"contents": "<span style=\"font-weight: 400;\">Evictions of people living on the streets in Cape Town’s city centre continued on the morning of Friday, 16 August 2024. The Western Cape High Court granted the City an order in </span><a href=\"https://groundup.org.za/article/large-convoy-of-officers-remove-homeless-people-living-in-cape-towns-city-centre-on-thursday/\"><span style=\"font-weight: 400;\">June</span></a><span style=\"font-weight: 400;\"> to move hundreds of people off the streets in the city centre.</span>\r\n\r\n<span style=\"font-weight: 400;\">This followed a court battle between the City and homeless groups living on Buitengracht Street, FW De Klerk Boulevard, Foregate Square, Helen Suzman Boulevard, Strand Street, Foreshore/N1, Virginia Avenue and Mill Street Bridge. They were represented by the Socio-Economic Rights Institute of South Africa (SERI).</span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-2322136 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/08/homelesseviction-20240816-6v2a8150hr-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /> <em>A man and child were among the people living on Cape Town streets who were moved on Friday morning. (Photo: Ashraf Hendricks)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">The City has said it has made shelters, known as Safe Spaces, available for homeless people, and </span><a href=\"https://www.dailymaverick.co.za/article/2024-07-14-a-travesty-of-human-rights-cape-town-shelter-occupants-tell-of-degrading-conditions/\"><span style=\"font-weight: 400;\">will assist</span></a><span style=\"font-weight: 400;\"> with family reunifications.</span>\r\n\r\n<span style=\"font-weight: 400;\">When GroundUp arrived at the scene at Buitengracht Street at about 5.30am on Friday, there was already a large convoy of law enforcement vehicles. There were also disaster risk management vehicles, as well as social workers at the site.</span>\r\n\r\nhttps://www.youtube.com/watch?v=giof5_eXiA8\r\n\r\n<span style=\"font-weight: 400;\">Some occupiers said they were originally from Eerste Rivier. They packed up their belongings to move to the City’s Safe Spaces, but others preferred to move elsewhere.</span>\r\n\r\n<span style=\"font-weight: 400;\">From what GroundUp witnessed, there were no violent incidents and officials were respectful to the homeless people.</span>\r\n\r\n<span style=\"font-weight: 400;\">One man, who was removing things from his tent, was heard saying “I’m not breaking it down. They [law enforcement] can do it.”</span>\r\n\r\n<p><img loading=\"lazy\" class=\"wp-image-2322138 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/08/homelesseviction-20240816-6v2a8199hr-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /> <em>This was the second and probably final day of the City's evictions. We also saw a couple with a young child. They want to search us [at the Safe Spaces]. We are also human beings. At the end of the day we took a wrong turn in life,” she said.</span>\r\n\r\n<span style=\"font-weight: 400;\">Davids said many people were reluctant to go to the City’s Safe Spaces because of the rules enforced.</span>\r\n<h4><b>Rules for ‘fair treatment for all’</b></h4>\r\n<p><img loading=\"lazy\" class=\"wp-image-2322139 size-full\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2024/08/homelesseviction-20240816-6v2a7913hr-scaled.jpg\" alt=\"\" width=\"2560\" height=\"1707\" /> <em>Belongings are removed. (Photo: Ashraf Hendricks)</em></p>\r\n\r\n<span style=\"font-weight: 400;\">City spokesperson Luthando Tyhalibongo told GroundUp that the Safe Space sites must have rules to “ensure fair treatment for all.”</span>\r\n\r\n<span style=\"font-weight: 400;\">“It can’t be that the unwillingness of a few to abide by very reasonable rules means they are justified in continuing to unlawfully occupy public spaces that are there for the benefit and enjoyment of all.
