"contents": "<span style=\"font-weight: 400;\">“Over R800-million per day is lost to corruption, nationally,” claims a June 2022 tweet </span><a href=\"https://twitter.com/Our_DA/status/1535169697859227648\"><span style=\"font-weight: 400;\">posted</span></a><span style=\"font-weight: 400;\"> by South Africa’s </span><a href=\"https://www.da.org.za/\"><span style=\"font-weight: 400;\">Democratic Alliance</span></a><span style=\"font-weight: 400;\"> (DA) opposition party.</span>\r\n\r\n<span style=\"font-weight: 400;\">The claim was made as part of the party’s campaign to fight “<a href=\"https://www.dailymaverick.co.za/article/2022-05-05-zondo-takes-scythe-to-anc-cadre-deployment-zumas-pliant-cabinet/\">cadre deployment</a>” by the ruling </span><a href=\"https://www.anc1912.org.za/\"><span style=\"font-weight: 400;\">African National Congress</span></a><span style=\"font-weight: 400;\"> (ANC) government. Cadre deployment is </span><a href=\"https://www.abacademies.org/articles/an-assessment-of-cadre-deployment-practices-in-kwazulunatal-local-government-13144.html\"><span style=\"font-weight: 400;\">a policy</span></a><span style=\"font-weight: 400;\"> of appointing party members to government positions based on their loyalty to the party’s aims and objectives. </span>\r\n\r\n<span style=\"font-weight: 400;\">The DA’s </span><a href=\"https://www.da.org.za/outlawcadredeployment\"><span style=\"font-weight: 400;\">#OutlawCadreDeployment</span></a><span style=\"font-weight: 400;\"> campaign includes a </span><a href=\"https://www.da.org.za/outlawcadredeployment\"><span style=\"font-weight: 400;\">proposed law</span></a><span style=\"font-weight: 400;\"> to ensure public service appointments are based on merit instead of party loyalty, and </span><a href=\"https://www.da.org.za/outlawcadredeployment\"><span style=\"font-weight: 400;\">court action</span></a><span style=\"font-weight: 400;\"> to declare cadre deployment unconstitutional. </span>\r\n\r\n<span style=\"font-weight: 400;\">The party has connected the policy to “</span><a href=\"https://www.bbc.com/news/world-africa-48980964\"><span style=\"font-weight: 400;\">State Capture</span></a><span style=\"font-weight: 400;\">”, a form of corruption in which politicians and businesses work together to make economic and political decisions that advance their interests. </span>\r\n\r\n<span style=\"font-weight: 400;\">In late 2021, </span><a href=\"https://theconversation.com/state-capture-in-south-africa-how-the-rot-set-in-and-how-the-project-was-rumbled-176481\"><span style=\"font-weight: 400;\">a commission of inquiry</span></a><span style=\"font-weight: 400;\"> into alleged State Capture by former </span><a href=\"https://www.thepresidency.gov.za/profiles/president-jacob-zuma-0\"><span style=\"font-weight: 400;\">president Jacob Zuma</span></a><span style=\"font-weight: 400;\"> and businesspeople Ajay, Atul and Rajesh Gupta, known as </span><a href=\"https://theconversation.com/what-itll-take-for-the-guptas-to-face-corruption-charges-in-south-africa-184952\"><span style=\"font-weight: 400;\">the Gupta brothers</span></a><span style=\"font-weight: 400;\">, wrapped up. </span>\r\n\r\n<span style=\"font-weight: 400;\">State Capture </span><a href=\"https://theconversation.com/state-capture-in-south-africa-how-the-rot-set-in-and-how-the-project-was-rumbled-176481\"><span style=\"font-weight: 400;\">cost South Africa billions of rands</span></a><span style=\"font-weight: 400;\"> in tax funds. But is R800-million lost to corruption each day? We checked. </span>\r\n<h4><b>Source for DA’s figure unknown</b></h4>\r\n<i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> asked the DA for the source of the figure and how it was calculated. At the time of publication, the party had not responded. </span><i><span style=\"font-weight: 400;\">(Note: We will update this report if they do respond.) </span></i><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">We were also unable to find the source of the claim online. Our searches brought up several articles about corruption in South Africa, </span><a href=\"https://www.news24.com/fin24/Economy/South-Africa/sa-lost-r15-trillion-to-corruption-in-five-years-and-continues-to-bleed-report-20210623\"><span style=\"font-weight: 400;\">all</span></a> <a href=\"https://issafrica.org/iss-today/south-africas-mixed-messages-on-procurement-corruption\"><span style=\"font-weight: 400;\">giving</span></a> <a href=\"https://www.moneyweb.co.za/news/south-africa/flawed-tender-processes-could-be-costing-sa-r400bn-a-year/\"><span style=\"font-weight: 400;\">different</span></a> <a href=\"https://albertonrecord.co.za/109652/sassa-grant-fraud-r800-million-lost-to-corruption/amp\"><span style=\"font-weight: 400;\">figures</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<a href=\"https://www.wits.ac.za/experts/economics/\"><span style=\"font-weight: 400;\">Jannie Roussouw</span></a><span style=\"font-weight: 400;\"> is a professor of business administration at the </span><a href=\"https://www.wbs.ac.za/\"><span style=\"font-weight: 400;\">Wits Business School</span></a><span style=\"font-weight: 400;\">. He told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> that he had heard that R300-billion was lost to corruption each </span><i><span style=\"font-weight: 400;\">year</span></i><span style=\"font-weight: 400;\">, but could not verify it. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I don’t know where the figure of R300-billion comes from in the first instance but it seems to me that they worked from an annual figure to a daily figure,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">R800-million a day comes to R292-billion a year — almost R300 billion. </span>\r\n\r\n<span style=\"font-weight: 400;\">We were also unable to find a source for the supposed R300-billion lost yearly. We contacted </span><a href=\"https://www.corruptionwatch.org.za/\"><span style=\"font-weight: 400;\">Corruption Watch</span></a><span style=\"font-weight: 400;\">, an anti-corruption nonprofit based in Johannesburg, for clues. They were also unable to verify the DA’s figure or provide us with a more accurate estimate. </span>\r\n\r\n<span style=\"font-weight: 400;\">“This is a question that has been posed to us for the entire 10 years of our existence, and is a question that no one organisation can answer satisfactorily, not even in government,” Moira Campbell, Corruption Watch’s communications head, told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The absence of a monitoring mechanism for state institutions makes it hard to come up with a figure of how much is lost to corruption, let alone per day, and those institutions that investigate or audit government spending also can’t quantify how much is lost because procurement and reporting rules are simply not followed,” she said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Government estimated R27-billion lost to corruption per year</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2017 local news organisations </span><a href=\"https://businesstech.co.za/news/government/196116/corruption-costs-sa-gdp-at-least-r27-billion-annually-and-76-000-jobs/\"><span style=\"font-weight: 400;\">quoted</span></a><span style=\"font-weight: 400;\"> then minister of economic development (and current trade and industry minister) </span><a href=\"http://www.thedtic.gov.za/minister/\"><span style=\"font-weight: 400;\">Ebrahim Patel</span></a><span style=\"font-weight: 400;\"> as saying corruption cost South Africa at least R27-billion a year. This works out to roughly R74-million a day. </span>\r\n\r\n<span style=\"font-weight: 400;\">Patel </span><a href=\"https://www.youtube.com/watch?v=enwty09LX5I\"><span style=\"font-weight: 400;\">repeated this claim</span></a><span style=\"font-weight: 400;\"> in parliament in July 2019. </span>\r\n\r\n<span style=\"font-weight: 400;\">Africa Check asked Patel’s office how the figure was calculated and whether there was a more recent estimate. We have not received a response but will update this report if we do.</span>\r\n<h4><b>‘We simply don’t know’ — experts</b></h4>\r\n<span style=\"font-weight: 400;\">This is not the first time </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> has looked into claims about how much money is lost to corruption in South Africa.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2015 we </span><a href=\"https://africacheck.org/fact-checks/reports/has-south-africa-lost-r700-billion-corruption-94\"><span style=\"font-weight: 400;\">investigated a claim</span></a><span style=\"font-weight: 400;\"> that R700-billion had been lost to corruption since 1994, the year of the first democratic elections. We found the figure</span><a href=\"https://africacheck.org/fact-checks/reports/has-south-africa-lost-r700-billion-corruption-94\"><span style=\"font-weight: 400;\"> to be a thumb-suck</span></a><span style=\"font-weight: 400;\">, calculated using numbers that did not appear in any credible research and a complicated game of broken telephone. </span>\r\n\r\n<span style=\"font-weight: 400;\">The head of governance, crime and justice at the </span><a href=\"https://issafrica.org/personnel\"><span style=\"font-weight: 400;\">Institute for Security Studies</span></a><span style=\"font-weight: 400;\">, Gareth Newham, </span><a href=\"https://africacheck.org/fact-checks/reports/has-south-africa-lost-r700-billion-corruption-94\"><span style=\"font-weight: 400;\">previously told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i></a><span style=\"font-weight: 400;\"> “we simply don’t know what the actual amount is because corruption is a crime in which both parties benefit and will seek to hide”.</span>\r\n\r\n<span style=\"font-weight: 400;\">This was confirmed to still be the case by Corruption Watch’s Campbell.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The agencies of government that could help come up with a figure are so fragmented and disjointed, and one might add, poorly monitored,” she told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">“It was recorded by the office of the chief procurement officer in 2018 that government spends in the region of R800-billion per annum on the procurement of goods and services, but it remains a question as to how much of that reaches its intended objectives.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Assuming that the DA’s figure is correct, it would mean R800-million (or 36%) of the R2.2-billion the government spends every day is lost to corruption. </span>\r\n\r\n<span style=\"font-weight: 400;\">But there is no recent publicly available data to support the figure. And without a clear idea of how Patel’s number was calculated, it is difficult to determine exactly how much is lost to corruption every day.</span>\r\n<h4><b>Conclusion: DA’s claim that R800-million per day lost to corruption is unproven</b></h4>\r\n<span style=\"font-weight: 400;\">South Africa’s opposition Democratic Alliance recently claimed that R800-million was lost to corruption every day. The statement was part of their campaign to end “cadre deployment”. </span>\r\n\r\n<span style=\"font-weight: 400;\">The party did not respond to requests for the source of their number.
