The </span><a href=\"http://www.dha.gov.za/images/ZEP/Press_Statement_Zimbabwean_Nationals_Granted_Exemption0309.pdf\"><span style=\"font-weight: 400;\">Zimbabwean Exemption Permit</span></a><span style=\"font-weight: 400;\"> (ZEP), which allows Zimbabweans to live and work in the country under specific circumstances, </span><a href=\"https://neasa.co.za/zep-permits-clarity-amongst-confusion/\"><span style=\"font-weight: 400;\">expires</span></a><span style=\"font-weight: 400;\"> at the end of June 2023. </span>\r\n\r\n<span style=\"font-weight: 400;\">Around </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-11-zim-permit-termination-unlawful-helen-suzman-foundation/\"><span style=\"font-weight: 400;\">178,000</span></a><span style=\"font-weight: 400;\"> people hold the ZEP. Without it, they become undocumented. The </span><a href=\"https://www.citizen.co.za/news/south-africa/court-challenge-against-scrapping-zimbabwean-permit/?fbclid=IwAR1BOPwRdr4NCj8pEpOjGrWCclz5T9oQvqzCD66qsXzKTYLzRiORr1iQbQo\"><span style=\"font-weight: 400;\">Zimbabwean Immigration Federation</span></a><span style=\"font-weight: 400;\"> is also </span><a href=\"https://www.news24.com/news24/africa/news/zep-expiry-many-permit-holders-intend-to-stay-in-sa-until-very-last-minute-zimbabwean-ambassador-20230427\"><span style=\"font-weight: 400;\">seeking</span></a><span style=\"font-weight: 400;\"> an interdict to stop Zimbabweans being deported, should the permits expire.</span>\r\n\r\n<b>Read a report by </b><strong>Bheki Simelane in Daily Maverick</strong><em>: <a href=\"https://www.dailymaverick.co.za/article/2023-05-03-our-lives-are-on-the-verge-of-ruin-say-zim-exemption-permit-holders-as-termination-draws-near/\">'</a></em><a href=\"https://www.dailymaverick.co.za/article/2023-05-03-our-lives-are-on-the-verge-of-ruin-say-zim-exemption-permit-holders-as-termination-draws-near/\">Our lives are on the verge of ruin', say Zim Exemption Permit holders as termination draws near</a>\r\n\r\n<span style=\"font-weight: 400;\">Amid this debate, a </span><a href=\"https://web.archive.org/web/20230419084931/https://twitter.com/PSAFLIVE/status/1646466261360992256?\"><span style=\"font-weight: 400;\">video</span></a><span style=\"font-weight: 400;\"> shared online shows a police roadblock in Johannesburg — South Africa’s largest city, often the </span><a href=\"http://www.xenowatch.ac.za/map/\"><span style=\"font-weight: 400;\">epicentre</span></a><span style=\"font-weight: 400;\"> of xenophobic attacks. The roadblock was set up to arrest undocumented immigrants, and more than 50 people were </span><a href=\"https://www.timeslive.co.za/news/south-africa/2023-04-14-foreigners-must-carry-their-passports-all-the-time-saps/\"><span style=\"font-weight: 400;\">reportedly</span></a><span style=\"font-weight: 400;\"> held. </span>\r\n\r\n<span style=\"font-weight: 400;\">Unsubstantiated yet widespread narratives </span><a href=\"https://issafrica.s3.amazonaws.com/site/uploads/sar-53.pdf#page=2\"><span style=\"font-weight: 400;\">blame</span></a><span style=\"font-weight: 400;\"> immigrants for some of South Africa’s biggest social issues, such as crime and unemployment. </span>\r\n\r\n<span style=\"font-weight: 400;\">Social media posts in early 2023 have given us a glimpse into some of these attitudes.</span>\r\n\r\n<span style=\"font-weight: 400;\">In February 2023, South African human rights lawyer, </span><a href=\"https://rsinc.co.za/\"><span style=\"font-weight: 400;\">Richard Spoor</span></a><span style=\"font-weight: 400;\">, tried to refocus the conversation. “Foreigners did not cause the failure of Eskom and other [state-owned enterprises]” and “are not responsible for the state of our roads, rail and harbour infrastructures” or “for the failure of our municipalities”, he </span><a href=\"https://web.archive.org/web/20230301122519/https://twitter.com/proudly_mzansi/status/1627244452669452291\"><span style=\"font-weight: 400;\">tweeted</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">In response, someone </span><a href=\"https://web.archive.org/web/20230301122519/https://twitter.com/proudly_mzansi/status/1627244452669452291\"><span style=\"font-weight: 400;\">replied</span></a><span style=\"font-weight: 400;\"> that “Illegal foreigners contribute massively to our crime statistics” and “are draining our tax base while contributing absolutely nothing”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Similar sentiments have been expressed widely on Twitter and Facebook, including </span><a href=\"https://twitter.com/b_motsho/status/1639662944488247296?s=20\"><span style=\"font-weight: 400;\">here</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://twitter.com/Mdavovo2/status/1605994916680712212?s=20\"><span style=\"font-weight: 400;\">here</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://www.facebook.com/mmapatofelix.mothapo/posts/pfbid0SKgjN3V8f9kTrWZ5SQNhvouhsRzGBjTLL7XbGLWn9impWwYRoRxFTsi8XaFoDyX3l?__cft__[0]=AZW2dJ7E9AMkaR5EMcBXs911pFkvnUyla8WKZrGigqJ4khxVjTyrWi2hKEnVsl3KR8G-_RedBJ-t1FAIMccNhl5DE6kWqMAWgcVeFb3Pl8KQxA&__tn__=%2CO%2CP-R\"><span style=\"font-weight: 400;\">here</span></a><span style=\"font-weight: 400;\">, </span><a href=\"https://twitter.com/BusisiweMbalen1/status/1639223287946567681?s=20\"><span style=\"font-weight: 400;\">here</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://twitter.com/Likely2BBlocked/status/1526429645717000192?s=20\"><span style=\"font-weight: 400;\">here</span></a><span style=\"font-weight: 400;\">. </span>\r\n\r\n<span style=\"font-weight: 400;\">But somewhere beyond the rhetoric, outrage and finger-pointing lie the facts. We looked at what the numbers say about these well-worn arguments.</span>\r\n<h4><b>Understanding migration in South Africa</b></h4>\r\n<span style=\"font-weight: 400;\">Before we can interpret the evidence, it’s important to understand the </span><a href=\"https://africacheck.org/fact-checks/factsheets/factsheet-how-talk-about-migration-south-africa\"><span style=\"font-weight: 400;\">terms</span></a><span style=\"font-weight: 400;\"> being used in this debate. </span>\r\n\r\n<span style=\"font-weight: 400;\">While there is no universally accepted definition of “migrant”, someone who moves from the country in which they live to another is an “immigrant” to the new country. </span>\r\n\r\n<span style=\"font-weight: 400;\">In terms of documentation in South Africa, someone can become a “</span><a href=\"https://www.gov.za/services/temporary-residence/temporary-residency\"><span style=\"font-weight: 400;\">temporary resident</span></a><span style=\"font-weight: 400;\">” by obtaining </span><a href=\"http://www.dha.gov.za/index.php/immigration-services/types-of-temporary-permits\"><span style=\"font-weight: 400;\">specific visas</span></a><span style=\"font-weight: 400;\"> to be in the country for a certain period of time.</span>\r\n\r\n<span style=\"font-weight: 400;\">Applications to become a “</span><a href=\"https://www.gov.za/services/permanent-residence/apply-permanent-residency-permit\"><span style=\"font-weight: 400;\">permanent resident</span></a><span style=\"font-weight: 400;\">” are accepted in specific situations, such as living in South Africa on a work permit for more than five years. </span>\r\n\r\n<span style=\"font-weight: 400;\">Someone who does not have permission to be in the country is considered “</span><a href=\"https://www.sahrc.org.za/home/21/files/FINAL%20Non-Nationals%20Educational%20Booklet.pdf\"><span style=\"font-weight: 400;\">undocumented</span></a><span style=\"font-weight: 400;\">”. National spokesperson for the South African Police Service (SAPS), </span><a href=\"https://twitter.com/AthlendaM?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Eauthor\"><span style=\"font-weight: 400;\">Athlenda Mathe,</span></a><span style=\"font-weight: 400;\"> told us that “the Immigration Act requires every person who is approached by a police officer … to identify themselves as either a citizen, or a temporary or permanent resident”. </span>\r\n\r\n<span style=\"font-weight: 400;\">“Undocumented persons and those who do not have a visa or who have allowed their visa to expire are considered illegal foreigners,” she said. </span>\r\n\r\n<span style=\"font-weight: 400;\">But </span><a href=\"https://issafrica.org/author/lizette-lancaster\"><span style=\"font-weight: 400;\">Lizette Lancaster</span></a><span style=\"font-weight: 400;\">, a migration expert from the </span><a href=\"https://issafrica.org/\"><span style=\"font-weight: 400;\">Institute for Security Studies</span></a><span style=\"font-weight: 400;\"> in Pretoria, told us that calling immigrants “illegal” is inaccurate because “persons cannot be illegal”. Instead, a person’s immigration status might be “irregular”, for a number of reasons. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to the </span><a href=\"https://www.unhcr.org/\"><span style=\"font-weight: 400;\">United Nations High Commissioner for Refugees</span></a><span style=\"font-weight: 400;\">, the term “illegal” is not only inaccurate, but could further </span><a href=\"https://www.unhcr.org/cy/wp-content/uploads/sites/41/2018/09/TerminologyLeaflet_EN_PICUM.pdf#page=2\"><span style=\"font-weight: 400;\">marginalise</span></a><span style=\"font-weight: 400;\"> a group that already faces discrimination.</span>\r\n\r\n<span style=\"font-weight: 400;\">Lancaster told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> that people who move to South Africa are often initially documented, but become undocumented because of changes in the law, or because they are refused asylum. Many undocumented people “have lived in South Africa for generations but do not have documents proving their citizenship”. For example, many people whose parents are undocumented </span><a href=\"https://mg.co.za/news/2021-11-13-born-in-but-stateless-in-south-africa/\"><span style=\"font-weight: 400;\">cannot become</span></a><span style=\"font-weight: 400;\"> documented, even though they were born in South Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">Although </span><a href=\"https://africacheck.org/fact-checks/blog/analysis-what-do-we-really-know-about-international-migration-south-africa\"><span style=\"font-weight: 400;\">it is difficult</span></a><span style=\"font-weight: 400;\"> to estimate the exact size of the immigrant population, </span><a href=\"https://www.statssa.gov.za/\"><span style=\"font-weight: 400;\">Statistics South Africa</span></a><span style=\"font-weight: 400;\"> put the number of immigrants in 2021 at around </span><a href=\"https://www.statssa.gov.za/?p=14569\"><span style=\"font-weight: 400;\">3.95 million</span></a><span style=\"font-weight: 400;\">, or about 6.6% of the country's total </span><a href=\"https://www.statssa.gov.za/publications/P0302/P03022021.pdf#page=6\"><span style=\"font-weight: 400;\">population</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<b>Claim: </b><span style=\"font-weight: 400;\">“Illegal foreigners contribute massively to our crime statistics.”</span>\r\n\r\n<b>Verdict: </b><span style=\"font-weight: 400;\">Incorrect</span>\r\n\r\n<span style=\"font-weight: 400;\">Politicians on </span><a href=\"http://www.scielo.org.za/scielo.php?script=sci_arttext&pid=S2410-79722022000100005\"><span style=\"font-weight: 400;\">all sides</span></a><span style=\"font-weight: 400;\"> have been </span><a href=\"https://mg.co.za/article/2019-09-03-00-xenophobia-and-party-politics-in-south-africa/\"><span style=\"font-weight: 400;\">accused</span></a><span style=\"font-weight: 400;\"> of scapegoating immigrants to </span><a href=\"https://issafrica.s3.amazonaws.com/site/uploads/sar-53.pdf#page=2\"><span style=\"font-weight: 400;\">distract</span></a><span style=\"font-weight: 400;\"> from governance failures and corruption. But the idea that crime in South Africa is largely committed by undocumented immigrants also seems to have become </span><a href=\"https://repository.hsrc.ac.za/bitstream/handle/20.500.11910/12061/10334.pdf?sequence=1&isAllowed=y\"><span style=\"font-weight: 400;\">entrenched</span></a><span style=\"font-weight: 400;\"> in the country’s collective </span><a href=\"http://www.scielo.org.za/scielo.php?script=sci_arttext&pid=S1015-60462013000100002\"><span style=\"font-weight: 400;\">belief system.</span></a><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">Take the nationally representative </span><a href=\"https://repository.hsrc.ac.za/bitstream/handle/20.500.11910/12061/10334.pdf?sequence=1&isAllowed=y\"><span style=\"font-weight: 400;\">South African Social Attitudes Survey</span></a><span style=\"font-weight: 400;\"> (Sanas), which looks at the beliefs of people in all nine provinces of the country. When asked to rate the statement “immigrants increase crime rates”, </span><a href=\"https://issafrica.s3.amazonaws.com/site/uploads/sar-53.pdf#page=8\"><span style=\"font-weight: 400;\">62% of respondents</span></a><span style=\"font-weight: 400;\"> agreed or strongly agreed in 2008. This figure rose to 66% in 2016. </span>\r\n\r\n<a href=\"https://hsrc.ac.za/press-releases/dces/migration-scholars-release-statement-on-international-migration-situation-in-south-africa/\"><span style=\"font-weight: 400;\">According</span></a><span style=\"font-weight: 400;\"> to the </span><a href=\"https://hsrc.ac.za/\"><span style=\"font-weight: 400;\">Human Sciences Research Council</span></a><span style=\"font-weight: 400;\">, which conducts the annual survey, a preliminary analysis of the 2021 Sanas showed that most respondents saw foreign nationals as a threat.</span>\r\n\r\n<span style=\"font-weight: 400;\">But is there any data to show that undocumented immigrants “contribute massively” to crime in the country? </span>\r\n\r\n<span style=\"font-weight: 400;\">No evidence undocumented immigrants contribute disproportionately to our crime levels, says expert</span>\r\n\r\n<span style=\"font-weight: 400;\">The first place to look for data would be within the police and criminal justice system. </span><a href=\"https://issafrica.org/iss-today/do-foreigners-really-commit-sas-most-violent-crimes\"><span style=\"font-weight: 400;\">According to</span></a><span style=\"font-weight: 400;\"> the Pretoria-based Institute for Security Studies (ISS), SAPS collects demographic data, such as nationality, when making arrests. But, </span><a href=\"https://issafrica.s3.amazonaws.com/site/uploads/sar-53.pdf#page=9\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> the ISS, these figures were not publicly available and “appear to be a closely guarded secret”. </span>\r\n\r\n<i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> asked SAPS for clarification, but did not receive a response. (We will update this report if we do.)</span>\r\n\r\n<span style=\"font-weight: 400;\">In addition, the correctional system collects data on whether inmates in prisons are South African or not. In parliament in early 2022, </span><a href=\"https://www.gov.za/about-government/contact-directory/justice-and-correctional-services-ministry/ronald-lamola-mr\"><span style=\"font-weight: 400;\">Ronald Lamola</span></a><span style=\"font-weight: 400;\">, </span><a href=\"http://www.dcs.gov.za/?page_id=166\"><span style=\"font-weight: 400;\">minister of justice and correctional services</span></a><span style=\"font-weight: 400;\">, released data on the </span><a href=\"https://pmg.org.za/committee-question/17537/\"><span style=\"font-weight: 400;\">number</span></a><span style=\"font-weight: 400;\"> of “illegal foreign nationals” and the </span><a href=\"https://pmg.org.za/committee-question/17536/\"><span style=\"font-weight: 400;\">total number</span></a><span style=\"font-weight: 400;\"> of people convicted of crimes in South Africa each year between 2017 and 2021. </span>\r\n\r\n<span style=\"font-weight: 400;\">The immigration status of those arrested was determined by Department of Home Affairs officials, SAPS told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\">.</span>\r\n\r\n<img loading=\"lazy\" class=\"aligncenter wp-image-1677420 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/05/Undocumented-immigrants.jpg\" alt=\"Undocumented immigrants\" width=\"720\" height=\"361\" />\r\n\r\n<span style=\"font-weight: 400;\">The data showed that over the five-year period, undocumented immigrants on average made up just over 2% of all people convicted of crimes in South Africa. In its 2022 </span><a href=\"https://issafrica.s3.amazonaws.com/site/uploads/sar-53.pdf#page=9\"><span style=\"font-weight: 400;\">report</span></a><span style=\"font-weight: 400;\">, which focused on immigration myths, the ISS provided more detail.</span>\r\n\r\n<span style=\"font-weight: 400;\">Lancaster echoed the report’s findings. “There is no evidence that undocumented migrants contribute disproportionately to our crime levels,” she told us. </span>\r\n\r\n<a href=\"http://www.migration.org.za/loren-b-landau/\"><span style=\"font-weight: 400;\">Loren Landau</span></a><span style=\"font-weight: 400;\">, an expert on migration in the </span><a href=\"https://worldpopulationreview.com/country-rankings/global-south-countries\"><span style=\"font-weight: 400;\">global south</span></a><span style=\"font-weight: 400;\"> based at the University of the Witwatersrand in Johannesburg, told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\">: “Crime statistics over many years demonstrate that immigrants make a disproportionately low contribution to crime in the country.”</span>\r\n\r\n<b>Claim:</b> <span style=\"font-weight: 400;\">“Illegal foreigners are draining our tax base while contributing absolutely nothing.”</span>\r\n\r\n<b>Verdict:</b> <span style=\"font-weight: 400;\">Incorrect</span>\r\n\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://www.sars.gov.za/\"><span style=\"font-weight: 400;\">South African Revenue Service</span></a><span style=\"font-weight: 400;\"> (Sars) is responsible for taxation in the country. Its website </span><a href=\"https://www.sars.gov.za/types-of-tax\"><span style=\"font-weight: 400;\">explains</span></a><span style=\"font-weight: 400;\"> the types of taxes people are required to pay. </span>\r\n\r\n<span style=\"font-weight: 400;\">The two main forms of tax payable by individuals in South Africa are </span><a href=\"https://www.sars.gov.za/types-of-tax/personal-income-tax/\"><span style=\"font-weight: 400;\">personal income tax</span></a><span style=\"font-weight: 400;\"> and </span><a href=\"https://www.sars.gov.za/types-of-tax/value-added-tax/\"><span style=\"font-weight: 400;\">value-added tax</span></a><span style=\"font-weight: 400;\"> (VAT). </span><a href=\"https://www.sars.gov.za/media-release/release-of-the-15th-annual-edition-of-tax-statistics\"><span style=\"font-weight: 400;\">Most</span></a><span style=\"font-weight: 400;\"> people living in South Africa do not earn enough </span><a href=\"https://www.sars.gov.za/types-of-tax/personal-income-tax/#:~:text=Certain%20capital%20gains-,Who%20is%20it%20for%3F,-You%20are%20liable\"><span style=\"font-weight: 400;\">to pay</span></a><span style=\"font-weight: 400;\"> income tax. This also applies to immigrants, Landau told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Sars also </span><a href=\"https://www.sars.gov.za/individuals/how-do-i-register-for-tax/register-as-a-taxpayer/\"><span style=\"font-weight: 400;\">requires</span></a><span style=\"font-weight: 400;\"> valid identification in order to register to pay direct taxes, such as income tax. </span><a href=\"https://nationalgovernment.co.za/units/management/40/south-african-revenue-service-sars\"><span style=\"font-weight: 400;\">Siphithi Sibeko</span></a><span style=\"font-weight: 400;\">, a spokesperson for Sars, told </span><i><span style=\"font-weight: 400;\">Africa Check</span></i><span style=\"font-weight: 400;\"> that “by nature of definition, it would be difficult and outside the bounds of the law to account for the illegal immigrants”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Like everyone else, undocumented immigrants pay tax in the form of VAT</span>\r\n\r\n<span style=\"font-weight: 400;\">VAT is an indirect form of tax that is paid by everyone who buys goods and services in South Africa. While some basic foods, goods and services </span><a href=\"https://taxsummaries.pwc.com/south-africa/corporate/other-taxes\"><span style=\"font-weight: 400;\">are exempt</span></a><span style=\"font-weight: 400;\"> from VAT, the price of something sold in South Africa will generally include 15% VAT. </span>\r\n\r\n<span style=\"font-weight: 400;\">This means that immigrants, whether documented or not, do pay VAT on goods and services “in the same way as everyone else”, Landau told us.</span>\r\n\r\n<span style=\"font-weight: 400;\">Lancaster agreed: “All residents of South Africa, irrespective of status, pay value-added tax through the routine purchase of goods and services”. </span>\r\n\r\n<span style=\"font-weight: 400;\">VAT accounts for a significant proportion of tax revenue collected. Sars </span><a href=\"https://www.sars.gov.za/wp-content/uploads/Docs/TaxStats/2021/Tax-Statistics-2021-Highlights.pdf\"><span style=\"font-weight: 400;\">reported</span></a><span style=\"font-weight: 400;\"> that it collected about R1.25-billion in tax revenue in the 2020/21 financial year. VAT accounted for </span><a href=\"https://www.sars.gov.za/wp-content/uploads/Docs/TaxStats/2021/Tax-Statistics-2021-Highlights.pdf#page=12\"><span style=\"font-weight: 400;\">26.5% </span></a><span style=\"font-weight: 400;\">of the total revenue, similar to previous years, while personal income tax was 39.1%, company income tax 16.4%, and the rest was other taxes. </span>\r\n\r\n<span style=\"font-weight: 400;\">Immigrants also contribute positively to the economy in other ways. </span><a href=\"https://openknowledge.worldbank.org/entities/publication/ad68b82c-8e5c-5024-831b-81dd574393f3\"><span style=\"font-weight: 400;\">According</span></a><span style=\"font-weight: 400;\"> to the World Bank, data collected between 1996 and 2011 suggested that for every immigrant working in South Africa, about two jobs are created for South Africans. </span>\r\n\r\n<span style=\"font-weight: 400;\">The study </span><a href=\"https://www.worldbank.org/en/country/southafrica/publication/new-study-finds-immigrants-in-south-africa-generate-jobs-for-locals\"><span style=\"font-weight: 400;\">found</span></a><span style=\"font-weight: 400;\"> that rather than competing for the same jobs, the tasks done by immigrants and local South Africans tended to “complement” one another, which could “increase the productivity of local workers, generating positive results for their employment and wages”. </span>\r\n\r\n<span style=\"font-weight: 400;\">A 2018 </span><a href=\"https://www.oecd-ilibrary.org/development/how-immigrants-contribute-to-south-africa-s-economy_9789264085398-en\"><span style=\"font-weight: 400;\">report</span></a><span style=\"font-weight: 400;\"> by the </span><a href=\"https://www.oecd.org/southafrica/\"><span style=\"font-weight: 400;\">Organisation for Economic Co-operation and Development</span></a><span style=\"font-weight: 400;\"> (OECD) also found that immigrants made a positive contribution to the economy. Looking at the sectors in which South African and immigrant workers were employed and the average productivity of workers in these sectors, the report calculated that immigrants contributed around 9% of South Africa’s </span><a href=\"https://data.oecd.org/gdp/gross-domestic-product-gdp.htm\"><span style=\"font-weight: 400;\">gross domestic product</span></a><span style=\"font-weight: 400;\"> (GDP). </span>\r\n\r\n<span style=\"font-weight: 400;\">Updated data is needed, though, as this research is not recent. The 2018 OECD report relied heavily on the 2011 national census, and the World Bank study only used data up to that year. The results of the </span><a href=\"http://census.statssa.gov.za/\"><span style=\"font-weight: 400;\">2022 census</span></a><span style=\"font-weight: 400;\"> are expected in 2023.
