That was the justification for the Lotto when it started two decades ago.</span>\r\n\r\n<span style=\"font-weight: 400;\">That money for good causes is distributed by the National Lotteries Commission (NLC). GroundUp has been </span><a href=\"https://www.groundup.org.za/topic/lotto/\"><span style=\"font-weight: 400;\">reporting for the past two years</span></a><span style=\"font-weight: 400;\"> how this money has been seized and misspent by a network of shady people and organisations with connections to the NLC.</span>\r\n\r\n<span style=\"font-weight: 400;\">We’ve shown how one Lotto looter took lottery money to </span><a href=\"https://www.groundup.org.za/article/how-buy-your-dream-house-using-public-money/\"><span style=\"font-weight: 400;\">buy his multimillion-rand luxury house</span></a><span style=\"font-weight: 400;\"> in Mooikloof instead of spending it on the drug rehabilitation centre it was earmarked for. He also </span><a href=\"https://www.groundup.org.za/article/how-lawyer-used-lottery-funded-project-his-personal-atm/\"><span style=\"font-weight: 400;\">used the money</span></a><span style=\"font-weight: 400;\"> to service his luxury Porsche and buy Persian carpets.</span>\r\n\r\n<span style=\"font-weight: 400;\">We’ve exposed how money has flowed to </span><a href=\"https://www.groundup.org.za/article/lottery-paid-millions-rands-coos-wifes-company/\"><span style=\"font-weight: 400;\">relatives of the COO</span></a><span style=\"font-weight: 400;\"> of the NLC, and how projects to </span><a href=\"https://www.groundup.org.za/article/kurumans-unfinished-r23-million-old-age-home/\"><span style=\"font-weight: 400;\">build care homes for elderly people</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.groundup.org.za/article/zibsifusion-case-study-lottery-corruption/\"><span style=\"font-weight: 400;\">toilets for schools</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.groundup.org.za/article/lottery-funded-rehab-centre-unfinished-two-years-later/\"><span style=\"font-weight: 400;\">drug rehabilitation centres</span></a><span style=\"font-weight: 400;\"> were not completed despite receiving many millions of rand. Meanwhile, the COO has </span><a href=\"https://www.groundup.org.za/article/mystery-limpopo-outfit-gets-multi-million-lottery-contract-old-age-home-mpumalanga/\"><span style=\"font-weight: 400;\">built a palatial holiday home</span></a><span style=\"font-weight: 400;\"> a kilometre from an unfinished lottery-funded old age home.</span>\r\n\r\n<span style=\"font-weight: 400;\">We’ve also shown how the NLC </span><a href=\"https://www.groundup.org.za/article/lotterys-promises-toilets-leaves-nasty-smell/\"><span style=\"font-weight: 400;\">falsely claimed</span></a><span style=\"font-weight: 400;\"> projects were more complete than they actually were. And the </span><a href=\"https://www.groundup.org.za/article/lottery-and-missing-minstrel-museum/\"><span style=\"font-weight: 400;\">minstrel museum in Cape Town</span></a><span style=\"font-weight: 400;\"> that received R13-million of lottery money years ago still does not exist.</span>\r\n\r\n<span style=\"font-weight: 400;\">Recently we described how one of the biggest lottery looters submitted </span><a href=\"https://www.groundup.org.za/article/lotto-looter-leslie-ramulifho-has-committed-fraud-and-perjury/\"><span style=\"font-weight: 400;\">forged bank statements and signatures</span></a><span style=\"font-weight: 400;\"> in a court case he launched against us.</span>\r\n\r\n<span style=\"font-weight: 400;\">We’ve uncovered a huge amount of corruption, thieving and incompetence.</span>\r\n\r\n<span style=\"font-weight: 400;\">But there’s more. We have so many leads and tip-offs begging to be investigated that we know we have uncovered only a fraction of the NLC’s criminal conduct.</span>\r\n\r\n<span style=\"font-weight: 400;\">Every year, the NLC used to publish a list of recipients and the amounts they received. But now, with mounting corruption allegations, it has stopped.</span>\r\n\r\n<span style=\"font-weight: 400;\">We were given a list of recipients for part of 2019 anyway – and have </span><a href=\"https://www.groundup.org.za/article/lottery-throws-millions-more-unfinished-projects/\"><span style=\"font-weight: 400;\">started publishing</span></a><span style=\"font-weight: 400;\"> details from it. And guess what? Several recipients are the very ones implicated in corruption and incompetence.</span>\r\n\r\n<span style=\"font-weight: 400;\">Corruption hurts us all. But it hurts the country’s poorest people the most. An example: the NLC allocated R10-million to a dodgy company to build toilets at Limpopo schools. Investigations showed that the “cost per toilet seat” was more than double the cost that a local contractor quoted, and nearly half more than the education department’s estimate.</span>\r\n\r\n<span style=\"font-weight: 400;\">Had the NLC acted honestly and done proper vetting, ensuring that the money was used to its fullest potential, thousands more children would have been spared the need to use dangerous pit toilets.</span>\r\n\r\n<span style=\"font-weight: 400;\">The NLC has not once pointed out an error of any substance in our articles. Instead, it has </span><a href=\"https://www.groundup.org.za/article/lottery-threatens-criminal-charges-against-journalists/\"><span style=\"font-weight: 400;\">threatened us</span></a><span style=\"font-weight: 400;\"> with criminal charges for printing information it claims is confidential.</span>\r\n\r\n<span style=\"font-weight: 400;\">The COO has launched a defamation case against us, without showing that what we’ve written about him is untrue. Also, we’ve received many anonymous letters, venomous and threatening. They almost certainly come from those close to the NLC.</span>\r\n\r\n<span style=\"font-weight: 400;\">Instead of dealing with the corruption we have uncovered, the NLC has defamed us repeatedly in incoherent and evasive press statements.</span>\r\n\r\n<span style=\"font-weight: 400;\">The NLC is rotten. It is captured. Public money meant for the poor is being systematically used to fund the private accumulation of wealth on a massive scale.</span>\r\n\r\n<span style=\"font-weight: 400;\">Now an obscure organisation has popped up. It was created in February. It is called “United Civil Society in Action” – and it has launched a </span><a href=\"https://www.groundup.org.za/article/united-civil-society-action-sues-groundup-and-national-lotteries-commission/\"><span style=\"font-weight: 400;\">new case</span></a><span style=\"font-weight: 400;\"> against GroundUp.</span>\r\n\r\n<span style=\"font-weight: 400;\">Claiming to represent lottery recipients, this organisation wants a judge to order us to stop publishing recipients. It also wants an order to make us take down, along with all previous articles exposing dodgy grants, an article we </span><a href=\"https://www.groundup.org.za/article/lottery-throws-millions-more-unfinished-projects/\"><span style=\"font-weight: 400;\">published on 25 May</span></a><span style=\"font-weight: 400;\">. The article is titled “Lottery throws millions more at dodgy projects”. What standing this dubious organisation has to bring this court case is unclear.</span>\r\n\r\n<span style=\"font-weight: 400;\">The organisation cites the NLC as a second respondent in the case – but we are sceptical there is any real opposition between them. This campaign to stop us strikes us as </span><a href=\"https://en.wikipedia.org/wiki/Astroturfing\"><span style=\"font-weight: 400;\">astroturfing</span></a><span style=\"font-weight: 400;\">, “the practice of masking the sponsors of a message or organisation … to make it appear as though it originates from and is supported by grassroots participants”. It is a tactic state capturers have </span><a href=\"https://www.dailymaverick.co.za/article/2020-06-22-battleground-social-media-the-gathering-twitter-storm/\"><span style=\"font-weight: 400;\">cynically employed</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The case is scheduled for hearing in the Pretoria High Court by video on 7 July 2020.</span>\r\n\r\n<span style=\"font-weight: 400;\">It’s vital that GroundUp wins, not merely for the future of our organisation, but because of much broader public interests. We all have a right to freedom of expression. And we all have the right to know how public money is spent, and when crooks are stealing it from poor people. </span><b>DM</b>",
