I remember a time, just more than 20 years ago, when I sat on a small wall outside a public library. </span>\r\n\r\n<span style=\"font-weight: 400;\">A woman who also wanted to sit there asked if I could move away, to which I responded with a snarky “but we’re outside and you found me smoking”. Because of my arrogance, the woman had to choose between breathing in second-hand smoke or sitting in the only available area. </span>\r\n\r\n<span style=\"font-weight: 400;\">She walked away.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2127083\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/04/Koketso-Moeti-linkedIn-copy.jpg\" alt=\"\" width=\"720\" height=\"371\" /> <em>Koketso Moeti. (Photo: LinkedIn)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Over the years, I’ve become more mindful about where I smoke. But it doesn’t mean others aren’t affected by my habit. And this entitled attitude is not unique to me; it continues to be common among smokers. For example, at the bus stop I use, many people simply light up a cigarette, despite being among a crowd of non-smokers – and see nothing wrong with it. </span>\r\n\r\n<span style=\"font-weight: 400;\">Until the early 1990s, smoking in public places in South Africa was commonplace. I recall often seeing taxi drivers puffing away, while the seats behind them were filled with passengers. </span><a href=\"https://pubmed.ncbi.nlm.nih.gov/7570233/\"><span style=\"font-weight: 400;\">Cigarette ads</span></a><span style=\"font-weight: 400;\"> were familiar. A teacher at my school not only smoked on the school yard, but also at the door of her classroom while pupils were inside. </span>\r\n<h4><b>Why smokers have no right to light up in public buildings</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">But I’ve </span><a href=\"https://www.afro.who.int/sites/default/files/2018-02/19%2520Dec%25202013_%2520Successful%2520Tobacco%2520Legislation%2520in%2520South%2520Africa.pdf\"><span style=\"font-weight: 400;\">seen that change</span></a><span style=\"font-weight: 400;\"> in my lifetime – and not by accident. This shift was the result of </span><a href=\"https://assets.tobaccocontrollaws.org/uploads/legislation/South%20Africa/South-Africa-Tobacco-Products-Control-Act-national.pdf\"><span style=\"font-weight: 400;\">tobacco control legislation</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">Laws like this</span><a href=\"https://www.afro.who.int/publications/successful-tobacco-legislation-south-africa#:~:text=Local%20monitoring%20proved%20that%20initial,to%20about%2016.4%25%20in%202012.\"><span style=\"font-weight: 400;\"> work</span></a><span style=\"font-weight: 400;\"> – and should now be made stricter. This is what the proposed new </span><a href=\"https://www.parliament.gov.za/bill/2307574\"><span style=\"font-weight: 400;\">Tobacco Products and Electronic Delivery Systems Control Bill</span></a><span style=\"font-weight: 400;\"> is meant to do, especially by outlawing smoking in shared outdoor spaces and anywhere inside buildings and </span><a href=\"https://bhekisisa.org/article/2024-02-26-health-beat-16-why-the-upcoming-tobacco-bill-treats-e-cigarettes-like-smokes/\"><span style=\"font-weight: 400;\">treating e-cigarettes like traditional smokes</span></a><span style=\"font-weight: 400;\"> because they’re </span><a href=\"https://jamanetwork.com/journals/jamainternalmedicine/article-abstract/2680315\"><span style=\"font-weight: 400;\">undoing much of the progress</span></a><span style=\"font-weight: 400;\"> in getting people off tobacco over the years.</span>\r\n\r\n<span style=\"font-weight: 400;\">Despite being a smoker, I support this draft legislation because it’s in the best interest of public health. The stricter rules will protect many people, including those who unwillingly have to inhale second-hand smoke. For example, in South Africa </span><a href=\"https://www.samrc.ac.za/sites/default/files/attachments/2023-02/Global-Adult-Tobacco-Survey-GATS-SA.pdf\"><span style=\"font-weight: 400;\">just more than 11% of adults who work indoors</span></a><span style=\"font-weight: 400;\"> are exposed to tobacco smoke in enclosed areas at their workplace, meaning that people are forced to face harm simply by earning a living. </span>\r\n<h4><b>‘It’s just a vape’</b></h4>\r\n<span style=\"font-weight: 400;\">It’s not only cigarettes that pose a risk to workers, though. </span>\r\n\r\n<span style=\"font-weight: 400;\">A few years ago, at a report launch I attended, someone was drawing on an e-cigarette while we were all together inside. When people protested, the smoker replied that “it’s just a vape”. </span>\r\n\r\n<span style=\"font-weight: 400;\">But e-cigarettes </span><a href=\"http://www.scielo.org.za/scielo.php?script=sci_arttext&pid=S0256-95742020000300006#:~:text=The%20World%20Health%20Organization%20(WHO,unproven%20health%20claims%20regarding%20e%2D\"><span style=\"font-weight: 400;\">aren’t harmless</span></a><span style=\"font-weight: 400;\">. Yet portraying them as such is a </span><a href=\"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC9367763/\"><span style=\"font-weight: 400;\">successful marketing ploy</span></a><span style=\"font-weight: 400;\"> by manufacturers – </span><a href=\"https://bhekisisa.org/article/2024-01-29-a-race-to-the-bottom-does-sas-new-tobacco-bill-have-enough-teeth-to-thwart-f1-sprints-on-tv/\"><span style=\"font-weight: 400;\">many of whom are linked to big tobacco companies</span></a><span style=\"font-weight: 400;\"> – and is all the more reason that their sale and use should be regulated. </span>\r\n<blockquote>My individual choice should not be taken as more important than public health and the well-being of society as a whole</blockquote>\r\n<span style=\"font-weight: 400;\">Also, smoking water pipes – aka hookahs, shishas or hubblies – </span><a href=\"https://journals.co.za/doi/full/10.7196/SAJCH.2022.v16.i3.1709\"><span style=\"font-weight: 400;\">is on the rise in South Africa</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://apps.who.int/iris/bitstream/handle/10665/179523/WHO_NMH_PND_15.4_eng.pdf\"><span style=\"font-weight: 400;\">like in many parts of the world</span></a><span style=\"font-weight: 400;\">, and hookah bars are all the rage. (A</span><a href=\"https://www.emro.who.int/tfi/know-the-truth/waterpipe-tobacco-use.html\"><span style=\"font-weight: 400;\"> water pipe</span></a><span style=\"font-weight: 400;\">, also known as a bong, is almost like an old-school mechanical vape. It looks a bit like a long-stemmed ornamental jug with a flexible hose connected to the spout. Tobacco is placed in a small bowl at the top of the stem and when heated, it forms smoke that is passed through water or another liquid in the jug. The user then sucks the vapour into the hose.) </span>\r\n\r\n<span style=\"font-weight: 400;\">While there isn’t enough good data evaluating the health effects of hookah smoke on employees in these bars, </span><a href=\"https://tobaccocontrol.bmj.com/content/26/1/40.abstract?sid=1466f8c7-8245-4634-a185-270e95e2d201\"><span style=\"font-weight: 400;\">a study</span></a><span style=\"font-weight: 400;\"> among a small group in New York City found that they exhaled much higher amounts of dangerous gases and that their immune systems had released more inflammation-linked chemicals than normal after a shift. </span><a href=\"https://bhekisisa.org/health-beat-shorts/2024-03-27-whats-95-safer-than-tobacco-not-vapes-say-experts/\"><span style=\"font-weight: 400;\">Like vapes</span></a><span style=\"font-weight: 400;\">, hookah smoking is punted to be safer than puffing on cigarettes, but it’s linked to many of </span><a href=\"https://www.cdc.gov/tobacco/data_statistics/fact_sheets/tobacco_industry/hookahs/index.htm#:~:text=Even%20after%20it%20has%20passed,levels%20of%20these%20toxic%20agents.&text=Hookah%20tobacco%20and%20smoke%20contain,%2C%20bladder%2C%20and%20oral%20cancers.&text=Tobacco%20juices%20from%20hookahs%20irritate,risk%20of%20developing%20oral%20cancers.\"><span style=\"font-weight: 400;\">the same negative health effects</span></a><span style=\"font-weight: 400;\"> as smoking and poses risks to those exposed to it. </span>\r\n<h4><b>How Big Tobacco plays the game</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">When South Africa’s changed bill was first announced in 2018, pro-smoking media messages </span><a href=\"https://tobaccocontrol.bmj.com/content/tobaccocontrol/32/4/450.full.pdf\"><span style=\"font-weight: 400;\">backed by Big Tobacco</span></a><span style=\"font-weight: 400;\"> sold the idea that the proposed bill will harm society and South Africa’s economy. But the economic cost conveniently left out of industry’s rhetoric is that in 2016, healthcare costs related to tobacco use meant that </span><a href=\"https://pubmed.ncbi.nlm.nih.gov/32832993/\"><span style=\"font-weight: 400;\">“for every rand received in the form of cigarette tax, society loses R3.43”</span></a><span style=\"font-weight: 400;\">. Such messages match the stance that, as a big </span><a href=\"https://journals.plos.org/plosmedicine/article?id=10.1371/journal.pmed.1002125\"><span style=\"font-weight: 400;\">analysis</span></a><span style=\"font-weight: 400;\"> of studies found, when the tobacco industry is faced with anti-smoking policy proposals, it produces “an alarmist narrative that proposed policies will fail and lead to a great number of undesirable social and economic consequences”.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2024-02-04-does-sas-new-tobacco-bill-have-the-teeth-to-end-f1-on-tv/\"><span style=\"font-weight: 400;\">Does SA’s new Tobacco Bill have enough horsepower to thwart Formula 1 races on TV?</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Moreover, as part of the opposition to the new tobacco laws, vape manufacturers put forward questionable claims that e-cigarettes can help people to quit tobacco – when instead they just help Big Tobacco </span><a href=\"https://tobaccocontrol.bmj.com/content/30/e1/e1\"><span style=\"font-weight: 400;\">to continue to profit from a deadly addiction</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sure, like many other smokers, I’m not looking forward to losing the smoking areas at some of my favourite places to hang out. But my individual choice should not be taken as more important than public health and the well-being of society as a whole – especially not in defence of an industry that is </span><a href=\"https://www.theguardian.com/world/series/tobacco-a-deadly-business\"><span style=\"font-weight: 400;\">known to be deadly</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://bat-uncovered.exposetobacco.org/wp-content/uploads/2021/09/British-American-Tobacco-in-South-Africa.pdf\"><span style=\"font-weight: 400;\">operate with impunity</span></a><span style=\"font-weight: 400;\">. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Koketso Moeti has a long background in civic activism and has over the years worked at the intersection of governance, communication and citizen action. When people protested, the smoker replied that “it’s just a vape”. </span>\r\n\r\n<span style=\"font-weight: 400;\">But e-cigarettes </span><a href=\"http://www.scielo.org.za/scielo.php?script=sci_arttext&pid=S0256-95742020000300006#:~:text=The%20World%20Health%20Organization%20(WHO,unproven%20health%20claims%20regarding%20e%2D\"><span style=\"font-weight: 400;\">aren’t harmless</span></a><span style=\"font-weight: 400;\">. Yet portraying them as such is a </span><a href=\"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC9367763/\"><span style=\"font-weight: 400;\">successful marketing ploy</span></a><span style=\"font-weight: 400;\"> by manufacturers – </span><a href=\"https://bhekisisa.org/article/2024-01-29-a-race-to-the-bottom-does-sas-new-tobacco-bill-have-enough-teeth-to-thwart-f1-sprints-on-tv/\"><span style=\"font-weight: 400;\">many of whom are linked to big tobacco companies</span></a><span style=\"font-weight: 400;\"> – and is all the more reason that their sale and use should be regulated. </span>\r\n<blockquote>My individual choice should not be taken as more important than public health and the well-being of society as a whole</blockquote>\r\n<span style=\"font-weight: 400;\">Also, smoking water pipes – aka hookahs, shishas or hubblies – </span><a href=\"https://journals.co.za/doi/full/10.7196/SAJCH.2022.v16.i3.1709\"><span style=\"font-weight: 400;\">is on the rise in South Africa</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://apps.who.int/iris/bitstream/handle/10665/179523/WHO_NMH_PND_15.4_eng.pdf\"><span style=\"font-weight: 400;\">like in many parts of the world</span></a><span style=\"font-weight: 400;\">, and hookah bars are all the rage. (A</span><a href=\"https://www.emro.who.int/tfi/know-the-truth/waterpipe-tobacco-use.html\"><span style=\"font-weight: 400;\"> water pipe</span></a><span style=\"font-weight: 400;\">, also known as a bong, is almost like an old-school mechanical vape. It looks a bit like a long-stemmed ornamental jug with a flexible hose connected to the spout. Tobacco is placed in a small bowl at the top of the stem and when heated, it forms smoke that is passed through water or another liquid in the jug. The user then sucks the vapour into the hose.) </span>\r\n\r\n<span style=\"font-weight: 400;\">While there isn’t enough good data evaluating the health effects of hookah smoke on employees in these bars, </span><a href=\"https://tobaccocontrol.bmj.com/content/26/1/40.abstract?sid=1466f8c7-8245-4634-a185-270e95e2d201\"><span style=\"font-weight: 400;\">a study</span></a><span style=\"font-weight: 400;\"> among a small group in New York City found that they exhaled much higher amounts of dangerous gases and that their immune systems had released more inflammation-linked chemicals than normal after a shift. </span><a href=\"https://bhekisisa.org/health-beat-shorts/2024-03-27-whats-95-safer-than-tobacco-not-vapes-say-experts/\"><span style=\"font-weight: 400;\">Like vapes</span></a><span style=\"font-weight: 400;\">, hookah smoking is punted to be safer than puffing on cigarettes, but it’s linked to many of </span><a href=\"https://www.cdc.gov/tobacco/data_statistics/fact_sheets/tobacco_industry/hookahs/index.htm#:~:text=Even%20after%20it%20has%20passed,levels%20of%20these%20toxic%20agents.&text=Hookah%20tobacco%20and%20smoke%20contain,%2C%20bladder%2C%20and%20oral%20cancers.&text=Tobacco%20juices%20from%20hookahs%20irritate,risk%20of%20developing%20oral%20cancers.\"><span style=\"font-weight: 400;\">the same negative health effects</span></a><span style=\"font-weight: 400;\"> as smoking and poses risks to those exposed to it. </span>\r\n<h4><b>How Big Tobacco plays the game</b><span style=\"font-weight: 400;\"> </span></h4>\r\n<span style=\"font-weight: 400;\">When South Africa’s changed bill was first announced in 2018, pro-smoking media messages </span><a href=\"https://tobaccocontrol.bmj.com/content/tobaccocontrol/32/4/450.full.pdf\"><span style=\"font-weight: 400;\">backed by Big Tobacco</span></a><span style=\"font-weight: 400;\"> sold the idea that the proposed bill will harm society and South Africa’s economy. But the economic cost conveniently left out of industry’s rhetoric is that in 2016, healthcare costs related to tobacco use meant that </span><a href=\"https://pubmed.ncbi.nlm.nih.gov/32832993/\"><span style=\"font-weight: 400;\">“for every rand received in the form of cigarette tax, society loses R3.43”</span></a><span style=\"font-weight: 400;\">. Such messages match the stance that, as a big </span><a href=\"https://journals.plos.org/plosmedicine/article?id=10.1371/journal.pmed.1002125\"><span style=\"font-weight: 400;\">analysis</span></a><span style=\"font-weight: 400;\"> of studies found, when the tobacco industry is faced with anti-smoking policy proposals, it produces “an alarmist narrative that proposed policies will fail and lead to a great number of undesirable social and economic consequences”.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2024-02-04-does-sas-new-tobacco-bill-have-the-teeth-to-end-f1-on-tv/\"><span style=\"font-weight: 400;\">Does SA’s new Tobacco Bill have enough horsepower to thwart Formula 1 races on TV?</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Moreover, as part of the opposition to the new tobacco laws, vape manufacturers put forward questionable claims that e-cigarettes can help people to quit tobacco – when instead they just help Big Tobacco </span><a href=\"https://tobaccocontrol.bmj.com/content/30/e1/e1\"><span style=\"font-weight: 400;\">to continue to profit from a deadly addiction</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sure, like many other smokers, I’m not looking forward to losing the smoking areas at some of my favourite places to hang out. But my individual choice should not be taken as more important than public health and the well-being of society as a whole – especially not in defence of an industry that is </span><a href=\"https://www.theguardian.com/world/series/tobacco-a-deadly-business\"><span style=\"font-weight: 400;\">known to be deadly</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://bat-uncovered.exposetobacco.org/wp-content/uploads/2021/09/British-American-Tobacco-in-South-Africa.pdf\"><span style=\"font-weight: 400;\">operate with impunity</span></a><span style=\"font-weight: 400;\">. </span><b>DM</b>\r\n\r\n<i><span style=\"font-weight: 400;\">Koketso Moeti has a long background in civic activism and has over the years worked at the intersection of governance, communication and citizen action.
