"contents": "<span style=\"font-weight: 400;\">The panel tasked with investigating the alleged loading of arms for Russia on to a Russian cargo vessel, the Lady R, has met its 18 July deadline to finalise its investigation, the Presidency confirmed on Tuesday.</span>\r\n\r\n<span style=\"font-weight: 400;\">The panel now has two weeks to work on its confidential report before submitting it to President Cyril Ramaphosa, Presidency spokesperson Vincent Magwenya told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/lady-r/\"><span style=\"font-weight: 400;\">Lady R in South Africa</span></a>\r\n\r\n<span style=\"font-weight: 400;\">The Presidency had earlier announced it would set up an independent inquiry, to be chaired by a retired judge, to investigate the allegations relating to the Lady R, which </span><span style=\"font-weight: 400;\">docked at Simon’s Town Naval Base in December 2022.</span>\r\n\r\n<span style=\"font-weight: 400;\">This was after the </span><span style=\"font-weight: 400;\">US ambassador to South Africa, Reuben Brigety, </span><span style=\"font-weight: 400;\">told journalists in May that Washington was </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-11-us-ambassador-lashes-out-at-anc-government-for-providing-arms-and-ammunition-to-russia/\"><span style=\"font-weight: 400;\">“confident” that weapons were loaded</span></a><span style=\"font-weight: 400;\"> on to the Lady R in a clandestine operation last December. </span>\r\n\r\n<span style=\"font-weight: 400;\">Brigety’s accusations were catalytic and prompted </span><span style=\"font-weight: 400;\">International Relations Minister Naledi Pandor to </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-12-sa-set-to-demarche-us-ambassador-on-bombshell-russian-ammunition-accusations/\"><span style=\"font-weight: 400;\">démarche</span></a><span style=\"font-weight: 400;\"> him.</span>\r\n\r\n<span style=\"font-weight: 400;\">According to a </span><a href=\"https://www.thepresidency.gov.za/press-statements/president-ramaphosa-appoints-panel-investigate-veracity-allegations-related-docking-russian-vessel\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\"> released by the Presidency, Ramaphosa had decided to set up an inquiry to look into the Lady R matter because of the seriousness of the allegations, the immense public interest and the impact of this saga on South Africa’s international relations.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2023-06-13-biden-administration-shares-concerns-of-us-congress-over-sas-perceived-support-for-russia/\"><span style=\"font-weight: 400;\">Biden administration shares concerns of US Congress over SA’s perceived support for Russia</span></a>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2023-05-28-ramaphosa-appoints-judge-phineas-mojapelo-to-chair-inquiry-into-russian-cargo-ship-lady-r/\"><span style=\"font-weight: 400;\">The panel was appointed by the President on 28 May</span></a><span style=\"font-weight: 400;\">, and the statement said it would finalise its investigation “within six weeks of its appointment”. This means, in calendar terms, it should have been done by Sunday, 9 July, provided there was no request for an extension.</span>\r\n\r\n<span style=\"font-weight: 400;\">But the panel only officially began its work on 6 June, Magwenya confirmed to </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> on Tuesday. This made the six-week deadline for concluding its investigation 18 July – a deadline that the panel has now met.</span>\r\n\r\n<span style=\"font-weight: 400;\">“They have two weeks to work on their report. Today [Tuesday] was the last day for them to receive evidence,” Magwenya told </span><i><span style=\"font-weight: 400;\">Daily Maverick.</span></i>\r\n\r\n<span style=\"font-weight: 400;\">The panel’s terms of reference have not been gazetted, and the work of the panel will not be made public, nor will its report be released publicly, </span><a href=\"https://www.timeslive.co.za/sunday-times/news/2023-06-04-lady-r-probe-report-will-be-kept-secret/\"><i><span style=\"font-weight: 400;\">TimesLIVE</span></i></a><span style=\"font-weight: 400;\"> reported.</span>\r\n\r\n<span style=\"font-weight: 400;\">There has been mounting criticism from civil society groups and political parties about the government’s decision to keep the Lady R probe report confidential.</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.da.org.za/2023/06/da-fights-ramaphosas-plan-to-hide-lady-r-report\"><span style=\"font-weight: 400;\">DA earlier announced</span></a><span style=\"font-weight: 400;\"> that it had submitted a Promotion of Access to Information Act (PAIA) application to obtain a copy of the panel’s terms of reference. The party’s shadow minister of defence, Kobus Marais, also </span><a href=\"https://www.da.org.za/2023/06/lady-r-the-big-cover-up-continues\"><span style=\"font-weight: 400;\">submitted</span></a><span style=\"font-weight: 400;\"> a PAIA application on 11 May, to seek details regarding the cargo that was loaded on to and off the Lady R.</span>\r\n\r\n<span style=\"font-weight: 400;\">The civil society organisations </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-06-democracy-dies-behind-closed-doors-open-the-lady-r-inquiry/\"><span style=\"font-weight: 400;\">Open Secrets</span></a><span style=\"font-weight: 400;\"> and the </span><a href=\"https://www.outa.co.za/blog/newsroom-1/post/just-tell-us-what-was-on-the-russian-ship-1260\"><span style=\"font-weight: 400;\">Organisation Undoing Tax Abuse</span></a><span style=\"font-weight: 400;\"> have called on the government to make public the details surrounding the Lady R.</span>\r\n\r\n<span style=\"font-weight: 400;\">The three-person panel is chaired by the retired Deputy Judge President of the High Court in Johannesburg, </span><span style=\"font-weight: 400;\">Phineas Mojapelo. The other members are advocate Leah Gcabashe and former deputy minister of basic education Enver Surty.</span>\r\n\r\n<span style=\"font-weight: 400;\">The panel, </span><a href=\"https://www.thepresidency.gov.za/press-statements/president-ramaphosa-appoints-panel-investigate-veracity-allegations-related-docking-russian-vessel\"><span style=\"font-weight: 400;\">according to the statement announcing its appointment</span></a><span style=\"font-weight: 400;\"> in May, is tasked with establishing “persons who were aware of the cargo ship’s arrival, and, if any, the contents to be off-loaded or loaded”, along with the departure and destination of the cargo.</span>\r\n\r\n<span style=\"font-weight: 400;\">It will also “evaluate whether constitutional, legal or other obligations were complied with in relation to the cargo ship’s arrival, its stay, the loading or off-loading of its contents, and its departure”. </span><b>DM</b>",
