"contents": "<span style=\"font-weight: 400;\">South Africa’s only nuclear power plant, Koeberg, has frequently been in the news in 2022, all for the wrong reasons.</span>\r\n\r\n<span style=\"font-weight: 400;\">Its operating licence expires in 2024, and its continued operation thereafter depends on critical refurbishments and upgrades. Work on these finally began in January this year, but immediately ran into difficulties, forcing significant delays.</span>\r\n\r\n<span style=\"font-weight: 400;\">Koeberg is supplying only half of its power while work is in progress. This has amplified the </span><a href=\"https://theconversation.com/south-africas-crippling-power-cuts-five-essential-reads-187111\"><span style=\"font-weight: 400;\">crippling power shortages</span></a><span style=\"font-weight: 400;\"> South Africa has been experiencing. This state of affairs, where the country effectively has 3% less generating power available than it would otherwise have, is </span><a href=\"https://theconversation.com/why-south-africas-electricity-blackouts-are-set-to-continue-for-the-next-five-years-155233\"><span style=\"font-weight: 400;\">expected to persist</span></a><span style=\"font-weight: 400;\"> for the bulk of the next two years.</span>\r\n\r\n<span style=\"font-weight: 400;\">Other potential signs of turbulence linked to Koeberg include:</span>\r\n<ul>\r\n \t<li>the <a href=\"https://www.engineeringnews.co.za/article/eskom-submits-safety-case-in-support-of-keeping-koeberg-going-2022-07-27\">delayed application</a> to the nuclear regulator to extend the plant’s licence;</li>\r\n \t<li>the <a href=\"https://www.dailymaverick.co.za/article/2022-05-18-peter-becker-sacked-from-the-national-nuclear-regulator-board-wont-go-down-without-a-fight/\">controversial dismissal</a> of one of the regulator’s board members — an opponent of nuclear power — by the Minister of Mineral and Energy Resources; and</li>\r\n \t<li><a href=\"https://www.iol.co.za/capetimes/news/eskoms-chief-nuclear-officer-at-koeberg-power-station-resigns-e607f7a6-0e6b-4a69-bf2a-9b76c9a01392\">resignations</a> of senior Koeberg staff, though there is no evidence that these were due to friction.</li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">All of this has led to speculation that the Koeberg life extension exercise is in difficulty. In turn, it casts doubt on the capacity of South Africa’s nuclear sector, and is likely to put to bed the highly ambitious </span><a href=\"https://www.dailymaverick.co.za/article/2022-04-12-mantashe-sends-clear-signal-sa-will-tender-for-nuclear-power-proposals-as-soon-as-possible/\"><span style=\"font-weight: 400;\">proposals</span></a><span style=\"font-weight: 400;\"> still advocated within the sector to build new nuclear plants.</span>\r\n<h4><b>Koeberg’s history</b></h4>\r\n<span style=\"font-weight: 400;\">Koeberg, Africa’s only operational nuclear power station, 27km north of the Cape Town city centre, is reaching the end of its scheduled life cycle.</span>\r\n\r\n<span style=\"font-weight: 400;\">The plant consists of two units of just over 900 megawatts each, and together these contribute roughly </span><a href=\"https://world-nuclear.org/information-library/country-profiles/countries-o-s/south-africa.aspx\"><span style=\"font-weight: 400;\">5% of South Africa’s electricity</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Koeberg was built by the French company Framatome between 1978 and 1984. In line with international practice, the plant was granted a 40-year operational licence which will expire in July 2024. Licensing the plant for a further 20 years is possible, as long as it meets specific safety criteria. Typically these involve particular upgrades and the replacement of various components.</span>\r\n\r\n<span style=\"font-weight: 400;\">So far the plant has operated reasonably safely, with only comparatively minor incidents recorded.</span>\r\n\r\n<hr />\r\n\r\n<strong>Visit <a href=\"https://www.dailymaverick.co.za?utm_source=direct&utm_medium=in_article_link&utm_campaign=homepage\"><em>Daily Maverick's</em> home page</a> for more news, analysis and investigations</strong>\r\n\r\n<hr />\r\n\r\n<span style=\"font-weight: 400;\">Some civil society groups have </span><a href=\"https://www.capetalk.co.za/articles/431564/koeberg-nuclear-power-station-must-be-shut-down-it-s-passed-its-sell-by-date\"><span style=\"font-weight: 400;\">called</span></a><span style=\"font-weight: 400;\"> for the closure of Koeberg when its current licence expires in 2024. South Africa’s extreme electricity crisis would make such a closure very difficult to absorb. While the construction of new nuclear plants is </span><a href=\"https://www.reuters.com/business/energy/edf-announce-new-cost-increase-delay-hinkley-point-nuclear-plant-2022-03-28/\"><span style=\"font-weight: 400;\">prohibitively expensive and very time intensive</span></a><span style=\"font-weight: 400;\">, extending the life span of an existing plant is in principle achievable in the short term and financially defensible.</span>\r\n\r\n<span style=\"font-weight: 400;\">The extension of the lifespan of Koeberg was also envisaged in the government-endorsed </span><a href=\"http://www.energy.gov.za/IRP/2019/IRP-2019.pdf#page=14\"><span style=\"font-weight: 400;\">2019 Integrated Resource Plan</span></a><span style=\"font-weight: 400;\"> for electricity.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nuclear activities in South Africa are controlled by the </span><a href=\"https://nnr.co.za/\"><span style=\"font-weight: 400;\">National Nuclear Regulator</span></a><span style=\"font-weight: 400;\">. The regulator is expected to be guided by recommendations drawn up by </span><a href=\"https://www.iaea.org/newscenter/pressreleases/iaea-concludes-long-term-operational-safety-review-at-south-africas-koeberg-nuclear-power-plant\"><span style=\"font-weight: 400;\">experts commissioned by the International Atomic Energy Agency</span></a><span style=\"font-weight: 400;\"> who inspected Koeberg in 2019. These recommendations include technical interventions for operating the plant safely for another 20 years. The most significant of these is the replacement of steam generators.</span>\r\n\r\n<span style=\"font-weight: 400;\">The upgrade is projected to </span><a href=\"https://www.dailymaverick.co.za/article/2021-11-28-r20bn-life-extension-of-koeberg-power-station-poses-significant-risks-for-south-africa/\"><span style=\"font-weight: 400;\">cost R20-billion</span></a><span style=\"font-weight: 400;\"> ($1.2 -billion). Most of this would go towards buying and installing six new steam generators.</span>\r\n\r\n<span style=\"font-weight: 400;\">The need to replace them was identified over 10 years ago, but </span><a href=\"https://www.news24.com/citypress/business/r5-billion-koeberg-chaos-20160506\"><span style=\"font-weight: 400;\">protracted litigation</span></a><span style=\"font-weight: 400;\"> over who would do the job held up the project. The operation was eventually scheduled for 2022.</span>\r\n<h4><b>Life extension project</b></h4>\r\n<span style=\"font-weight: 400;\">The replacements and upgrades needed to secure a 20-year operating licence extension require each Koeberg unit to be shut down for a projected five months. Unit 2 was therefore switched off on 18 January 2022 and was supposed to reopen in June 2022. Unit 1 was then to go through the same process, starting in October.</span>\r\n\r\n<span style=\"font-weight: 400;\">Things then went wrong. The critical steam generator replacement was </span><a href=\"https://www.dailymaverick.co.za/article/2022-03-06-eskom-delays-koeberg-maintenance-project-to-october/\"><span style=\"font-weight: 400;\">again postponed to 2023</span></a><span style=\"font-weight: 400;\">. The full reasons have not been officially disclosed. But there has been no denial of </span><a href=\"https://www.news24.com/news24/southafrica/investigations/eskoms-koeberg-nightmare-bosses-on-warpath-over-out-of-control-r20bn-nuclear-plant-upgrade-project-20220716\"><span style=\"font-weight: 400;\">reports</span></a><span style=\"font-weight: 400;\"> that the onsite storage facilities for the now radioactively contaminated old steam generators were not ready.</span>\r\n\r\n<span style=\"font-weight: 400;\">The delay in getting Koeberg Unit 2 up and running on schedule resulted in an additional 900 MW shortfall during South Africa’s </span><a href=\"https://www.timeslive.co.za/sunday-times/news/2022-07-17-koeberg-one-of-the-reasons-you-were-plunged-into-stage-6-load-shedding/\"><span style=\"font-weight: 400;\">most recent midwinter bout of severe power blackouts</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Unit 2 finally started </span><a href=\"https://www.engineeringnews.co.za/article/eskom-confirms-restart-of-koeberg-unit-2-after-delays-2022-08-08/rep_id:4136\"><span style=\"font-weight: 400;\">operating again on 7 August</span></a><span style=\"font-weight: 400;\">, almost two months later than projected. Another outage of comparable duration is still required in 2023.</span>\r\n<h4><b>Significance for the nuclear sector</b></h4>\r\n<span style=\"font-weight: 400;\">The mishandling of the Koeberg life extension project raises serious questions about the capacity of South Africa’s nuclear sector. This sector has </span><a href=\"https://businesstech.co.za/news/energy/107795/sas-r1-trillion-nuclear-plans-clear-another-hurdle/\"><span style=\"font-weight: 400;\">advocated the building of a large fleet of new nuclear plants</span></a><span style=\"font-weight: 400;\">, implying that it could be done without major cost and time overruns. But the much smaller and far more straightforward Koeberg upgrade has not gone well.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa should </span><a href=\"https://theconversation.com/why-south-africa-should-not-build-eight-new-nuclear-power-stations-49967\"><span style=\"font-weight: 400;\">drop any ambitions for new nuclear plants</span></a><span style=\"font-weight: 400;\">.
