"contents": "<span style=\"font-weight: 400;\">The last three of 13 Gauteng Department of Social Development (GDSD) officials suspended during an alleged “crackdown on corruption” returned to work last week.</span>\r\n\r\n<span style=\"font-weight: 400;\">The three were suspended on full pay in September last year. Like the other 10 officials who were all suspended on full pay and who </span><a href=\"https://groundup.org.za/article/suspended-gauteng-department-social-development-officials-return-to-work/\"><span style=\"font-weight: 400;\">returned to work</span></a><span style=\"font-weight: 400;\"> at the end of July, they were charged but never faced disciplinary hearings.</span>\r\n\r\n<span style=\"font-weight: 400;\">At the time of their suspension, the department was under the leadership of MEC Mbali Hlophe and head of department Matilda Gasela. Gasela left in April amid </span><a href=\"https://groundup.org.za/article/gauteng-social-development-head-departs-amid-corruption-allegations/https://groundup.org.za/article/gauteng-social-development-head-departs-amid-corruption-allegations/\"><span style=\"font-weight: 400;\">allegations of corruption</span></a><span style=\"font-weight: 400;\"> when her contract was not renewed.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hlophe was removed from the ANC-led Gauteng provincial government’s cabinet after the May elections. On her watch, many organisations providing critical services to vulnerable people in the province were </span><a href=\"https://groundup.org.za/article/hundreds-picket-outside-gauteng-social-development-department/\"><span style=\"font-weight: 400;\">devastated</span></a><span style=\"font-weight: 400;\"> by the department’s failure to allocate funding and pay subsidies.</span>\r\n\r\n<span style=\"font-weight: 400;\">The suspended officials were told that even though they had returned to work, they could still face disciplinary hearings, says a departmental source, who asked not to be identified as they are not allowed to speak to journalists.</span>\r\n\r\n<span style=\"font-weight: 400;\">Initially, they were suspended because of a 2016 forensic report. But later they were told that it was because of a </span><a href=\"https://groundup.org.za/article/gauteng-social-development-head-departs-amid-corruption-allegations/\"><span style=\"font-weight: 400;\">much more recent report</span></a><span style=\"font-weight: 400;\"> by forensic audit firm FSG.</span>\r\n<h4><strong>Findings challenged</strong></h4>\r\n<span style=\"font-weight: 400;\">Many of the FSG report’s findings were </span><a href=\"https://groundup.org.za/article/gauteng-non-profit-organisations-cleared-forensic-probe-findings/\"><span style=\"font-weight: 400;\">successfully challenged</span></a><span style=\"font-weight: 400;\"> by the non-profit organisations named in it. It also did not support or prove any of Hlophe’s allegations of corruption by any officials and merely found that there may have been “administrative mistakes” on the part of some of them.</span>\r\n\r\n<span style=\"font-weight: 400;\">During Hlophe’s term, the department was racked by numerous controversies, which resulted </span><a href=\"https://groundup.org.za/article/gauteng-government-bungles-allocation-of-billions-for-non-profit-organisations/\"><span style=\"font-weight: 400;\">in a funding crisis</span></a><span style=\"font-weight: 400;\"> for many non-profit organisations dependent on government funding. Some of them closed down or retrenched staff and cut back services to keep their doors open.</span>\r\n\r\n<span style=\"font-weight: 400;\">This led to an </span><a href=\"https://groundup.org.za/article/premier-intervenes-in-npo-funding-bungle-by-gauteng-social-development/\"><span style=\"font-weight: 400;\">apology</span></a><span style=\"font-weight: 400;\"> by Gauteng Premier Panyaza Lesufi, who was forced to intervene to try to resolve catastrophic funding failures by the department.</span>\r\n\r\n<span style=\"font-weight: 400;\">This was because of the pre-election furore over Hlophe’s handling of the Social Development portfolio, which saw tens of millions of rand in deviations from supply chain management processes. The deviations were a bid to spend its budget by the end of the financial year.</span>\r\n<h4><b>Abandoned</b></h4>\r\n<span style=\"font-weight: 400;\">Also on her watch, hundreds of homeless people in Pretoria shelters </span><a href=\"https://groundup.org.za/article/gauteng-government-abandons-hundreds-of-homeless-people-in-tshwane-shelters/\"><span style=\"font-weight: 400;\">were abandoned</span></a><span style=\"font-weight: 400;\"> after the department stopped paying an organisation to provide them services. GroundUp has reliably learned that the new MEC, Faith Mazibuko, has instructed the department to pay the organisation.</span>\r\n\r\n<a href=\"https://groundup.org.za/article/care-organisations-announce-closure-amidst-gauteng-funding-crisis/\"><span style=\"font-weight: 400;\">Children’s centres</span></a><span style=\"font-weight: 400;\"> shut down and Johannesburg’s biggest </span><a href=\"https://groundup.org.za/article/joburgs-biggest-food-bank-closes-due-to-payment-delays-by-gauteng-dsd/\"><span style=\"font-weight: 400;\">foodbank</span></a><span style=\"font-weight: 400;\"> was forced to close its doors when its payments were delayed.
