"contents": "<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">When US business leaders join their global counterparts in January 2020 at the 50th-anniversary meeting of the World Economic Forum (WEF), they will discuss how to give concrete meaning to stakeholder capitalism, a concept first </span></span></span><a href=\"http://www3.weforum.org/docs/WEF_First40Years_Book_2010.pdf\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>articulated</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> by WEF’s founder, </span></span></span><a href=\"https://www.project-syndicate.org/columnist/klaus-schwab\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>Klaus Schwab</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, in the 1970s. In anticipation of this year’s gathering, Schwab has </span></span></span><a href=\"https://www.project-syndicate.org/commentary/stakeholder-capitalism-new-metrics-by-klaus-schwab-2019-11\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>proposed</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> a new “Davos Manifesto” that identifies potential tradeoffs between the interests of various stakeholders and looks for ways to reduce or eliminate them through the common goal of long-term value creation.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Critics have pounced on both the Business Roundtable and WEF statements, dismissing them as “</span></span></span><a href=\"https://hbr.org/2019/08/is-the-business-roundtable-statement-just-empty-rhetoric\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>empty rhetoric</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">” or </span></span></span><a href=\"https://www.forbes.com/sites/williammeehan/2019/12/06/from-shareholder-to-stakeholder-capitalism-follow-the-yellow-brick-road/#77da21bc359b\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>like something</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> out of </span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>The</i></span></span></span> <span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><i>Wizard of Oz</i></span></span></span><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. Others have decried the travesty of elites talking among themselves rather than with those they have harmed. Yet while some scepticism is justified, there are already promising signs that a change in corporate behaviour is coming. Both the WEF and the Business Roundtable have begun to develop </span></span></span><a href=\"https://www.weforum.org/agenda/2019/12/why-we-need-davos-manifesto-for-better-kind-of-capitalism/\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>blueprints</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> for </span></span></span><a href=\"https://www.project-syndicate.org/commentary/america-business-roundtable-ceos-corporate-purpose-by-mark-roe-2019-11\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>implementing</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> stakeholder capitalism.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Ultimately, long-term self-interest will drive corporate commitments. Customers are the engine of top-line revenue growth and have always been recognised as essential business stakeholders. As more consumers have begun to seek out “green” goods and services, for example, companies have started investing in new growth opportunities geared toward sustainability.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Skilled employees are also essential corporate stakeholders, and with labour markets so tight, they are demanding fair compensation and benefits as well as up-skilling and re-skilling opportunities. They are also demanding transparency in pay and promotion practices, inclusive and diverse workplaces, and respect for human rights and the environment throughout company supply chains. A growing number of younger workers are seeking employers with both “purpose” and profits.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Meanwhile, investment motivated by environmental, social and governance concerns has risen to </span></span></span><a href=\"https://www.greenbiz.com/article/global-sustainable-investing-assets-surged-30-trillion-2018\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>$30 trillion</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> in recent years, and now accounts for one-third of funds under professional management. Pension funds, asset managers’ biggest clients, are increasingly using ESG rankings (which measure environmental, social and governance risks) as a guide to portfolio decisions. There is </span></span></span><a href=\"https://www.mckinsey.com/business-functions/strategy-and-corporate%20finance/our-insights/five-ways-that-esg-creates%20value\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>mounting evidence</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> that strong ESG performance correlates with higher equity returns from both a tilt and momentum perspective.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">But perhaps the strongest motives behind the growing corporate support for stakeholder capitalism are the erosion of trust in business and the accompanying rise of populism. Citizens are lashing out at what they perceive to be a “rigged” economic system. Income and wealth inequality has surged in recent decades as middle-class incomes have stagnated, and as labour markets have become more polarised. The 2008 financial crisis and its aftermath, along with the growing costs and urgency of climate change, have </span></span></span><a href=\"http://www3.weforum.org/docs/WEF_FSDI_Overview_2017.pdf\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>undermined</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> public confidence in globalisation and market capitalism.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">These conditions are </span></span></span><a href=\"https://www.nytimes.com/2019/11/25/opinion/trump-politics.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>highly reminiscent</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> of the period leading up to the Progressive Era of reform at the turn of the 20th century, when policymakers broke up monopolies, introduced new protections for natural resources and strengthened participatory democracy. Today, business leaders are understandably concerned that citizens will press for a new era of progressive policies that will curtail their freedom to operate. To head off, or influence such efforts, companies are seeking ways to demonstrate their commitment to the countries, regions, and </span></span></span><a href=\"https://www.project-syndicate.org/onpoint/the-roots-of-our-discontent-by-raghuram-rajan-2019-06\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>communities</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> where they do business.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Hence, even if the only reason is self-preservation, the business community’s multi-stakeholder rhetoric is likely to be accompanied by real changes in corporate behaviour. But self-imposed changes will not be enough. Government action will be necessary to ensure that </span></span></span><a href=\"https://aboutus.ft.com/en-gb/announcements/lionel-barber-s-speech-at-the-british-academy/\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>democratic market capitalism</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> remains politically and environmentally sustainable over the long run. Of </span></span></span><a href=\"https://www.ft.com/content/4cf2d6ee-14f5-11ea-8d73-6303645ac406\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>particular importance</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> are policies to encourage competition, combat climate change, contain inequality, and bolster democratic institutions.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Policy action may appear impossible at the federal level in the US, where partisan and ideological divisions are paralysing policymaking. But change is coming </span></span></span><a href=\"https://www.project-syndicate.org/commentary/california-federalism-new-progressive-era-by-laura-tyson-and-lenny-mendonca-2019-02\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>at the state level</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">, not least in </span></span></span><a href=\"https://www.sfchronicle.com/opinion/openforum/article/Naysayers-are-wrong-California-s-economy-just-14917335.php\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>California</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">. A new </span></span></span><a href=\"https://www.anderson.ucla.edu/news-and-events/press-releases/ucla-anderson-forecast-upgrades-outlook-for-the-nation-as-financial-conditions-improve\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>report</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> from the UCLA Anderson School of Management shows that even with US economic growth set to slow in 2020, California will continue to outpace the country as a whole.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">At the same time, California is exceeding its aggressive climate-change goals and introducing </span></span></span><a href=\"https://www.gov.ca.gov/2019/09/20/ahead-of-climate-week-governor-newsom-announces-executive-action-to-leverage-states-700-billion-pension-investments-transportation-systems-and-purchasing-power-to-strengthen-climate-resili/\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>new measures</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> to leverage the state’s pension fund in the interest of climate mitigation. Building climate resilience is now an urgent priority. Recent wildfires and electricity shutdowns point to the need for significant investment in the state’s </span></span></span><a href=\"https://www.wsj.com/articles/pg-e-wired-to-fail-11577509261\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>power grid</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> and other critical infrastructure.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">California is also leading the way with new legislation to </span></span></span><a href=\"https://www.project-syndicate.org/commentary/california-law-start-to-protect-gig-workers-by-laura-tyson-2019-10\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>support gig workers</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> (a measure that is ambitious enough to have provoked a </span></span></span><a href=\"https://www.latimes.com/business/technology/story/2019-12-30/uber-postmates-call-ab5-unconstitutional-new-lawsuit\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>challenge</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> in federal court). And, along with 23 other states, California has pushed through a </span></span></span><a href=\"https://www.cnn.com/2019/12/28/us/minimum-wage-increase-states-cities-2020-trnd/index.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>major increase</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> in the minimum wage. Now, much more work needs to be done to address rising homelessness and soaring housing costs, which are </span></span></span><a href=\"https://www.nytimes.com/2019/12/29/business/economy/california-economy-housing-homeless.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>driven</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> largely by the lack of new housing construction. Early </span></span></span><a href=\"https://www.nytimes.com/2019/11/06/business/economy/california-housing-apple.html\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>steps</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> by major corporations to address this problem are encouraging, but not yet scaled to the challenge.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">Again, government policy will be essential. As the investor Warren Buffett recently pointed out: “The government has to play the part of modifying a market system.” History </span></span></span><a href=\"https://global.oup.com/academic/product/the-populist-temptation-9780190866280?cc=us&lang=en&\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>suggests</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> that he is right. Earlier periods of populist insurgency have led to significant policy reforms that restored stability and trust in capitalism both in the US and Europe.</span></span></span>\r\n\r\n<span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\">As we head into 2020, it is clear that it will take the death of “shareholder-only capitalism” to renew capitalism for today’s political economy, which currently resembles a </span></span></span><a href=\"https://time.com/5669537/brad-smith-microsoft-big-tech/\"><span style=\"color: #1155cc;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"><u>dangerous mix</u></span></span></span></a><span style=\"color: #222222;\"><span style=\"font-family: Georgia, serif;\"><span style=\"font-size: large;\"> of 1920s capitalism and 1930s politics. Let’s hope we’ve learned the right lessons from the past.
