"contents": "<span style=\"font-weight: 400;\">South Africa and other southern African nations are racking up travel bans and restrictions while confirmed cases of the Omicron coronavirus variant keep popping up around the world. </span>\r\n\r\n<span style=\"font-weight: 400;\">On Thursday, South Africa’s health ministry and local scientists announced the </span><a href=\"https://www.dailymaverick.co.za/article/2021-11-25-worrying-variant-of-coronavirus-with-many-unknown-mutations-driving-resurgence-of-infections-in-gauteng/\"><span style=\"font-weight: 400;\">identification of a worrying new variant</span></a><span style=\"font-weight: 400;\"> of the coronavirus that causes Covid-1</span><span style=\"font-weight: 400;\">9. By Sunday, </span><span style=\"font-weight: 400;\">a number of countries had imposed, modified or reintroduced travel restrictions and outright bans on travellers from South Africa and its neighbours. </span>\r\n\r\n<span style=\"font-weight: 400;\">On Friday, the World Health Organization (WHO) designated the new variant as one “of concern” and gave it the name Omicron.</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“This variant has a large number of mutations, some of which are concerning,” the WHO said in its </span><a href=\"https://www.who.int/news/item/26-11-2021-classification-of-omicron-(b.1.1.529)-sars-cov-2-variant-of-concern\"><span style=\"font-weight: 400;\">official description</span></a><span style=\"font-weight: 400;\">. “Preliminary evidence suggests an increased risk of reinfection with this variant, as compared with other [variants].” </span>\r\n\r\n<span style=\"font-weight: 400;\">The designation is significant, because for a variant to meet the definition of variant of concern, it needs to have been “</span><span style=\"font-weight: 400;\">demonstrated to be associated with” one or more of the below: </span>\r\n<ul>\r\n \t<li>An increase in transmissibility or detrimental change in Covid-19 epidemiology;</li>\r\n \t<li>An increase in virulence or change in clinical disease presentation; or</li>\r\n \t<li>A decrease in the effectiveness of public health and social measures or available diagnostics, vaccines, therapeutics.</li>\r\n</ul>\r\nhttps://www.youtube.com/watch?v=Pl8RWEFDUT4\r\n\r\n<span style=\"font-weight: 400;\">The reaction from the international community was swift, wide and immediate, much like South Africa’s identification and sharing of information on the variant. </span>\r\n\r\n<span style=\"font-weight: 400;\">“From 4am on 28 November, Malawi, Mozambique, Zambia and Angola will be added to the travel red list,” read an update on the </span><a href=\"https://www.gov.uk/coronavirus\"><span style=\"font-weight: 400;\">UK government’s coronavirus portal</span></a><span style=\"font-weight: 400;\">, the first country to pull the trigger on travel bans – before the WHO had even met on Friday. </span>\r\n\r\n<span style=\"font-weight: 400;\">“South Africa, Botswana, Lesotho, Eswatini, Zimbabwe and Namibia moved on to the red list at midday on 26 November,” the update read.</span>\r\n\r\n<span style=\"font-weight: 400;\">On Friday, British Prime Minister Boris Johnson and President Cyril Ramaphosa spoke by phone. According to a </span><a href=\"https://www.gov.uk/government/news/pm-call-with-south-africas-president-cyril-ramaphosa-26-november-2021\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\">, the two leaders “discussed the challenges posed globally by the new Covid-19 variant” as well as “ways to work together to deal with it and reopen international travel”. </span>\r\n\r\n<span style=\"font-weight: 400;\">In a press conference on Saturday, Johnson expressed his deep gratitude for South Africa’s scientists who identified the new variant and shared the information “widely and immediately”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Seeking to explain the travel restrictions, Johnson said the UK needed to “slow down the seeding” of the variant in the country and “buy more time for our scientists”. The UK has since identified two cases of the variant within its borders.</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">We have been made aware by <a href=\"https://twitter.com/UKHSA?ref_src=twsrc%5Etfw\">@UKHSA</a> of two UK cases of the Omicron variant. France has also suspended travel from seven southern african countries. </span>\r\n\r\n<span style=\"font-weight: 400;\">In Brussels, EU Commission President Ursula von der Leyen, in a </span><a href=\"https://ec.europa.eu/commission/presscorner/detail/en/STATEMENT_21_6377\"><span style=\"font-weight: 400;\">statement</span></a><span style=\"font-weight: 400;\">, said that “we are taking the news about the new highly mutated Covid-19 variant very seriously. It is now important that all of us in Europe act very swiftly, decisively and united. </span>\r\n\r\n<span style=\"font-weight: 400;\">“The European Commission has today proposed to Member States to activate the ‘emergency brake’ on travel from countries in southern African and other countries affected to limit the spread of the new variant. All air travel to these countries should be suspended. They should be suspended until we have a clear understanding about the danger posed by this new variant.” </span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">The news about the new COVID variant is very concerning.</p>\r\nI have talked to scientists and vaccine manufacturers today. The World Health Organization has pleaded with world leaders not to engage in knee-jerk reactions and has cautioned against the imposition of travel restrictions.” </span>\r\n\r\n<a href=\"https://www.dailymaverick.co.za/article/2021-11-26-pretoria-to-ask-uk-to-reverse-rushed-decision-to-put-south-africa-back-on-travel-red-list/\"><span style=\"font-weight: 400;\">Minister Naledi Pandor</span></a><span style=\"font-weight: 400;\"> said: “Whilst we respect the right of all countries to take the necessary precautionary measures to protect their citizens, we need to remember that this pandemic requires collaboration and sharing of expertise. Our immediate concern is the damage that these restrictions are causing to families, the travel and tourism industries and business.”</span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">This latest round of travel bans is akin to punishing South Africa for its advanced genomic sequencing and the ability to detect new variants quicker. It says that evidence shows that “restricting the movement of people and goods during public health emergencies is ineffective in most situations and may divert resources from other interventions. Furthermore, restrictions may interrupt needed aid and technical support, may disrupt businesses, and may have negative social and economic effects on the affected countries.</span>\r\n\r\n<span style=\"font-weight: 400;\">“Travel bans to affected areas or denial of entry to passengers coming from affected areas are usually not effective in preventing the importation of cases but may have a significant economic and social impact.” </span>\r\n\r\n<span style=\"font-weight: 400;\">Lamenting the decision to impose selective travel restrictions on African countries, National Assembly Speaker Nosiviwe Mapisa-Nqakula argued that South Africa was on the receiving end of punishment for responsible global citizenship. </span>\r\n<blockquote class=\"twitter-tweet\">\r\n<p dir=\"ltr\" lang=\"en\">Addressing Brics Parliamentary Forum on sidelines of <a href=\"https://twitter.com/hashtag/IPU143?src=hash&ref_src=twsrc%5Etfw\">#IPU143</a> in Madrid, Spain, Speaker Mapisa-Nqakula has come out strongly against imposition of travel ban against certain African countries, saying this was a punishment for responsible global citizenship and world class science <a href=\"https://t.co/pq20IVGjmS\">pic.twitter.com/pq20IVGjmS</a></p>\r\n— Parliament of RSA (@ParliamentofRSA) <a href=\"https://twitter.com/ParliamentofRSA/status/1464916123544084490?ref_src=twsrc%5Etfw\">November 28, 2021</a></blockquote>\r\n<script async src=\"https://platform.twitter.com/widgets.js\" charset=\"utf-8\"></script>\r\n\r\n<span style=\"font-weight: 400;\">In an interview on BBC, Ayoade Alakija, the African Union’s vaccine delivery alliance co-chair, described the selective ban on African countries as a “knee-jerk” reaction. She said it was “based on politics, not science” and was a failure of the world to vaccinate equitably. She said the world did not yet know the origin of the variant.</span>\r\n\r\n[video width=\"720\" height=\"576\" mp4=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/11/ethan-BBC-interview.mp4\" poster=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/11/Screenshot-2021-11-28-at-18.39.28.png\"][/video]\r\n\r\n \r\n\r\n<span style=\"font-weight: 400;\">Despite the pain that southern African nations will have to bear, with the travel restrictions seen as deeply damaging to already stifled economies and ailing tourism sectors, the variant has already been identified in a number of countries across the globe. </span>\r\n\r\n<span style=\"font-weight: 400;\">According to an </span><a href=\"https://www.nature.com/articles/d41586-021-03552-w?utm_source=Nature+Briefing&utm_campaign=053fd5d19d-briefing-dy-20211126&utm_medium=email&utm_term=0_c9dfd39373-053fd5d19d-46648898\"><span style=\"font-weight: 400;\">article</span></a><span style=\"font-weight: 400;\"> in the journal </span><i><span style=\"font-weight: 400;\">Nature</span></i><span style=\"font-weight: 400;\">, Omicron was first identified in Botswana this month and has since turned up in a traveller arriving in Hong Kong from South Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">Belgium was the first European country with a confirmed case of Omicron. On Friday, Belgian Health Minister Frank Vandenbroucke said: “We have a case that is now confirmed of this variant…. This is someone who came from abroad, who tested positive on November 22, who was not vaccinated.” The country’s chief virologist, Marc van Ranst, said the variant was detected in “a returning traveller from Egypt”. </span>\r\n\r\n<span style=\"font-weight: 400;\">Cases of the variant have been detected elsewhere in Europe. In Naples, Italy, Omicron was detected in a person who was coming from Mozambique, while in the German state of Bavaria </span><a href=\"https://www.reuters.com/world/europe/suspected-omicron-case-found-germany-regional-minister-2021-11-27/\"><span style=\"font-weight: 400;\">two cases of the new variant</span></a><span style=\"font-weight: 400;\"> were confirmed in travellers returning from southern Africa. </span>\r\n\r\n<span style=\"font-weight: 400;\">In the Czech Republic, health authorities were keeping a watchful eye on a suspected case of the variant detected in a person who had been in Namibia. In the Netherlands, 61 of the roughly 600 people who arrived in Amsterdam on two flights from South Africa on Friday </span><a href=\"https://www.reuters.com/world/europe/dutch-find-61-covid-cases-among-south-africa-passengers-looking-new-variant-2021-11-27/\"><span style=\"font-weight: 400;\">tested positive</span></a><span style=\"font-weight: 400;\"> for the coronavirus. </span><i><span style=\"font-weight: 400;\">The New York Times</span></i><span style=\"font-weight: 400;\"> on Sunday reported that at least 13 of the 61 cases were of the Omicron variant. </span>\r\n\r\n<span style=\"font-weight: 400;\">In Denmark, two travellers who had returned from South Africa tested positive for Omicron.
