The meeting will be overshadowed by revelations that IPID has a long track record of closing and completing cases prematurely to clear cases from the workload and inflate performance statistics.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">This week, following an </span></span></span><a href=\"https://viewfinder.org.za/kill-the-files/\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>exposé</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> by Viewfinder, current and former IPID officials have scrambled to explain themselves.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Meanwhile, the DA’s shadow minister of police Andrew Whitfield has called for Parliament to summon IPID’s acting head Victor Senna and former head Robert McBride to account.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Senna was already scheduled to present IPID’s 2018/19 annual report to Parliament today. Whitfield said there was still a need for a dedicated session to review all IPID’s annual reports from 2012 to present.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The latest annual report Senna will present on Thursday claims that IPID has met 83% of its </span></span></span><a href=\"https://www.documentcloud.org/documents/6463521-Scan-of-IPID-annual-report-2018-19-p.html#document/p1/a529547\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>performance</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> targets, compared with 65% the previous year. This was in spite of IPID closing five satellite offices — in the Eastern Cape, Free State, KwaZulu-Natal, Northern Cape and North West — due to budget constraints.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">IPID’s better performance is bolstered by the </span></span></span><a href=\"https://www.documentcloud.org/documents/6463520-Scan-of-IPID-annual-report-2018-19.html#document/p1/a529559\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>highest number</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> of “completed” cases since the </span></span></span><a href=\"https://www.documentcloud.org/documents/6244504-Civilian-Secretariat-for-Police-Independent.html#document/p13/a516691\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>performance spike</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> that former head Israel Kgamanyane reported to Parliament three years ago.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">The 2015/16 performance spike was a major focus of Viewfinder’s launch article this week. The article published allegations from whistle-blowers, McBride and IPID head of investigations Matthews Sesoko, that the 2015/16 completion statistics were rigged on a national scale in a bid to inflate performance statistics. McBride and Sesoko were on suspension during that period and, thus, not directly implicated.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But Viewfinder also analysed whistle-blower reports from </span></span></span><a href=\"https://www.documentcloud.org/documents/6432662-Madonsela-Letter-to-IPID-2012.html#document/p1/a528027\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>2012</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> and 2014 (from </span></span></span><a href=\"https://www.documentcloud.org/documents/6385477-GP-Site-Visit-Report-June-2014.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>Gauteng</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, </span></span></span><a href=\"https://www.documentcloud.org/documents/6385476-ED-Memo-Kimberley-Report.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>Northern Cape</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> and </span></span></span><a href=\"https://www.documentcloud.org/documents/6385511-ED-Memo-Report-on-Provincial-Visit-KZN.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>KwaZulu-Natal</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> provincial offices) which suggest that the manipulation of statistics was systematic and ongoing before McBride and Sesoko were suspended.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">McBride said as much when he was</span></span></span><a href=\"http://www.702.co.za/articles/363163/listen-mcbride-responds-to-allegations-that-ipid-closed-cases-prematurely\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u> interviewed</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> on Radio 702 on Tuesday. Responding to a question about statistical manipulation at IPID, McBride said:</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">In 2014 we conducted provincial visits. We identified shortcomings which were institutional and systemic… Because the problems were systemic we had to put a systems change or interventions in place.”</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">If indeed McBride tried to institute these interventions following the site visits, these attempts would have been cut short by his suspension just months later.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">IPID’s position has changed over the past few weeks, as the evidence against the directorate mounted. Originally Sesoko told Viewfinder, in an interview, that statistics were manipulated in 2015/16. Then IPID spokesman Sontaga Seisa backtracked, saying management was “not in agreement” that statistics were manipulated in that year. In a </span></span></span><a href=\"https://www.documentcloud.org/documents/6463503-GROINDUP-REPORT-on-IPID-STATS-ALLEGATIONS.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>statement</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> published this week, Seisa said IPID was investigating internally and had taken action against officials for manipulating statistics at the Gauteng office in 2016. IPID has not responded substantively to the 2012 and 2014 allegations.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Meanwhile, Johan Burger, a policing expert with the Institute for Security Studies (ISS) interviewed by </span></span></span><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>News24</i></span></span></span><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, </span></span></span><a href=\"https://www.news24.com/SouthAfrica/News/budget-constraints-understaffing-and-targets-at-centre-of-ipid-woes-iss-20191009\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>echoed</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> Viewfinder’s finding that capacity shortfalls and targets (which aim for quantity over quality) were important factors in understanding why IPID’s provincial offices completed cases prematurely.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Capacity shortfalls are, however, not a good reason for taking shortcuts and “misleading” Parliament, said Freedom Front Plus MP and police portfolio committee member Pieter Groenewald.</span></span></span>\r\n\r\n<span style=\"color: #000000;\">“<span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">If budget constraints are the reason it should have been revealed to the committee to deal with the problem. To mislead Parliament is serious and disciplinary steps must be taken.”</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Whitfield pointed out, too, that he recently </span></span></span><a href=\"https://www.documentcloud.org/documents/6463536-Andrew-BVS-Police-1-2.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>recommended</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> that IPID be better funded.</span></span></span>\r\n\r\n<span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Meanwhile, police portfolio committee chair Tina Joemat-Pettersson did not respond to a </span></span></span><a href=\"https://www.documentcloud.org/documents/6463544-Daily-Maverick-Media-Query-PCP-Response-to-IPID.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>query</u></span></span></span></a><span style=\"color: #000000;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> from Viewfinder.
