"contents": "<a href=\"https://www.groundup.org.za/article/lottery-boss-paid-almost-r2-million-stay-home/\"><span style=\"font-weight: 400;\">First published by GroundUp</span></a>\r\n\r\n<span style=\"font-weight: 400;\">National Lotteries Commission Chief Operating Officer Phillemon Letwaba has been paid R1.85-million since being placed on “special leave” in March, soon after the organisation commissioned an investigation into </span><a href=\"https://citizen.co.za/news/south-africa/investigation/2237014/lotteries-commission-appoints-investigator-to-look-into-its-own-alleged-corruption/\"><span style=\"font-weight: 400;\">corruption in its own ranks</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">This was revealed in a </span><a href=\"https://drive.google.com/file/d/1Vj4rWs9oltS92ZTikhl0tB2A1fBysLkJ/view?usp=sharing\"><span style=\"font-weight: 400;\">written reply</span></a><span style=\"font-weight: 400;\"> by commissioner Thabang Mampane to a parliamentary question posed by Mat Cuthbert, the Democratic Alliance’s shadow trade, industry and competition minister. Mampane said the sum was based on Letwaba’s R265,000 a month cost-to-company salary.</span>\r\n\r\n<span style=\"font-weight: 400;\">Letwaba </span><a href=\"https://elolelo.github.io/nlc-work/topManagement/\"><span style=\"font-weight: 400;\">earned</span></a><span style=\"font-weight: 400;\"> a basic annual salary of just over R2.3-million during the 2018-2019 financial year, according to NLC’s latest</span><a href=\"http://www.nlcsa.org.za/ir/ir2019/NLC_ir2019/pdf/ncl-afs.pdf\"><span style=\"font-weight: 400;\"> financial report</span></a><span style=\"font-weight: 400;\">. His total cost-to-company of R3.3-million included a R393,000 contribution to his provident fund, a R120,000 travel allowance, a R48,000 cell phone allowance and a R447,000 performance bonus.</span>\r\n\r\n<span style=\"font-weight: 400;\">He was the second highest paid NLC employee, after Mamapane, who received a total package of nearly R3.6-million. In comparison, President Cyril Ramaphosa </span><a href=\"https://businesstech.co.za/news/finance/305460/ramaphosas-salary-vs-other-world-leaders/\"><span style=\"font-weight: 400;\">earned R3.9 million in 2019</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Letwaba was placed on “leave of absence” after the NLC’s board </span><a href=\"https://citizen.co.za/news/south-africa/investigation/2237014/lotteries-commission-appoints-investigator-to-look-into-its-own-alleged-corruption/\"><span style=\"font-weight: 400;\">appointed</span></a><span style=\"font-weight: 400;\"> private forensic auditors Sekela Xabiso to conduct an investigation following </span><a href=\"http://bit.ly/31vUWrx\"><span style=\"font-weight: 400;\">reporting</span></a><span style=\"font-weight: 400;\"> exposing corruption, maladministration and nepotism involving Lottery funded projects.</span>\r\n\r\n<span style=\"font-weight: 400;\">The NLC has </span><a href=\"https://www.dailymaverick.co.za/article/2020-02-24-lotteries-commission-silent-on-its-investigation-into-damning-corruption-allegations/\"><span style=\"font-weight: 400;\">refused to divulge details</span></a><span style=\"font-weight: 400;\"> of what the investigation is actually probing – and eight months later it is unclear when it will be completed. Previous investigations commissioned by the NLC into itself have cleared the organisation and its staff of any wrongdoing.</span>\r\n\r\n<span style=\"font-weight: 400;\">After the last NLC investigation gave the NLC a clean bill of health, Trade and Industry Minister Ebrahim Patel ordered his own investigation into four projects linked to </span><a href=\"https://www.groundup.org.za/article/lawyer-lottery-and-millions-dodgy-grants/\"><span style=\"font-weight: 400;\">Lottopreneur lawyer Lesley Ramulifho</span></a><span style=\"font-weight: 400;\">, and to Letwaba and his family and associates. </span>\r\n\r\n<span style=\"font-weight: 400;\">A </span><a href=\"https://www.groundup.org.za/article/evidence-lottery-probe-handed-police/\"><span style=\"font-weight: 400;\">dossier</span></a><span style=\"font-weight: 400;\"> with the findings of the investigation into grants of R27.5-million to </span><a href=\"https://www.groundup.org.za/article/how-hijacked-npos-scored-millions-lottery/\"><span style=\"font-weight: 400;\">hijacked NPO </span></a><span style=\"font-weight: 400;\">Denzhe Primary Care to build a drug rehab near Pretoria has been handed over to police. Three other investigations are almost complete.</span>\r\n\r\n<span style=\"font-weight: 400;\">Letwaba was also named in a </span><a href=\"https://bit.ly/330JjfU\"><span style=\"font-weight: 400;\">criminal complaint</span></a><span style=\"font-weight: 400;\"> of fraud and racketeering laid by watchdog non-profit the Organisation Undoing Tax Abuse (OUTA) in connection with several multi million-rand Lottery grants. The complaints were laid in terms of the </span><a href=\"https://www.gov.za/documents/prevention-and-combating-corrupt-activities-act-0?gclid=EAIaIQobChMIuPqur7Pv6gIVg-7tCh1epwh7EAAYASAAEgKfW_D_BwE\"><span style=\"font-weight: 400;\">Prevention and Combating of Corrupt Activities Act </span></a><span style=\"font-weight: 400;\">and </span><a href=\"https://www.gov.za/documents/proceeds-crime-act?gclid=EAIaIQobChMI8JKHhrTv6gIVt4BQBh1fhgzvEAAYASAAEgKcp_D_BwE\"><span style=\"font-weight: 400;\">Proceeds of Crime Act</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">OUTA also laid a criminal complaint against the board of the NLC in terms of the </span><a href=\"http://www.treasury.gov.za/legislation/pfma/act.pdf\"><span style=\"font-weight: 400;\">Public Finance Management Act</span></a><span style=\"font-weight: 400;\"> and has </span><a href=\"https://www.dailymaverick.co.za/article/2020-09-23-lottery-executive-could-face-probe-by-accountants-oversight-body/\"><span style=\"font-weight: 400;\">lodged a complaint</span></a><span style=\"font-weight: 400;\"> against Letwaba with the</span><a href=\"https://www.saica.co.za/\"><span style=\"font-weight: 400;\"> South African Institute for Chartered Accountants</span></a><span style=\"font-weight: 400;\"> (SAICA).</span>\r\n\r\n<span style=\"font-weight: 400;\">Stephanie Fick, head of OUTA’s accountability division, listed several Lottery grants involving Letwaba, which she says breach SAICA’s professional code of conduct. </span><b>DM</b>\r\n\r\n ",
