"contents": "<span style=\"font-weight: 400;\">Various ministers led by Minister of Cooperative Governance Nkosazana Dlamini Zuma gave a televised and online media briefing to provide an update on the Covid-19 lockdown regulations going forward. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We cannot end the lockdown abruptly,” Dlamini Zuma, a trained doctor pointedly wearing a face mask, said. The current lockdown is still scheduled to end on 30 April 2020, but the floodgates will not come down then and some, or many, restrictions on movement will remain in place. Amendments will be made on a weekly basis. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the mining sector, some mines have been operational such as those that provide coal to Eskom and others, </span><a href=\"https://www.dailymaverick.co.za/article/2020-04-08-sa-mining-industry-government-and-unions-agree-to-sector-reboot-from-16-april/\"><span style=\"font-weight: 400;\">and as we reported last week,</span></a><span style=\"font-weight: 400;\"> it is cranking up slowly. </span>\r\n\r\n<span style=\"font-weight: 400;\">“We have agreed the mines must start operating at 50%,” Dlamini Zuma said. Strict regulations are in place. These include: A rigorous screening and testing programme must be implemented as employees return to work; the mining industry must provide quarantine facilities for employees who have tested positive for Covid-19; and mining companies must make arrangements to transport their South African employees from their homes to their respective areas of operations. </span>\r\n\r\n<span style=\"font-weight: 400;\">Operational mines, dangerous places at the best of times, can become death traps during shutdown periods. Gases can accumulate and the integrity of support structures that prevent rock-falls can become compromised, so some of the initial work will be on preparation before full production can resume. Mining and Energy Minister Gwede Mantahse said it would be “wishful thinking” to expect the sector to be fully up and running by early May 2020. </span>\r\n\r\n<span style=\"font-weight: 400;\">Oil refineries will be coming back on line quickly, given their critical importance to the economy.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The refineries must ramp up and operate at full capacity so we don’t run out of fuel,” Dlamini Zuma said. </span>\r\n\r\n<span style=\"font-weight: 400;\">Other amendments pertain to the retail clothing and hardware sectors: </span>\r\n\r\n<span style=\"font-weight: 400;\">“Clothing, blankets, towels, cots mattresses, teething rings, pacifiers, bibs, feeding bottles, and other non-consumable goods essential for the care of babies and toddlers, may only be sold by a retailer who is otherwise permitted to sell essential goods,” the new regulations say. Winter is around the corner and people want to buy warmer clothing and blankets. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Hardware, components and supplies may be sold as required by any qualified tradespersons solely for the purpose of essential repairs at residential homes and entities engaged in the provision of essential services for any project related to the provision of water, electricity or other essential services,” is another change. This will provide some employment for electricians and plumbers, among others. </span>\r\n\r\n<span style=\"font-weight: 400;\">In addition, “Call centres necessary to provide health, safety, social support, government and financial services, debt restructuring for consumers of retailers, and access to short-term insurance policies as a result of reduced income or loss of income,” will be allowed to operate. </span>\r\n\r\n<span style=\"font-weight: 400;\">Police Minister Bheki Cele said that Neighbourhood Watch and other community patrols will remain grounded and prohibition is still firmly in place. </span>\r\n\r\n<span style=\"font-weight: 400;\">Government has a delicate balancing act between reopening parts of the economy while containing the pandemic. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
