"contents": "<span style=\"font-weight: 400;\">On Thursday, former head of security at the Public Protector, Baldwin Neshunzhi was giving evidence at the parliamentary inquiry into Busisiwe Mkhwebane’s fitness to hold office when a letter, written by the Public Protector in 2018 to Fraser, was presented to the committee by evidence leaders.</span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-1348800 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2022/08/fraser-PP-e1659614086455.jpeg\" alt=\"\" width=\"1241\" height=\"524\" /> A letter written by the Public Protector in 2018 to Arthur Fraser was presented to the impeachment inquiry committee on Thursday. Photo: SUPPLIED</p>\r\n\r\n<span style=\"font-weight: 400;\">Earlier, Advocate Dali Mpofu, appearing for Mkhwebane, had objected to Neshunzhi’s testimony saying his evidence was “irrelevant”.</span>\r\n\r\n<span style=\"font-weight: 400;\">The committee heard that Mkhwebane had suspected Neshunzhi, incorrectly so, of leaking information and had wanted him “retrained” by her former boss at the State Security Agency, Arthur Fraser. Mkhwebane was previously employed by the <a href=\"https://nationalgovernment.co.za/units/view/42/state-security-agency-ssa\">SSA</a>.</span>\r\n\r\n<span style=\"font-weight: 400;\">The leakages pertained to her later discredited </span><a href=\"https://www.dailymaverick.co.za/article/2022-04-13-the-curse-of-ciex-anatomy-of-the-legal-boomerang-that-came-back-to-haunt-mkhwebane/\"><span style=\"font-weight: 400;\">CIEX report.</span></a><span style=\"font-weight: 400;\"> In this instance, Mkhwebane was found by the courts to have lied about copying and pasting a paragraph into her report, written by the SSA, that the constitution should be amended with regard to the Reserve Bank.</span>\r\n\r\n<span style=\"font-weight: 400;\">Neshunzhi testified that the SSA had been in the process of developing an </span><a href=\"https://www.dailymaverick.co.za/article/2022-04-07-sas-dystopian-vision-2035-what-might-have-been-if-zuma-and-the-securocrats-had-their-way/\"><span style=\"font-weight: 400;\">information analysis</span></a><span style=\"font-weight: 400;\"> system for the Public Protector SA. The agent who led the IT process or project was Mahendra Moodley.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the end, said Neshunzhi, the PPSA only had R6-million to spend on CMS per year, that the SSA bill had been “too expensive” and that other options used by the Global Ombudsman had been considered.</span>\r\n\r\n<span style=\"font-weight: 400;\">It is pertinent to note that the 2018</span><a href=\"https://www.dailymaverick.co.za/article/2019-05-17-former-spy-boss-arthur-fraser-slams-high-level-review-panel-report-into-ssa-as-treasonous/\"><span style=\"font-weight: 400;\"> High Level Panel Review</span></a><span style=\"font-weight: 400;\"> into the SSA found that Fraser, along with former Ministers of State Security David Mahlobo and Bongani Bongo attempted to drive a dystopian “vision 2035” for the agency. This with Zuma’s blessing. </span>\r\n\r\n<span style=\"font-weight: 400;\">One of the goals of this new agency was to house and have access to </span><i><span style=\"font-weight: 400;\">all</span></i><span style=\"font-weight: 400;\"> government department databases.</span>\r\n\r\n<span style=\"font-weight: 400;\">Neshunzhi</span><span style=\"font-weight: 400;\">’s</span><span style=\"font-weight: 400;\"> testimony dovetails with the findings of the HLPR report into the SSA’s attempt to undermine and repurpose the agency by 2035.</span>\r\n\r\n<span style=\"font-weight: 400;\">Neshunzhi testified that a “sizeable” delegation from the SSA had been roped into the project. Fraser, or “King Arthur” as Mpofu previously referred to the former spy boss, was part of this delegation.</span>\r\n\r\n<span style=\"font-weight: 400;\">The former security head was later accused by the PP of leaking documents that had been delivered from the President’s office to her office when in fact the President’s office had made a media announcement about this, the committee heard.</span>\r\n\r\n<span style=\"font-weight: 400;\">Part of Neshunzhi’s job at the time was to apply for security clearance for PPSA staff from the SSA and it was here that the security issue of CEO </span><a href=\"https://www.dailymaverick.co.za/article/2022-08-02-mpofu-feels-ambushed-as-photo-confirms-that-witness-was-with-mkhwebane-at-vrede-dairy-inspection/\"><span style=\"font-weight: 400;\">Vussy Mahlangu’s</span></a><span style=\"font-weight: 400;\"> Top Security clearance from the SSA became an issue.</span>\r\n\r\n<span style=\"font-weight: 400;\">He had attempted to expedite the certificate for Mahlangu who at that stage, the committee heard this week, sat in on meetings without the requisite clearance.</span>\r\n\r\n<span style=\"font-weight: 400;\">July 2019 Neshunzhi was reinstated after being suspended but was then moved to Customer Services.</span>\r\n\r\n<span style=\"font-weight: 400;\">Advocate Hangawi Matlhape stood in for Mpofu on Thursday cross-examining Neshunzhi, stating that it was former PP, Thuli Madonsela, and not Mkhwebane who had introduced security vetting at the organisation.</span>\r\n\r\n<span style=\"font-weight: 400;\">He replied that when he joined in 2017 there a “security management unit” existed but its head had resigned and as a result, the selection process had been lengthy. </span>\r\n\r\n<span style=\"font-weight: 400;\">“There was security policing that was signed and approved by her (Madonsela). And in essence in terms of national legislation,” said Neshunzhi.</span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2022-07-11-politicking-from-day-one-as-suspended-public-protector-mkhwebane-attends-hearings-under-protest/\"><span style=\"font-weight: 400;\">Mkhwebane was suspended from office on 9 June</span></a><span style=\"font-weight: 400;\">.
