"contents": "<em><a href=\"https://www.groundup.org.za/article/mystery-r55-million-lottery-grant/\" target=\"_blank\" rel=\"noopener\">First published by GroundUp</a></em>\r\n\r\n<span style=\"font-weight: 400;\">The National Lotteries Commission (NLC) awarded a R500,000 grant to a brand-new nonprofit company just two weeks after it was registered, to help pay for a music extravaganza staged by acclaimed singer, songwriter and activist Simphiwe Dana.</span>\r\n\r\n<span style=\"font-weight: 400;\">The grant was</span><a href=\"https://drive.google.com/file/d/1MjeRMwZ67n2J8y-xH0-dgRfPnn0yR8_R/view?usp=sharing\"> <span style=\"font-weight: 400;\">approved</span></a><span style=\"font-weight: 400;\"> by the NLC on 13 December 2019, a week</span><a href=\"https://www.pretoria.co.za/direc/the-simphiwe-dana-symphony-experience/\"> <span style=\"font-weight: 400;\">after</span></a><span style=\"font-weight: 400;\"> the </span><i><span style=\"font-weight: 400;\">Simphiwe Dana Symphony Experience</span></i><span style=\"font-weight: 400;\"> was staged at the State Theatre in Pretoria on 7 December.</span>\r\n\r\n<span style=\"font-weight: 400;\">Tickets for the show cost between R500 and R1,500. The Department of Arts and Culture was listed as a sponsor in pre-event marketing, but the NLC was not.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Black Carrot Organization was first registered with the Companies and Intellectual Property Commission on 29 November 2019, just two weeks before the concert. Dana,</span><a href=\"http://blaquepearllife.com/about-2/\"> <span style=\"font-weight: 400;\">interior stylist</span></a><span style=\"font-weight: 400;\"> Siyabesho Thutha and</span><a href=\"https://www.facebook.com/MrGwejsKitchen/\"> <span style=\"font-weight: 400;\">celebrity chef</span></a><span style=\"font-weight: 400;\"> Thembalethu Gwejela, were listed as its three directors.</span>\r\n\r\n<span style=\"font-weight: 400;\">The listed address for the Black Carrot Organization is in Orange Grove, Johannesburg. Also registered at the same address are three other Black Carrot entities, of which Dana is also a director. They are Black Carrot Arts, Black Carrot Creative Solutions and Black Carrot Publishing.</span>\r\n\r\n<span style=\"font-weight: 400;\">The</span><a href=\"https://www.sowetanlive.co.za/amp/entertainment/2019-12-09-simphiwe-dana-show-an-all-black-musical/\"> <span style=\"font-weight: 400;\">glittering 2019 event</span></a><span style=\"font-weight: 400;\"> starred Dana performing with international singers Daymé Arocena from Cuba and US-based Rwandan artist Somi, accompanied by a 60-piece orchestra. The concert also featured a 30-person choir, a 12-member dance troupe and an all-female band.</span>\r\n\r\n<span style=\"font-weight: 400;\">The way in which Black Carrot’s grant was fast-tracked is unusual. Funding applications generally take much longer to approve, allowing for documentation to be properly assessed and checked.</span>\r\n\r\n<span style=\"font-weight: 400;\">There are also different</span><a href=\"https://drive.google.com/file/d/1gpM2ZfklUFtZkkJqLcdMySO3k4ne70aB/view?usp=sharing\"> <span style=\"font-weight: 400;\">levels of documentation</span></a><span style=\"font-weight: 400;\"> required to be submitted with an application for a grant, depending on the amount being applied for.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Black Carrot funding would have been awarded in terms of grants</span><a href=\"https://drive.google.com/file/d/1W6sxXHz03-MjGx9orYaN0sfC8MrvBfU8/view?usp=sharing\"> <span style=\"font-weight: 400;\">up to R500,000</span></a><span style=\"font-weight: 400;\">. This requires much less documentation than larger grants, but it does require</span><a href=\"http://www.nlcsa.org.za/wp-content/uploads/2016/11/Final-Short-Version-Document-Miscellaneous-Guidelines-25-April-2016-3.pdf\"> <span style=\"font-weight: 400;\">three months</span></a><span style=\"font-weight: 400;\"> of bank and financial statements. Yet the company had only existed for three weeks.</span>\r\n\r\n<span style=\"font-weight: 400;\">For grants of more than R500,000 the requirements are far more onerous. Applicants must provide two consecutive years of their most recent annual financial statements, signed and dated by a registered and independent accounting officer or an auditor.</span>\r\n\r\n<b>Previous lottery funding for Symphony Experience</b>\r\n\r\n<span style=\"font-weight: 400;\">The grant was the second time that the NLC gave money for the </span><i><span style=\"font-weight: 400;\">Simphiwe Dana Symphony Experience</span></i><span style=\"font-weight: 400;\">. It previously funded the show in 2017, which was</span><a href=\"https://www.miagi.co.za/Social%20Cohesion\"> <span style=\"font-weight: 400;\">“facilitated by”</span></a><span style=\"font-weight: 400;\"> MIAGI (Music is a Great Investment).</span>\r\n\r\n<span style=\"font-weight: 400;\">MIAGI, which is registered as both an NPO and a Section 21 nonprofit company, received a R3.55-million grant in 2012 and a further R1.47-million in 2017, according to NLC annual reports. (</span><i><span style=\"font-weight: 400;\">This is a perfectly legitimate use of lottery grant money – Editor.</span></i><span style=\"font-weight: 400;\">) It was not involved in the 2019 concert.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The ‘Simphiwe Dana Symphony Experience’ was a project that MIAGI included in an application to the then NLDTF as part of a multiple-year grant application that was approved end 2009,” said MIAGI’s executive director, Robert Brooks.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The total amount for this project was R2,627,500 and was spent according to the items in the grant agreement.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Complete expenditure was authorised and governed by MIAGI. All invoices were paid from the MIAGI office. Simphiwe Dana merely received her fee. This was a MIAGI project,” Brooks said.</span>\r\n\r\n<b>‘Driving Dana’s passion projects’</b>\r\n\r\n<span style=\"font-weight: 400;\">Dana, who is known for being outspoken on social media, recently caused a storm when she</span><a href=\"https://drive.google.com/file/d/1iPqeHwLC8rj8Kh1upzzxFIOEUkkPlhnS/view?usp=sharing\"> <span style=\"font-weight: 400;\">tweeted</span></a><span style=\"font-weight: 400;\"> that “…Ramaphosa is the worst president we have had.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Gwejela</span><a href=\"https://drive.google.com/file/d/1exSlm6kjhJ5qow73xB7Hd46uaiqxMNbU/view?usp=sharing\"> <span style=\"font-weight: 400;\">responded</span></a><span style=\"font-weight: 400;\"> on behalf of all three Black Carrot Organization’s directors (including Dana) to our questions.</span>\r\n\r\n<span style=\"font-weight: 400;\">Confirming that the funding was for the 2019 </span><i><span style=\"font-weight: 400;\">Simphiwe Dana Symphony Experience</span></i><span style=\"font-weight: 400;\">, he said: “The grant was for the show and spent accordingly.”</span>\r\n\r\n<span style=\"font-weight: 400;\">In response to a question about why the organisation was registered, he said: “The Black Carrot Organization was established for the purpose of driving all Simphiwe Dana’s passion projects. These are projects that are bigger than her and stand to benefit more people in the creative arts space.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The </span><i><span style=\"font-weight: 400;\">Simphiwe Dana Symphony Experience</span></i><span style=\"font-weight: 400;\"> is one such initiative which has, since its inception in 2016, benefited local and international artists through collaboration in music, dance etc. The organisation aims to not only create a platform for collaboration across art forms but to also develop young and upcoming artists.”</span>\r\n\r\n<span style=\"font-weight: 400;\">And, in response to a question about why the grant was approved just two weeks after the company was registered, Gwejela said: “The Black Carrot Organization cannot speak on behalf of the NLC, whose processes this question relates to.”</span>\r\n\r\n<span style=\"font-weight: 400;\">NLC spokesperson Ndivhuho Mafela failed to answer detailed questions about the concerts. He has in fact failed to answer questions from </span><i><span style=\"font-weight: 400;\">GroundUp</span></i><span style=\"font-weight: 400;\"> for months, using the same excuse each time: “As you are aware, the project you’re referring to falls within the timeline of</span><a href=\"https://www.groundup.org.za/article/president-gives-siu-green-light-probe-lottery-corruption/\"> <span style=\"font-weight: 400;\">the SIU investigation</span></a><span style=\"font-weight: 400;\"> [Special Investigating Unit].
