"contents": "<span style=\"font-weight: 400;\">The only civic representative of the National Nuclear Regulator (NNR), Peter Becker has been axed.</span>\r\n\r\n<span style=\"font-weight: 400;\">In a seven-page letter addressed to Becker, who is also the spokesperson for the Koeberg Alert Alliance (KAA), Manstashe cited conflict of interest with the alliance, as well as a breach of NRR board charter and code of conduct. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Therefore, in accordance with section 9(1)(c) of the Act, I am of the view that you have committed misconduct and I hereby discharge you from office as director of the NNR Board, with immediate effect,” the minister said in the letter. </span>\r\n\r\n<span style=\"font-weight: 400;\">Mantashe said he had concerns about Becker’s anti-nuclear stance, calling it a conflict of interest with his duties to the NRR board. </span>\r\n\r\n<span style=\"font-weight: 400;\">“You confirm that the KAA is opposed to any new nuclear plants being established, as well as the extensions of the life of Koeberg and that you hold those same views. If this is so, how then can you make an objective decision when presented with objective, scientific evidence in respect of the extension of the life of Koeberg? And if so, why exactly?... It seems that the minister is saying anyone with an opinion is not allowed on the board”.</span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-01-20-mantashe-boots-civil-society-representative-from-nuclear-regulator-just-as-contentious-koeberg-work-gets-nod/\"><span style=\"font-weight: 400;\">Becker was suspended from the board 0n 18 January.</span></a><span style=\"font-weight: 400;\"> The suspension came as national power utility Eskom took the grid offline for the planned maintenance and replacement of steam generators and reactor heads. This is a key part of the process to extend the lifespan of Koeberg for an extra 20 years, beyond its 2024 planned shutdown. </span>\r\n\r\n<span style=\"font-weight: 400;\">Becker’s dismissal comes just eight months after his appointment in June 2021. He served as the voice of communities that may be affected by the development of nuclear activities. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There would be a conflict of interest if [Becker] had businesses in the nuclear space and wanted to promote his own businesses. That’s the conflict. There’s no conflict in being pro- or anti-nuclear here. The minister is out of line quite frankly,” said Wayne Duvenage, chief executive officer of civic organisation Organisation Undoing Tax Abuse (Outa)</span><i><span style=\"font-weight: 400;\">, </span></i><span style=\"font-weight: 400;\">adding</span> <span style=\"font-weight: 400;\">that he was not surprised. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the letter, Becker is also accused of meeting civic organisations in his capacity as NNR board member. Becker denied attending as a board representative, saying he had only attended to hear the voices of the community that he was set to represent in his former role. </span>\r\n\r\n<span style=\"font-weight: 400;\">“I told them [members present at the meeting], ‘I am your representative on the board’. Then it got misconstrued and misquoted as saying I said I was a representative </span><i><span style=\"font-weight: 400;\">of</span></i><span style=\"font-weight: 400;\"> the board; one letter difference. I never said anything of the sort…now they’ve flipped it into this,” the axed board member said, adding that the claims were ridiculous considering he hadn’t yet attended a board meeting at the time of the gathering with the organisations. </span>\r\n\r\n<span style=\"font-weight: 400;\">Francesca de Gasparis, executive director at the Southern African Faith Communities Environment Institute told </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> she was at the meetings Becker had been accused of breaching the board’s conduct. </span>\r\n\r\n<span style=\"font-weight: 400;\">“[The minister] claiming Peter speaking on behalf of the NRR board is entirely incorrect. I can say that because I was personally involved in those meetings. Peter was always [at pains] saying he could not speak on behalf of the board and because of confidentiality clauses, he was not even able to tell us what was going on on the board but was able to ask us what our questions were,” de Gasparis said. </span>\r\n\r\n<span style=\"font-weight: 400;\">She also raised concerns about who was going to represent the communities in light of Becker’s dismissal and after not having a representative for quite some time. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> called DMRE liaison Natie Shabangu to ask about Becker’s replacement, but he had no comment.</span>\r\n\r\n<span style=\"font-weight: 400;\">Gabriel Klaasen, communications officer and advocate at social and environmental justice organisation Project 90 by 2030, commented: “Without Becker present on the board it’s clear that decisions made will be made with the safety of communities in mind. This attack on civil society is upsetting and disheartening. We can only hope that in the future should another civil society representative be placed on the board that they stand up for us as fiercely as Peter Becker has. No board should go unquestioned, not when it’s as crucial to our future as the NNR.”</span>\r\n\r\n<span style=\"font-weight: 400;\">Becker said he would like to challenge the decision. “I don’t think it’s right to let it go. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
