(Photo: Supplied)</em></p>\r\n<h4><b>Drug trade domination</b></h4>\r\n<span style=\"font-weight: 400;\">In 2019 Goswami testified in the US that he and his allies were hellbent on dominating South Africa’s drug trade, even masterminding the murder in this country of someone they viewed as a rival.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">DM168</span></i><span style=\"font-weight: 400;\"> this week reported on how there are alleged overlaps between those who operated in the same arena as Goswami and </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-23-wanted-terrorist-dawood-ibrahim-linked-to-gupta-zuma-circles/\"><span style=\"font-weight: 400;\">State Capture circles in South Africa</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2023-04-23-wanted-terrorist-dawood-ibrahim-linked-to-gupta-zuma-circles/\r\n\r\n<span style=\"font-weight: 400;\">Goswami was </span><a href=\"https://www.dea.gov/press-releases/2017/01/31/dea-kenyan-drug-traffickers-arrive-us-face-charges\"><span style=\"font-weight: 400;\">arrested in Kenya in 2014 and extradited to the US in 2017</span></a><span style=\"font-weight: 400;\"> where it appears he turned state witness in a major drugs case.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hafeez was arrested in the UK in 2017 and it ordered his extradition to the US in 2019.</span>\r\n\r\n<span style=\"font-weight: 400;\">He fought this.</span>\r\n\r\n<span style=\"font-weight: 400;\">Part of attempts to avoid being sent to the US involved turning to the European Court of Human Rights (ECHR) where issues including his health and poor US prison conditions were focused on.</span>\r\n\r\n<span style=\"font-weight: 400;\">But on 20 April 2023, Hafeez was dealt a legal blow — the ECHR found his application to quash the UK’s extradition order was inadmissible.</span>\r\n<h4><b>Spy versus deflection</b></h4>\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://hudoc.echr.coe.int/eng#%7B%22fulltext%22:[%22south%20africa%22],%22sort%22:[%22kpdate%20Descending%22],%22documentcollectionid2%22:[%22DECGRANDCHAMBER%22,%22ADMISSIBILITY%22,%22ADMISSIBILITYCOM%22],%22itemid%22:[%22001-224490%22]%7D\"><span style=\"font-weight: 400;\">ECHR decision about Hafeez</span></a><span style=\"font-weight: 400;\">, which </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has seen, shows he had claimed to be an informant to the US government and that if jailed there, his life would be at risk because of his spy status.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the ECHR stated that a UK court found: “The US Government did not consider him an informant and therefore he could not ‘take advantage of a status which he does not have’.”</span>\r\n\r\n<span style=\"font-weight: 400;\">It was also found that while Hafeez may have been in contact with law enforcement agencies, a UK district judge “did not consider that he had done so out of a sense of moral duty.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Rather,” the ECHR decision said, “he was someone who had brought to the attention of the authorities the criminal conduct of others who he knew to be actual or potential rivals to his substantial criminal enterprise.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The decision about Hafeez’s extradition appeal may mean he is a step closer to being forced to go to the US where he faces drug-related charges.</span>\r\n<h4><b>Mandrax for SA</b></h4>\r\n<span style=\"font-weight: 400;\">According to the US, Hafeez allegedly operated in the same circles as Goswami and Goswami’s co-accused, two brothers from Kenya, Baktash Akasha Abdalla and Ibrahim Akasha Abdalla, who were previously extradited and sentenced to jail time in the US.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Akasha brothers were part of a criminal syndicate known as the Akasha Organisation.</span>\r\n\r\n<span style=\"font-weight: 400;\">A 2019 US Department of Justice statement alleged that in early 2014 the Akashas and some allies had worked to import tons of methaqualone, used to make Mandrax, “into Africa in order </span><a href=\"https://www.justice.gov/usao-sdny/pr/former-leader-violent-kenyan-organized-crime-family-sentenced-25-years-prison-narcotics\"><span style=\"font-weight: 400;\">to fuel the illicit pills’ production in South Africa</span></a><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">It also accused the group of using proceeds from that business to import into Africa ephedrine that was being illegally produced in a factory in India.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ephedrine can be used to manufacture crystal methamphetamine, also known as tik.</span>\r\n<h4><b>Meth in Mozambique</b></h4>\r\n<span style=\"font-weight: 400;\">This is where Hafeez fits in.</span>\r\n\r\n<span style=\"font-weight: 400;\">The 2019 US Justice Department statement said the Akasha brothers aligned themselves to Hafeez and together they worked “to establish a methamphetamine-production facility in Mozambique.”</span>\r\n\r\n<span style=\"font-weight: 400;\">But this plan was foiled when a raid was carried out at the factory in India and tons of ephedrine they planned to use was confiscated.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2019 while testifying in court in the US, Goswami referred to the facility in Mozambique and alleged Hafeez had been part of this venture.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/vicky-goswami-supplied/\"><img loading=\"lazy\" class=\"size-full wp-image-1662727\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/Caryn-anatomyCyberRing2.jpeg\" alt=\"\" width=\"720\" height=\"390\" /></a> <em>Vicky Goswami (supplied)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">That same year, 2019, </span><a href=\"https://www.vryeweekblad.com/nuus-en-politiek/2019-04-26-gupta-broers-betrek-by-geldwassery-vir-internasionale-dwelmbase/\"><i><span style=\"font-weight: 400;\">Vrye Weekblad</span></i><span style=\"font-weight: 400;\"> reported</span></a><span style=\"font-weight: 400;\"> that Goswami also alleged, in sealed grand jury testimony in the US, that members of the Gupta family were involved in money laundering on behalf of Hafeez.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nothing publicly came of that.</span>\r\n\r\n<span style=\"font-weight: 400;\">Earlier in April this year, Gupta brothers Atul and Rajesh, wanted in South Africa in connection with State Capture crimes, were </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-07-the-guptas-are-gone-no-one-is-to-blame-everyone-did-their-best-the-end/\"><span style=\"font-weight: 400;\">freed from Dubai</span></a><span style=\"font-weight: 400;\"> in a move that surprised the South African government that was pushing for their extradition.</span>\r\n<h4><b>Money laundering and ‘Mo Dollars’</b></h4>\r\n<span style=\"font-weight: 400;\">This week </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-23-wanted-terrorist-dawood-ibrahim-linked-to-gupta-zuma-circles/\"><i><span style=\"font-weight: 400;\">DM168</span></i><span style=\"font-weight: 400;\"> reported</span></a><span style=\"font-weight: 400;\"> how allegations involving the Guptas and Goswami extended deeper into criminal circles.</span>\r\n\r\n<span style=\"font-weight: 400;\">In news television channel </span><a href=\"https://www.aljazeera.com/news/2023/4/14/six-secrets-uncovered-by-al-jazeeras-gold-mafia-investigation\"><i><span style=\"font-weight: 400;\">Al Jazeera</span></i><span style=\"font-weight: 400;\">’s investigative unit four-part series </span><i><span style=\"font-weight: 400;\">Gold Mafia</span></i></a><span style=\"font-weight: 400;\">, which was recently released, it was alleged that a man named Mohamed Khan, also known as Mo Dollars, was one of South Africa’s most prolific money launders.</span>\r\n\r\nhttps://www.youtube.com/watch?v=EEWehVHs8fc\r\n\r\n<span style=\"font-weight: 400;\">It was alleged Khan knew former president Jacob Zuma so well that Zuma had been to his home.</span>\r\n\r\n<span style=\"font-weight: 400;\">Khan, it was also alleged, managed companies and laundered money on behalf of members of the Gupta family — this was like the claim Goswami reportedly made about the Guptas allegedly laundering money on behalf of Hafeez.</span>\r\n<h4><b>Most wanted terrorist</b></h4>\r\n<a href=\"https://www.dailymaverick.co.za/article/2023-04-23-wanted-terrorist-dawood-ibrahim-linked-to-gupta-zuma-circles/\"><span style=\"font-weight: 400;\">Dawood Ibrahim, one of India’s most wanted terror suspects</span></a><span style=\"font-weight: 400;\">, who during the 1990s was believed to be moving through South Africa and was under investigation for Mandrax smuggling, also surfaced in </span><i><span style=\"font-weight: 400;\">Gold Mafia</span></i><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Khan’s brother Dawood was filmed in an episode saying that together with another money launderer, he and Khan had met a man he later realised was Ibrahim in a Sandton hotel around 2011.</span>\r\n\r\n<p><a href=\"https://www.dailymaverick.co.za/caryn-anatomycyberring4/\"><img loading=\"lazy\" class=\"size-full wp-image-1662731\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2023/04/Caryn-anatomyCyberRing4.jpeg\" alt=\"\" width=\"720\" height=\"360\" /></a> <em>Alleged terrorist Dawood Ibrahim Kaskar as pictured on Photo: Supplied</em></p>\r\n\r\n<span style=\"font-weight: 400;\">Khan denied all the allegations against him.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some of those allegations suggested he connected the Guptas and Zuma to Ibrahim, or in other words, that he connected the nucleus of State Capture in South Africa to a global terror suspect.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2019-09-10-global-terrorist-dawood-ibrahims-lasting-grip-on-south-africa/\"><span style=\"font-weight: 400;\">‘Global terrorist’ Dawood Ibrahim’s lasting grip on South Africa</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, both Hafeez and Goswami seem to be linked to Ibrahim.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some media reports suggested the </span><a href=\"https://bangaloremirror.indiatimes.com/news/world/dea-cia-agents-grill-pak-gold-trader-on-whereabouts-of-indias-most-wanted-fugitive-dawood-ibrahim/articleshow/82932608.cms\"><span style=\"font-weight: 400;\">US was targeting Hafeez to get to Ibrahim</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the case of Goswami, he told a US court in 2019 that it was incorrect that Ibrahim was one of his main drug rivals.</span>\r\n\r\n<span style=\"font-weight: 400;\">If Hafeez is extradited to the US, he may be asked in a court there about Goswami and Ibrahim — and South Africa. </span><b>DM</b>",

South Africa’s drug trade, even masterminding the murder in this country of someone they viewed as a rival.</span>\r\n\r\n<i><span style=\"font-weight: 400;\">DM168</span></i><span style=\"font-weight: 400;\"> this week reported on how there are alleged overlaps between those who operated in the same arena as Goswami and </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-23-wanted-terrorist-dawood-ibrahim-linked-to-gupta-zuma-circles/\"><span style=\"font-weight: 400;\">State Capture circles in South Africa</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\nhttps://www.dailymaverick.co.za/article/2023-04-23-wanted-terrorist-dawood-ibrahim-linked-to-gupta-zuma-circles/\r\n\r\n<span style=\"font-weight: 400;\">Goswami was </span><a href=\"https://www.dea.gov/press-releases/2017/01/31/dea-kenyan-drug-traffickers-arrive-us-face-charges\"><span style=\"font-weight: 400;\">arrested in Kenya in 2014 and extradited to the US in 2017</span></a><span style=\"font-weight: 400;\"> where it appears he turned state witness in a major drugs case.</span>\r\n\r\n<span style=\"font-weight: 400;\">Hafeez was arrested in the UK in 2017 and it ordered his extradition to the US in 2019.</span>\r\n\r\n<span style=\"font-weight: 400;\">He fought this.</span>\r\n\r\n<span style=\"font-weight: 400;\">Part of attempts to avoid being sent to the US involved turning to the European Court of Human Rights (ECHR) where issues including his health and poor US prison conditions were focused on.</span>\r\n\r\n<span style=\"font-weight: 400;\">But on 20 April 2023, Hafeez was dealt a legal blow — the ECHR found his application to quash the UK’s extradition order was inadmissible.</span>\r\n<h4><b>Spy versus deflection</b></h4>\r\n<span style=\"font-weight: 400;\">The </span><a href=\"https://hudoc.echr.coe.int/eng#%7B%22fulltext%22:[%22south%20africa%22],%22sort%22:[%22kpdate%20Descending%22],%22documentcollectionid2%22:[%22DECGRANDCHAMBER%22,%22ADMISSIBILITY%22,%22ADMISSIBILITYCOM%22],%22itemid%22:[%22001-224490%22]%7D\"><span style=\"font-weight: 400;\">ECHR decision about Hafeez</span></a><span style=\"font-weight: 400;\">, which </span><i><span style=\"font-weight: 400;\">Daily Maverick</span></i><span style=\"font-weight: 400;\"> has seen, shows he had claimed to be an informant to the US government and that if jailed there, his life would be at risk because of his spy status.</span>\r\n\r\n<span style=\"font-weight: 400;\">However, the ECHR stated that a UK court found: “The US Government did not consider him an informant and therefore he could not ‘take advantage of a status which he does not have’.”</span>\r\n\r\n<span style=\"font-weight: 400;\">It was also found that while Hafeez may have been in contact with law enforcement agencies, a UK district judge “did not consider that he had done so out of a sense of moral duty.”</span><span style=\"font-weight: 400;\"> </span>\r\n\r\n<span style=\"font-weight: 400;\">“Rather,” the ECHR decision said, “he was someone who had brought to the attention of the authorities the criminal conduct of others who he knew to be actual or potential rivals to his substantial criminal enterprise.”</span>\r\n\r\n<span style=\"font-weight: 400;\">The decision about Hafeez’s extradition appeal may mean he is a step closer to being forced to go to the US where he faces drug-related charges.</span>\r\n<h4><b>Mandrax for SA</b></h4>\r\n<span style=\"font-weight: 400;\">According to the US, Hafeez allegedly operated in the same circles as Goswami and Goswami’s co-accused, two brothers from Kenya, Baktash Akasha Abdalla and Ibrahim Akasha Abdalla, who were previously extradited and sentenced to jail time in the US.</span>\r\n\r\n<span style=\"font-weight: 400;\">The Akasha brothers were part of a criminal syndicate known as the Akasha Organisation.</span>\r\n\r\n<span style=\"font-weight: 400;\">A 2019 US Department of Justice statement alleged that in early 2014 the Akashas and some allies had worked to import tons of methaqualone, used to make Mandrax, “into Africa in order </span><a href=\"https://www.justice.gov/usao-sdny/pr/former-leader-violent-kenyan-organized-crime-family-sentenced-25-years-prison-narcotics\"><span style=\"font-weight: 400;\">to fuel the illicit pills’ production in South Africa</span></a><span style=\"font-weight: 400;\">”.</span>\r\n\r\n<span style=\"font-weight: 400;\">It also accused the group of using proceeds from that business to import into Africa ephedrine that was being illegally produced in a factory in India.</span>\r\n\r\n<span style=\"font-weight: 400;\">Ephedrine can be used to manufacture crystal methamphetamine, also known as tik.</span>\r\n<h4><b>Meth in Mozambique</b></h4>\r\n<span style=\"font-weight: 400;\">This is where Hafeez fits in.</span>\r\n\r\n<span style=\"font-weight: 400;\">The 2019 US Justice Department statement said the Akasha brothers aligned themselves to Hafeez and together they worked “to establish a methamphetamine-production facility in Mozambique.”</span>\r\n\r\n<span style=\"font-weight: 400;\">But this plan was foiled when a raid was carried out at the factory in India and tons of ephedrine they planned to use was confiscated.</span>\r\n\r\n<span style=\"font-weight: 400;\">In 2019 while testifying in court in the US, Goswami referred to the facility in Mozambique and alleged Hafeez had been part of this venture.</span>\r\n\r\n[caption id=\"attachment_1662727\" style=\"font-weight: 400;\">That same year, 2019, </span><a href=\"https://www.vryeweekblad.com/nuus-en-politiek/2019-04-26-gupta-broers-betrek-by-geldwassery-vir-internasionale-dwelmbase/\"><i><span style=\"font-weight: 400;\">Vrye Weekblad</span></i><span style=\"font-weight: 400;\"> reported</span></a><span style=\"font-weight: 400;\"> that Goswami also alleged, in sealed grand jury testimony in the US, that members of the Gupta family were involved in money laundering on behalf of Hafeez.</span>\r\n\r\n<span style=\"font-weight: 400;\">Nothing publicly came of that.</span>\r\n\r\n<span style=\"font-weight: 400;\">Earlier in April this year, Gupta brothers Atul and Rajesh, wanted in South Africa in connection with State Capture crimes, were </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-07-the-guptas-are-gone-no-one-is-to-blame-everyone-did-their-best-the-end/\"><span style=\"font-weight: 400;\">freed from Dubai</span></a><span style=\"font-weight: 400;\"> in a move that surprised the South African government that was pushing for their extradition.</span>\r\n<h4><b>Money laundering and ‘Mo Dollars’</b></h4>\r\n<span style=\"font-weight: 400;\">This week </span><a href=\"https://www.dailymaverick.co.za/article/2023-04-23-wanted-terrorist-dawood-ibrahim-linked-to-gupta-zuma-circles/\"><i><span style=\"font-weight: 400;\">DM168</span></i><span style=\"font-weight: 400;\"> reported</span></a><span style=\"font-weight: 400;\"> how allegations involving the Guptas and Goswami extended deeper into criminal circles.</span>\r\n\r\n<span style=\"font-weight: 400;\">In news television channel </span><a href=\"https://www.aljazeera.com/news/2023/4/14/six-secrets-uncovered-by-al-jazeeras-gold-mafia-investigation\"><i><span style=\"font-weight: 400;\">Al Jazeera</span></i><span style=\"font-weight: 400;\">’s investigative unit four-part series </span><i><span style=\"font-weight: 400;\">Gold Mafia</span></i></a><span style=\"font-weight: 400;\">, which was recently released, it was alleged that a man named Mohamed Khan, also known as Mo Dollars, was one of South Africa’s most prolific money launders.</span>\r\n\r\nhttps://www.youtube.com/watch?v=EEWehVHs8fc\r\n\r\n<span style=\"font-weight: 400;\">It was alleged Khan knew former president Jacob Zuma so well that Zuma had been to his home.</span>\r\n\r\n<span style=\"font-weight: 400;\">Khan, it was also alleged, managed companies and laundered money on behalf of members of the Gupta family — this was like the claim Goswami reportedly made about the Guptas allegedly laundering money on behalf of Hafeez.</span>\r\n<h4><b>Most wanted terrorist</b></h4>\r\n<a href=\"https://www.dailymaverick.co.za/article/2023-04-23-wanted-terrorist-dawood-ibrahim-linked-to-gupta-zuma-circles/\"><span style=\"font-weight: 400;\">Dawood Ibrahim, one of India’s most wanted terror suspects</span></a><span style=\"font-weight: 400;\">, who during the 1990s was believed to be moving through South Africa and was under investigation for Mandrax smuggling, also surfaced in </span><i><span style=\"font-weight: 400;\">Gold Mafia</span></i><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">Khan’s brother Dawood was filmed in an episode saying that together with another money launderer, he and Khan had met a man he later realised was Ibrahim in a Sandton hotel around 2011.</span>\r\n\r\n[caption Photo: Supplied</em>[/caption]\r\n\r\n<span style=\"font-weight: 400;\">Khan denied all the allegations against him.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some of those allegations suggested he connected the Guptas and Zuma to Ibrahim, or in other words, that he connected the nucleus of State Capture in South Africa to a global terror suspect.</span>\r\n\r\n<b>Read more in Daily Maverick: </b><a href=\"https://www.dailymaverick.co.za/article/2019-09-10-global-terrorist-dawood-ibrahims-lasting-grip-on-south-africa/\"><span style=\"font-weight: 400;\">‘Global terrorist’ Dawood Ibrahim’s lasting grip on South Africa</span></a>\r\n\r\n<span style=\"font-weight: 400;\">Meanwhile, both Hafeez and Goswami seem to be linked to Ibrahim.</span>\r\n\r\n<span style=\"font-weight: 400;\">Some media reports suggested the </span><a href=\"https://bangaloremirror.indiatimes.com/news/world/dea-cia-agents-grill-pak-gold-trader-on-whereabouts-of-indias-most-wanted-fugitive-dawood-ibrahim/articleshow/82932608.cms\"><span style=\"font-weight: 400;\">US was targeting Hafeez to get to Ibrahim</span></a><span style=\"font-weight: 400;\">.</span>\r\n\r\n<span style=\"font-weight: 400;\">In the case of Goswami, he told a US court in 2019 that it was incorrect that Ibrahim was one of his main drug rivals.</span>\r\n\r\n<span style=\"font-weight: 400;\">If Hafeez is extradited to the US, he may be asked in a court there about Goswami and Ibrahim — and South Africa. </span><b>DM</b>",
