"contents": "<span style=\"font-weight: 400;\">South Africa’s mining sector faces many headwinds and it is becoming an increasingly hard sell to the investors who are in Cape Town for the Investing in African Mining Indaba from 6 to 9 February.</span>\r\n\r\n<span style=\"font-weight: 400;\">As the name suggests, the focus of the conference is on the entire African continent, which remains the world’s poorest despite — some might say because of — its fabulous mineral wealth.</span>\r\n\r\n<span style=\"font-weight: 400;\">But South Africa is the host of this annual shindig and the draw of Cape Town in February for investors, bankers, analysts and executives from places such as Vancouver and London is obvious.</span>\r\n\r\n<span style=\"font-weight: 400;\">It’s a premier chance to promote South Africa as a destination for mining investment, which the government has often squandered even as attendees have enjoyed a </span><i><span style=\"font-weight: 400;\">dop</span></i><span style=\"font-weight: 400;\"> under a blazing Cape Town sun.</span>\r\n\r\n<span style=\"font-weight: 400;\">One emerging ray of light is the improving performance of South Africa’s mining industry on the health and safety front. Since we are talking about human lives, the importance of this issue cannot be overstated.</span>\r\n\r\n<b>Reducing the toll</b>\r\n\r\n<span style=\"font-weight: 400;\">Matters of health and safety are high on the investor radar screen these days. And South Africa’s mining industry — which has accounted for more than 80,000 accidental deaths since the late 19th century — has been making huge strides to reduce the toll.</span>\r\n\r\n<span style=\"font-weight: 400;\">Data released on 31 January by Mineral Resources and Energy Minister Gwede Mantashe show that </span><a href=\"https://www.dmr.gov.za/news-room/post/2017/statement-on-the-release-of-the-2022-mine-health-and-safety-statistics-by-the-honourable-minister-of-mineral-resources-and-energy-mr-gwede-mantashe-mp\"><span style=\"font-weight: 400;\">2022 was a record safety year</span></a><span style=\"font-weight: 400;\"> for South African mining, with 49 miners killed at work, a 34% fall from the 74 deaths recorded in 2021.</span>\r\n\r\n<span style=\"font-weight: 400;\">That’s still a terrible number: 49 families lost loved ones and breadwinners. Mining accidents are brutal. But progress is undeniably being made, even if the noble goal of “zero harm” remains elusive.</span>\r\n\r\n<span style=\"font-weight: 400;\">In January 2023, not a single miner in South Africa was killed at work, the first time this has happened in a calendar month. The fact that it is a milestone underscores the sheer scale of the carnage.</span>\r\n\r\n<b>Hazardous setting</b>\r\n\r\n<span style=\"font-weight: 400;\">Among many initiatives, a concerted effort to address fall-of-ground incidents is bearing fruit. There were six fall-of-ground fatalities last year — six too many but a remarkable achievement in the hazardous setting of South Africa’s platinum and gold mines, which are the world’s deepest.</span>\r\n\r\n<span style=\"font-weight: 400;\">“The number of [fall-of-ground] fatalities had fallen to an average of 24 a year in the 2016-2020 five-year period from an average of 111 a year in 2001-2005, a 78% improvement,” the Minerals Council SA said.</span>\r\n\r\n<iframe id=\"doc_39942\" class=\"scribd_iframe_embed\" title=\"Mcsa Media Statement Safety Health 2022 31jan2023 Final\" src=\"https://www.scribd.com/embeds/623932965/content?start_page=1&view_mode=scroll&access_key=key-LZYZQKf9cyShtiPqta2Y\" width=\"100%\" height=\"600\" frameborder=\"0\" scrolling=\"no\" data-auto-height=\"false\" data-aspect-ratio=\"0.7080062794348508\"></iframe>\r\n\r\n<span style=\"font-weight: 400;\">“The key interventions were the implementation of entry examinations and actively making working areas safe daily from 2009. In 2012, netting and bolting of tunnel roofs and walls were introduced and the use of steel nets has become a common feature in South Africa’s deep-level mines.”</span>\r\n<h4><b>Safety action plan</b></h4>\r\n<span style=\"font-weight: 400;\">The renewed drive by mining CEOs and the Mining Council’s July 2021 action plan have focused on key areas such as the mechanised bolting of overhead safety netting at the stope, improved lighting, the removal of loose rocks and intense monitoring of work areas.</span>\r\n\r\n<span style=\"font-weight: 400;\">Technical advances in research and development, such as hand-held radar to detect falls of ground in advance, drawing on proven methods used in open-cast operations, are promising.</span>\r\n\r\n<span style=\"font-weight: 400;\">Much of this is being driven by the embracing of environmental, social and governance (ESG) concerns, which have risen to the top of corporate agendas.</span>\r\n\r\n<span style=\"font-weight: 400;\">A growing number of commentators see all this as the latest “corporate con”, and there is a kernel of truth in that view. Toxic corporate behaviour today can be costly in the future. Civil law suits, stiff criminal penalties and the like can loom in the future.</span>\r\n\r\n<span style=\"font-weight: 400;\">Just ask </span><a href=\"https://www.dailymaverick.co.za/article/2022-11-23-sa-doctors-stall-glencores-mega-settlement-over-alleged-drc-bribe-by-gertler-associate/\"><span style=\"font-weight: 400;\">Glencore</span></a><span style=\"font-weight: 400;\"> about that, or the gold producers that have set aside </span><a href=\"https://www.dailymaverick.co.za/article/2021-03-02-long-and-winding-road-claims-process-in-sa-silicosis-settlement-now-under-way/\"><span style=\"font-weight: 400;\">R5-billion to compensate miners</span></a><span style=\"font-weight: 400;\"> who contracted the incurable lung disease silicosis from inhaling silica dust from gold-bearing rock. The history of South African mining has often been one of grotesque exploitation.</span>\r\n<h4><b>ESG backlash</b></h4>\r\n<span style=\"font-weight: 400;\">But it is also revealing to note where much of the backlash is stemming from. The US Republican Party — which has been going off the rails for years — is among the forces leading the charge.</span>\r\n\r\n<span style=\"font-weight: 400;\">As Natale Labia recently noted in </span><i><span style=\"font-weight: 400;\">Business Maverick</span></i><span style=\"font-weight: 400;\">, the treasuries of the deeply red states of Florida and Louisiana have pulled $3-billion out of asset manager and ESG investor BlackRock, accusing it of being “hostile”.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">Read more in </span></i><span style=\"font-weight: 400;\">Daily Maverick</span><i><span style=\"font-weight: 400;\">: “</span></i><a href=\"https://www.dailymaverick.co.za/opinionista/2023-01-31-three-main-reasons-why-investors-should-beware-of-the-esg-con/\"><i><span style=\"font-weight: 400;\">Three main reasons why investors should beware of the ESG con</span></i></a><i><span style=\"font-weight: 400;\">”</span></i>\r\n\r\n<span style=\"font-weight: 400;\">This is the same Republican Party that has been at the forefront of America’s culture wars, leading a political backlash against abortion and women’s rights more broadly, the LGBTQI+ community, black civil rights, efforts to address climate change, and almost every progressive cause under the sun, which it at least acknowledges Earth revolves around.</span>\r\n\r\n<span style=\"font-weight: 400;\">The ESG zeitgeist that US Republicans have in their sights is among the factors saving mostly black lives underground in South Africa. And this matters to a growing number of investors, underscoring how the Republican Party and other far-right political movements are becoming detached from contemporary capitalism and financial markets, which they claim to champion.</span>\r\n\r\n<span style=\"font-weight: 400;\">South Africa’s mining sector has many challenges — the list is as deep as a Witwatersrand gold reef: the lack of a transparent cadastral system to enable investors and the public to see the state of play of mining rights; policy uncertainty; menacing procurement mafias; soaring power and labour costs as well as Eskom’s and Transnet’s woes. </span>\r\n\r\n<span style=\"font-weight: 400;\">But as the industry parties under Cape Town skies this week, it will be the first time it has done so when not a single miner in South Africa was killed by accident at work in the preceding month. "description": "<span style=\"font-weight: 400\">Gwede Mantashe is a South African politician and the current Minister of Mineral Resources and Energy within the African National Congress (ANC). </span>\r\n\r\n<span style=\"font-weight: 400\">The portfolio was called the Ministry of Minerals and Energy until May 2009, when President Jacob Zuma split it into two separate portfolios under the Ministry of Mining (later the Ministry of Mineral Resources) and the Ministry of Energy. Ten years later, in May 2019, his successor President Cyril Ramaphosa reunited the portfolios as the Ministry of Mineral Resources and Energy. </span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe</span><span style=\"font-weight: 400\"> was born in 1955 in the Eastern Cape province, and began his working life at Western Deep Levels mine in 1975 as a Recreation Officer and, in the same year, moved to Prieska Copper Mines where he was Welfare Officer until 1982.</span>\r\n\r\n<span style=\"font-weight: 400\">He then joined Matla Colliery and co-founded the Witbank branch of the National Union of Mine Workers (NUM), becoming its Chairperson. He held the position of NUM Regional Secretary in 1985. Mantashe showcased his skills and leadership within the NUM, serving as the National Organiser from 1988 to 1993 and as the Regional Coordinator from 1993 to 1994.</span>\r\n\r\n<span style=\"font-weight: 400\">From 1994 to 1998, Mantashe held the role of Assistant General Secretary of the NUM and was later elected General Secretary in 1998.</span>\r\n\r\n<span style=\"font-weight: 400\">During his initial tenure in government, Mantashe served as a Councillor in the Ekurhuleni Municipality from 1995 to 1999. Notably, he made history by becoming the first trade unionist appointed to the Board of Directors of a Johannesburg Stock Exchange-listed company, Samancor.</span>\r\n\r\n<span style=\"font-weight: 400\">In May 2006, Mantashe stepped down as the General Secretary of the NUM and took on the role of Executive Director at the Development Bank of Southern Africa for a two-year period. He also chaired the Technical Working Group of the Joint Initiative for Priority Skills Acquisition.</span>\r\n\r\n<span style=\"font-weight: 400\">In 2007, Mantashe became the Chairperson of the South African Communist Party and a member of its Central Committee. He was elected Secretary-General of the African National Congress (ANC) at the party's 52nd National Conference in December 2007. Mantashe was re-elected to the same position in 2012. Additionally, at the ANC's 54th National Conference in 2017, he was elected as the National Chairperson.</span>\r\n\r\n<span style=\"font-weight: 400\">Mantashe is a complex and controversial figure. He has been accused of being too close to the ANC's corrupt leadership, and of being a hardliner who is opposed to reform. </span>\r\n\r\n<span style=\"font-weight: 400\">His actions and statements have sparked controversy and allegations of protecting corruption, undermining democratic principles, and prioritising party loyalty over the interests of the country.</span>",
