\n<span style=\"font-weight: 400;\">Dlamini was </span><a href=\"https://www.timeslive.co.za/news/south-africa/2022-07-26-nhlanhla-lux-cuts-ties-with-operation-dudula-heres-why/\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> to have believed that only undocumented foreigners should be forced to leave the country while the other groups wanted all foreigners gone.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1236039\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/04/fddudula4.jpg\" alt=\"Operation Dudula\" width=\"720\" height=\"432\" /> <em>Operation Dudula's Nhlanhla 'Lux' Dlamini at the Soweto revival launch in Diepkloof on 27 February 2022. (Photo:Felix Dlangamandla / Daily Maverick)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Operation Dudula’s Lesole told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> the party has more to offer than its stance on foreigners: “We prioritise black South Africans because the government takes care of our people. It cannot be that when we talk about South Africa it should be preceded by [a] march. Our hallmark position about foreigners remains clear but that is not all we have to offer. There are gatvol community members who will make sure they select leaders who will deal with their problems.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking about the BBC’s recent documentary, Lesole said it wasn’t a deterrent for the group’s supporters, many of whom he said had donated money to the party.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We have many people who support Operation Dudula, some wish to stay away from the public eye,” he said.</span>\r\n<h4><b>Call to rescind registration</b></h4>\r\n<span style=\"font-weight: 400;\">Earlier this year, the Socio-Economic Rights Institute of South Africa went to court </span><a href=\"https://www.seri-sa.org/index.php?view=article&id=1297:kopanang-africa-against-xenophobia-and-others-v-operation-dudula-and-others-operation-dudula&catid=19\"><span style=\"font-weight: 400;\">seeking an interdict</span></a><span style=\"font-weight: 400;\"> on behalf of various organisations, including Kopanang Africa Against Xenophobia (KAAX), the South African Informal Traders Forum, the Inner-City Federation and Abahlali baseMjondolo, against Operation Dudula’s “xenophobic and racist speech and conduct”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">, </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-21-kopanang-africa-against-xenophobia-to-approach-high-court-to-overturn-ban-of-joburg-march/\"><span style=\"font-weight: 400;\">KAAX’s</span></a><span style=\"font-weight: 400;\"> Sharon Ekambaram said the organisation is actively promoting intolerance and called the IEC to rescind its registration. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Worse than scapegoating migrants, Operation Dudula has publicly associated itself with acts of vigilantism, flagrantly acting unlawfully. This is its track record. We call on the IEC to withdraw the registration of Operation Dudula as a political party because it contravenes the IEC’s Code of Conduct; in particular, in relation to ‘Engaging in prohibited conduct which involves using language which provokes violence’.”</span>\r\n\r\n<span style=\"font-weight: 400;\">“The IEC has powers to enforce the Electoral Code of Conduct which is aimed at promoting conditions that are conducive to free and fair elections and that create a climate of tolerance, free political campaigning and open public debate,” she said.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1366628\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/08/ED_391821.jpg\" alt=\"Operation Dudula\" width=\"720\" height=\"360\" /> <em>An Operation Dudula protest in Cape Town on 23 July 2022. (Photo: Gallo Images / Brenton Geach)</em></p>\r\n<h4><b>The IEC’s role</b></h4>\r\n<span style=\"font-weight: 400;\">While there has been open backlash against the party’s formation, there seems to have been no immediate challenge to its registration.</span>\r\n\r\n<span style=\"font-weight: 400;\">Former IEC deputy commissioner </span><a href=\"https://www.dailymaverick.co.za/article/2019-06-27-terry-tselane-one-election-mistake-can-cause-a-revolution/\"><span style=\"font-weight: 400;\">Terry Tselane</span></a><span style=\"font-weight: 400;\"> explained that there are no rules that require the IEC to look at an organisation’s track record and that as long as Dudula’s constitution is in line with that of the country, it is eligible to contest elections.</span>\r\n<blockquote>It says refugee camps should be established and that the Department of Basic Education should not subsidise schools operated by foreigners.</blockquote>\r\n<span style=\"font-weight: 400;\">“They must be able to provide a constitution which does not contradict that of the country, and a certain number of signatures. There are checks and balances to ensure that the process is done accordingly to be registered as a political party. This includes it being gazetted and this gives the public the opportunity to object to the application.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Lesole expressed surprise that there were no objections to Dudula’s application. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Ironically we were expecting the likes of the Helen Suzman Foundation to object, but they did not. (Photo: Gallo Images / City Press / Leon Sadiki)</em></p>\r\n<h4><b>Operation Dudula’s constitution</b></h4>\r\n<span style=\"font-weight: 400;\">The party constitution has a sharp focus on immigration but also seeks to cover matters facing South Africans daily.</span>\r\n\r\n<span style=\"font-weight: 400;\">It does not appear to ban foreigners as members but its aims and goals include commitments that might go against the spirit of the country’s Constitution and laws.</span>\r\n\r\n<span style=\"font-weight: 400;\">It says the party aims to “unify South Africans, promote democracy, non-sexism, non-racism and patriotism. To instil patriotism amongst South Africans to fight illegal and undocumented immigrants, as a progressive patriotic political party, is constituted by the paying members who are citizens of the Republic of South Africa and is founded on the basic needs, aspirations and expectations of the people, our guiding principles are South Africans first in South Africa and South Africa is our only home.”</span>\r\n<blockquote>They could be taking support from the EFF because while the EFF is radical in theory, Dudula seems to be more practical in their response to community members.</blockquote>\r\n<span style=\"font-weight: 400;\">It says: “Tenders to be the SOLE</span> <span style=\"font-weight: 400;\">benefit of South Africans.” It adds that no foreigner should be accredited by the </span><span style=\"font-weight: 400;\">Private Security Industry Regulatory Authority or be allowed to sell alcohol. It says refugee camps should be established and that the Department of Basic Education should not subsidise schools operated by foreigners.</span>\r\n<h4><b>Operation Dudula’s chances</b></h4>\r\n<span style=\"font-weight: 400;\">Political analyst Sipho Seepe explained that the space for organisations like Operation Dudula to exist has been created through despondency by communities who no longer trust political parties. He added that Operation Dudula is a viable option for votes because it has already managed to garner support from citizens.</span>\r\n\r\n<span style=\"font-weight: 400;\">He highlighted that its emergence is indicative of the state of the country, mentioning that seeing people supporting them despite their xenophobic roots shows the extent of desperation. </span>\r\n\r\n<span style=\"font-weight: 400;\">Seepe predicted that they are likely to attract mostly black voters from the townships. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There seems to be some level of viability as they do have a constituency. They could be taking support from the EFF because while the EFF is radical in theory, Dudula seems to be more practical in their response to community members. The other thing is that some who support the EFF are not in favour of their open-border policy,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Seepe was shocked that Operation Dudula was even allowed to register as a party and questioned the requirements set out by the IEC. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The bar is really low. This raises a bigger question about the weaknesses which may exist in the IEC’s process,” he said. </span><b>DM</b>",

The</span> elections will be held to elect a new National Assembly as well as the provincial legislature in each province.</p>\r\n<p data-sourcepos=\"3:1-3:251\">The current ruling party, the African National Congress (ANC), has been in power since the first democratic elections in 1994. The ANC's popularity has declined in recent years due to corruption, economic mismanagement, and high unemployment.</p>\r\n<p data-sourcepos=\"5:1-5:207\">The main opposition party is the Democratic Alliance (DA). The DA is particularly popular among white and middle-class voters.</p>\r\n<p data-sourcepos=\"7:1-7:387\">Other opposition parties include the Economic Freedom Fighters (EFF), the Freedom Front Plus (FF+), and the Inkatha Freedom Party (IFP). The EFF is a left-wing populist party that is popular among young black voters. The FF+ is a right-wing party that represents the interests of white Afrikaans-speaking voters. The IFP is a regional party that is popular in the KwaZulu-Natal province.</p>\r\n<p data-sourcepos=\"15:1-15:84\">Here are some of the key issues that will be at stake in the 2024 elections:</p>\r\n\r\n<ul data-sourcepos=\"17:1-22:0\">\r\n \t<li data-sourcepos=\"17:1-17:205\">The economy: South Africa is facing a number of economic challenges, including high unemployment, poverty, and inequality. The next government will need to focus on creating jobs and growing the economy.</li>\r\n \t<li data-sourcepos=\"18:1-18:171\">Corruption: Corruption is a major problem in South Africa. The next government will need to take steps to address corruption and restore public confidence in government.</li>\r\n \t<li data-sourcepos=\"19:1-19:144\">Crime: Crime is another major problem in South Africa. The next government will need to take steps to reduce crime and make communities safer.</li>\r\n \t<li data-sourcepos=\"20:1-20:188\">Education: The quality of education in South Africa is uneven. "description": "<span style=\"font-weight: 400;\">In a recent BBC Africa Eye documentary, </span><a href=\"https://www.youtube.com/watch?v=rogZ8BYg-kM\"><i><span style=\"font-weight: 400;\">Fear and Loathing in South Africa</span></i></a><span style=\"font-weight: 400;\">, Operation Dudula member Dimakatso Mokoena is recorded saying that she “hates foreigners” and “wishes they could just pack and go and leave our country”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Operation Dudula has registered with the Electoral Commission (IEC) to contest the 2024 elections and plans to field candidates in all nine provinces. </span>\r\n\r\n<span style=\"font-weight: 400;\">Despite the group’s history of xenophobia and vigilantism, acting secretary-general Isaack Lesole claimed that Operation Dudala is about patriotism and making sure that South Africans are prioritised. </span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking to </span><i><span style=\"font-weight: 400;\">Daily Maverick, </span></i><span style=\"font-weight: 400;\">he dismissed claims that the organisation is involved in vigilantism and instead said it has become a voice for South Africans who have lost hope in the government.</span>\r\n\r\n<span style=\"font-weight: 400;\">The organisation, which is now being led by Zandile Dabula, has since its inception led raids on private properties and in public spaces like taxi ranks to intimidate and harass foreigners who they believe are in the country illegally, calling for their forced removal.</span>\r\n\r\n[caption id=\"attachment_1880418\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1880418\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/10/Queenin-dudula.jpg\" alt=\"Operation Dudula\" width=\"720\" height=\"360\" /> <em>Operation Dudula's acting secretary-general, Isaack Lesole. (Photo: Facebook)</em>[/caption]\r\n<h4><b>Targeting foreigners ‘by force’</b></h4>\r\n<span style=\"font-weight: 400;\">Operation Dudula was launched in June 2021 in Soweto and in one of its earliest protests members </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-21-__trashed-9/\"><span style=\"font-weight: 400;\">evicted residents</span></a><span style=\"font-weight: 400;\"> from an allegedly illegally occupied building in Diepkloof. Ahead of a demonstration on 16 June 2021, it said: </span><span style=\"font-weight: 400;\">“We will be removing all illegal foreign nationals by force.”</span>\r\n\r\n<span style=\"font-weight: 400;\">One of the group’s founders, </span><a href=\"https://www.dailymaverick.co.za/article/2022-04-16-nhlanhla-lux-exposed-the-disturbing-picture-behind-the-masks-of-the-man-heading-operation-dudula/\"><span style=\"font-weight: 400;\">Nhlanhla “Lux” Dlamini</span></a><span style=\"font-weight: 400;\">, gained a following when he and other armed Soweto residents protected Maponya Mall from looters during the July 2021 unrest, giving it a national platform.</span>\r\n\r\n<span style=\"font-weight: 400;\">Operation Dudula has </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-10-operation-dudula-threat-to-remove-migrant-children-from-schools/\"><span style=\"font-weight: 400;\">threatened</span></a><span style=\"font-weight: 400;\"> to remove foreigners from schools in Diepsloot; </span><a href=\"https://www.dailymaverick.co.za/article/2022-12-20-group-allegedly-fronting-as-operation-dudula-evicts-vulnerable-dwellers-of-joburgs-building-of-darkness/\"><span style=\"font-weight: 400;\">unlawfully evicted residents</span></a><span style=\"font-weight: 400;\"> from an allegedly illegally occupied building in Jeppe, Johannesburg; </span><a href=\"https://www.dailymaverick.co.za/article/2022-09-01-operation-dudula-harasses-immigrants-outside-kalafong-hospital/\"><span style=\"font-weight: 400;\">harassed workers and patients</span></a><span style=\"font-weight: 400;\"> believed to be foreigners at a hospital in Tshwane; and </span><a href=\"https://www.dailymaverick.co.za/article/2022-02-20-fed-up-sa-citizens-take-to-the-streets-blaming-foreigners-for-crime-and-the-unemployment-crisis/\"><span style=\"font-weight: 400;\">clashed with police</span></a><span style=\"font-weight: 400;\"> while targeting foreign traders in Johannesburg’s Hillbrow and Orange Grove.</span>\r\n\r\n<span style=\"font-weight: 400;\">Dlamini received </span><a href=\"https://www.news24.com/news24/southafrica/news/nhlanhla-lux-dlamini-gets-suspended-jail-sentences-for-2022-operation-dudula-raid-in-soweto-20230825\"><span style=\"font-weight: 400;\">two suspended sentences</span></a><span style=\"font-weight: 400;\"> after Operation Dudula members raided a house in Soweto looking for drugs. </span><span style=\"font-weight: 400;\">Philani Gumede, a senior figure from </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-10-operation-dudula-threat-to-remove-migrant-children-from-schools/\"><span style=\"font-weight: 400;\">Operation Dudula</span></a><span style=\"font-weight: 400;\">, was arrested in Durban and fined for incitement of violence during the 2021 July unrest.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2022-04-16-nhlanhla-lux-exposed-the-disturbing-picture-behind-the-masks-of-the-man-heading-operation-dudula/\"><span style=\"font-weight: 400;\">Nhlanhla Lux exposed – The disturbing picture behind the masks of the man heading Operation Dudula</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The group has blamed foreigners for strangling the township economy with their small businesses and has attributed a host of challenges, such as drug addiction and crime, to foreigners. </span>\r\n\r\n<span style=\"font-weight: 400;\">Operation Dudula’s</span><span style=\"font-weight: 400;\"> modus operandi is to demand that people produce documents to prove their identity and legal status in the country. Those who cannot comply are detained by the mob, supposedly to hand over to police for deportation.</span>\r\n<blockquote>There are gatvol community members who will make sure they select leaders who will deal with their problems.</blockquote>\r\n<span style=\"font-weight: 400;\">Dlamini left the group, supposedly over discord between the stance of Operation Dudula and that of its partner organisation, Put South Africa First, </span><span style=\"font-weight: 400;\">which includes the Alexandra Dudula Movement, </span><span style=\"font-weight: 400;\">regarding illegal immigrants.</span>\r\n\r\n<span style=\"font-weight: 400;\">Dlamini was </span><a href=\"https://www.timeslive.co.za/news/south-africa/2022-07-26-nhlanhla-lux-cuts-ties-with-operation-dudula-heres-why/\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> to have believed that only undocumented foreigners should be forced to leave the country while the other groups wanted all foreigners gone.</span>\r\n\r\n[caption id=\"attachment_1236039\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1236039\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/04/fddudula4.jpg\" alt=\"Operation Dudula\" width=\"720\" height=\"432\" /> <em>Operation Dudula's Nhlanhla 'Lux' Dlamini at the Soweto revival launch in Diepkloof on 27 February 2022. (Photo:Felix Dlangamandla / Daily Maverick)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Operation Dudula’s Lesole told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> the party has more to offer than its stance on foreigners: “We prioritise black South Africans because the government takes care of our people. It cannot be that when we talk about South Africa it should be preceded by [a] march. Our hallmark position about foreigners remains clear but that is not all we have to offer. There are gatvol community members who will make sure they select leaders who will deal with their problems.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking about the BBC’s recent documentary, Lesole said it wasn’t a deterrent for the group’s supporters, many of whom he said had donated money to the party.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We have many people who support Operation Dudula, some wish to stay away from the public eye,” he said.</span>\r\n<h4><b>Call to rescind registration</b></h4>\r\n<span style=\"font-weight: 400;\">Earlier this year, the Socio-Economic Rights Institute of South Africa went to court </span><a href=\"https://www.seri-sa.org/index.php?view=article&id=1297:kopanang-africa-against-xenophobia-and-others-v-operation-dudula-and-others-operation-dudula&catid=19\"><span style=\"font-weight: 400;\">seeking an interdict</span></a><span style=\"font-weight: 400;\"> on behalf of various organisations, including Kopanang Africa Against Xenophobia (KAAX), the South African Informal Traders Forum, the Inner-City Federation and Abahlali baseMjondolo, against Operation Dudula’s “xenophobic and racist speech and conduct”.</span>\r\n\r\n<span style=\"font-weight: 400;\">Speaking to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">, </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-21-kopanang-africa-against-xenophobia-to-approach-high-court-to-overturn-ban-of-joburg-march/\"><span style=\"font-weight: 400;\">KAAX’s</span></a><span style=\"font-weight: 400;\"> Sharon Ekambaram said the organisation is actively promoting intolerance and called the IEC to rescind its registration. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Worse than scapegoating migrants, Operation Dudula has publicly associated itself with acts of vigilantism, flagrantly acting unlawfully. This is its track record. We call on the IEC to withdraw the registration of Operation Dudula as a political party because it contravenes the IEC’s Code of Conduct; in particular, in relation to ‘Engaging in prohibited conduct which involves using language which provokes violence’.”</span>\r\n\r\n<span style=\"font-weight: 400;\">“The IEC has powers to enforce the Electoral Code of Conduct which is aimed at promoting conditions that are conducive to free and fair elections and that create a climate of tolerance, free political campaigning and open public debate,” she said.</span>\r\n\r\n[caption id=\"attachment_1366628\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1366628\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/08/ED_391821.jpg\" alt=\"Operation Dudula\" width=\"720\" height=\"360\" /> <em>An Operation Dudula protest in Cape Town on 23 July 2022. (Photo: Gallo Images / Brenton Geach)</em>[/caption]\r\n<h4><b>The IEC’s role</b></h4>\r\n<span style=\"font-weight: 400;\">While there has been open backlash against the party’s formation, there seems to have been no immediate challenge to its registration.</span>\r\n\r\n<span style=\"font-weight: 400;\">Former IEC deputy commissioner </span><a href=\"https://www.dailymaverick.co.za/article/2019-06-27-terry-tselane-one-election-mistake-can-cause-a-revolution/\"><span style=\"font-weight: 400;\">Terry Tselane</span></a><span style=\"font-weight: 400;\"> explained that there are no rules that require the IEC to look at an organisation’s track record and that as long as Dudula’s constitution is in line with that of the country, it is eligible to contest elections.</span>\r\n<blockquote>It says refugee camps should be established and that the Department of Basic Education should not subsidise schools operated by foreigners.</blockquote>\r\n<span style=\"font-weight: 400;\">“They must be able to provide a constitution which does not contradict that of the country, and a certain number of signatures. There are checks and balances to ensure that the process is done accordingly to be registered as a political party. This includes it being gazetted and this gives the public the opportunity to object to the application.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Lesole expressed surprise that there were no objections to Dudula’s application. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Ironically we were expecting the likes of the Helen Suzman Foundation to object, but they did not. (Photo: Gallo Images / City Press / Leon Sadiki)</em>[/caption]\r\n<h4><b>Operation Dudula’s constitution</b></h4>\r\n<span style=\"font-weight: 400;\">The party constitution has a sharp focus on immigration but also seeks to cover matters facing South Africans daily.</span>\r\n\r\n<span style=\"font-weight: 400;\">It does not appear to ban foreigners as members but its aims and goals include commitments that might go against the spirit of the country’s Constitution and laws.</span>\r\n\r\n<span style=\"font-weight: 400;\">It says the party aims to “unify South Africans, promote democracy, non-sexism, non-racism and patriotism. To instil patriotism amongst South Africans to fight illegal and undocumented immigrants, as a progressive patriotic political party, is constituted by the paying members who are citizens of the Republic of South Africa and is founded on the basic needs, aspirations and expectations of the people, our guiding principles are South Africans first in South Africa and South Africa is our only home.”</span>\r\n<blockquote>They could be taking support from the EFF because while the EFF is radical in theory, Dudula seems to be more practical in their response to community members.</blockquote>\r\n<span style=\"font-weight: 400;\">It says: “Tenders to be the SOLE</span> <span style=\"font-weight: 400;\">benefit of South Africans.” It adds that no foreigner should be accredited by the </span><span style=\"font-weight: 400;\">Private Security Industry Regulatory Authority or be allowed to sell alcohol. It says refugee camps should be established and that the Department of Basic Education should not subsidise schools operated by foreigners.</span>\r\n<h4><b>Operation Dudula’s chances</b></h4>\r\n<span style=\"font-weight: 400;\">Political analyst Sipho Seepe explained that the space for organisations like Operation Dudula to exist has been created through despondency by communities who no longer trust political parties. He added that Operation Dudula is a viable option for votes because it has already managed to garner support from citizens.</span>\r\n\r\n<span style=\"font-weight: 400;\">He highlighted that its emergence is indicative of the state of the country, mentioning that seeing people supporting them despite their xenophobic roots shows the extent of desperation. </span>\r\n\r\n<span style=\"font-weight: 400;\">Seepe predicted that they are likely to attract mostly black voters from the townships. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There seems to be some level of viability as they do have a constituency. They could be taking support from the EFF because while the EFF is radical in theory, Dudula seems to be more practical in their response to community members. The other thing is that some who support the EFF are not in favour of their open-border policy,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Seepe was shocked that Operation Dudula was even allowed to register as a party and questioned the requirements set out by the IEC. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The bar is really low. This raises a bigger question about the weaknesses which may exist in the IEC’s process,” he said. </span><b>DM</b>",
