"contents": "<span style=\"font-weight: 400;\">As world leaders and climate experts gathered at the <a href=\"https://unfccc.int/cop28\">28th Conference of the Parties</a> (COP28) in Dubai to address the intensifying climate crisis, South Africa’s Minister of Mineral Resources and Energy, Gwede Mantashe, came close to courting controversy with remarks that cast doubt on the country’s commitment to renewable energy. </span>\r\n\r\nhttps://www.youtube.com/watch?v=DyTvjq_VKYU\r\n\r\n<span style=\"font-weight: 400;\">During a panel discussion at the South African Pavilion on “Unlocking Renewable Electricity in South Africa”, he expressed reservations about the reliability of renewable technologies and emphasised the continued importance of baseload generation — a byword for coal infrastructure in the South African context. </span>\r\n\r\n<span style=\"font-weight: 400;\">Rising to his feet as a member of the audience and sporting a black and white dashiki, Mantashe said he had just three questions:</span>\r\n\r\n<span style=\"font-weight: 400;\">“We talk of unlocking renewables in a country where 7,500 megawatts of energy are from renewables, where 3,800 megawatts are under construction, where embedded generation is deregulated and is therefore a moving target. So is the selection of the term ‘unlocking’ the correct one? For example, the need for baseload to partner with renewables. If there is no baseload, renewables become a challenge in themselves and in the discussion that is totally closed. Nobody talks about it. Why are we doing that? Because if that is the case, it may constitute misrepresentation because it doesn’t present a full story. The financing, is it grants? Is it concessional loans? Is it loans that leads to indebtedness of the country? That is the last one,” said Mantashe. </span>\r\n\r\n<span style=\"font-weight: 400;\">In response to the first question, Bhavna Deonarain, Senior Project Manager for Climate, Energy and Water at the National Business Initiative (NBI) said “maybe instead of ‘unlocking’ we should say ‘fast-tracking’ rather. The next steps are how to fast track and ensure we do have renewables online to deal with some of the energy security issues that we are facing in the country as well.” </span>\r\n\r\n<strong>Read more in Daily Maverick:</strong> <a href=\"https://www.dailymaverick.co.za/cop28-news-hub/\">COP28 news hub</a>\r\n\r\n<span style=\"font-weight: 400;\">Responding to question two about baseload, Neil Cole, from the Just Energy Transition (JET) Project Management Unit in the Presidency, said, “the way that we’ve thought about it is what is South Africa’s energy requirement by 2030? And that 2030 date is linked to our five-year plan that has just been adopted. </span>\r\n\r\n<span style=\"font-weight: 400;\">“And if it is at about 75 gigawatts that we require by 2030, I think it is an important target to then keep in mind and I think it is also the guide for an Integrated Energy Plan which is going to have to be a mix that gets you to 75 [gigawatts]. And in that 75 gigawatts by 2030, you’re still going to have coal power stations, I mean Kusile and Medupi are still going to be running into the 2040s and even into the 2060s.</span>\r\n\r\n<span style=\"font-weight: 400;\">“But we are going to see a decommissioning of coal power stations, partly because of our NDC targets but also because many of those coal power stations are coming to the end of their lifespan. I think it would be irresponsible as a government to say that you’re going to jeopardise that target of 75 gigawatts by 2030 and I think there is an acceptance that that’s going to have to be a mix of energy sources that gets you there. So it’s important to raise this issue of baseload, but maybe what’s more important is what gets us to 75 gigawatts by 2030.” </span>\r\n\r\n<span style=\"font-weight: 400;\">In response to Mantashe’s third question, Cole explained that “on the loans and indebtedness, the president’s message here at COP28 has been clear: we’re going to have to get more grants into financing the </span><a href=\"https://www.dailymaverick.co.za/article/2022-11-04-funding-a-greener-future-ramaphosa-outlines-south-africas-r1-5-trillion-three-step-energy-transition-plan/\"><span style=\"font-weight: 400;\">JET Investment Plan</span></a><span style=\"font-weight: 400;\">. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
