"contents": "<span style=\"font-weight: 400;\">Electricity, power cuts and prices have become the biggest issues in the campaign for the 1 November elections – and it’s no wonder. </span>\r\n\r\n<span style=\"font-weight: 400;\">As this graph </span><span style=\"font-weight: 400;\">from the CSIR shows, load shedding in 2021 could result in the worst year in the history of rolling power cuts that Eskom has let loose on South Africa since 2008. </span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/ferial-loadshedding-elections-inset-1/\"><img loading=\"lazy\" class=\"alignnone size-full wp-image-1073701\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/10/Ferial-loadshedding-elections-inset-1.png\" alt=\"\" width=\"1019\" height=\"685\" /></a>\r\n\r\n<span style=\"font-weight: 400;\">In the half-year to June 2021, CSIR researchers found that rolling blackouts were already at 76% of the 2020 total. In 2020, load shedding plunged South Africans into darkness for 859 hours – in total, over a cumulative one month of cuts. </span>\r\n\r\n<span style=\"font-weight: 400;\">Covid-19 meant that demand was low in 2020 and only started picking up in the third quarter of 2021. Last week’s power cuts at stage 2 show how rickety the system is. Researchers Joanne Calitz and Jarrad Wright found that load shedding occurred for 15% of the hours in the first six months of 2021. </span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/ferial-loadshedding-elections-inset-2/\"><img loading=\"lazy\" class=\"alignnone size-full wp-image-1073702\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/10/Ferial-loadshedding-elections-inset-2.png\" alt=\"\" width=\"464\" height=\"725\" /></a>\r\n\r\n<span style=\"font-weight: 400;\">Despite this, Eskom tried to interdict the regulator, Nersa, this week to pursue the high electricity prices it needs to set as part of a “multiyear price determination”. With more than R400-billion in debt, Eskom insists on inflation-busting power price increases over the next few years. Most metros have set increases for 2021 that are almost double the inflation rate and there is no chance of those increases coming down over the medium term. </span>\r\n\r\n<span style=\"font-weight: 400;\">Eskom is the price setter and municipalities do not have a lot of wiggle room because they receive bulk prices from the monopoly utility. </span>\r\n\r\n<span style=\"font-weight: 400;\">But residents have told politicians across the spectrum that they simply cannot afford the costs any longer. In Soweto, ANC campaigners, including President Cyril Ramaphosa, have faced hell because of Eskom’s squeeze to get residents to pay.</span>\r\n\r\n<span style=\"font-weight: 400;\">Without a strong turnout in Soweto, the ANC faces losing Johannesburg – the party runs the city in an informal coalition. Gauteng has 6.9 million registered voters and Soweto’s population is about 1.8 million (although voter registration numbers are much lower). That’s why Joburg mayor Mpho Moerane is trying to wrestle Soweto out from under Eskom and into City Power. </span>\r\n\r\n<span style=\"font-weight: 400;\">But City Power is struggling. As </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has reported, </span><a href=\"https://www.dailymaverick.co.za/article/2021-05-30-city-of-gold-plunges-its-residents-into-darkness-1407-power-cuts-in-2021-and-thats-besides-load-shedding/\"><span style=\"font-weight: 400;\">electricity supply in Johannesburg is in the ICU.</span></a><span style=\"font-weight: 400;\"> There are an estimated 350 power cuts a month on the city grid, with more than 1,400 reported by the utility. </span>\r\n\r\n<span style=\"font-weight: 400;\">All of this has made electricity </span><i><span style=\"font-weight: 400;\">the</span></i><span style=\"font-weight: 400;\"> hot-button issue for local government. </span>\r\n\r\n<img loading=\"lazy\" class=\"alignnone size-full wp-image-1069186\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/10/VotebeatHearken_loadshedding.jpg\" alt=\"\" width=\"600\" height=\"222\" />\r\n\r\n<span style=\"font-weight: 400;\">We asked our readers if load shedding affected their voting choice. Here are some of the answers:</span>\r\n<ul>\r\n \t<li><span style=\"font-weight: 400;\">Yes, it does because Eskom is one example of how the current government is hardly managing to govern or manage this beloved country of ours;</span></li>\r\n \t<li><span style=\"font-weight: 400;\">Oh, yes, definitely. The ANC and thuggish pathological, lying rogues and scumbags must go;</span></li>\r\n \t<li><span style=\"font-weight: 400;\">Not at all. I trust (Eskom CEO) André de Ruyter and his team. They’re doing their best. We MUST be patient;</span></li>\r\n \t<li><span style=\"font-weight: 400;\">Yes, definitely. It (load shedding) has influenced my vote since it began;</span></li>\r\n \t<li><span style=\"font-weight: 400;\">Yes. My home-based business is disadvantaged;</span></li>\r\n \t<li><span style=\"font-weight: 400;\">We will not be voting anymore;</span></li>\r\n \t<li><span style=\"font-weight: 400;\">Yes. The City of Cape Town encourages people to use solar, wind and wave energy, and buys the surplus back;</span></li>\r\n \t<li><span style=\"font-weight: 400;\">Load shedding has affected me badly. I will not vote for the ruling party; and</span></li>\r\n \t<li><span style=\"font-weight: 400;\">Not really. Eskom is not controlled by municipalities. </span><b style=\"font-size: 1rem;\">DM</b></li>\r\n</ul>",
