"contents": "<span style=\"font-weight: 400;\">National Lotteries Commission Chief Operating Officer Phillemon Letwaba earned a performance bonus of nearly R1-million in the 2020/21 financial year even though he wasn’t at work at all that year.</span>\r\n\r\n<span style=\"font-weight: 400;\">Letwaba took a </span><a href=\"https://www.groundup.org.za/article/lotteries-commission-coo-back-at-work-after-17-month-leave-of-absence/\"><span style=\"font-weight: 400;\">17-month leave of absence</span></a><span style=\"font-weight: 400;\"> from February 2020 to July 2021.</span>\r\n\r\n<span style=\"font-weight: 400;\">But the NLC </span><a href=\"https://www.groundup.org.za/media/_versions/documents/from_20202021_ar_extra_large.png\"><span style=\"font-weight: 400;\">2020/21 annual report</span></a><span style=\"font-weight: 400;\"> shows that he was not only paid his basic R2.46-million annual salary for the 2020/21 financial year from 1 April 2020 to 31 March 2021, he also received a R976,000 “performance bonus”. His total package came to R3.98-million, more than R500,000 more than the previous year when he was paid R3.39-million.</span>\r\n\r\n<span style=\"font-weight: 400;\">Letwaba is under investigation by the SIU </span><a href=\"https://www.groundup.org.za/article/network-corruption-exposed-in-lottery-corruption-probe/\"><span style=\"font-weight: 400;\">for alleged corruption</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Commissioner </span><a href=\"https://www.dailymaverick.co.za/article/2022-07-28-money-earmarked-for-school-pays-for-lottery-boss-thabang-mampanes-golf-estate-home/\"><span style=\"font-weight: 400;\">Thabang Mampane</span></a><span style=\"font-weight: 400;\">, whose ten-year-long tenure ends on 30 September, was paid nearly R4.54-million for the year, including a R1.25-million “performance bonus”, and allowances. This was an increase of more than 20% compared to the roughly R3.74-million-package Mampane earned the previous year.</span>\r\n\r\n<span style=\"font-weight: 400;\">Her earnings in 2020/21 were </span><a href=\"https://www.timeslive.co.za/politics/2022-06-17-ramaphosa-approves-3-salary-increase-for-government-officials-heres-what-they-earn-now/\"><span style=\"font-weight: 400;\">more than the salaries</span></a><span style=\"font-weight: 400;\"> of President Cyril Ramaphosa, who earns R3,079,54, or deputy president David Mabuza, who earns R2,910,234 a year.</span>\r\n\r\n<span style=\"font-weight: 400;\">Her successor will however earn substantially less. The </span><a href=\"https://www.news24.com/fin24/companies/lotteries-watchdog-on-the-hunt-for-a-new-commissioner-20220712\"><span style=\"font-weight: 400;\">process of appointing a new commissioner</span></a><span style=\"font-weight: 400;\"> began a few weeks ago when the post was advertised. The new Commissioner is expected to be appointed by </span><a href=\"https://www.groundup.org.za/media/uploads/documents/dticstatement1.pdf\"><span style=\"font-weight: 400;\">1 October</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">The new appointment is for five years, according to an </span><a href=\"https://www.groundup.org.za/media/uploads/documents/job_advert.pdf\"><span style=\"font-weight: 400;\">advert</span></a><span style=\"font-weight: 400;\"> for the job. The new incumbent’s “all-inclusive remuneration package will be between R2,008,212 and R2,262,252 a year.</span>\r\n\r\n<span style=\"font-weight: 400;\">The cut in salary for the next NLC commissioner suggests that the new NLC board is cracking down on the high salaries paid to NLC executives.</span>\r\n\r\n<span style=\"font-weight: 400;\">Between them, the NLC’s seven-person executive </span><a href=\"https://www.groundup.org.za/media/_versions/documents/from_20202021_ar_extra_large.png\"><span style=\"font-weight: 400;\">earned about R23-million</span></a><span style=\"font-weight: 400;\">, including generous bonuses and allowances, in the 2020/21 financial year. This was R3.5-million more than the previous year.</span>\r\n\r\n<span style=\"font-weight: 400;\">In total, the executive was paid R5.8-million in performance bonuses. The bonuses were paid in spite of the fact that the NLC has been </span><a href=\"https://www.groundup.org.za/topic/lotto/\"><span style=\"font-weight: 400;\">engulfed by corruption</span></a><span style=\"font-weight: 400;\"> and is under investigation by both the Hawks and the Special Investigating Unit (SIU)</span>\r\n\r\n<span style=\"font-weight: 400;\">Chief Information Officer Mothibi Ramusi earned R3.96-million, which included a R973,000 performance bonus.</span>\r\n\r\n<span style=\"font-weight: 400;\">Chief financial officer Xolile Ntuli was paid R2.68-million with benefits that included a R655,000 performance bonus.</span>\r\n<h4><strong>Board also cashes in</strong></h4>\r\n<span style=\"font-weight: 400;\">Not only the NLC executives, but board members, who are all part-time and do not earn salaries, were also </span><a href=\"https://www.groundup.org.za/media/_versions/documents/2020_and_2021_board_fees_extra_large.png\"><span style=\"font-weight: 400;\">paid millions</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Board members, who are all non-executive, are paid for attending board meetings, and in the 2020/21 financial year they were also paid to attend meetings about the issuing of a new Lottery licence. The term of the current licence holder, Ithuba, which was due to end on 31 May next year, has been </span><a href=\"https://www.world-lotteries.org/insights/news/member-news/extension-of-ithubas-licence-to-operate-the-national-lottery#:~:text=July%2018%2C%202022%20%E2%80%93%20The%20Department,for%20an%20additional%20two%20years\"><span style=\"font-weight: 400;\">extended</span></a><span style=\"font-weight: 400;\"> to 31 May 2025.</span>\r\n\r\n<span style=\"font-weight: 400;\">Five NLC board members earned R7.67-million in the 2020/21 financial year for attending meetings and workshops. This included travel costs and generous cellphone allowances.
