"contents": "<b>Gwede Mantashe: closet capitalist</b> <b>or alien invasion?</b>\r\n\r\n<span style=\"font-weight: 400;\">The minister for minerals and energy was on a roll at the indaba, waxing lyrical about how a proposed rival power firm to Eskom would bring in competition, which he said would be a good thing.</span>\r\n\r\n<span style=\"font-weight: 400;\">“We have to go back to the days when we had a surplus of energy, as a surplus and competition in generation will push the price of electricity down,” he said. He made this point several times.</span>\r\n\r\n<span style=\"font-weight: 400;\">The person who uttered these words looked exactly like Mantashe and had his voice down pat. But his embrace of market concepts such as competition and its effect on prices was a startling departure for a red-blooded unionist and member of the SACP. It was almost as if an alien had taken over his body, rather like in the 1956 sci-fi movie </span><i><span style=\"font-weight: 400;\">The Invasion of the Body Snatchers</span></i><span style=\"font-weight: 400;\">. He even invited the private sector to invest in this proposed rival to Eskom. Details remain sketchy on “Eskom II” but the alien invasion appears to be in full swing.</span>\r\n\r\n<b>Cape Town beats Toronto or London in February</b>\r\n\r\n<span style=\"font-weight: 400;\">In February, who the hell wants to be in Toronto, or London for that matter? Let’s face it: holding the Mining Indaba in Cape Town in February is a transparent scam. Executives, analysts and investors flock to the Mother City from their dreary northern towns for the weather and </span><i><span style=\"font-weight: 400;\">dop</span></i><span style=\"font-weight: 400;\">, which is bloody good value for money if you happen to earn dollars or pounds. The indaba is not, for example, held in Moscow – for a reason. But give the organisers their due: it works! And attendees have lots of fun, or so this journalist has been reliably told. </span>\r\n\r\n<b>Copper needs a lot more Rock to Roll these days</b>\r\n\r\n<span style=\"font-weight: 400;\">Anglo American CEO Mark Cutifani had this startling nugget in his speech to the Indaba. “To produce 40kg of copper in 1900, we only had to extract two tonnes of rock. Today, because of declining grades, to produce the same 40kg of copper, the amount of rock required has increased by a factor of 16. Likewise, the amount of energy needed has risen by a factor of 16, and water consumption per unit of copper has doubled.”</span>\r\n\r\n<span style=\"font-weight: 400;\">That highlights a number of challenges. Such a trend clearly impacts on productivity and costs, and also expands the industry’s environmental footprint. This is also why the industry is very focused on innovation and research and development. Maybe we can soon reverse the trend, and get more copper rolling from less rock?</span>\r\n\r\n<b>South Africa has a dearth of junior miners</b>\r\n\r\n<span style=\"font-weight: 400;\">Another eye-popping stat, unveiled by the Minerals Council South Africa, is that the Toronto Stock Exchange has 1,193 junior mining companies listed on it, while the JSE only has 10. There are a number of reasons for this, including the nature of deep-level gold and platinum mining in South Africa, which has historically required lots of capital. Yet it also surely highlights the other hurdles that exist for small-cap miners in South Africa, such as soaring costs and a punitive regulatory environment. This is also clearly an obstacle to widening the pool of black entrepreneurs in South Africa. The formation of more juniors in the South African mining space should be encouraged. </span>\r\n\r\n<b>Mining still plays an outsized role in SA’s economy</b>\r\n\r\n<span style=\"font-weight: 400;\">The Minerals Council also released the latest data on mining’s contribution to South Africa’s economy. Production, especially in sectors such as gold, has been in a steady state of decline and the industry faces a range of headwinds. But the numbers it generated in 2019 are still pretty big: </span>\r\n<ul>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">R360.9-billion to GDP (2018: R350.8-billion)</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">R94.7-billion to fixed investment (2018: R94.7-billion)</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">R538.9-billion in primary mineral sales (2018: R475-billion)</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">R348.2-billion in export sales (2018: R312.0-billion)</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">R8.6-billion paid in royalties (2018: R7.6-billion)</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">R24.3-billion paid in taxes (2018: R22.0-billion)</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">R32.9-billion paid in value-added tax in terms of net outflow</span></li>\r\n \t<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Employed 454,861 people</span></li>\r\n</ul>\r\n<span style=\"font-weight: 400;\">Paid employees R135.9-billion (2018: R134.5-billion) and contributed R22.7-billion (2018: R21.0-billion) to PAYE on behalf of employees.</span>\r\n\r\n<span style=\"font-weight: 400;\">Those numbers are not insignificant. At a time when the economy and job creation need all the help they can get, mining can still clearly make an outsized contribution. It also plays to South Africa’s competitive advantage. This country has loads of platinum group metals and manganese and still has mountains of gold beneath the surface, among other cash-spinning commodities.</span>\r\n\r\n<span style=\"font-weight: 400;\">Just like Cape Town is a tourist magnet, South Africa’s mineral wealth should be one for foreign investment. The industry can only hope that some of the overseas investors who enjoyed Cape Town this week also bought into the mining story. </span><span style=\"text-decoration: underline;\"><b>BM</b></span>",

"description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
