"contents": "<span style=\"font-weight: 400;\">Msunduzi is limping along, revealing why the ANC is struggling in its KZN heartland as traditional leaders complain about water, broken roads and promises and unsafe scholar bridges.</span>\r\n\r\n<span style=\"font-weight: 400;\">Since democracy, the area has been an ANC stronghold at local level until dropping to 47% in the 2021 local government elections.</span>\r\n\r\n<span style=\"font-weight: 400;\">A drive through Mafunze village is mostly pleasant as the roads have been tarred and are in good condition, with the fresh countryside breeze and tranquillity a welcome treat for city dwellers. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, behind this facade, members of the Mafunze Royal Palace raised myriad issues.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-2176976\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/05/20V1996.jpg\" alt=\"\" width=\"720\" height=\"412\" /> <em>A resident of Mafunze in Msunduzi waiting for public transport on 7 May 2024. (Photo: Felix Dlangamandla)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Daily Maverick was following ANC first deputy secretary-general </span><a href=\"https://www.dailymaverick.co.za/article/2022-12-17-nomvula-mokonyane-make-me-the-partys-deputy-secretary-general-to-give-hope-to-the-people-of-sa/\"><span style=\"font-weight: 400;\">Nomvula Mokonyane</span></a><span style=\"font-weight: 400;\"> on her campaign trail on Tuesday. It kicked off at the Mafunze Royal Palace, where the ANC leader, flanked by </span><a href=\"https://municipalities.co.za/management/1088/msunduzi-local-municipality\"><span style=\"font-weight: 400;\">Msunduzi Municipality mayor Mzimkhulu Thebolla</span></a><span style=\"font-weight: 400;\">, paid a courtesy visit to Chief Maviyo Ngcobo and his family. </span>\r\n\r\n<span style=\"font-weight: 400;\">After welcoming Mokonyane and her entourage, they all sat in the TV room where the chief appeared to be watching soapies. </span>\r\n\r\n<span style=\"font-weight: 400;\">Addressing Mokonyane, the chief’s brother, Shongani Ngcobo, said residents had a problem accessing water. Many had to walk long distances to access water, which was an inconvenience.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1076337\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/10/Sandisiwe-LGE-PMB.jpg\" alt=\"umsunduzi pietermaritzburg\" width=\"720\" height=\"492\" /> <em>Msunduzi Mayor Mzimkhulu Thebolla. (Photo: Sandisiwe Shoba)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">“Water is a need and yes there is clean water, but we would like the ANC to bring it closer to us. So, we are not told that there are small volumes of water coming to the community. The only source of water is spring water from underground but we need a company that can channel that water to us because it’s enough. There is also water from the mountain that we use. The issue is, they are made out of wooden blocks and are used by children who have to go to school. They collapse at any point and hurt our community.” </span>\r\n\r\n<img loading=\"lazy\" class=\"alignnone size-full wp-image-2175783\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/05/Msunduzi-Local-Municipality-2024.jpg\" alt=\"msunduzi\" width=\"720\" height=\"1310\" />\r\n\r\n<span style=\"font-weight: 400;\">Ngcobo also mentioned that residents needed more support to stimulate agricultural projects in the area. </span>\r\n\r\n<span style=\"font-weight: 400;\">“When we were growing up in Mafunze, we used to grow our own mielie meal and beans. We do have land to plant seeds and our land is fertile. The issue is [that] there is no clear demarcation so cattle can graze there whenever they want. So, we need our land to be divided properly,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We also have many competent small-scale farmers in the area. We need assistance from the Agriculture Department to ensure these farmers succeed. In winter their livestock is left without food and this needs to be corrected.” </span>\r\n\r\n<span style=\"font-weight: 400;\">During hearings held by the South African Human Rights Commission in 2022, the municipality admitted some shortcomings, saying it</span><span style=\"font-weight: 400;\"> was in contravention of the Water Services Act. Because we know there is a water programme we have also committed a small amount towards boreholes. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We tried to generate water using a generator and it was taken, then we tried to have solar panels, people were stealing them, but this is not an excuse. We have a team we have dispatched on the ground to deal with this. (Photo: Felix Dlangamandla)</em></p>\r\n<h4><b>Crime and GBV</b></h4>\r\n<span style=\"font-weight: 400;\">Another problem in the area is crime, including the most notable incident in which </span><a href=\"https://www.news24.com/news24/southafrica/news/eight-men-set-alight-and-burnt-alive-four-others-seriously-injured-as-gunmen-storm-kzn-home-20230516\"><span style=\"font-weight: 400;\">eight people burnt to death in Pietermaritzburg</span></a><span style=\"font-weight: 400;\"> in May 2023.</span>\r\n\r\nThe previous month, 10 family members - eight women and two males, including a 14-year-old boy – were <a href=\"https://www.dailymaverick.co.za/article/2023-04-21-gunmen-kill-10-people-in-ambush-on-family-at-pietermaritzburg-homestead/\">shot dead in a homestead massacre</a>.\r\n\r\n<span style=\"font-weight: 400;\">The rise in crime prompted MEC for economic development, tourism and environmental affairs and leader of government business, Siboniso Duma, to hold an i<a href=\"https://witness.co.za/news/2023/05/29/imbizos-are-an-inadequate-response-to-crime-says-activist/\">mbizo at Imbali</a> in 2023. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-1657323\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/chrism-10dead-imbali1.jpg\" alt=\"eMbali massacre\" width=\"720\" height=\"397\" /> <em>Police, family and neighbours gather after 10 people were shot dead in Imbali in April 2023. (Photo: Supplied)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Duma unveiled key interventions to curb the unprecedented rise in murder, rape, gender-based violence and femicide as well as the mushrooming narcotics trade and illegal liquor outlets.</span>\r\n\r\n<span style=\"font-weight: 400;\">A Henryville resident told Daily Maverick she feels residents are not safe. </span><span style=\"font-weight: 400;\">“There are people whose houses get broken into and we can barely get help because the police station is far. The DA is particularly popular among white and middle-class voters.</p>\r\n<p data-sourcepos=\"7:1-7:387\">Other opposition parties include the Economic Freedom Fighters (EFF), the Freedom Front Plus (FF+), and the Inkatha Freedom Party (IFP). The EFF is a left-wing populist party that is popular among young black voters. The FF+ is a right-wing party that represents the interests of white Afrikaans-speaking voters. "description": "<span style=\"font-weight: 400;\">Msunduzi is limping along, revealing why the ANC is struggling in its KZN heartland as traditional leaders complain about water, broken roads and promises and unsafe scholar bridges.</span>\r\n\r\n<span style=\"font-weight: 400;\">Since democracy, the area has been an ANC stronghold at local level until dropping to 47% in the 2021 local government elections.</span>\r\n\r\n<span style=\"font-weight: 400;\">A drive through Mafunze village is mostly pleasant as the roads have been tarred and are in good condition, with the fresh countryside breeze and tranquillity a welcome treat for city dwellers. </span>\r\n\r\n<span style=\"font-weight: 400;\">However, behind this facade, members of the Mafunze Royal Palace raised myriad issues.</span>\r\n\r\n[caption id=\"attachment_2176976\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-2176976\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/05/20V1996.jpg\" alt=\"\" width=\"720\" height=\"412\" /> <em>A resident of Mafunze in Msunduzi waiting for public transport on 7 May 2024. (Photo: Felix Dlangamandla)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Daily Maverick was following ANC first deputy secretary-general </span><a href=\"https://www.dailymaverick.co.za/article/2022-12-17-nomvula-mokonyane-make-me-the-partys-deputy-secretary-general-to-give-hope-to-the-people-of-sa/\"><span style=\"font-weight: 400;\">Nomvula Mokonyane</span></a><span style=\"font-weight: 400;\"> on her campaign trail on Tuesday. It kicked off at the Mafunze Royal Palace, where the ANC leader, flanked by </span><a href=\"https://municipalities.co.za/management/1088/msunduzi-local-municipality\"><span style=\"font-weight: 400;\">Msunduzi Municipality mayor Mzimkhulu Thebolla</span></a><span style=\"font-weight: 400;\">, paid a courtesy visit to Chief Maviyo Ngcobo and his family. </span>\r\n\r\n<span style=\"font-weight: 400;\">After welcoming Mokonyane and her entourage, they all sat in the TV room where the chief appeared to be watching soapies. </span>\r\n\r\n<span style=\"font-weight: 400;\">Addressing Mokonyane, the chief’s brother, Shongani Ngcobo, said residents had a problem accessing water. (Photo: Sandisiwe Shoba)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">“Water is a need and yes there is clean water, but we would like the ANC to bring it closer to us. So, we are not told that there are small volumes of water coming to the community. The only source of water is spring water from underground but we need a company that can channel that water to us because it’s enough. There is also water from the mountain that we use. The issue is, they are made out of wooden blocks and are used by children who have to go to school. They collapse at any point and hurt our community.” </span>\r\n\r\n<img class=\"alignnone size-full wp-image-2175783\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/05/Msunduzi-Local-Municipality-2024.jpg\" alt=\"msunduzi\" width=\"720\" height=\"1310\" />\r\n\r\n<span style=\"font-weight: 400;\">Ngcobo also mentioned that residents needed more support to stimulate agricultural projects in the area. </span>\r\n\r\n<span style=\"font-weight: 400;\">“When we were growing up in Mafunze, we used to grow our own mielie meal and beans. We do have land to plant seeds and our land is fertile. The issue is [that] there is no clear demarcation so cattle can graze there whenever they want. So, we need our land to be divided properly,” he said. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We also have many competent small-scale farmers in the area. We need assistance from the Agriculture Department to ensure these farmers succeed. In winter their livestock is left without food and this needs to be corrected.” </span>\r\n\r\n<span style=\"font-weight: 400;\">During hearings held by the South African Human Rights Commission in 2022, the municipality admitted some shortcomings, saying it</span><span style=\"font-weight: 400;\"> was in contravention of the Water Services Act. Because we know there is a water programme we have also committed a small amount towards boreholes. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We tried to generate water using a generator and it was taken, then we tried to have solar panels, people were stealing them, but this is not an excuse. We have a team we have dispatched on the ground to deal with this. (Photo: Felix Dlangamandla)</em>[/caption]\r\n<h4><b>Crime and GBV</b></h4>\r\n<span style=\"font-weight: 400;\">Another problem in the area is crime, including the most notable incident in which </span><a href=\"https://www.news24.com/news24/southafrica/news/eight-men-set-alight-and-burnt-alive-four-others-seriously-injured-as-gunmen-storm-kzn-home-20230516\"><span style=\"font-weight: 400;\">eight people burnt to death in Pietermaritzburg</span></a><span style=\"font-weight: 400;\"> in May 2023.</span>\r\n\r\nThe previous month, 10 family members - eight women and two males, including a 14-year-old boy – were <a href=\"https://www.dailymaverick.co.za/article/2023-04-21-gunmen-kill-10-people-in-ambush-on-family-at-pietermaritzburg-homestead/\">shot dead in a homestead massacre</a>.\r\n\r\n<span style=\"font-weight: 400;\">The rise in crime prompted MEC for economic development, tourism and environmental affairs and leader of government business, Siboniso Duma, to hold an i<a href=\"https://witness.co.za/news/2023/05/29/imbizos-are-an-inadequate-response-to-crime-says-activist/\">mbizo at Imbali</a> in 2023. </span>\r\n\r\n[caption id=\"attachment_1657323\" align=\"alignnone\" width=\"720\"]<img class=\"size-full wp-image-1657323\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/chrism-10dead-imbali1.jpg\" alt=\"eMbali massacre\" width=\"720\" height=\"397\" /> <em>Police, family and neighbours gather after 10 people were shot dead in Imbali in April 2023. (Photo: Supplied)</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Duma unveiled key interventions to curb the unprecedented rise in murder, rape, gender-based violence and femicide as well as the mushrooming narcotics trade and illegal liquor outlets.</span>\r\n\r\n<span style=\"font-weight: 400;\">A Henryville resident told Daily Maverick she feels residents are not safe. </span><span style=\"font-weight: 400;\">“There are people whose houses get broken into and we can barely get help because the police station is far.
