"contents": "<span style=\"font-weight: 400;\">In an interview with</span><i><span style=\"font-weight: 400;\"> City Press,</span></i><span style=\"font-weight: 400;\"> Deputy President Paul Mashatile claimed that </span><a href=\"https://www.news24.com/citypress/politics/paul-mashatile-there-is-a-plot-to-oust-me-20230709\"><span style=\"font-weight: 400;\">“there is a plot to oust me”</span></a><span style=\"font-weight: 400;\"> and that those behind it want to remove him from office by next month.</span>\r\n\r\n<span style=\"font-weight: 400;\">While he refused to reveal more, this is the first time he has taken direct questions about the reports that he had spent much time in homes owned by two people who have conducted billions of rands worth of business with the state, Edwin Sodi and Ndavhe Mareda.</span>\r\n\r\n<span style=\"font-weight: 400;\">His claims of a “plot” come just days </span><a href=\"https://www.timeslive.co.za/politics/2023-07-04-ramaphosa-ally-bejani-chauke-denies-plotting-against-mashatile/\"><span style=\"font-weight: 400;\">after a strange statement</span></a><span style=\"font-weight: 400;\"> was issued by political strategist Bejani Chauke, who is known to be close to Ramaphosa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Chauke said, “It has come to my attention that there is a manipulated fake WhatsApp chat regarding the plot to disrupt the stability of operations of the office of the deputy president via the media.”</span>\r\n\r\n<span style=\"font-weight: 400;\">He went on to deny any involvement in such a plot and said that someone was manipulating images of WhatsApp conversations.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mashatile has also had to respond to the incident that saw members of the VIP Protection Unit </span><a href=\"https://www.dailymaverick.co.za/article/2023-07-05-get-beat-up-the-beloved-country-sas-men-in-high-castles-will-not-change-anything/\"><span style=\"font-weight: 400;\">savagely attacking three motorists</span></a><span style=\"font-weight: 400;\"> in what appeared to be an unprovoked assault.</span>\r\n\r\n<span style=\"font-weight: 400;\">The unit and Mashatile both said he was not there at the time, and there is no evidence to the contrary.</span>\r\n\r\n<span style=\"font-weight: 400;\">Once again, South Africa is back in an intriguing political space where opposing interests swirl and the stakes are high.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mashatile now has to fight a plot against him (by unnamed people) and the current, and very real damage to his credibility for being close to Sodi, the man who benefitted from government contracts while also being </span><a href=\"https://www.dailymaverick.co.za/article/2023-05-26-hammanskraal-cholera-outbreak-she-was-crying-out-help-me/\"><span style=\"font-weight: 400;\">linked to the cholera outbreak in Hammanskraal</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">This may well bring back memories of former president Jacob Zuma. He too claimed, for years, that there was a </span><a href=\"https://www.news24.com/news24/explained-what-you-need-to-know-about-zumas-plots-spies-the-guptas-and-johann-rupert-20190715\"><span style=\"font-weight: 400;\">plot against him by unnamed people</span></a><span style=\"font-weight: 400;\">. And he claimed that </span><a href=\"https://www.iol.co.za/news/politics/zuma-guptas-are-my-friends-1534643\"><span style=\"font-weight: 400;\">his friendships with certain businesspeople</span></a><span style=\"font-weight: 400;\"> had nothing to do with his role in the government.</span>\r\n\r\n<span style=\"font-weight: 400;\">Of course, Mashatile was never an ally of Zuma and was one of the few people in the ANC who openly opposed Zuma, when he (Mashatile) represented the ANC province of Gauteng.</span>\r\n<h4><b>Who wants Mashatile gone?</b></h4>\r\n<span style=\"font-weight: 400;\">This leads to the obvious question: Who in the ANC would want to remove Mashatile “by August”?</span>\r\n\r\n<span style=\"font-weight: 400;\">Certainly, at this stage, there is no obvious person who would take over from him, and there appears to be no frontrunner in the ANC, Cabinet or the ANC’s National Executive Committee who would just slip into that position. (We must also not forget how procedurally difficult it will be to do this.)</span>\r\n\r\n<span style=\"font-weight: 400;\">The question leads to speculation that in fact, the person who wants Mashatile removed is the only one above him in the pecking order — Ramaphosa himself. </span>\r\n\r\n<span style=\"font-weight: 400;\">There were some claims, in the days just before the ANC’s December 2022 elective conference, that Mashatile was manoeuvring to position himself to be elected as the president of the ANC. This was immediately after Parliament’s panel investigating the Phala Phala scandal recommended a process to possibly impeach Ramaphosa.</span>\r\n\r\n<span style=\"font-weight: 400;\">Also, it is well known that Mashatile had been meeting investors and trying to convince business leaders that he would be able to resolve some of South Africa’s problems.</span>\r\n\r\n<span style=\"font-weight: 400;\">This is unusual behaviour from a Deputy President and Ramaphosa may have seen it as a sign of overambition.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is probable that Mashatile is making the claims about a plot to remove him because he is concerned that more information about him is going to emerge — which is likely if the </span><a href=\"https://www.news24.com/news24/investigations/mashatile-unmasked-the-secret-luxury-life-and-state-capture-links-of-a-president-in-waiting-20230626-2\"><span style=\"font-weight: 400;\">first reports about his lifestyle are true</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">What is strange about this is that while some may believe Ramaphosa is responsible for this, this would be almost the first overt political act by Ramaphosa in some time. It is hard to believe both that the President has lost interest in his job (and is “quiet-quitting”) and that he or those close to him are trying to sabotage Mashatile.</span>\r\n\r\n<span style=\"font-weight: 400;\">This suggests that there is some other dynamic at play.</span>\r\n<h4><b>Mantashe’s ‘defiance’</b></h4>\r\n<span style=\"font-weight: 400;\">Meanwhile, Mbalula’s claims in the </span><i><span style=\"font-weight: 400;\">Sunday Times</span></i><span style=\"font-weight: 400;\"> that </span><a href=\"https://www.timeslive.co.za/sunday-times/news/politics/2023-07-09-mbalula-backs-ramaphosa-against-defiant-mantashe/\"><span style=\"font-weight: 400;\">Mantashe has “defied” Ramaphosa over energy policy</span></a><span style=\"font-weight: 400;\"> and by refusing to attend a signing ceremony are likely to lead to more difficulties in the leadership of the party.</span>\r\n\r\n<span style=\"font-weight: 400;\">While Mbalula has shown consistent and intense loyalty to Ramaphosa since 2017, he may lack the political heft to worry Mantashe.</span>\r\n\r\n<span style=\"font-weight: 400;\">When Mantashe was secretary-general of the ANC he was able to give the impression of having some political control of the organisation; certainly, he was at the </span><a href=\"https://www.dailymaverick.co.za/article/2017-12-13-analysis-in-the-centre-of-the-ancs-gravity-field-gwede-mantashe/\"><span style=\"font-weight: 400;\">centre of the party’s gravity field</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Mbalula has tried to assert his control over the party machinery (and was elected to the secretary-general position by ANC delegates), but he does not have the same gravitas as Mantashe. The fact that he has made silly claims about having </span><a href=\"https://www.dailymaverick.co.za/article/2022-05-26-how-low-can-they-all-go-mr-president-the-case-of-the-still-unbreakable-mr-mbalula/\"><span style=\"font-weight: 400;\">“just landed in Ukraine”</span></a><span style=\"font-weight: 400;\"> and other assertions that were outright lies, and faces findings against him from his tenure as sports minister, make it difficult for him to act against anyone in the party.</span>\r\n\r\n<span style=\"font-weight: 400;\">Particularly someone with the </span><a href=\"https://www.dailymaverick.co.za/article/2023-06-28-teflon-gwede-mantashe-appears-to-lead-a-charmed-life-despite-his-frequent-deliberate-missteps/\"><span style=\"font-weight: 400;\">experience of Mantashe</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">While it is likely that some in the ANC are frustrated with Mantashe, this does not necessarily mean that Ramaphosa will act against him. If the President hasn’t acted against him before, why would he do so now? Mbalula’s gesture of support for Ramaphosa may turn out to be meaningless.</span>\r\n\r\n<span style=\"font-weight: 400;\">Still, this collective mess suggests that those at the top of the ANC are still focusing on their internal rivals rather than on how to help South Africa’s people. Let’s not forget there’s a national election just around the corner.</span>\r\n\r\n<span style=\"font-weight: 400;\">Spending time and energy on internal battles, when the ANC is in danger of losing the war — staying in power in national government — does not look good. </span><b>DM</b>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee.
