"contents": "The Department of Minerals and Energy (DMRE) said in a statement on Sunday that the draft Gas Master Plan is a “policy instrument that seeks to ensure security of gas supply by diversifying supply options from both local and international markets. It outlines the role of natural gas in the context of energy mix and provides policy direction to the industry in South Africa.”\r\n\r\n<a href=\"https://www.energy.gov.za/files/policies/Gas-Master-Plan2024-for-public-comment.pdf\">Read the draft here</a>.\r\n\r\nGas is certainly a big issue in South Africa these days and is fuelling many concerns.\r\n\r\nTop of the agenda are jitters about South Africa facing a natural gas Day Zero, as Sasol will stop supplying natural gas from Mozambique when its contract with the neighbouring country ends in June 2026.\r\n\r\n<strong>Read more in Daily Maverick: </strong><a href=\"https://www.dailymaverick.co.za/article/2024-02-27-sa-has-four-months-to-avoid-a-natural-gas-day-zero-as-sasol-contract-supply-crisis-looms/\">SA has ‘four months’ to avoid a natural gas Day Zero as Sasol contract supply crisis looms</a>\r\n\r\nAnother is the issue of the potential but still unproven reserves of shale gas in the Karoo, which is high on the radar screen of conservationists.\r\n\r\nThen there is the role of gas in the green energy transition. It is cleaner than coal when it comes to greenhouse gas emissions, but that is setting the comparison bar pretty low.\r\n\r\nSouth African industries as well as the green movement are broadly in agreement about the need to hasten the domestic energy transition to renewables, a process that is already well under way in the private sector.\r\n\r\nIn a developing economy such as South Africa’s, that may not exclude gas from the energy mix, and against that backdrop, the document will almost certainly attract a lot of public comment.\r\n\r\nIt must also be said that with a general election looming in a month, any policies drafted by the government are hardly set in stone. Indeed, they may prove politically to be hot air.\r\n\r\nTo wit, the draft master plan notes, “Energy security is fundamental to inclusive economic growth”, while adding the caveat that this must be achieved by “minimising the associated adverse environmental impact”.\r\n\r\nThe objectives of the plan include:\r\n<ul>\r\n \t<li>Ensuring a diversified gas supply;</li>\r\n \t<li>Identifying strategic partners in the Southern African Development Community to “unlock local and regional gas demand”; and</li>\r\n \t<li>Fostering the infrastructure required to develop the gas sector.</li>\r\n</ul>\r\nPerplexingly, it refers to a 1998 white paper that now seems rather outdated and is perhaps of more use to historians than current policymakers.\r\n\r\nThe draft plan holds out hope for shale gas development in the Karoo, saying this would make South Africa “... a net exporter of natural gas with significant economic benefits”.\r\n\r\nPointedly, it acknowledges the very real possibility of looming shortages.\r\n\r\n“To mitigate against gas supply shortages between 2026 and 2030, it is quite urgent to engage within the region to establish enablers that could unlock additional supply potential,” the draft plan says.\r\n\r\nAreas where it is notably scant on detail include financing and responsibilities. This makes it seem like a very rough first draft and with the elections around the corner, a new government — quite probably a coalition, based on current polling — could decide on a completely different course.\r\n\r\nThat does not make the draft plan uninteresting. It certainly highlights how the current ANC government crafts policy without much thought given to financing — National Health Insurance being one of many prime examples — while underscoring Mantashe’s aversion to renewables.\r\n\r\nThe policy is in a draft stage currently and the public is welcome to comment on it. <strong>DM</strong>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
