"contents": "Dear DM168 readers,\r\n\r\n<span style=\"font-weight: 400;\">In our </span><i><span style=\"font-weight: 400;\">DM168</span></i><span style=\"font-weight: 400;\"> lead story two weeks ago, we warned you that like the ominous first episode of Game of Thrones, a long, cold, dark winter is coming to South Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">That winter we described is here and as we predicted, acting Eskom CEO </span><span style=\"font-weight: 400;\">Calib Cassim</span><span style=\"font-weight: 400;\"> has admitted that we could face the worst-case scenario of Stage</span><a href=\"https://www.dailymaverick.co.za/article/2023-05-18-eskom-heads-into-cold-winter-season-on-backfoot-beneath-shadow-of-stage-8-blackouts/\"><span style=\"font-weight: 400;\"> 7 and 8 </span></a><span style=\"font-weight: 400;\">blackouts. </span>\r\n\r\n<span style=\"font-weight: 400;\">Some in the </span><a href=\"https://www.news24.com/news24/southafrica/news/highly-charged-atmosphere-anc-leaders-in-heated-nec-debate-over-future-of-eskoms-de-ruyter-20221210\"><span style=\"font-weight: 400;\">ANC </span></a><span style=\"font-weight: 400;\">and </span><a href=\"https://www.timeslive.co.za/news/south-africa/2022-06-29-eff-says-gordhan-de-ruyter-must-take-blame-for-eskom-woes-as-load-shedding-continues/\"><span style=\"font-weight: 400;\">EFF</span></a><span style=\"font-weight: 400;\"> would like you to believe that this dire situation we find ourselves in was all the fault of former Eskom CEO Andre de Ruyter, who sang like a canary in a coal mine in his televised interview with Annika Larsen in February and in his recently launched tell-all book. </span>\r\n\r\n<span style=\"font-weight: 400;\">But those who have been watching and living in this flickering zone of night and twilight since our first bout of load shedding in 2008, know that we are where we are because a once nationally loved and globally celebrated liberation movement of the people for the people transformed itself over over 29 years in power into a counter-revolutionary, narrow-interest, looting party of political and business elites, greedily devouring, and then burying in mounds of stinking hubris, the dream of a better life for all.</span>\r\n\r\n<span style=\"font-weight: 400;\">There is a long list of examples of the ANC’s descent from angels of hope to knights of squander and despair – from Fikile Mabula and the ANC Youth League’s bizarre posh-drinking-buddy and cash-snacks relationship with mining magnate </span><a href=\"https://mg.co.za/article/2011-04-08-kebble-mentored-mbalula/\"><span style=\"font-weight: 400;\">Brett Kebble</span></a><span style=\"font-weight: 400;\">, to </span><a href=\"https://mg.co.za/article/2010-08-03-selebi-sentenced-to-15-years/\"><span style=\"font-weight: 400;\">Jackie Selebi’s</span></a><span style=\"font-weight: 400;\"> relationship with drug dealer Glenn Agliotti that landed the former police commissioner in jail.</span>\r\n\r\n<span style=\"font-weight: 400;\">There’s Jacob Zuma’s relationship with</span><a href=\"https://www.sahistory.org.za/dated-event/schabir-shaik-convicted-two-corruption-charges\"><span style=\"font-weight: 400;\"> Schabir Shaik</span></a><span style=\"font-weight: 400;\"> and the arms deal saga; his </span><a href=\"https://www.dailymaverick.co.za/article/2022-08-30-nkandla-upgrades-court-says-vbs-can-seize-assets/\"><span style=\"font-weight: 400;\">Nkandla</span></a><span style=\"font-weight: 400;\">; his opening the door to the Guptas’ freeloading; Cyril Ramaphosa’s </span><a href=\"https://mg.co.za/news/2021-09-03-marikana-case-in-court-soon-to-haunt-ramaphosa/\"><span style=\"font-weight: 400;\">Marikana</span></a><span style=\"font-weight: 400;\"> mine massacre callousness; his </span><a href=\"https://mg.co.za/top-six/2022-06-21-nwc-taking-its-time-with-report-on-phala-phala-scandal-to-avoid-mistakes/\"><span style=\"font-weight: 400;\">Phala Phala</span></a><span style=\"font-weight: 400;\"> dollars-in-couches craziness; and the Zondo Commission’s recommendation that former Gauteng Premier </span><a href=\"https://ewn.co.za/2022/03/02/zondo-commission-says-nomvula-mokonyane-must-be-probed-for-bosasa-corruption\"><span style=\"font-weight: 400;\">Nomvula Mokonyana</span></a><span style=\"font-weight: 400;\"> be investigated and prosecuted for corruption for allegedly accepting bribes from the late Gavin Watson’s Bosasa. </span>\r\n\r\n<span style=\"font-weight: 400;\">That there are ANC lovies who care more for Johnny Walker Blue, Christian Dior and Aston Martins than the poor is patently and blatantly evident in an international report released this week on Grade 4 literacy.</span>\r\n\r\n<span style=\"font-weight: 400;\">The 2021 </span><a href=\"https://www.iea.nl/studies/iea/pirls/2021\"><span style=\"font-weight: 400;\">Progress in International Reading Literacy Study</span> </a><span style=\"font-weight: 400;\">revealed that 81% of Grade 4 learners were unable to read for meaning in any of South Africa’s 11 official languages.</span>\r\n\r\n<span style=\"font-weight: 400;\">As reported by my colleague </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-16-international-study-shows-81-of-grade-4s-in-south-africa-cannot-read-for-meaning/\"><span style=\"font-weight: 400;\">Tamsin Metelerkamp</span></a><span style=\"font-weight: 400;\">, </span><span style=\"font-weight: 400;\">previous iterations of the study in 2016 and 2011 put the percentage of Grade 4s who couldn’t read for meaning at 78% and 82%. </span>\r\n\r\n<span style=\"font-weight: 400;\">The study laid bare our deep inequalities, revealing that the inability to read for meaning was not evident in English- and Afrikaans-speaking schools, but was in all other nine mother tongue languages. Our non-fee paying schools, which are meant to open the doors of learning to the urban and rural poor, are shutting them out. </span>\r\n\r\n<span style=\"font-weight: 400;\">The situation has been exacerbated by the Education Department’s shutdown of schools and rotational learning during Covid, which has set back reading for meaning by a decade. </span>\r\n\r\n<span style=\"font-weight: 400;\">The problem, however, is not new. The ANC has been so busy with its own internal power struggles finding time for different factions to eat at the banquet of power, that its main constituency, the poor, have been neglected and shut out of educational opportunities that could lead them out of poverty. </span>\r\n\r\n<span style=\"font-weight: 400;\">Access to </span><a href=\"https://www.concernusa.org/story/quality-education-explained/\"><span style=\"font-weight: 400;\">quality education</span></a><span style=\"font-weight: 400;\"> is a globally recognised </span><a href=\"https://www.concernusa.org/story/solutions-to-poverty/\"><span style=\"font-weight: 400;\">solution to poverty</span></a><span style=\"font-weight: 400;\">, so why is our government denying 82% of our country’s children a chance to improve their lives and those of generations to come?</span>\r\n\r\n<span style=\"font-weight: 400;\">If our country cared more for its children, much more attention would be spent on getting those millions of children who have lost out on a future just to read.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nic Spaull, secretary of the </span><a href=\"https://www.dailymaverick.co.za/article/2023-02-08-still-no-national-plan-to-address-sas-reading-crisis-as-percentage-of-children-who-can-read-for-meaning-declines/\"><span style=\"font-weight: 400;\">2030 Reading Panel</span></a><span style=\"font-weight: 400;\"> and associate professor of economics at Stellenbosch University, has suggested many fundamental reforms in education that could do just this, starting with the way teachers are recruited; the way they’re trained; the way they’re certified; how education is financed; and the resourcing of schools. </span>\r\n\r\n<span style=\"font-weight: 400;\">All of this can be done but as Spaull says: “None of those things are possible without tackling the politics that’s involved in South African education.”</span>\r\n\r\n<span style=\"font-weight: 400;\">And once again therein lies the rub. </span>\r\n\r\n<span style=\"font-weight: 400;\">Write to me at </span><a href=\"mailto:[email protected]\"><span style=\"font-weight: 400;\">[email protected]</span></a><span style=\"font-weight: 400;\"> about this and any other issues you would like to discuss.</span>\r\n\r\n<span style=\"font-weight: 400;\">In this week’s DM168 we give you some deep insights into the politics of the power struggle, both past and present, that have led us to this heart of darkness that is Eskom and our electricity woes.
