"contents": "<span style=\"font-weight: 400;\">Based on data collected in the past five years, Amandla Development found that, on average, only 38% of high school pupils in Philippi have never witnessed someone selling drugs, committing robbery or bringing a weapon to school, said Tendai Makoni, Amandla Development’s data coordinator, at the launch of the NGO’s 2020 Community Report Card.</span>\r\n\r\n<span style=\"font-weight: 400;\">The data came from the Ready To Learn Survey that Amandla Development carries out annually at high schools in Philippi on the Cape Flats, and was corroborated by data collected quarterly from SAPS and community policing forums, said Makoni.</span>\r\n\r\n<span style=\"font-weight: 400;\">Because Covid-19 restricted Amandla Development from carrying out its annual surveys, the 2020 Community Report Card is based on “an average of the data that we have collected on a cohort of 500 learners in eight high schools in Philippi over the last five years”, said programme manager Taona Tsopo. This means the report card reflects trends from this period.</span>\r\n\r\n<span style=\"font-weight: 400;\">In gathering data from schools, Amandla Development worked with about 50 organisations in the area, said Tsopo. “We acknowledge that social issues are complex and that a single organisation can’t bring about solutions.”</span>\r\n\r\n<span style=\"font-weight: 400;\">According to the 2018 Amandla survey, pupils from Sophumelela High School and Philippi High School were less likely to witness crimes on school premises. </span>\r\n\r\n<span style=\"font-weight: 400;\">Addressing about 20 people in a church in Gugulethu on Tuesday, Makoni said it was horrific that we live in a world where only 35% of the high school children in Philippi schools feel safe both in their community and at school. </span>\r\n\r\n<p><img loading=\"lazy\" class=\"size-full wp-image-956324\" src=\"https://www.dailymaverick.co.za/wp-content/uploads/2021/06/karabo-education-philippi4.jpg\" alt=\"\" width=\"2000\" height=\"1194\" /> Amandla Development's Phelisa Manyisane-Somciza at the gathering in Gugulethu to discuss the problems facing high school pupils. (Photo: Nasief Manie)</p>\r\n\r\n<span style=\"font-weight: 400;\">Philippi is notorious for violence – in </span><a href=\"http://www.capetalk.co.za/articles/354084/philippi-cape-town-13-people-killed-in-48-hours\"><span style=\"font-weight: 400;\">July 2019</span></a><span style=\"font-weight: 400;\"> 13 people were killed in 48 hours, and there has been an increase in the number of children being shot in the area. A Red Cross </span><span style=\"font-weight: 400;\">Children’s Hospital </span><span style=\"font-weight: 400;\">ICU audit of the number of children admitted because of </span><a href=\"https://www.dailymaverick.co.za/article/2021-04-13-trapped-in-a-lockdown-within-a-lockdown-the-trauma-of-gang-violence/\"><span style=\"font-weight: 400;\">gun violence</span></a><span style=\"font-weight: 400;\"> on the Cape Flats showed a steady increase from 2016 to 2020. In 2016, one child was admitted for gunshot wounds, in 2020 there were 10. Most of the children came from </span><span style=\"font-weight: 400;\">Philippi, followed by Eerste River, Khayelitsha, Atlantis and Delft. </span><span style=\"font-weight: 400;\">Speaking to</span><i><span style=\"font-weight: 400;\"> Daily Maverick</span></i><span style=\"font-weight: 400;\">’s Vincent Cuywagen, high school pupils on the Cape Flats </span><a href=\"https://www.dailymaverick.co.za/article/2021-06-18-cape-of-fear-nobody-dares-to-stand-by-a-window-when-gangs-are-involved-in-a-shoot-out/\"><span style=\"font-weight: 400;\">said</span></a><span style=\"font-weight: 400;\"> they were regularly robbed by gangsters on their way to school. </span>\r\n\r\n<span style=\"font-weight: 400;\">To make Philippi pupils feel safer going to school, in 2018, then Community Safety MEC Dan Plato </span><a href=\"https://www.westerncape.gov.za/news/media-alert-minister-plato-launches-philippi-east-walking-bus-initiative\"><span style=\"font-weight: 400;\">launched</span></a><span style=\"font-weight: 400;\"> a Walking Bus initiative in Philippi East. “</span><span style=\"font-weight: 400;\">The Philippi East Walking Bus will see approximately 60 parents of Klipfontein Primary, Vuyiseka Primary, ZisuKhanyo Secondary and Kwafaku Primary school volunteer their time to help ensure scholar safety walking to and from school,” his statement read. While attendants agreed that Walking Bus initiatives were crucial to make children feel safe in the community, they said more were needed. </span>\r\n\r\n<span style=\"font-weight: 400;\">Although, this seems to have made no difference.</span>\r\n\r\n<span style=\"font-weight: 400;\">Coupled with children’s safety are issues teachers face in trying to do their jobs.
